Six relief camps have been closed down in Chirang and Kokrajhar districts, and with this, the total number of relief camps has come down to 96 in the four Districts namely Chirang, Udalguri, Kokrajhar and Sonitpur, reports The Assam Tribune on January 3. As on January 4, approximately 164,790 inmates are living in 96 relief camps. In Kokrajhar, 138,943 inmates are in 68 relief camps; in Chirang 22,086 inmates are in 14 camps; in Udalguri 2,464 inmates are in seven relief camps; and in Sonitpur 1,297 inmates are in seven relief camps. Around 286,000 persons were sheltered in 139 relief camps in these four districts as on December 30 according to a release by the Assam State Disaster Management Authority (ASDMA) on January 3. The violence which started on December 23, 2014 when NDFB-IKS militants gunned down 70 Adivasis; the counter violence and Police firing has claimed 82 lives till date.

The four major international airports of India in Delhi, Mumbai, Chennai and Kolkata constitute about 94 per cent of instances of drugs smuggling and seizures, according to Narcotics Control Bureau (NCB) data, The Times of India reports on January 4. Out of a total 63 incidents of narcotics detection and seizure at airports in the country in 2013, 59 were reported from these air facilities, one of the largest hubs in terms of passenger and cargo load. Only six per cent of cases were detected at the airports of Guwahati (Assam), Bangalore (Karnataka)and Madurai (Tamil Nadu).While Delhi's Indira Gandhi International Airport reported a total of 17 drugs seizure cases during the said period, the Chennai airport had 16 such instances while Kolkata and Mumbai airports registered 13 such instances each during 2013. Over 1,026 kilograms of narcotics, including Ketamine, Ganja, Heroin, Ephedrine and Pseudoephedrine were seized from these air facilities during the year leading to the arrest of 75 people under the provisions of the Narcotic Drugs and Psychotropic Substances (NDPS) Act, the data said."Drug couriers are largely intercepted and detected at international airports as they have the facility of being connected to foreign shores. Instances of both the consignment being sent out of India or being brought in have been detected under these seizures," a senior anti-narcotics official said.

Close to 500 families of the Bru tribe have reported to the Mizoram government that they have “self-repatriated” themselves into the state from relief camps in Tripura since the last formal process in June last year, when less than 280 families returned, reports The Indian Express on January 27. Combined with the more than 530 families who have returned home on their own in the past, the data appears to underline the increasing desire by many to return home, often in secret, from almost two decades of squalid exile despite resistance by community leaders at the camps who want better rehabilitation packages and security. In all, a little less than 670 families have come home under the formal process, which involves both the Tripura and Mizoram governments announcing dates, arranging for transportation and setting up stalls to facilitate their return. Close to 500 families (455 of them to Mamit district, between 20 and 30 others in Kolasib district) who have reported they have come home on their own await formal verification and thus have not yet been given the rehabilitation packages

Centre has sought a detailed report from the State Government over the reports of encroachment on the reserve forests posing a threat to the law and order situation in the State, reports The Assam Tribune on March 1. The Centre has also expressed concern over the encroachment on the tribal belts and blocks in the State. It may be mentioned here that the Government of India became concerned over the encroachment on the reserved forests after the killing of more than 69 persons on December 23, 2014. Security sources admitted that the most of the killings took place in the notified forest areas, while the militants involved in the attacks also took shelter in the forests that are now under encroachment. Interestingly, the Government is not in a position to construct permanent Police Stations or roads in the areas notified as reserved forests and the militants are taking full advantage of the situation to take shelter among the encroachers.

Some startling facts were revealed in the findings of Comptroller and Auditor General (CAG) of India with regards to the function of Police in Assam, reports Times of India. Again, 18 police stations do not have rest rooms for personnel and two others do not even have drinking water facilities. One Police Station in the State is operating from a market shed, another from a private club and a third from a quarter of Public Works Department. The CAG further points out that for combating modern day cyber crime; Assam Cyber Crime Investigation Lab was set up in October, 2013. But the lab remained no-functional till December, 2014 due to the primary requirement of a broadband connection, shortage of equipment; skilled manpower and separate automated power back up. Not just the lack of basic human facilities, the CAG has also pointed out that 26% of weapons and same percentage of ammunition with the state police force are obsolete. Besides, its existing analog communication system is also vulnerable to easy interception. The CAG states that the objective of establishing the Counter Insurgency and anti-Terrorist Training Schools (CIAT) has not been achieved as the 4,769 personnel, who completed training at these schools, were not trained in night training, underground firing and jungle warfare.

E-pao on April 1 reports that ten people were killed in incidents of bomb blast and encounter in Manipur in March 2015 and 39 militants of various militant groups were arrested in the same month. Twenty-four civilians were also injured in the blast incidents. Eight militants were arrested from Peoples Revolutionary Party of Kangleipak (PREPAK), six from KYKL, five from United National Liberation Front (UNLF), three from progressive faction of PREPAK (PREPAK-pro), five from PLA, two each from United Revolutionary Front (URF) and Zeliangrong United Front (ZUF) and one each from Khaplang faction of National Socialist Council of Nagaland (NSCN-K), Kuki National Army (KNA), KCP-Noyon, KCP- Taibang Nganba and KNF- Nehlung. Five guns, 38 ammos, one lethod gun, one IED were recovered from the arrested militants. Among the 10 people killed in the five different blast incidents, three were civilians, three militants, three SFs and one gang member. Twenty-four civilians, three militants and five SFs were also injured in the five different explosions.

There was a considerable decrease in the incidents of terrorism all over the province during the first three months of 2015 as compared to 2014, revealed official statistics, reports The News on April 8 (today). During the current year, 60 incidents occurred as compared to 140 incidents in 2014. There has been a considerable decrease in the casualties in the first quarter of this year as 54 people were killed during the three months while 179 were killed in 2014. The analysis has shown that only one incident of suicide bombing occurred as compared to five such incidents during the same period of last year. Similarly, nine attacks of rockets and hand grenades took place this year while 23 such incidents had taken place last year. There was a major decrease in the incidents of explosions through Improvised Explosive Devices (IED). About 22 IED explosions occurred this year as compared to 74 incidents last year. The overall incidents of terrorism have reduced by almost 60 per cent.

