According to a book written by slain Pakistani journalist Syed Saleem Shahzad the 26/11 Mumbai attacks was scripted by Inter-Services Intelligence (ISI) officers and approved before its execution by al Qaeda ‘commanders’, reports Times of India. The book titled ‘Inside Al-Qaeda and the Taliban -- beyond bin Laden and 9/11' describes the Mumbai plan as one pushed through by Ilyas Kashmiri, a key al Qaeda ally with wide links with the Pakistan defence establishment. Shahzad says in the book that the plan was authored by the ISI officers and embraced and executed by Lashkar-e-Toiba (LeT). "With Ilyas Kashmiri's immense expertise on Indian operations, he stunned the al Qaeda leaders with the suggestion that expanding the war theatre was the only way to overcome the present impasse. He presented the suggestion of conducting such a massive operation in India as would bring India and Pakistan to war and with that all proposed operations against Al-Qaeda would be brought to a grinding halt. Al-Qaeda excitedly approved the attack-India proposal," Shahzad wrote in the book, excerpts of which were published in Dawn.

The courier who led US intelligence to Osama bin Laden’s hideout in Pakistan hailed from the Swat Valley, unnamed Pakistani officials said on June 1, reports Daily Times. The officials identified the courier as Ibrahim Saeed Ahmed. He and his brother Abrar were shot dead in the US Navy SEAL raid on May 2 that also killed bin Laden and two other people. The brothers apparently linked up with bin Laden after they returned to Swat Valley from Kuwait, where their parents had immigrated. The Wall Street Journal, which first reported the real names of the two brothers, said they were from Martung village of Swat.

Al Qaeda has released a two-part 100-minute video apparently produced after the death of Osama bin Laden that calls for individual acts of jihad (Holy war) on “enemy soil,” a US-based monitoring service SITE said on June 3, reports Dawn. Among the several speakers are Ayman al-Zawahiri, al Qaeda’s long-time number two to bin Laden, and American-born Adam Gadahn, who says that Muslims living in the West are “perfectly placed to play an important and decisive part in the jihad against the Zionists and Crusaders.” Muslims living in the United States can easily buy automatic assault weapons at a gun show without any identification or submitting to a background check, Gadahn says, speaking in English, according to a transcript of the first video released by the SITE Monitoring Service. “It’s important that we weaken our cowardly enemies’ will to fight by targeting influential public figures in Crusader and Zionist government, industry and media,” Gadahn says. The video was produced by al Qaeda’s media arm, as-Sahab and is titled, “You are only responsible for yourself.” It was posted on Web forums on June 2, and opens with old footage of bin Laden sitting next to al-Zawahiri giving a speech that criticizes the Western occupation of Muslim lands.

Top al Qaeda leader and ‘head’ of Harkat-ul-Jihad-al-Islami (HuJI), Ilyas Kashmiri, was killed in a US drone strike in Wana Bazaar area of South Waziristan Agency in Federally Administered Tribal Areas (FATA) at 11:15 pm on June 3, reports Daily Times. A hand-written brief statement in Urdu-language from a ‘spokesman’ of the HuJI, Abu Hamzullah Kasher, distributed in Wana Bazaar on June 4 afternoon, confirmed that Kashmiri was killed. “Harkatul Jihad al-Islami’s 313 Brigade confirms that in Friday’s drone attack at 11:15pm our ‘commander-in-chief’, Muhammad Ilyas Kashmiri, was martyred,” the spokesman, Abu Hamzullah Kasher said in the statement. “We have received reports of his death. But we are waiting for conclusive evidence to confirm that Kashmiri has been killed with nine other terrorists,” an unnamed security official told Daily Times. “What is confirmed is that he (Kashmiri) was seen two days back at the site of the attack,” the officials said. “Testimonies of the injured will clear the situation when they speak out,” he added. Ilyas Kashmiri is believed to having planned the deadly attack on Navy’s airbase PNS Mehran in Karachi on May 22. “We will certainly give the US a revengeful reply,” added the HuJI spokesman Abu Hamzullah Kasher.

However, US officials in Washington were sceptical over reports that Kashmiri was dead. “All ground intelligence shows that he is dead. What I can say is there is a 98 percent chance he is dead,” the Interior Minister said, adding, “Since we do not have the body, we do not have the DNA we need to confirm. This is the substantive evidence we are looking for.”

While Shahzad's indictment of al Qaeda seems to be one of the reasons for his undoing, Shahzad had repeatedly emphasized in his meetings with Indian experts that India was emerging as one of the main targets of al Qaeda. The move is aimed at deflecting growing US pressure for a full-scale offensive against the Haqqani Network. Under the plan, local tribesmen have been urged to form lashkars (tribal militia), to take out ‘hard-core al Qaeda elements and their affiliates’. The idea was not only discussed in the recently held meeting of the corps commanders but was also taken up during discussions between Army chief General Ashfaq Parvez Kayani and CIA chief Leon Panetta. “This strategy has achieved significant results in South Waziristan Agency and now it’s time to apply it in the North,” said the official, who spoke on the condition of anonymity. “We are encouraging pro-Pakistan tribesmen to take on al Qaeda operatives. Pakistan’s detention of five CIA informants, including a Pakistan Army major who officials said copied the license plates of cars visiting bin Laden’s compound in Abbottabad, is the latest evidence of the fractured relationship between the United States (US) and Pakistan. The council unanimously passed two resolutions which set up one new blacklist of individuals and organizations accused of links to al Qaeda and a second for those linked to the Taliban militia. The two groups have until now been handled by the same sanctions committee that was set up in 1999 when al Qaeda had major bases in the Taliban. But the international powers wanted to separate them to highlight the divide between al Qaeda’s global jihadist agenda and the Taliban’s focus on Afghanistan. The new resolutions, 1988 and 1989, send “a clear message to the Taliban that there is a future for those who separate from al Qaeda, renounce violence and abide by the Afghan constitution,” said Susan Rice, UN envoy for the United States (US), which led the campaign for the division.

According to the American Newspaper, Contradicting the assertions of some American officials that bin Laden was running a "command and control" centre from the walled compound in Abbottabad, Pakistan, officials say that bin Laden clearly wasn't in control of al Qaeda, though he was trying to remain involved or at least influential. "He was like the cranky old uncle that people weren't listening to," said a US official, who'd been briefed on the evidence collected from the Abbottabad compound and who spoke only on condition of anonymity because of the sensitivity of the issue. One new detail, discovered by US Newspaper, is that the bin Laden household was buying and selling gold jewellery, perhaps as a way to raise money.

The United States (US) President Barrack Obama’s adviser John Brennan on June 30 said that US determined to pursue the “utter destruction” of al Qaeda, while refocusing its counter-terrorism strategy to combat the threat of home-grown terror, Daily Times. The new strategy, developed after US commandos killed Osama bin Laden on May 2 in Pakistan, is a “pragmatic, not ideological” approach to counterterrorism that “formalises” the administration’s approach since January 2009, said John Brennan. The principal focus is “al Qaeda, its affiliates and its adherents,” said Brennan. “We aim to render the heart of al Qaeda incapable of launching attacks against our homeland, our citizens, or our allies, as well as preventing the group from inspiring its affiliates and adherents to do so,” he said. “This is a war – a broad, sustained, integrated and relentless campaign that harnesses every element of American power,” he said. “And we seek nothing less than the utter destruction of this evil that calls itself al Qaeda. If our nation is threatened, our best offence won’t always be deploying large armies abroad but delivering targeted, surgical pressure to the groups that threaten us,” he added.
