A senior al Qaeda leader, Younis al-Mauritani, believed to have been responsible for planning attacks on the US, Europe and Australia was arrested on an unspecified date in Quetta of Balochistan, reports Daily Times. Younis al-Mauritani was picked up in the suburbs of Quetta along with two other high-ranking operatives of al Qaeda, said Inter Services Public Relations (ISPR) on September 5. Cooperation between the CIA and Inter-Services Intelligence (ISI) led to the arrests by the paramilitary, ISPR said. “In an intelligence-driven operation by Inter-Services Intelligence in coordination with Frontier Corps Balochistan, a senior al Qaeda leader, Younis al-Mauritani, mainly responsible for planning and conduct of international operations, was nabbed,” ISPR statement said. “Al-Mauritani was tasked personally by Osama bin Laden to focus on hitting targets of economical importance in United States of America, Europe and Australia,” the ISPR added.

The Abbottabad Commission has imposed a ban on travelling abroad for all persons relating to slain al Qaeda leader Osama bin Laden’s raid in Abbottabad, including Dr Shakeel Afridi, till further orders, reports Daily Times. No such person should be allowed to leave the country without clearance from the commission, it was officially announced. Dr Afridi ran a phony vaccination programme in Abbottabad in an effort to obtain a DNA sample from the al Qaeda leader. Dr Afridi had helped the CIA find bin Laden but was barred from leaving Pakistan. Afridi is being detained by Government authorities, but has not been charged with any crime.

The United States is likely seek access to question a senior member of al Qaeda arrested in Pakistan, US Defense Secretary Leon Panetta said on September 6, as he cheered US-Pakistani cooperation in capturing him, reports Daily Times. Asked whether the United States would seek access to Mauritani, who is in Pakistani custody, Panetta said: “I assume that we will work with the Pakistanis to try to obtain access and try to gather intelligence from that individual.” Panetta said the operation was particularly encouraging because Mauritani “was someone we thought was a real threat in terms of our security.”

At least 26 people were killed and over 60 injured in two suicide attacks targeting the residence of the Deputy Inspector-General (DIG) of Frontier Corps (FC) Brigadier Farrukh Shehzad in Quetta on September 7, reports The Express Tribune. Earlier, it was reported that 15 persons were killed in the twin suicide car bomb blast. The attacks targeted and wounded DIG Brigadier Farrukh Shehzad whose force was involved in the arrest of Younis al Mauritani and two other al Qaeda operatives in Quetta in an operation on September 5. A woman, her three children and at least 11 troops from the FC and Balochistan Constabulary (BC) were among the dead, Police officer Hamid Shakil said. The Tehreek-e-Taliban Pakistan (TTP) claimed responsibility for the twin attacks. “Our fidayeen (suicide bombers) have carried out this attack. It is revenge for the arrests of our brothers in Quetta,” TTP spokesperson Ehsanullah Ehsan told Reuters by telephone from an undisclosed location. “If they make more arrests then the reaction will be much more forceful,” he warned.

US officials on September 7 imposed financial sanctions on three al Qaeda leaders based in Pakistan, including Libya-born propaganda chief, Abu Yahya al-Libi, reports Dawn. The two others named by the US Treasury Department were Younis al-Mauritani, who was arrested in Quetta on September 5, and Mustafa Hajji Muhammad Khan, who was identified by Treasury as a logistical supporter of al Qaeda. “We are targeting two of al Qaeda’s top strategists and commanders in Pakistan, as well as a senior facilitator, striking at the heart of al Qaeda’s remaining leadership and its operations in Pakistan,” Under Secretary for Terrorism and Financial Intelligence David Cohen said in a statement.

The United States believes Pakistan is vital to stabilising the South Asian region and continues to work with Islamabad, despite differences on issues related to counterterrorism, US Defence Secretary Leon Panetta said on September 9, reports Daily Times. He also applauded Pakistan’s effort in the anti-terror war over the years, including the latest capture of al Qaeda operative Younis al-Mauritani. “At the same time, you know, I think we have to recognise that Pakistan is a critical country in that region of the world, not only in terms of trying to give us some cooperation in the war that we are conducting there, but also because they are a nuclear power, also because they themselves are in the effort to try to confront terrorism there, but also because they can be extremely important to us in the effort to provide stability in Afghanistan and other areas,” he said.

Pakistan has sealed off all borders with Afghanistan in order curb the massive influx of Afghans into Pakistan, said Federal Minister of Interior Rehman Malik on September 10, reports Daily Times. Addressing a news conference at the CM Secretariat in Quetta, the Minister said that the Government had imposed a complete ban on the movement of Afghan refugees and other foreign nationals by restricting their movement to the locality where they resided. “There will be a complete restriction on the movement of Afghan refugees in Balochistan and KP,” the Federal Minister told journalists. He said that Army, Frontier Corps, Police and Balochistan Levies had been asked to place a check on the free movement of Afghan refugees and other foreigners and bar them from entering major human settlements. “We have given the deadline of one month to illegal immigrants to obtain their refugee cards or otherwise they would be arrested and deported to Afghanistan after completing their sentences,” Malik said. Pakistan has also banned issuing Visit Visas to Afghans.” There will be no Afghan visiting Pakistan on a Visit Visa,” he added. Further, when asked if key operatives of al Qaeda and Taliban were in Quetta, he said that after the death of Osama bin Laden, al Qaeda has declared Pakistan to be its enemy. Tehreek-e-Taliban Pakistan (TTP) leaders, according to him, have moved from remote tribal areas to Quetta after their defeat by the Pakistan Army. He said that “The Tehreek-e-Taliban leaders, who were based in the Federally Administrated Tribal Areas (FATA), are facing defeat at the hand of the Pakistan Army and have now moved to Quetta,” Malik said, referring to the recent twin suicide attacks on the residence of the DIG of the Frontier Corps (FC), Farrukh Shehzad.