In the data on terror financing tabulated from 2006 till date, terror finances to the tune of INR 148.5 million have been recovered by National Investigation Agency (NIA) and Police of 15 states, reports The Times of India on April 10. The NIA has surpassed the states in recovery of terror finances despite starting operations as late as 2009. According to the report, the agency seized INR 36.6 million in terror funds in 11 cases investigated by it since its inception. As many as 101 persons are accused in these cases. Jammu and Kashmir ranks second only to NIA in seizures. The state seized INR 29.3 million in 80 terror financing cases since 2006, in which 190 persons are accused. Manipur, despite its small size, reported terror fund seizures worth INR 21.1 million in 26 cases, followed by Delhi which seized INR 19.2 million in 21 cases. Madhya Pradesh accounted for seizure of terror finances worth INR 16.4 million, while Odisha Police seized around INR 11.2 million. Though Karnataka, Gujarat and Kerala registered 14, three and one terror financing case respectively under Unlawful Activities [Prevention] Act (UAPA), they did not report any seizure since 2006. As many as 213 terror financing cases were registered by NIA and various state Police, in which 873 persons are accused. J&K reported the highest number of cases (80), followed by Manipur (26) and Delhi (21). Union Ministry of Home Affairs (UMHA) report stated, "The security situation in some of the north-eastern states, which has remained complex for quite some time because of diverse demands advocated by various militant outfits, has been gradually improving in terms of reduction in violent incidents/civilians killed/security forces killed etc. in 2013 and 2014. However, in Assam casualties have gone up because of terrorist attacks by IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS) in December 2014." While comparing the situation in the Northeast during the past eight years, the report pointed out that violent incidents have come down from 1,489 in 2007 to 824 in 2014 and the number of civilians killed has decreased from 498 to 212. In 2014, 212 civilians and 20 security personnel were killed in the 824 militant-related activities in the Northeast. In 2013, 107 civilians and 18 security forces were killed in 732 incidents. A comparative analysis of the violent incidents reveals that in 2007, Assam had recorded a figure of 474 while in 2014, the figure had dropped to 246. In 2007, Manipur had recorded a figure of 584 while the same in 2014 was 278. Nagaland has also shown a marked improvement with 77 incidents in 2014 compared to 272 incidents in 2007. While the figures in Assam, Manipur and Nagaland have significantly dropped, the narrative for Meghalaya was different. From 28 incidents in 2007, Meghalaya recorded 179 extremist-related incidents in 2014. The report also stated, “The militant outfits of the neighbouring states have encouraged, trained and nurtured the Garo militant groups like the A'chik National Volunteers' Council (ANVC) and Garo National Liberation Army (GNLA), Independent faction of united Liberation Front of Asom (ULFA-I), NDFB-IKS, United Achik Liberation Army (UALA) and Isak-Muivah faction of National Socialist Council of Nagaland (NSCN -IM) also have their 'command structure' in Garo hills." Highly placed sources in the Ministry of Home Affairs (MHA) played down the security threat that might be posed by the militant groups. Sources pointed out that coming together on a common platform would only give the militants a psychological advantage, but their striking power and capability to indulge in acts of violence to create disturbance in the region would not increase. Most of the militant groups of the North East are based in Taga area of Myanmar and the Indian security agencies know their strengths and weaknesses. The militants have been staying in Taga together for the past decade or so. MHA sources further said that the militants groups of the North East had earlier formed a joint platform called Indo Burma Revolutionary Front and at that time, all the outfits were at their peak. The deal, endorsed by Union Home Minister Rajnath Singh, was put in place after NSCN-K abrogated a ceasefire pact with GoI. Intelligence sources said the deal involved engaging NSCN-K dissidents Wangting Naga and P Tikhak, who were expelled by the group in March. The two dissidents met Indian intelligence officials at Dimapur on March 27, where they were informed that New Delhi found NSCN-K ‘chief’ Khaplang’s provision of military infrastructure to other North-east insurgent groups unacceptable. The men were asked to push their chief to resume the ceasefire and join peace talks. Khaplang, however, rejected pleas from Naga and Tikhak, and expelled them from the organisation. The decision marked a split between the India-based leadership of the NSCN-K, and its ranks across the border in Myanmar, who had, in 2012, signed a separate peace treaty with that country’s army, and believed themselves secure in their bases there. Meghen wanted to become the ‘chairman’ of the newly floated United Liberation Front of Western South East Asia (UNLFW) Intelligence agencies intercepted messages sent by Meghen from Guwahati jail, directing his group not to join the UNLFW if the chairman's post is not given to him. A source stated that "Khaplang did not agree to this and he went ahead with the formation of the UNLFW on April 17 with just three other member outfits Independent faction of United Liberation Front of Asom (ULFA-I), IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS) and Kamtapur Liberation Organisation (KLO), besides NSCN-K. According to the initial plan, the UNLFW was supposed to be the common platform of all NE militant outfits, including Coordination Committee (CorCom), an umbrella outfit of 6 Meitei militant groups. It has been estimated that People’s Liberation Army (PLA) and Manipur Naga Revolutionary Front (MNRF) sustained 68 casualties during the cross Border raid into Myanmar on June 9, reports The Times of India on June 12. It is also estimated that Khaplang faction of National Socialist Council of Nagaland (NSCN-K) suffered 15 casualties as they vacated a camp across Nagaland-Myanmar border soon after the Army Special Forces struck. There is no official confirmation yet on the casualties suffered by and other insurgent outfits in the raid, intelligence reports with the Union Ministry of Home Affairs (UMHA) indicate that at least 19 insurgents killed in the operation were buried on June 11, with a burial in the presence of a Buddhist religious leader. A Union Ministry of Home Affairs (UMHA) source stated that information regarding the burial of insurgents' bodies in the presence of a Buddhist religious leader came from intelligence assets both on Indian and Myanmar side of the border, reports The Times of India. The Ministry has also learnt from multiple sources, including those based in villages dotting the Myanmar-Manipur border and trusted aides in touch with Myanmar authorities that around 49 bodies were removed from the site where the camps stood after the Army raid. In addition, as many as 60 injured militants were shifted out in 12-13 vehicles to safer locations in Kalemyo in Sagaing District, Mandalay in Mandalay District and beyond. UMHA officials insist their casualty estimates are credible since they are based on ground reports collated after speaking to local villagers and sources in touch with the Myanmar army and intelligence agencies. The officials claimed that the figures are more or less corroborated by ground reports collected by Military Intelligence, reports The Times of India on June 12. Initial reports coming in a day after the raids had indicated that 30 insurgents were killed and six injured. This figure was further revised to 38 killed and 12 injured later. However, fresh intelligence inputs on June 12 pointed to a much higher casualty figure at 68 killed in camps across Manipur and 15 across Nagaland, besides 60 injured. In related news, June 9 cross-border strikes by the Army on insurgents inside Myanmar may have had less impact on their military capacity than early assessments had indicated, reports The Indian Express on June 11. According to assessments being conducted by the Army with Intelligence services, just seven bodies have been recovered so far and less than a dozen insurgents were injured. A senior Military Intelligence official stated that, the targets, one camp in Onzia and two adjacent camps in Ponyo, did not hit perpetrators of the June 4 ambush. The Special Forces went almost 11 km inside Myanmar, 5 km farther than what had been initially planned. One camp destroyed in Ponyo was being led by Niki Sumi, ‘lieutenant general’ of NSCN-K. But Sumi and an estimated 40 militants of the group are said to have left the camp before the strike. Two separate military officials said the more lethal strike targeted the Onzia camp unconnected to NSCN-K or KYKL. Indian intelligence had reported since at least 2010 the Onzia camp used to house the so-called 253 Mobile Battalion of the People’s Liberation Army (PLA). The camp, Manipur Police sources said, operated mainly to extort funds from traffickers and traders. An Army spokesperson said that the Army was aware the camp did not house NSCN-K personnel but added that the target was an umbrella of organisations rather than a specific group. The second Army attack targeted two adjacent NSCN-K facilities at Ponyo, near the Myanmar town of Lahe, just across the border from the Mon District in Nagaland. According to Nagaland Police officials it is a relatively minor facility, served as launch-pad for NSCN-K movement into Nagaland from its rear bases around Taga, in Myanmar’s Sagaing District. The Telegraph further adds on July 12 that according to information reaching the Government, Khaplang ‘commands’ 400 armed militants.

