Al Qaeda on December 1 claimed responsibility for the abducting of a 70-year-old American aid worker, Warren Weinstein, from his house in the eastern city of Lahore on August 13, and issued a series of demands for his release, reports Dawn. In a video message posted on militant websites, al Qaeda leader Ayman al-Zawahri said Warren Weinstein would be released if the United States stopped airstrikes in Afghanistan, Pakistan, Somalia and Yemen. He also demanded the release of all al Qaeda and Taliban suspects around the world. ”Just as the Americans detain all whom they suspect of links to al Qaeda and the Taliban, even remotely, we detained this man who is neck-deep in American aid to Pakistan since the 1970s,” al-Zawahri said, according to a translation provided by the SITE Intelligence Group, which monitors militant messages.

Criticising the United States (US) over the operation that killed Osama bin Laden near its capital on May 1, saying ‘unauthorised unilateral’ action could threaten international peace, reported Daily Times. The Foreign Ministry denied that Pakistan had any prior knowledge of the operation and said there was no question of US helicopters taking off from Pakistani bases, despite strenuously pointing out past intelligence cooperation. “Pakistan expresses its deep concerns and reservations over the manner in which the Government of the US carried out this operation without prior information or authorisation from the Government of Pakistan,” said Foreign Ministry. It said such ‘unauthorised unilateral action’ could not be taken as a rule and said it should not become ‘a future precedent’ for any country. “Such actions undermine cooperation and may also sometimes constitute threat to international peace and security,” it said, adding, “As far as the target compound is concerned, Inter-Services Intelligence (ISI) Agency has been sharing information with the Central Intelligence Agency (CIA) since 2009.” “It is important to highlight that taking advantage of much superior technological assets, CIA exploited the intelligence leads given by us to identify and reach Osama bin Laden,” the statement added. The FO statement also rejected reports suggesting that the US helicopters took off from the Ghazi Airbase terming them as “absolutely false and incorrect.” “Neither any base or facility inside Pakistan was used by the US forces, nor Pakistan Army provided any operational or logistical assistance to these operations conducted by the US forces”, the statement asserted.

British Minister of State, Foreign and Commonwealth Office, Lord Howell of Guildford said that Pakistan remains an important partner in the fight against terrorism. Answering to a question by Lord Nazir Ahmed on Government’s assessment of contribution made by Pakistan as front-line state, Lord Howell said: “The al Qaeda core has been severely weakened over the last six months. It is important that the UK and Pakistan, together with other key international partners such as the United States, continue to work together to disrupt terrorist groups which threaten all our interests.”

Battered by Pakistani military operations and US drone strikes, the once-formidable Tehreek-e-Taliban Pakistan (TTP) has splintered into more than 100 smaller factions, weakened and running short of cash, reported Daily Times quoting security officials, analysts and tribesmen from the insurgent heartland. “Today, the command structure of the TTP is splintered, weak and divided and they are running out of money,” said Mansur Mahsud, a senior researcher at the FATA (Federally Administered Tribal Area) Research Center. “In the bigger picture, this helps the Army and the Government because the TTP are now divided.” The first signs of cracks within the TTP appeared after its leader, Baitullah Mehsud, was killed in a drone strike in August 5, 2009, Mahsud said. Since then, the group has steadily deteriorated. Set up in 2007, the TTP is an umbrella organisation created to represent roughly 40 insurgent groups in the tribal belt plus al Qaeda-linked groups headquartered in Pakistan’s eastern Punjab province. “In the different areas, leaders are making their own peace talks with the Government,” Mahsud added. “It could help the Pakistani Government and military separate more leaders from the TTP and more foot soldiers from their commanders.” The two biggest factors hammering away at the TTP’s unity are US drone strikes and Pakistani Army operations in the tribal region. Turf wars have flared as terrorists fleeing the Pakistani military operations have moved into territory controlled by other terrorists, sometimes sparking clashes between groups. And as leaders have been killed either by drones or the Pakistani army, lieutenants have fought among themselves over who will replace them.

