Based on specific intelligence regarding movement of an underground (UG) cadre, troops of 45 Assam Rifles (AR) of 9 Sector AR under the aegis of headquarters of Inspector General of Assam Rifles-South (IGAR-S) along with Heingang Police launched a joint operation at Koirengei and arrested one United National Liberation Front (UNLF) cadre, identified as No 1983, Self-Styled ‘Sergeant’ Thoibi alias Leiksingba (24) of Yumnam Patlou in Imphal East District, on January 1, reports E-Pao. One 9 mm pistol along with magazine and three live rounds was recovered from his possession. The arrestee along with the recovered item have been handed over to Heingang Police station, said a press release issued by Public Relation Officer (PRO) headquarters of IGAR-S.

A lethod shell was found on January 4, at the main entrance gate of a private school in Imphal, reports Nagaland Post. The shell was found at the gate of Elite Senior Secondary School, which is also the entry gate of Jawaharlal Nehru Institute of Medical Sciences (JNIMS) director Laishram Deben and his wife L Sumitra Devi, who is the chairperson of the school. A Police team retrieved the shell safely. Denouncing the bomb threat to the school, students, teachers and local womenfolk today staged a sit-in-protest in front of the school. Placards condemning the bomb threat were displayed during the protest. Maoist Communist Party-Manipur (MCP-M) reportedly claimed responsibility of depositing the shell. They claimed that the bomb threat was a warning to the JNIMS director Laishram Deben over his failure to run the hospital.

Assam Rifles (AR) troops launched an operation in Grihang and Kamjong in Manipur’s Ukhrul District and killed two underground cadres of an unknown group on January 5, reports The Assam Tribune. “There were three armed cadres who were seen moving towards Kamjong. Immediately Assam Rifles personnel challenged them but they opened fire on the troops and started running,” Public Relations Officer (PRO) AR (South) said in a release on January 6. “In the ensuing encounter, two undergrounds were killed on the spot while the third managed to flee taking advantage of darkness.” One AK56 rifle along with magazine, twelve live rounds of 7.62 mm and five fired cases of 7.62 mm have been recovered from the spot, it added. The bodies of the two slain militants along with the recovered weapons have been handed over to Chassad Police Station in the District.

Meanwhile, a joint team of Assam Rifles (AR) and Bihar Regiment launched a joint operation in Bunghal Khullen area of Thoubal District in Manipur and recovered arms and ammunition on January 7, reports The Assam Tribune. During the search operation, the team recovered one AK56 rifle and two magazines along with 60 live rounds of 7.62mm ammunition. Further search along with Thoubal Commandos led to recovery of 54 live rounds of 7.62mm, 47 live rounds of 7.62mm sniper rifle, one magazine of 7.62mm AK56 Rifle, one magazine of 5.56mm of M 16 rifle and five live rounds of 5.56mm of M 16 rifle. Search of the living room of one Lelen Kipgen, who was missing, resulted in recovery of one seal of Nehlun faction of Kuki National Front (KNFN), demand letter and documents pertaining to KNFN.

Two hardcore militants of the Khaplang faction of National Socialist Council of Nagaland (NSCNK) were arrested in Senapati District of Manipur on January 15, reports The Assam Tribune. The militants identified as selfstyled ‘Lieutenant’ Lamang Kipgen (36) of Lilen village in Paren District of Nagaland and Seminlal Kipgen (23) of Langjol village of Senapati District were arrested along with one 9 mm pistol and 5 rounds of ammunition from Daili village, a defence press release said. On questioning, Kipgen confessed that he was a top leader of NSCNK and had joined the outfit in 1996, the release said. He was trained by the outfit and involved in recruiting cadres, it added.

BSF sources said that a joint team of 49th battalion BSF and Lamlai Police rushed to Itham village after getting information of KNFN cadres extorting money from the owners of sand quarries. On seeing the Security Force (SF) personnel, one of the cadres suddenly opened one round of fire in the air and tried to flee the area. However, some villagers overpowered a cadre and caught him while four other cadres managed to escape. The arrested cadre was later identified as Kamminlun of Singsit Veng Kangpokpi in Senapati District. He revealed that he came to the village from Kangpokpi with four other cadres two days back. They also brought two AK47 rifles and one 9 mm pistol. Soon after his arrest, the combined team conducted a search operation to arrest other cadres at the area. During the course of the operation, the SFs recovered an AK47 rifle along with a magazine loaded with 11 live rounds from near a river at around 8 pm.

A combined team of Police and Assam Rifles (AR) personnel recovered a huge cache of ammunition from a forest at Sagolmang Pukhao area in Imphal East District on January 17, reports The Morung Express. Police said 300 rounds of M-16 rifles, 44 rounds of AK-47 rifles, two detonators and two local-made magazines were found wrapped in a big polythene bag. Meanwhile, troops of 16 AR on frisking and checking duty along the ImphalUkhrul road on January 20, arrested a woman with explosive materials, who was travelling in an Ukhrulbound passenger vehicles originating from Imphal, reports Nagaland Post. The items seized from the women include nine detonators, three packets of highly explosive weighing 125 grams each and three fuses. The items were found in a bag carried by the woman identified as Puprangla Hungyo (53) wife of (L) Ajoy Hungyo of Sorde Village of Ukhrul District. The woman along with the devices has been handed over to Lamlai Police Station of Imphal East, an official report said.