Police registered 9,622 cases of cyber crime in 2014 as against 5,693 in 2013 with Maharashtra, Uttar Pradesh (UP) and Karnataka together accounting for 48.18 per cent of the cases across the country, the report said. While Maharashtra topped the list with 1,879 cases, a 107.2 per cent rise from 907 cases the previous year, Uttar Pradesh which came second with 1,737 cases, registered a 154.7 per cent hike from the previous year's figure of 682. Karnataka, witnessed 91.4 per cent rise in cyber crime cases from 533 in 2013 to 10,20 last year. The increase in cases was also reflected in the number of arrests, which reported a 74.3 per cent rise from 3,301 to 5,752. The report showed that the maximum number of cyber crimes were related to Section 66A, which was declared void by Supreme Court in March, 2015. A total of 4,192 cases or 44 per cent of cyber crimes were registered under this section in UP (898) and Karnataka (603). While, Assam registered 377 cases.

Also 280 couriers and sympathisers of the militant group have also been arrested. Sources said that 25 militants headed by Bidai are still inside Assam and they are hiding in thick jungles near the Manas National Park. The group narrowly escaped on May 7 when the forces busted their camp and since then the group is on the run. According to information available with the security agencies, the group managed to sneak into Bhutan on July 2 and stayed in that country for a month or so before returning back to the State. To avoid arrest, the group has split into two parts. One part is headed by Bidai, while the other is by the ‘commander’ of the ‘third battalion’ of the outfit. Security sources also said that, after arrest of two militants identified as B Birdao alias Bipin Brahma and Philip Basumatary, they revealed that militants were facing severe shortage of food and medicines. But the group has a number of sophisticated weapons including AK series rifles and they are using solar panels to charge their phones. They are mostly using mobile phones of Bhutan. In related news, Asian Age on August 24 reports that more than 120 cadres, including 25 women, of NDFB-IKS have resorted to farming of potato and paddy for their survival inside the wild forest of Myanmar. Referring mobile intercepts and conversation of the NDFB cadres, security sources said that the outfit has also generated a huge debt, as the Independent faction of United Liberation Front of Asom (ULFA-I) was lending money for ration and other necessities of the NDFB cadres in the Myanmar camps. According to latest Union Ministry of Home Affairs (UMHA) figures, kidnappings, a staple insurgent activity in the North-East, has seen a significant decline this year, with the worst-affected state of Assam showing a nearly 70 per cent drop in kidnapping incidents even as the recently banned Khaplang faction of National Socialist Council of Nagaland (NSCN-K) outfit resorted to maximum abductions for any outfit in 2015, reports The Economic Times on September 22. The figures show that 182 kidnappings have been reported this year from the seven northeastern states compared to 250 in the same period last year and 369 in all in 2014. Assam has seen the biggest drop - from 125 in 2013 and 94 in 2014 to only 24 so far this year, kidnappings in Meghalaya are down from 110 last year to 45 so far this year and the same is down to 24 in Arunachal Pradesh from 49 last year. The maximum kidnappings by any outfit in the North-East this year, 34, have been done by the just-banned NSCN-K outfit in Nagaland and Arunachal Pradesh, followed by 24 by Khole-Khitovi faction of NSCN (NSCN-KK) in both these states and 15 by the Isak-Muivah faction of NSCN (NSCN-IM) - with which a framework agreement was signed recently. In fact, Nagaland has now overtaken Assam as the state worst affected by kidnappings, reporting 55 cases already compared to 65 in all in 2014. The Naga outfits in Manipur along with NSCN-K have meanwhile emerged as the most violent North-East outfits this year, resorting to 65 incidents of terrorism and inflicting 27 casualties on Security Forces (SFs) this year through ambush attacks in Manipur and Nagaland on convoys of Army and Assam Rifles (AR) - the total casualties of SFs this year have hence jumped almost 300 per cent to 40 from only 12 in 2014. Civilian casualties are however down to a record low at only 32 casualties this year compared to 114 in the same period last year. Tripura, where the State Government lifted Armed Forces [Special Powers] Acts (AFSPA) earlier this year, continues to be the most peaceful state in the North-East, reporting only one violent incident, a single civilian death and two killings of SFs. Manipur, the worst-affected state by insurgency in North-East, has seen an improvement, with violent incidents down by nearly 25 per cent.

