An achievement report released by the Superintendent Police of Imphal West District, L. Kailun, stated that 91 militants were shot dead and 343 others arrested by the District Police during counter-insurgency operations in 2008. The report said of the 343 arrested, 83 were detained under the National Security Act (NSA). 88 assorted weapons and 989 ammunitions were recovered from the arrested and slain militants, the report added. In addition, the report further said INR 1, 95,280 were also recovered from these militants.

On January 4, surrendered militants and their families numbering 37 households were evicted from the 2nd battalion commando complex in Imphal to build quarters for the State Police at the site. The report adds that altogether 84 militants are under the care of the State Government and 47 are given appointment forms and offer forms as trial riflemen in the year 2005. The remaining 37 have not got their offer or appointment forms but are employed as trial followers in the 4th IRB, a spokesperson of the surrendered militants said.

On January 12, the Justice P.C. Phukan Commission of Inquiry, probing the ethnic clashes between Hmars and Dimasas in the North Cachar Hills and Cachar Districts in 2003, tabled its report in the State Legislative Assembly. Times of India quoting Special Task Force (STF) sources reported on March 8 that the Lashkar-e-Toiba (LeT) has opened a new wing to create unrest in India’s Northeast and the Districts of West Bengal bordering Bangladesh. This was discerned after interrogation of a LeT militant, identified as Abu Taher, who was arrested from the Sealdah station in Kolkata, capital of West Bengal, on March 6, a senior STF officer said. "The Lashkar-e-Toiba had opened a new wing named Tanzeen-e-Mohammedi, especially to create unrest in Northeast and the Districts of West Bengal bordering Bangladesh. Abu Taher was specially deputed by the LeT to develop a strong organisation for the purpose," the officer said. "Taher got the funding from Abdul Karim Tunda, the Pakistan based LeT operative who came to Kolkata to recruit people for his organisation," he added. Speaking on the antecedents of Taher, the officer said he was not only involved in the November 26 Mumbai terrorist attacks, but also had links with several serial bomb blasts across the country in 2008. According to STF sources, Tunda paid INR 50,000 to Taher for his job apart from funding for the organisational purpose. Taher had reportedly recruited nearly 30 persons from the Bangladesh bordering Districts of North 24-Parganas, Coochbehar, Malda, North and South Dinajpur, Murshidabad and Nadia, the STF source said. "We have definite proof that he was not only involved in the blast in Guwahati, but also had a plan to conduct a series of blasts in the North-Eastern states," the source added. Two passports, including one of Bangladesh and one of Pakistan, were recovered from Taher.

Statesman quoting intelligence sources reports that militants of different outfits operating from the Indian soil, who are holed up in Bangladesh, are reportedly shifting base towards Nepal and Bhutan. The report adds that such movement could take place through North Bengal, increasing security threats in the region prior to the Parliament elections. Outfits like the Kamtapur Liberation Organisation (KLO) and the Communist Party of India-Maoist (CPI-Maoist) have been trying to build organisational bases in Cooch Behar District and the adjoining areas. The recent arrest of a suspected Maoist revealed their presence in these parts.

Sentinel reports that militant outfits like the United Liberation Front of Asom (ULFA) and Kamtapur Liberation Organisation (KLO) were on an extortion drive in different villages of Dhubri District. These outfits were demanding INR 50, 000 to INR 500, 000 from middle class business men and service men residing in various villages under Golokganj Police Station in Dhubri District bordering Bangladesh and West Bengal. According to sources, using the KLO letterhead and signing with its self styled ‘commander’ as S. Barman, a huge number of demand notes was served to many businessmen and servicemen residing in the village of Kanur Bish Khowa, Ratiadaha, Lakhimari and Rakhapat under Golokganj Police Station. In addition, one Raju Borua, mentioning himself as ‘deputy chief’ of the ULFA and using a cell phone bearing Bangladeshi No.– 008801190856310, demanded money from some businessmen residing at villages in the Dhubri District along the Assam-West Bengal border. The report adds that one Ankur Bora, identifying himself as a ULFA leader, has also demanded money from some businessmen communicating through a cell phone.

