On August 8, the United States (US) cautioned its citizens from travelling to Pakistan, noting that the presence of al Qaeda, Taliban elements, and indigenous militant sectarian groups pose a potential threat to Americans throughout the country, reported Indian Express. Terrorists and their sympathisers regularly attack civilians, Government, and foreign targets, particularly in Khyber Pakhtunkhwa province. Observing that the Pakistan Government has heightened security measures, particularly in major cities, the report said threat reporting indicates terrorist groups continue to seek opportunities to attack locations where US citizens and Westerners are known to congregate. "Terrorists have disguised themselves as Pakistani security personnel to gain access to targeted areas. Some media reports have recently falsely identified US diplomats and to a lesser extent US and other Western journalists and workers for Non-Governmental Organisations (NGOs) as being intelligence operatives or private security personnel," the State Department said.

Security Agencies are trying to dismantle a ‘multi-faceted’ communication network of Hizb ut-Tahrir (HuT) but there has been little headway so far, a senior military official said on August 8 after some mid-ranked army officers were detained for alleged links with the organisation, reported Express Tribune. The revelation came three months after Brigadier Ali Khan, a serving army officer, and some other unnamed personnel were detained for their alleged links with the HuT, an organisation that seeks to establish a caliphate in Pakistan by overthrowing the democratic Government. The official said that the organisation’s presence outside Pakistan was a key factor hindering the country’s spy agencies’ attempts to break links of HuT activists among themselves and with other people. “It seems that the communication network is being operated from countries like the United Kingdom (UK) or some other European states where the outfit is not banned that makes all the difference,” said the official. The HuT uses many platforms on the internet, cellular phones and written materials to send their message across despite a ban on its activities. “Had it been an easy task, Americans would have contained al Qaeda’s cyber jihad.

A Pakistani intelligence officer, who wished to secure American citizenship for his family, gave details of Osama bin Laden's whereabouts to the US, in a deal worth USD 25 million, Indian Express quoting Daily Mail reported on August 11. The Pakistani officer also informed the US officials that Saudis were paying off Pakistan and ISI to keep bin Laden hidden in the Abbottabad compound. The paper said this account disputes widely published reports that a courier working for Osama bin Laden was the catalyst for the famous Navy SEAL Team mission in Abbottabad on May 1. The deal, the Daily Mail said, included the roughly USD 25 million reward offered by the US State Department for information leading to the capture dead or alive of the al Qaeda leader. However, The US State Department said it would not comment on the report.

America’s covert drone war on al Qaeda and the Tehreek-e-Taliban Pakistan (TTP) has killed up to 168 children in Pakistan over the last seven years, reported Dawn quoting an independent study released on August 11. The London-based Bureau of Investigative Journalism said its research showed there had been many more Central Intelligence Agency (CIA) attacks on alleged militant targets, leading to far more deaths than previously reported. It said 291 CIA drone strikes had taken place in Pakistan since 2004, and that under President Barack Obama there had been 236 strikes — one in every four days.

Pakistan extradited an alleged mastermind of the 2002 Bali bombings to Indonesia on August 11 after his arrest in the town where Osama bin Laden was killed, reports Daily Times. Indonesia’s Counter-Terrorism Agency Chief Ansyaad Mbai confirmed that Umar Patek had arrived under tight security after an overnight flight from Pakistan, and ahead of an expected trial on terrorism-related charges. Patek will face trial over attacks including the Bali bombings that killed 202 people and Christmas Eve church bombings that killed 19 people in 2000, Mbai said. The Bali attack was the work of al Qaeda linked regional extremist group Jemaah Islamiyah (JI), and Indonesian officials are hoping Patek will give valuable information on JI and other Southeast Asian terror networks.

The White House has started putting conditions for billions of dollars in aid to Pakistan based on progress on a secret scorecard of US objectives to combat militancy, The Express Tribune quoting The Wall Street Journal reported on August 15. The report said that the United States is asking Pakistan to take specific steps to ease bilateral tensions. The report quotes a senior military official calling the unusual new approach “a hard-knuckled reflection of where we are right now” in relations. US officials say a sharp breakdown in counter-terrorism cooperation following the Abbottabad raid that killed al Qaeda ‘chief’ Osama bin Laden and the arrest of a CIA contractor Raymond Davis in Lahore have led to aid conditioning. The new approach represents an effort to salvage as much counter-terrorism cooperation to deliver a deathblow to al Qaeda’s remaining leadership in Pakistan.