Five other cadres of the same faction who were charged with the same treason have also publicly apologised on October 3, a statement of the armed group maintaining suspension of operation with government under the fold of the United People’s Front (UPF) said. The statement said that its town ‘commander’, Laltlansang alias Sanga, has been terminated for his reported involvement in activities which are seen as detrimental to the current tribal movement. Five other individuals who are charged with the same treason by the womenfolk have also publicly apologized, it added. Dim is the assessment from sources in the military and other security agencies about developments in Manipur, where the NSCN-IM has probably set up a training camp, has already recruited a few hundred new cadres, and is contributing to possible new flare-up of inter-tribe tensions in the fragile State. Sources said inputs show that since the August 3, 2015, peace accord, signed in the presence of Prime Minister Narendra Modi in his official residence, reports of extortion, arms and drugs smuggling have registered a rising trend in Manipur. “Most of it is being done by I-M (NSCN-IM) cadres,” an unnamed senior official said. A couple of sources said they believe the outfit has already set up new camps in the hills of Manipur to accommodate fresh cadres recruited since the peace accord. One official said about 400 Nagas may have been recruited by the NSCN-IM since the accord. There were reports last month of the group recruiting new cadre from parts of eastern Nagaland. “Various temptations are being offered, among them that the I-M (NSCN-IM) cadres would get absorbed into the Indian military or paramilitary in the future,” one senior military officer said. The NSCN-IM is believed to have had about 2,500 cadres before the peace accord. The insurgent group could be targeting recruitment of another 1000 cadres, mostly from Manipur, he said.

The startling facts came out during interrogation of top Maoists leader of Assam, Aditya Bora, who was arrested on October 1. Police sources said that Bora alias ‘Baba’, was a most wanted in Assam Police list. He was the founder of the Upper Assam Communist Party of India-Maoist (CPI-Maoist) and used to take direct instruction from CPI-Maoist Politburo member Prasanta Ghosh alias Kishan Da. He also revealed that after most members of the CPI-Maoist who operated across the state, including in lower Assam, Upper Assam and Barak valley region were arrested between 2012 to 2014, and he was busy reorganizing the group. He himself created a sleeper cell and got fresh recruits. It was not possible for him to send out the recruit for training to Jharkhand and Chhattisgarh due to scaled up operations. As such he was asked by the top leadership to float a ‘shadow’ organisation named Revolutionary Peoples Group (RPG). Police sources further added that the RPG then established contacts with the NSCN-IM, so that it can get its new recruits trained in Nagaland. The CPI-Maoist already had an understanding with the Revolutionary Peoples’ Front (RPF) of Manipur and Bora tried to send his cadres across the border to the RPF base at Sagaing division of Myanmar, sources added.

According to the Government gazette notification issued after the Cabinet decision on September 16 to declare the NSCN-K as an unlawful outfit, it mentioned NSCN-K’s involvement in four attacks-- including three attacks on Assam Rifles (AR) in February, March and May, but makes no mention of the audacious attack on the Army in June which prompted the Government to launch a counter-strike inside Myanmar and killing several militants. However, a UMHA official said this is so because the Cabinet note for banning NSCN-K was initiated by the Home Ministry even before the June strike on the Army since NSCN-K had unilaterally abrogated the ceasefire with India in March. “There is no doubt whatsoever that NSCN-K is behind the June 4 ambush on the Indian Army - the National Investigation Agency (NIA) has lodged a case in this regard and also declared rewards on the two top NSCN-K leaders, S.S. Khaplang and Niki Sumi, who are in Myanmar,” a senior MHA official clarified. Report adds that, it was so far believed that the step to ban NSCN-K was only initiated after the June 4 Chandel attack but it now transpires that the Home Ministry had plans to ban the outfit since March. Sources said that according to inputs available with the security agencies, there was some movement of Myanmar Army personnel along the international border areas in the month of August. Though the Army personnel did not launch any operation, the movement created panic among the militants. The security agencies received some intercepts of communication of the militants, which proved that they were apprehensive of strong Army action and some militants even tried to shift weapons from the camps to comparatively safer places. But the additional troops sent to the bordering areas reportedly went back without launching any operation against the militants.

Security sources said that the ULFA-I is making desperate attempts to launch extortion drive, particularly in the upper Assam Districts. But the militants are not getting enough funds to sustain in Myanmar. The people who received extortion notes from the ULFA-I are not willing to pay the demanded amount any more, forcing the outfit to negotiate the amount and there were occasions where they were forced to accept even small amounts, sources added. The situation is even worse for the NDFB-IKS and the outfit has reportedly gone into heavy debt as the flow of funds has been totally squeezed. The main source of income of the outfit was kidnapping. But after the massive crackdown launched against the outfit in December last year (2014), NDFB-IKS was not being able to indulge in any kidnapping. According to information available with the security agencies, at least 200 cadres of the NDFB-IKS are staying in the camps in Myanmar, including two batches of new recruits. The outfit is not in a position to send them to Assam, while, the leaders are finding it tough to sustain the camps in Myanmar. Facing severe financial crunch, the NDFB-IKS militants are now engaged in cultivation near the camps in Myanmar. Sources, however, admitted that both ULFA-I and NDFB-IKS do not have shortage of weapons and they may resort to selling of arms and ammunition to other militant groups in near future.