The Chief Electoral Officer of Assam, Hemanta Narzary, said 64.64 percent of the voters exercised their franchise in Dhubri constituency, 65.30 percent of the voters cast their votes in Kokrajhar constituency, 62.70 percent in Barpeta, 60.02 percent in Mangaldoi, 62.87 percent in Tezpur, 63.22 percent in Nagaon, 63.42 percent in Kaliabor, 59.76 percent in Jorhat, 62.88 percent in Dibrugarh and 61 percent in Lakhimpur constituency. Only 56.20 percent of the voters exercised their franchise in Guwahati constituency. Polling was by and large peaceful except in Goalpara District where the District General Secretary of the Assam United Democratic Front, Ganesh Hazarika, was hacked to death by unidentified miscreants, while the body of one Asom Gana Parishad worker Jadab Das was recovered from the Hariamukh area. However, Police did not confirm whether they were victims of poll-related violence or not. There have been reports of clashes between the supporters of Bodoland People’s Front and Bodoland People’s Progressive Front in some parts of Kokrajhar District.

According to Nagaland Post, life saving medicines would run out of stock in the next few weeks after the transporters refused to bring goods to Nagaland owing to extortion demand served to them by a Naga outfit. Earlier medicine dealers said that almost 50 per cent of medicines have run out of stock in the State and that they would be compelled to close their shops due to non-availability of medicines, if the crisis was not resolved soon. Meanwhile, the National Socialist Council of Nagaland-Khapalang (NSCN-K) on May 18 accused the rival National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) to be behind the extortion demand. “Extortion by NSCN (I-M) on medicine dealers has become so fierce that dealers are simply forced to close their shops,” the publicity cell of the NSCN-K said. According to the Inspector General of Police (Law and Order) B. L. Buam, Dili visited Shillong in Meghalaya to form an over ground body of the outfit with religious leaders, students and literalists and that he had already held a meeting with some people on the matter. The rebel leader considered Shillong as a safe place to organise such a meeting as the religious leaders, students and literalists concerned were not ready to meet in Karbi Anglong or North Cachar Hills fearing Police action. "We are investigating the matter. A broader picture would emerge after completion of investigations," Buam said, adding, "KLNLF wants to widen its area of operation from North Cachar Hills to Karbi Anglong now dominated by the Jewel faction of Dima Halam Daogah (DHD)."

Kishan and his two subordinates by militants of the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) even after a lapse of three weeks. Resuming the hearing of a Public Interest Litigation, a division bench of the Guwahati High Court comprising Justice T. Nandakumar Singh and Justice Mutum B.K. Singh took serious note of the failure of the State respondents to file the counter affidavit disclosing the stage of investigation even after a lapse of three weeks. “We are not happy with the lapses on the part of the State respondents in filing the affidavit-in-opposition of the writ petition which involves public interest litigation with great magnitude,” the Court ruling said.

Sources said that taking advantage of the agreement between the Government and the pro-talks faction of the ULFA, a group of militants were serving extortion notes in the name of the ULFA’s ‘709 Battalion’ to a number of businessmen in Dibrugarh and Tinsukia Districts. According to sources in the ULFA, a meeting was convened at the headquarters of the ‘28th Battalion’ in Myanmar three days back to discuss the financial crisis and ways to cope with it. The meeting unanimously resolved to collect INR 10 million from upper Assam and instructed its cadres to serve the extortion notes.

The Union Government on May 1 decided to direct the National Investigation Agency (NIA) to take over the investigation of two cases registered by the Assam Police relating to seizure of weapons and cash amounting to INR 10 million allegedly involving the top office bearers of the North Cachar Hills Autonomous Council. The cases were handed over by the Centre in exercise of the powers under Section 6(5) of the National Investigation Agency Act, and an order directing the NIA accordingly has been issued, official sources said. The decision to hand over the cases, the NIA’s first, was taken after meetings with Chief Secretary P.C. Sarma and Director General of Police G. M. Srivastava in Delhi. The meeting, chaired by Union Home Secretary Madhukar Gupta reviewed the situation in North Cachar Hills.