On August 18 (today) that the leaders of at least 10 militant outfits – al Qaeda, Tehreek-e-Taliban Pakistan (TTP) and other groups operating under the umbrella of TTP, top the list of the most wanted in Islamabad. These militants are wanted for terrorism activities such as suicide attacks and kidnapping for ransom. A list of five of them is given below: Momin Khan established the Momin Khan group to support TTP though intelligence reports claim that he has been operating since 9/11. He is wanted for terrorism activities. There are unconfirmed reports of his death in an attack at Kala Dhaka area of Swat District in Khyber Pakhtunkhwa. Asmatullah Moavia, is credited with establishing the TTP in Punjab, he is said to have remained a member of Sipah-e-Sahaba Pakistan (SSP) in the past. He also took part in the jihad (holy war) in Afghanistan and developed close contacts with al Qaeda and TTP which prompted him to establish the Punjab chapter of TTP and is presently operating from Miranshah in North Waziristan Agency of Federally Administered Tribal Areas (FATA) Qari Saifullah has close links with TTP and al Qaeda and members of his outfit are believed to have been trained by the Afghan Taliban while they have in turn hosted foreign militants, including Afghan Taliban. It is believed that he is involved in the smuggling of weapons and explosives. Tariq Afridi, the head of one of the major groups associated with TTP, is based in Darra Adamkhel area near Peshawar in Khyber Pakhtunkhwa. Mullah Rahim and Mullah Faaeez set up the Ghazi Force in Orakzai Agency of FATA and vowed to avenge the attack on Lal Masjid (Red Mosque) and the killing of Ghazi Abdul Rasheed.

The United States State Department annual report on August 18 said that al Qaeda in Pakistan has become weaker but remains capable of conducting transnational terror attacks, assisted by allied militant groups. In its annual report on global terrorism, the State Department pointed to increased resource-sharing between al Qaeda and Pakistan and Afghanistan-based militants, including Tehreek-e-Taliban Pakistan (TTP) and the Haqqani Network. The report covers 2010, before the killing of al Qaeda leader Osama bin Laden in Pakistan. It reports more than 11,500 terrorist attacks in 72 countries during 2010, resulting in more than 13,200 deaths. The number of attacks rose by almost 5 per cent from 2009, but deaths declined for a third consecutive year, dropping by 12 per cent from 2009.

25 soldiers were killed when some 200 to 300 “terrorists” based in Afghanistan attacked seven paramilitary Frontier Corps (FC) checkposts in Chitral District in Khyber Pakhtunkhwa early in the morning of August 27, Pakistan’s military said in a statement. The term “terrorists” is frequently used by the military for Taliban and al Qaeda-linked militants. The military said both Pakistani and Afghan fighters were involved. “At least 25 security forces personnel embraced shahadat (martyrdom) in the attack,” the statement said, adding that the attack was launched “from across the border”. About 20 of the militants were believed to have been killed. The border posts were overrun by militants, but reinforcements have now been sent, it said. The Pakistani military said that those believed to have co-ordinated the raid – including a radical cleric from the Swat valley, Maulana Fazlullah, and a Pakistani Taliban commander from Bajaur, Faqir Muhammad - had previously fled into Afghanistan in the face of Pakistani military offensives. “Since their expulsion from their native areas, the terrorists have organised themselves in Kunar and Nuristan provinces with the support of local Afghan authorities,” the military’s statement said. It said the “scanty presence of NATO and ANA (Afghan National Army) forces” along the border had led to “safe havens” for militants on the Afghan side, allowing them to launch attacks in Pakistan. Intelligence about the presence of Pakistani militants and their Afghan supporters had been passed to NATO and Afghan authorities, the statement said. “But no worthwhile action has been taken against the terrorists and attack against Pakistani border posts have continued with impunity,” it said.

Rahman, a Libyan national, rose to the number two spot when Ayman al-Zawahri took the reins of al Qaeda after Osama bin Laden was killed. Officials did not say how Rahman was killed, but said it happened in Waziristan where intelligence officials believe members of al Qaeda are hiding out. “Atiyah’s death is a tremendous loss for al Qaeda, because (Zawahri) was relying heavily on him to help guide and run the organization, especially since bin Laden’s death,” one US official said. “The trove of materials from bin Laden’s compound showed clearly that Atiyah was deeply involved in directing al Qaeda’s operations even before the raid. He had multiple responsibilities in the organization and will be very difficult to replace,” the official said. Rahman ran daily operations for the group, spoke on behalf of bin Laden and Zawahri and was the one that ‘affiliates knew and trusted’ and his death will make it more difficult for Zawahri to consolidate control, the official said. “He planned the details of al Qaeda operations and its propaganda. His combination of background, experience, and abilities are unique in al Qaeda-without question, they will not be easily replaced,” the official said.

A senior US official said on August 27 that Atiyah abd al-Rahman had been killed in the northwest tribal area of Waziristan on August 22, without divulging the circumstances of his death. However, local officials in the region said that a US drone strike in North Waziristan on that date had killed at least four militants. It was not clear if the two incidents were connected. A senior Pakistani security official in Peshawar said that “We have checked this news report with informers and have worked on it. I doubt the authenticity of this news.” Another security official in Miranshah, the main town in North Waziristan Agency, said he had received no information on the killing. “For me it is just a rumour. Frankly speaking, we are even not aware that a man with this name is working as deputy chief of al Qaeda,” he added.