The camp, located at Myanmarese village Monlei, across Tuensang in Nagaland, was completely destroyed by the Myanmarese Army, official sources quoted reports from Myanmar as saying. The camp was located in the same area where Indian Army carried out operations against NSCN-K during which top Government officials had claimed loss to the group. They said the camp was located just across the Indo-Myanmar border and perhaps the authorities in that country did not want such camps to continue near the border. However, there was no clarity on the casualty in that operation. The Asian Age adds that the camps of the outfit’s ‘vice-president’ Khango and the ‘self-styled military advisor’ of the NSCN-K Niki Sumi are learnt to have been destroyed by the Myanmarese forces. However, NSCN-K on October 13 informed that Myanmar Army, in a military operation led by one Lieutenant colonel Min Thaw Hein, of 364 Battalion, burnt and destroyed temporary refugee camp of the Naga Army established at Pou Nyiu and Langtin villages in Myanmar, reports Morung Express. The military operation took place despite a bilateral ceasefire agreement for peaceful relationship existing between the NSCN-K and the Myanmar Government, a ‘Ministry of Information & Publicity (MIP)’ release stated. The date of the occurrence of the operation was not specified. The NSCN-K maintained that it had already vacated the temporary camp in upholding the bilateral ceasefire agreement between the NSCN and Nyapithaw Government and had expected the Myanmar operation commander to uphold the same.

New Delhi’s efforts to ensure peace in the Northeast may go futile as the banned Khaplang faction of National Socialist Council of Nagaland (NSCN-K) and other powerful ethnic rebel groups of Myanmar, who operate close to the India border, might not sign the National Ceasefire Agreement (NCA) with the Myanmar Government, reports Deccan Herald on October 15. The proposed NCA was seen as a major development in Myanmar ahead of the November 8 general elections in the country that is said to be on a transition towards democracy. However, if sources are to be believed, major groups like the Kachin Independence Army (KIA) operating in the Kachin state that shares border with Arunachal Pradesh are not signing the pact. Only eight of the 20-odd ethnic rebel groups of Myanmar are expected to attend the event for formal signing of the NCA at Naypyidaw on October 15. The Myanmar Government has requested foreign observers to be present in the event. Ministry of External Affairs (MEA) sources confirmed that India will also send its representative. But Delhi is closely monitoring the possibilities of the NSCN-K, which has substantial presence in the Naga-dominated areas of Northern Myanmar, signing the NCA. It has also kept its eyes on KIA which maintains links with almost all the Northeast rebel groups which have bases in the Namyun Township in the Naga self-administered western Sagaing division of Northern Myanmar. Union Cabinet on October 14 approved the revised cost estimate for a multi-modal transit transport project passing through Myanmar that will provide an alternate access route to India’s northeastern states, reports Morung Express. “The union cabinet, chaired by Prime Minister Narendra Modi, gave its approval for the revised cost estimate of Rs. 2, 904.04 crore (about Rs. 29 billion) for the Kaladan Multi-Modal Transit Transport Project in Myanmar,” an official statement said. “The project will provide an alternate access route to the northeastern region of India and contribute towards the region’s economic development and promote economic, commercial and strategic links between India and Myanmar,” it added.

Intelligence and media reports have suggested that the NSCN-IM has been openly recruiting fresh cadres both in Manipur and in neighbouring Nagaland. The drive, the reports said, began immediately after the signing of the framework agreement on August 3. It is not clear why the Naga group has been recruiting fresh cadres as the Centre and the group have been pushing for a final peace agreement at the earliest. Sources speculated that the recruitment drive could be fuelled by the hope that the Centre would raise security battalions with the cadres of the group once the final settlement is made.

The signing at the Myanmar International Convention Centre in Naypyitaw in Myanmar was witnessed by local and international observers. Among the eight groups are Kayin National Union, Kayin National Liberation Army - Peace Council, All Burma Students' Democratic Front, and Chin National Front, report said. International witnesses from the United Nations (UN), the European Union (EU), China, India, Thailand and Japan were present at the event. On behalf of the eight armed groups were their respective leaders. Speaking at the signing ceremony, President U Thein Sein underlined the event as a historic and significant one, saying that the road to future peace in Myanmar is now open. So far, four outfits of the region – Khaplang faction of National Socialist Council of Nagaland (NSCN-K), Independent faction of United Liberation Front of Asom (ULFA-I), IK Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) and the Kamatapur Liberation Organization (KLO) - are the constituents of the platform and efforts are on by the leaders of the Front to rope in other militant groups of the region to increase its strength, report added. ULFA-I ‘commander-in-chief’ Paresh Baruah said that two Meghalaya-based outfits, Garo National Liberation Army (GNLA) and Hynniewtrep National Liberation Council (HNLC), have already expressed their desire to join the common platform. He said that the formal process of these outfits joining the new outfit may be completed within this year. Baruah pointed out that seven militant outfits of Manipur have already formed a common platform called the Coordination Committee (CorCom) and they are likely to join the new front. Six outfits of Manipur are ready to join the Front immediately. “But we want the entire CorCom to join us. They have some problem with one of the constituents and we are hoping that they can settle their problems soon so that the entire CorCom can join us. We are expecting that the seven outfits of Manipur will be joining hands with us within this year,” he added. He also said that one outfit from Tripura would also be joining the front soon. Baruah admitted that SS Khaplang, the NSCN-K chief and ‘chairman’ of the new front, is under pressure from different circles to resume the peace process with the Government of India. However, he said that Khaplang has not taken any decision to resume the peace talks with the Government of India. He also said that Khaplang would not come for talks with the Government in the near future.

According to sources in the Indian intelligence establishment, the immunity that NSCN-K had enjoyed in Myanmar by virtue of its ceasefire arrangement with Yangon has ended as NCA, signed in Nay Pyi Taw, supersedes all previous ceasefire agreements. In fact, following NSCN-K's refusal to be part of the pact that requires all signatories to amalgamate their independent armed militias into regular army, Myanmar troops have launched punitive operations against the outfit's facilities in upper MNH. Two major bases at Ponyu and Langhting have been burnt down and a few weapons seized, driving out cadres to the forests and mountain hideouts. "The next target could be another major establishment at Yanching and NSCN-K headquarters in Taga," a senior intelligence official said. The official said NCA, for which India pushed hard from behind the scenes, was a win-win situation as it showcased India as a key player in establishing regional peace and helping its neighbours deal with ethnic conflicts.

