Confessions from seven arrested militants indicates that military action by the Myanmarese army has compelled all the Northeast rebel outfits to flee from their camps and hideouts in Myanmar. The arrested militants who belong to (Peoples Liberation Army) PLA,(Peoples Revolutionary of Kangleipak) PREPAK and(United National Liberation Front) UNLF of Manipur also disclosed that the Myanmarese army had destroyed the National Socialist Council of Nagaland – Khaplang [NSCN (K)] central headquarters and begun proceeding towards the general headquarters (GHQ) of the militant outfit. The attack on the GHQ has also forced the chairman of NSCN (K), S.S. Khaplang, to seek refuge in the jungles. Some of the fleeing cadres have managed to enter Nagaland while most of the fleeing militants, mostly (United Liberation Front of Assam) ULFA and NSCN (K) cadres are believed to have sneaked into parts of Arunachal Pradesh and Nagaland. The actions of the Myanmarese army comes as a sequel to a series of bilateral discussions between India and Myanmar, where it was agreed to share intelligence to curb cross-border militancy, drug peddling, smuggling and maintain proper border management. Within Nagaland, the Tuensang district has witnessed fierce factional feuds between both the factions of NSCN, which had claimed 43 lives in 1999. In the past three months, 10 factional clashes have caused deaths in the district. The battle between the Khaplang and Isaac Muivah factions of NSCN in the district is aimed at achieving full control over the region, which borders Myanmar.

The Kamatapur Liberation Organisation (KLO) is being closely monitored by police in West Bengal following reports of the possibility that Bhutan-based United Liberation Front of Asom (ULFA) and Bodo militants were being given shelter by the KLO. There are also reports that insurgent groups of the North-east, who use the Siliguri belt in West Bengal as a safe-house, are in league with the KLO which is spearheading a movement for a separate State in North Bengal. The West Bengal government recently decided to deploy a special combat force of the state armed police personnel.

In a delayed report, Bhutanese sources have revealed that security forces killed 18 terrorists of the United Liberation Front of Asom (ULFA) in several incidents since September 1. The ULFA which operates in Assam is reported to have set up several camps in Bhutan. Two rounds of negotiations between Bhutanese authorities and the ULFA leadership failed to result in the shutdown of these camps. Following this, Bhutanese authorities are reported to have launched special operations against these ULFA camps.

A news report on October 9, citing intelligence sources, has indicated that the National Socialist Council of Nagaland (Isak-Muivah; NSCN-IM) is reviving clandestine contacts with China. The report added that intelligence agencies believed that covert contacts between the Chinese and the NSCN(I-M) were severed in the Nineteen Eighties. The report states that the NSCN-IM, after the extension of its cease-fire agreement with the Union government on August 1, has sent a top member to the Kunming province in China to strike a deal for a 'major' arms consignment, which security agencies suspect, is to be smuggled into the Northeast. The report adds that the NSCN-IM member is attempting to persuade Chinese authorities in Kunming to urge the Kachin Independence Army (KIA), a Myanmarese guerrilla group, to allow the arms cache through Kachin territory. The KIA has concluded a cease-fire agreement with the pro-China Myanmarese regime. It is also suspected that about 70 armed cadre of the NSCN(I-M) have been sent to Tirap and Changlang, two districts in Arunachal Pradesh on the border with Myanmar. These cadre are expected to ‘’escort’’ the arms consignment into Arunachal Pradesh from where it will be channeled to NSCN(I-M) bases in Nagaland and other parts of the Northeast.

The Rajya Sabha, India's Upper House of Parliament, was informed on November 24 that 6699 persons, including civilians and security force personnel were killed by terrorists and extremists in the three main theatres of internal conflict, namely Jammu and Kashmir, the North-East and Bihar between 1998 and October 2000. Giving the break-up while replying to a Member's query, Union Minister of State for Home Vidyasagar Rao said, 3188 and 2641 persons were killed by terrorists in J&K and North-East respectively, while Bihar's left-wing and other extremists killed 870 persons during this period. The Minister, during his replies to various Members' queries, also accused Pakistan of carrying out a low-intensity proxy war in Jammu and Kashmir to bleed India. I D Swamy, also a Minster of State for Home, added that there was increasing evidence of Pakistan's Inter-Services Intelligence’s (ISI) involvement in the insurgencies in India's north-eastern region. He also said that the government was aware of reports that north-east insurgent groups were attempting to procure arms from China. He said that India's concern on this has been conveyed to "authorities in neighbouring countries, including China", and added that security forces "have been alerted to intercept any illegal consignment of weapons brought clandestinely into Indian territory". Swamy also informed the House that the key elements of the Government’s strategy to combat terrorists groups active in the North-Eastern region included: focussed efforts to counter terrorist propaganda, modernisation of the State police, removal of any sense of neglect, discrimination or alienation felt by the people through a carefully drawn up programme of socio-economic development schemes and drawing up of a coordinated action plan to tackle terrorism through synergisation of efforts of State police, Army and paramilitary organisations. The Union Home Ministry is believed to have forwarded a report to the State authorities containing evidence of the nexus between the ministers and terrorist groups. The outfits with which the ministers are alleged to be having links include the National Socialist Council of Nagaland (Khaplang), People's Liberation Army (PLA), United National Liberation Front (UNLF), Kanglei Yawol Kunna Lup-Oken (KYKL-O) and Zomi Revolutionary Army (ZRA). A few ministers, the sources alleged, provided their official cars and bungalows to the terrorists and several government contracts had been allotted to the nominees or those having links with the terrorist outfits. These outfits have been indulging in offloading rice, sugar, wheat and other commodities from trucks carrying public distribution system goods and distributing them among locals at a very low price, they said, adding, extortion by these outfits have been rampant.