Some unidentified assailants attacked a temporary designated camp of Soviet Ngangom alias Chingkheinganba led faction of United Liberation Front (URF) (Soviet) at Napet Mamang Leikai in Imphal East District on March 3, reports The Sangai Express. Sources said that the miscreants hurled a grenade and fired some rounds at the camp at around 11.30 pm. However, the grenade did not explode and nobody was injured due to the firing as well. Some portions of the wall of the camp were damaged due to the firing. One Chinese hand grenade along with safety pin was recovered from the complex of the camp. The outfit is currently under a Memorandum of Understanding (MOU) with the Government. It may be mentioned that Soviet group broke away from URF (Lalheiba group) after two cadres were found buried inside the designated camp located at Loitang Khunou Spinning Mill some years back. Since then, around 38 cadres of Soviet group have been staying at Napet Mamang Leikai.

The April 27 operation led to the recovery of two 9mm pistols, two partially complete pistols, one drill machine, one vice (furnace marking machine) and two magazine frames, an official release said on May 1. Three files, two Hacksaw blades, 23 alphabet punching tools, two weapon bodies, two barrels, three recoil spring, one weapon alignment machine, two 9mm magazine and miscellaneous tools used for making such improvised weapons were also seized during the raid. The factory was used solely for forging weapons for supply to militant outfits operating in Sadar Hills, the release said.

The arrested PREPAK-Pro cadres have been identified as Naoroibam Joyshankar alias Khougang alias Loyumba of Lairikyengbam Leikai and Kangabam Roshan of Bamon Leikai Thangapat. According to information, some unidentified persons came to the residence of Takhel Gram Panchayat Pradhan (village self governing body chief) Thokchom (O) Priyo (48) w/o Lanthoi and left behind a hand grenade at around 10.20 am. The unidentified persons put the hand grenade inside the left pocket of Lanthoi’s shirt. Lanthoi immediately took out the grenade and kept it at the verandah. Not long after, the same group of unidentified persons came inside the kitchen of one Sagolsem Binodkumar (48) at Takhel Mamang Leikai and placed a hand grenade on an LPG gas stove. One alleged cadre of Kangleipak Communist PartyMilitary Joint Committee (KCPMJC) was arrested by a team of District Police from Singjamei Wangma Bheigyabati Leikai in Imphal East District on August 27, reports The Sangai Express. The arrested man has been identified as one Ksh Arunkumar alias Thoiba (34) of Singjamei Kshetri Leikai. He is said to be not only the upapradhan (deputy head) of Torban Kshetri Leikai Gram Panchayat (village level localself government institution) but also a coconvenor of the Joint Action Committee (JAC) constituted against declaration of former Joint Committee on Inner Line Permit System (JCILPS) convenor Khomdram Ratan as a ‘wanted’ man. Bomb experts from Imphal later rushed there and defused the bomb. Intelligence sources said that at 2 pm, the patrolling personnel discerned that a bomb was buried at the side of the village road leading to Kwatha Khnnuou, near the Trans-Asian highway No. 1. Police said that there might have been some other bombs buried along the road or hung from the tree branches. With the arrival of the additional AR personnel, a search operation was launched in the nearby areas. However, no suspects were detected. A Police officer said that the insurgents must have slipped away towards the no man’s land. Police have registered a case. There has been no claim from any insurgent group of the bomb planting.

In the wake of the 25 days old economic blockade, United Naga Council (UNC) 'president' Gaidon Kamei was arrested from Pheidinga in Imphal West District along with UNC 'information and publicity secretary' Sankhui Stephen on November 25, reports E-Pao. One mobile phone each were seized from their possession. Gaidon Kamei and Stephen were travelling in a Bolero jeep when they were halted at Pheidinga and arrested by a Police team. The State Government has been under immense pressure from a sizeable section of population who has been demanding creation of Sadar Hills and Jiribam Districts but the UNC has opposed any move to upgrade the two sub-divisions. According to a spokesman of the information and publicity unit of UNC, Naga frontal organisations have taken strong exception against the arrest of Gaidon Kamei and Sankhui Stephen and have decided to impose a 24 hour bandh (total general shut down) in all Naga inhabited areas from 4 pm on November 25. The shut down however will be relaxed for the media, essential service, health, water supply, schools etc. The Tangkhul Naga Long (TNL) has also decided to fully support the 24 hours total bandh. As news of the arrest of the UNC leader spread, the TNL immediately discussed the matter and decided to support the bandh in all Naga inhabited areas of Manipur in protest against the State Government. Strongly condemning the arrest of Gaidon Kamei, the TNL demanded his immediate release without any condition to avert any ugly fall outs.