In what could be a setback for the Naga peace accord, some cadres of Reformation faction of National Socialist Council of Nagaland (NSCN-R) - a faction which is part of the ceasefire accord - have decided to rejoin the Khaplang faction of NSCN (NSCN-K) alleging that the Indian Government and other Naga signatories to the pact were “playing dirty politics” by targeting them, reports Morung Express on October 20. A senior member of NSCN-R alleged that their cadres were being continuously arrested by the Assam Rifles (AR) on “false charges of drugs trafficking and extortion”. He said its cadres are also being nabbed by the Isak-Muivah faction of NSCN (NSCN-IM) and NSCN-Unification (NSCN-U), which run a parallel Government in Nagaland, on cooked-up charges drug trafficking and extortion. “Due to the continuous torture and assault at the hands of security forces and NSCN-IM and NSCN-U, some of our cadres have decided to cross the border (into Myanmar) and again join NSCN-K. The Maoists have chosen the festival season to scout for youths from tea garden areas and ethnic groups in the tea belt for recruiting them into the insurgent fold, the sources said. They are also planning to recruit youths through their allies by sending details through WhatsApp about the youths’ education, family background and location, the sources added. According to sources, though the recruitment drive started a year back, the process has now been speeded up due to shortage of manpower in the Maoist camps as two batches after their 18-month training in Jharkhand and Odisha are ready to arrive by January 2016. In the belt along the Brahmaputra, short documentary films are loaded in 1GB/2GB mobile handsets so that the impressionable boys of age 12 to 13 years are influenced and brainwashed to join the Naxalite movement, said the sources. The seven Upper Assam Districts of Dhemaji, Jorhat, Lakhimpur, Dibrugarh, Tinsukia, Sivasagar and Golaghat have borders with neighbouring hill States, while the belt along the river is a breeding ground for Naxal activities, the sources mentioned.

Sumi Hoho said it was constrained to issue the statement, to clear the air of confusion arising out of press statements from self vested interested individuals, minor organisations and local based organisations who expressed endorsement of Peace Accord. It reminded that the Sumi Baghi Hoho on September 3, 2015 resolved to revoke the abrogation of relationship imposed upon the NSCN-IM. Sumi Hoho reaffirmed that revocation of abrogation of relationship did not necessarily mean support to the Accord until and unless “all the Nagaland Political Groups and stakeholders, inclusively participate and involve in Naga peace talk”.

India is gathering intelligence on the second rung leadership in Khaplang faction of National Socialist Council of Nagaland (NSCN-K), with the insurgent group facing a leadership crisis, reports The Sangai Express. This comes as the leader of the group, SS Khaplang, has turned 75 and is reportedly not in good health, a CNN-IBN report stated. The report states that India has asked Myanmar Government to convince NSCN-K to resume talks. The move also comes after several Nagaland based civil society groups including the State Government had appealed to the Government of India to consider resuming talks/cease-fire with the NSCN-K, after it abrogated its 14-year ceasefire with India in March 27, 2015. With other NSCN groups already in a ceasefire with India, the Government believes a widely acceptable solution can be arrived at if Myanmar can help bring NSCN-K to the negotiating table.

Following the recommendations of the National Human Rights Commission (NHRC), the Assam Government has paid INR 4 million as relief to the families of six persons who were allegedly killed in separate Police encounters between 2010 - 2011, reports The Times of India. A statement issued on October 26 by the NHRC said, "In all these cases, the Government of Assam could not convince the Commission in response to its notices that the encounters were genuine and the police had to open fire in self-defence." Out of these six, four cases were registered by the Commission in the year 2010 while two other cases were registered in the year 2011. However, Police claimed that all these encounters were of the suspected extremists and were carried out by Police alone or in joint operations with Security Forces (SFs) in different Districts of Assam. Police sources have admitted to lack of information on the fate of the BDO. A day after the kidnap, the GNLA claimed responsibility for the abduction and stated that the officer had blamed the outfit and politicians for the delay in implementation of projects and withdrawal of funds worth over INR 40 crore. The GNLA has set a November-end deadline for the State Government to stop anti-insurgency operations in Garo Hills in return for the safe release of the BDO. Highly placed security sources said that the security agencies recently received a disturbing input about the possibility of the militants belonging to NDFB-IKS indulging in poaching and the input was immediately shared with the Assam Government and all the forces engaged in counter-insurgency operations. Sources said that according to the input, the NDFB-IKS has gone into heavy debt in Myanmar as the flow of funds from Assam dried up following sustained operations against the outfit. The NDFB-IKS has not been able to pay the debts to the Khaplang faction of National Socialist Council of Nagaland (NSCN-K) for using the facilities of the outfit in Myanmar. Recently, the NDFB-IKS leaders requested the NSCN-K to provide some weapons, but the request was denied because of the failure of the outfit to repay the outstanding debts.

According to sources, a group of NSCN-IM militants is still active in certain areas of the district bordering Nagaland and running extortion drives from its temporary camps located at Baladhan village. Dima Hasao shares a 46km border with Nagaland. Report adds that suspected cadres of the NSCN-IM abducted a local contractor of Natun Lonkhai village under Mahur police station in Dima Hasao, identified as Sangjeulungbe Panme from Hajaichak village on October 31 night. Panme and three other church leaders were on their way to Bambi village in a Maruti van when he was abducted. He was released on November 2 morning. He also said that Police were on the job though it will be premature to say anything on who was behind the incident. Sources, however, said that those who used the IED apparently chose the time when people were engaging in bursting crackers on November 12. On the other hand, the HNLC publicity secretary Sainkupar Nongtraw claimed that the intention of planting ‘RDX’ in a location like Jhalupara at late night was to avoid human casualties. “We purposely planted the RDX in such a location at late night hours in order to avoid human casualties. Our objective was to make the people realize that if we had planted the RDX at Khyndailad (downtown Shillong) during working hours, human casualties would have been far more than expected,” Nongtraw said in statement. The outfit said the blast was a warning to Nepalese and other non-tribals of Shillong trying to interfere in the affairs of HNLC. “We are not against any community or religion. A gazette notification issued on November 16 has declared all formations and front organizations of NSCN-K as a terrorist organisation under the Unlawful Activities [Prevention] Act (UAPA), 1967. Earlier on September 15, 2015, NSCN-K was banned for 5 years under the same UAPA, 1967. The notification said NSCN-K came into existence in 1988 and was active along the India-Myanmar border. While the meeting was held at the Chandmari playground, the rally by senior citizens and Non-Governmental Organizations (NGOs) moved through the town before ending near the office of the Deputy Commissioner (DC), West Garo Hills. The protest rally was spearheaded by several civil organisations including the Garo Students’ Union (Interim body), A'chik Students' Welfare Association (ASWA), All Achik Youth Federation (AAYF) as well as the Garo Hills State Movement Committee (GHSMC). Interestingly to show solidarity with the protestors, most shops across the town shut down during the duration of the rally. At least 1,000 people gathered to show their resentment against the AFSPA and rallied through the streets of Tura town demanding for peace and harmony.