Inter-Services Intelligence (ISI) provided protection to slain al Qaeda chief Osama bin Laden for a period of time, Indian Express reported on September 14 quoting a report of The New Yorker magazine. Former Afghanistan intelligence chief Amrullah Saleh told the magazine’ writer Dexter Filkins, that an ISI operative Syed Akbar Sabir had escorted Osama from the Pakistani region of Chitral to Peshawar, passing through Kunar Province, in Afghanistan, along the way. “We believed that he was part of the ISI operation to care for Osama,” Saleh, who directed the Afghan intelligence service from 2004 to 2010, said. He said the ISI operative had been arrested by Afghan intelligence in 2005. The article talks about another ISI agent Fida Muhammad, who too had been arrested by Afghan intelligence agents. Muhammad said his most memorable job came in December, 2001, when he was part of a large ISI operation intended to help jihadi fighters escape from Tora Bora — the mountainous region where Osama was trapped for several weeks, until he mysteriously slipped away.

The death of Abu Hafs in Waziristan follows the killing of al Qaeda’s number two Atiyah abd al-Rahman in August. “It has been confirmed that al Qaeda’s chief of Pakistan operations, Abu Hafs al-Shahri, was killed earlier this week in Waziristan in Pakistan,” the official said. “Abu Hafs’ death will further degrade al Qaeda’s ability to recover from the death last month of al Qaeda’s number two, Atiyah, because of his operations experience and connections within the group.” “Abu Hafs’ death removes a key threat inside Pakistan, where he collaborated closely with the Tehreek-e-Taliban Pakistan to conduct coordinated attacks.”

Official said that extremist organisations will be targeted in the next phase. “This proposal is under consideration,” he added. According to a report compiled by intelligence agencies, as many as 19 groups — five of them run by Shias — were active in Karachi and their associates were involved in bomb explosions and murders. Among the groups active in Karachi, the biggest is Lashkar-e-Jhangvi (LeJ), an anti-Shia sectarian outfit involved in mass murder and improvised attacks on minority groups, including Ahmadis. It has a strong known al Qaeda link. Sipah-e-Sahaba Pakistan (SSP), Harkat-e-Jihad-e-Islami (HuJI), Tehreek-e-Taliban Pakistan (TTP), Harkat-ul-Mujahideen al Alami, Harkat-ul-Mujahideen (HuM), Jaish-e-Muhammad (JeM), Jundallah, Tehreek Islami Lashkar-e-Muhammadi, Sunni Tehreek and Lashkar-e-Islami are the other Sunni groups active in Karachi. The top US and Pakistani military leaders met in Spain to discuss ways to shore up strained ties after a US raid that killed al Qaeda leader Osama bin Laden and a spike in violence in Afghanistan, he said. Mullen and General Ashfaq Kayani sat down for more than two hours of talks on September 16 the sidelines of a NATO conference in Seville, the spokesman added. During the meeting, Mullen expressed “deep concerns about the increasing - and increasingly brazen - activities of the Haqqani network” seeking Pakistan Army’s action against them, Kirby said.

The blast occurred outside the house of SSP Chaudhry Aslam. The house, nearby buildings and vehicles in the area were severely damaged after the blast. Deputy Inspector General (DIG) South Commander Shaukat confirmed that six guards, a woman and a child were killed. He said a double-cabin vehicle had been used in the attack. Aslam, who survived the attack, told reporters that he had received threats from militant groups, including the al Qaeda-linked Tehreek-e-Taliban Pakistan (TTP).

Amin al-Haq, who escaped from Afghanistan with the al Qaeda leader in 2001 and went on to become a key financial aide, was detained in Lahore three years ago by Inter-Services Intelligence (ISI) agency. A senior security source in Peshawar, where he had been held, said the ISI had passed al-Haq on to the Police before he was released earlier this month. “Amin al-Haq had been arrested mistakenly, therefore, the police failed to prove any charge of his association with Osama bin Laden and the court set him free,” he told The Daily Telegraph.

Daily Times reports that the US Treasury Department on September 29 announced new sanctions on five individuals it said are linked to “the most dangerous terrorist organisations operating in Afghanistan and Pakistan.” “These financiers and facilitators provide the fuel for the Taliban, Haqqani Network and al Qaeda to realise their violent aspirations,” Treasury Under Secretary for Terrorism and Financial Intelligence David Cohen said in a statement. As a result of the action, US companies and individuals are generally prohibited from engaging in transactions with the targeted individuals and any assets they hold under US jurisdiction are frozen, Treasury said. The group includes Abdul Aziz Abbasin, who the Treasury Department described as a ‘key commander in the Haqqani Network’ and accused of a series of high-profile attacks. “Abbasin commands a group of Taliban fighters and has assisted in running a training camp for foreign fighters in Paktika Province, and also has been involved in ambushing supply vehicles of Afghan government forces and the transport of weapons to Afghanistan,” Treasury said. Also targeted was Haiji Faizullah Khan Noorzai, who Treasury said was a prominent Taliban financier, and his brother, Haji Malik Noorzai, a Pakistan-based businessman. The two have invested “millions of dollars in various businesses for the Taliban,” Treasury said. It also designated Abdur Rehman, who Treasury described as Taliban facilitator and fundraiser, and Fazal Rahim, who Treasury said was a financial facilitator for al Qaeda and the Islamic Movement of Uzbekistan.