"There was an agreement between leaders of Black Widow (BW) and leaders of the Autonomous State Demand Committee (ASDC) - Bharatiya Janata Party (BJP) Executive Committee that the alliance would pay INR 20 million to the BW leaders if the alliance came to power (in December 2007 North Cachar Hills Autonomous Council election)," the report added. The commission was formed by Assam Government on June 20 2008, to probe into ‘collusion’ of the BW with members of the ASDC-BJP in capturing power in the North Cachar Hills Autonomous Council (NCHAC) and also ‘misappropriation’ of NCHAC development fund. The commission had submitted its report before the State Government on February 19, 2009. The Assam Government placed the inquiry commission report before the Legislative Assembly on July 21 along with the Action Taken Report which states that the State Government has accepted the observations of the Commission. However, the commission failed to identify or fix responsibility on any individual or individuals for the misappropriation. The State Government, acting on the commission’s recommendations, has already formed an expert committee for monitoring the funds sanctioned and released by the Government for the NCHAC.

According to reports available with the Police, more than 30 people, including officials of the National Highway Authority of India, Railways etc., were abducted by the NDFB in 2009, which affected implementation of the major projects. Sources said that all abduction cases were not being reported to Police and only the abduction of high profile persons came to light through the media. Official sources said militants belonging to the anti-talks faction normally use the forest belt along the border with Bhutan and Arunachal Pradesh to keep the abducted persons by taking advantage of the fact that there is very little presence of Security Forces in that area and there have been instances when the kidnapped persons were shifted to Bhutan or Arunachal Pradesh whenever any major offensive is launched by the Security Forces.

However, according to another source, a local man of Ninu Village, suspected to be an NSCN-IM cadre, has reportedly recruited 16 youths from the village, besides two from Longsom, three from Bera and one from Konsa in the District, with a target to recruit 50 youths from Khonsa, Longding and Kanubari Circles. The report adds that the District administration is, however, not sure whether the youths had been abducted or they voluntarily joined the outfit. Moreover, they are also resorting to extortion and have employed some locals for the purpose, the sources claimed, adding these were violation of the cease-fire ground rules, the report said. Sources said that the ULFA members and their family members looked tired when they were brought to the city and "it seemed that they had to travel a long way", an official added. Security sources said that the ULFA chairman may face as many as nine cases under different sections of the IPC and the Arms Act as well as Unlawful Activities (Prevention) Act for waging war against the nation. He has specific cases against him in Jagiroad and Sivasagar. Raju Baruah has two cases lodged against him and the possibility of the police tracing out other cases against him during the course of investigations cannot be ruled out. Sources said that the wives of Rajkhowa and Sasha Choudhury were members of the ULFA and they are likely to face trial. However, it is yet to be ascertained whether Raju Baruah’s wife was a member of the militant outfit. Police sources informed that top security officials, including officials from the Ministry of Home Affairs, questioned the arrested rebel leaders. The militant leaders are expected to be produced tomorrow.

Arrested leaders of the ULFA confessed that the outfit received “benefits” from political parties mostly in forms of money, particularly during elections, highly placed security sources said, reports Assam Tribune. Sources said that the ULFA leaders, including the ‘chairman’, did not divulge the name of any political leader who paid money to the outfit. Sources mentioned that the ULFA was involved in selling arms and ammunition to different militant groups of the region, including All Tripura Tiger Force (ATTF), National Liberation Front of Tripura (NLFT), Karbi Longri North Cachar Hills Liberation Front (KLNLF), etc. The outfit, over the years, managed to establish very good contacts with the clandestine arms dealers of South East Asian countries and also received Programmable Time Device (PTD) switches from Pakistan. The outfit still has a good stock of PTD switches and the potential to trigger off explosions, sources said. However, seizures of a large number of weapons of the ULFA in 2004 and 2007 in Bangladesh severely affected the outfit, sources added.

The Security Forces (SFs) achieved considerable success in June and July, particularly in the operations against the anti-talk faction of the NDFB as more than 40 cadres of the outfit were shot dead during the two months. Sources said that the improved coordination and intelligence sharing between the SFs engaged in the counter-insurgency operations is one of the main reasons for the success of the operations.