Addressing a joint news conference, NPF president Shurhozelie Liezietsu said the Centre and the NSCN-IM had only signed a preamble and that modalities would be worked out. The Meghalaya Police trust deficit on the leaders of the Achik National Volunteer Council (ANVC) and its breakaway faction of Achik National Volunteer Council (ANVC-B) is well exposed following the arrest of the Jerome Momin, the then self styled ‘Commander in Chief’ of the Garo outfit, reports The Sentinel on November 28. “Going by the striking abilities during the days prior to ceasefire agreement, it is well beyond doubt that the two outfits have not fully deposited the arms and ammunitions,” stated a senior Police official who is monitoring the investigation into the arms transaction indulged by Momin even on a day when his outfit formally signed the peace agreement with the government. “We don’t have inputs on the hidden arms of the ANVC but it should be quite a number,” stated the source. A total of 447 ANVC cadres were part of the disbanding ceremony. They also surrendered 93 numbers of weapons. The ANVC-B cadres numbering 301 members deposited 98 weapons. Interestingly, a majority of the weapons deposited were small pistols and local made guns with only a handful of sophisticated AK rifles. According to Police, at the height of its militancy the ANVC had a stockpile of rocket launchers and light machine guns but these were not surrendered during the disbanding ceremony.

"We have come across such cases in Silchar and Guwahati. Even women are being targeted," a CID source said. Most of the complaints are related to Facebook accounts. "The group is using cyber space to spot and radicalize people. Out of curiosity, users often view pages related to ISIS. These users are followed and targeted by the Islamic outfit. Links, videos, messages, photographs - both in English and Arabic - are sent to the targeted users in a bid to radicalize them. Messages are also sent to their online friends," said an officer. Sometimes, links are also sent to random people. If the person reciprocates or 'likes' those contents, they become targets. Earlier, Director General of Police (DGP) Khagen Sarma had admitted that a lot of interest has been generated in Assam about the ISIS. Moreover, reports suggest that Assam has the second largest volume of internet traffic related to ISIS in the country after Jammu and Kashmir (J&K).

A BSF Meghalaya Frontier spokesman said the troops also arrested two militants and 10 overground workers (OGW) of different militant outfits during the year, while one Garo National Liberation Army (GNLA) militant surrendered before the troops. “Those apprehended during the year included 68 Bangladeshi and 35 Indian smugglers apart from eight other Bangladeshi criminals. The seizure included several firearms, fake Indian currency notes valued at Rs 12,500, 4674 bottles of phensedyl, 20 kgs of hemp, 1312 cattle, wooden logs worth Rs 1.85 crore and other contraband items worth Rs 61.55 crore,” the BSF spokesman said. While Meghalaya shares 443 kilometres of the 4096 kilometres Indo-Bangladesh international boundary, as many as nine battalions of the BSF are deployed for border domination and border management. Ten companies of the BSF are also deployed in other parts of the state, he said. Separately, a rally was held on December 1 in Kharkutta in East Garo Hills District to protest against the killing of two civilians in Konchikol village in North Garo Hills by the army on November 25, reports The Assam Tribune. The rally also sought punishment of the guilty army personnel involved in the killing. The rally set a 15-day deadline for their demands to be met.

Concerned over the matter, the Meghalaya Mine Owners and Exporters Association and State Co-ordination Committee of Coal Owners, Miners and Dealers Forum have appealed to the abductors to release him unharmed. In a joint statement issued on December 6, the coal bodies said that it is a matter of concern that there are frequent abductions of people including their members for ransom. The organizations appealed to the abductors of Syiemlieh, who hails from Kulang, to release him unconditionally. They also said that Syiemlieh is suffering from ailments related to thyroid and asthma. The Khasi Students Union (KSU), SWKH unit, meanwhile, urged the abductors to release Syiemlieh before December 10. The KSU also decided to go ahead with the public meeting slated to be held on December 10 at Mawkyrwat, to oppose the abductions and harassment meted out to the people of Mawkyrwat by the Garo militants. In a statement issued to the press, KSU’s SWKH unit general secretary, Forwardman Nongrem alleged that Garo militants are involved in the abduction of Syiemlieh. Garo militant outfits like the Liberation of Achik Elite Force (LAEF) are no longer dependent on imparting arms training for its cadres inside the forests of Garo Hills and are now dispatching them in groups all the way to Myanmar where Naga rebels from the Khaplang faction of National Socialist Council of Nagaland (NSCN-K) enroll them in their jungle camps and provide them with the necessary expertise on guerilla warfare, reports The Shillong Times. This revelation came to the fore with the surrender of one such trained cadre who gave himself up to Police in North Garo Hills on December 7, just days after his return from that country. Waljit M Sangma (24) of Medu Apal village in Bajengdoba region of North Garo Hills surrendered at Resubelpara. He had joined the LAEF in the month of August, last year. Garo Hills Police have obtained crucial evidence that the LAEF outfit, formed by a former Police commando, had been regularly sending fresh recruits to Myanmar through the Nagaland route to undertake arms training in the NSCN-K camps. The LAEF cadre Waljit was part of one such group which had undergone such training. Waljit was to join a command of the outfit in the Garo Hills region. Police are not ruling out the presence of more foreign returnee cadres inside Garo Hills who are believed to have crossed back the Nagaland border sometime in the middle of November before making their way into Garo Hills through the normal travelling route. Since they do not come back with arms these young boys are able to escape the police dragnet during routine security checks on public transport. One of the key leaders of the group who arranged the foreign jaunt for the young recruits was LAEF chairman Kelwin Sangma who was arrested by Assam Police in October this year, along with two cadres of the Tripura based National Liberation Front of Tripura (NLFT) outfit.

According to the latest Home Department report, frequent abductions have become commonplace for people living along the Assam-Meghalaya border, reports The Times of India on December 15. The Goalpara and South Salmara Police Districts have together recorded 187 cases of abduction since the beginning of this year (2015). While Goalpara District has recorded 138 cases, South Salmara has recorded 49 incidents of kidnapping. Dhubri District, too, has recorded more than 10 such cases this year. The Assam Government has already urged Meghalaya to take proactive steps to curb criminal activities along the interstate border. Meetings have been held between civil and Police forces of districts on either side of the Assam-Meghalaya border, sources said. The safety of the general public, especially traders from Assam who frequently travel to Meghalaya, has been discussed. Though most of the abductions have been carried out by miscreants, the Home Department records do not rule out the role of militant outfits of the region in some of the incidents. Sources said rebel groups like ULFA-I, IK Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS), Kamatapur Liberation Organization (KLO) and Students Islamic Movement of India (SIMI) are active along the bordering areas of Assam and Meghalaya. The ULFA-I's 109 battalion is active in the area, as are Garo militants. The Home Department has also asked Assam Police to maintain a separate record of militancy-related incidents in Goalpara. "From the beginning of 2005 till the end of October this year, there have been at least 88 incidents of militancy-related violence in Goalpara in which some 101 people, including civilians, security forces and militants, have died," a senior Police officer said.

"I am ready to join the peace talks (between the pro-talks faction of ULFA and the Centre)," Chetia said when he was brought to the designated Terrorist and Disruptive Activities [Prevention] Act (TADA) court in Guwahati on December 14. "A certain section of people have doubts whether I will join the peace talks. Some are also suspecting that I will run away. But I am for the peace talks," he said. "I ask for forgiveness from the people of Assam for our past mistakes," he said. "I pay homage to our comrades who lost their lives during our struggle." The most important evidence in this regard reportedly has landed with Assam Police which claim it has telephonic intercepts that say jihadis are in touch with Pakistan-sponsored terror groups. Earlier on December 14, Bangladesh Information Minister Hasanul Haq Inu said the National Investigation Agency's (NIA) revelation on JMB’s activities in India, strengthens the Bangladesh government's claim on the recent rise in terror modules in the country. "These modules are likely to be patronized by forces in Pakistan," he said. The NIA has warned that JMB was preparing for fidayeen (suicide) attacks and that after spreading wings in border Districts and Bardhaman, they were eyeing fresh recruits from further south of Bengal like South 24-Parganas. The NIA had dealt with the "Pakistan" angle earlier too. “A laptop seized from Malda District, that Burdwan blast accused Zia-ul-Haque had tried to conceal with his brother after the blast, is a major evidence. The forensic examination of this laptop and a pen drive recovered from his possession revealed that these contained several videos inciting communal hatred, lectures by leaders of Pakistan-based terrorists urging action against India, terrorist strikes in the name of Jihad and terrorist-training material. This laptop was procured by another accused, Sahanur Alom, from a school student in Assam thereby establishing the association between Haque and Alom as partners in the conspiracy," the NIA chargesheet stated.

The Chief Minister Tarun Gogoi said that as ULFA ‘general secretary’, Anup Chetia is an important figure in the context of peace talks, the Government of Assam had all along been pursuing with the Centre for repatriation of Chetia. The Global Terrorism Index 2015 stated that Assam witnessed 25 per cent of the terror attacks carried out in the country last year (2014), reports The Telegraph on December 16. Massacres by the IK Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) figure prominently in the report. The index, prepared by the Institute for Economics and Peace (IEP), an international non-governmental organization (NGO), and released recently, said of the 416 deaths in 763 terror incidents in India, 106 took place in Assam. "India's Northeast region has, for the last three decades, seen continual ethno-political unrest from ethnic secessionist movements. The NDFB-IKS, which killed seven people in 2013 and 80 in 2014, was the second deadliest group in India in 2014 (CPI-Maoist being the worst). Assam recorded 106 deaths in 2014 which is 25 per cent of the total deaths (in India)," the report said. The report, titled ‘Peace Measuring and Understanding the Impact of Terrorism’, the third such index released, provided a comprehensive summary of the key global trends and patterns in terrorism. The NDFB-IKS was held responsible for rampant abductions, extortions and attacks in the Bodoland Territorial Areas District (BTAD) and neighbouring Sonitpur District till 2014 but the number of such attacks has come down since Security Forces (SFs) launched an operation in December 2014. Although the report said the outfit killed 80 persons in 2014, Assam Police said the number was more as the NDFB-IKS was responsible for the massacre of 46 minorities in Baksa and Kokrajhar Districts in May and 66 Adivasis in Kokrajhar, Chirang and Sonitpur Districts in December. It killed many others in Chirang, Baksa and Sonitpur Districts last year (2014).

Chetia was granted bail in a Central Bureau of Investigation (CBI) case on December 23 and three other cases, two of which were under Terrorist and Disruptive Activities [Prevention] Act (TADA), earlier. The court, however, asked him not to leave the state without informing it. "I am speechless. I can't find words to express my feelings," were the first words that Anup Chetia said after he came out from jail, adds The Telegraph. "I am out of jail, finally, after 18 years and three days," he said. Sounding overwhelmed, Chetia said that jail life was not easy. "It is both a physical and a mental ordeal. You lose your democratic rights, your personal liberty and have to live a life that the authorities want you to live," he said.

The CM was attending the closing ceremony of the 21st Sports Meet of RK Sanatombi Devi Vidyalaya and inauguration of a newly built Indoor Stadium of RK Sanatombi Devi College of Education at Pangei, Imphal East District on December 30. Addressing the gathering as the chief guest, Ibobi stated that education and health sectors are of utmost importance as the two sectors cannot be compromised regardless of the limited resources. He emphasized the need for putting in joint efforts from the government and private sectors to achieve 100 percent literacy rate in the State from the present 77 percent. As the government has to work on other sectors as well other than education and health, there is a need for private sectors to work in unison with the government so as to further boost the two sectors, he said.