The spokesman of Lashkar-e-Jhangvi (LeJ) claimed responsibility for the suicide attack on Shia shrine in Afghanistan, India Express reported quoting reports broadcast by Radio Free Europe in Pakistan and by the BBC’s Pakistan service. LeJ is a Punjabi sectarian outfit with a long history of cooperation with Inter-Services Intelligence (ISI), as well as close ties to al Qaeda and the Taliban. However, a Taliban ‘spokesman’, Zabiullah Mujahid, condemned the attacks and called the perpetrators “enemies.” Two of the attacks — in Kabul, where most of the deaths occurred, and in the northern city of Mazar-i-Sharif, where four people were killed — were carried out by suicide bombers on foot. A third attack, in the southern city of Kandahar, used a bomb hidden on a parked motorcycle, but no one was killed.

Documents found in the Pakistan home in garrison town of Abbottabad, where slain al Qaeda chief Osama bin Laden was killed on May 1-2, show that the al Qaeda leader was no longer had any role in operations, an unnamed US expert who reviewed the evidence said on December 7, according to The News. The expert said the 200 pieces of evidence - notebooks, files, computers and USB drives - recovered by the US commandos who staged the raid in which he died, showed "it had been quite a while since he was involved in the day-to-day management of the organization.""The writings we recovered are mostly general position papers, along the lines of 'We must continue to attack the US' or 'Can the Somali Shebab be trusted?" the source told. "In one small blue notebook from February 2010, he wonders if one member should be promoted, who should be named to replace another killed in a drone raid. But nothing about operational management of the organization," the source added. About a third of the items confiscated were about personal family matters including efforts by one of his wives to find a husband for one of their daughters, the source added. "In any event, for security reasons, he only received messages one or two times a month. How can you run a network in those conditions?" the expert said. US Navy SEALs killed Bin Laden on May 2 in a raid on a compound in the Pakistani garrison town of Abbottabad, north of the capital Islamabad, and later buried the 9/11 mastermind at sea.

Pakistan's former envoy to the United States (US) Husain Haqqani on December 20 said American officials were "intransigent and even threatening" after the May 2 raid that killed al Qaeda leader Osama bin Laden, The Times of India. "Anyone tasked with the job of representing Pakistan in the US faces a tough and thankless assignment," he made the revelations in a statement submitted to the judicial commission investigating bin Laden's presence in the country.

The United States (US) on December 20 put its covert air campaign that targets al Qaeda and Tehreek-e-Taliban Pakistan (TTP) operatives in Pakistan's tribal agencies "on hold", in the wake of strained ties between the two countries, reported Indian Express quoting The Long War Journal Several US intelligence officials involved in the Central Intelligence Agency (CIA) programme, which uses unmanned Predator and Reaper strike aircraft, more commonly called drones, said the strikes were on hold due to fears that an attack at this point in time would further damage the already fragile relationship. But the Journal said that officials would consider launching strikes if there was a confirmed sighting of a high-profile target. "We may strike soon if an extremely high value target pops up, but otherwise there is hesitation to pull the trigger right now," the intelligence official said.

Al Qaeda on December 26 warned America, Pakistan and Afghanistan of attacks to avenge killing of its influential leader Tehsin bin Ali Abdul Aziz and his two aides in a drone strike in the Azam Warsak area of South Waziristan Agency in Federally Administered Tribal Areas (FATA) on August 1, reports Dawn. A three-page pamphlet in Arabic with Urdu translation on a separate page, issued by Abdul Aalaam Maatafi Haleema (Abu Baseer Al-Tartusi), Amir of Al-Harkatah Alamia Kurdistan Iraq, said the attacks would be carried out in the three countries as they were allies. The pamphlet said Al-Harkatah Alamia Kurdistan Iraq was a sister organisation of al Qaeda. It said that Tehsin, along with two associates Hussain Iraqi and Taliban leader Sahib Noor Ahmedzai Wazir, had been killed in the US drone attack.

British officials believed that senior leaders of al Qaeda in Pakistan had been killed in an intense campaign of drone strikes and others are moving to North Africa, Dawn quoting The Guardian reported on December 26. According to a report published in The Guardian, the officials are confident that a “last push” in 2012 is likely to destroy the group’s remaining senior leadership in the country. The report claimed that the militants are now moving to North Africa, including Libya, to open new fronts, raising fears that the region could become a new battle field.

Bruce Riedel, the former Central Intelligence Agency (CIA) analyst, terming terrorism as the "toughest challenge" for President Barack Obama on December 28 said that the United States (US) needs to reset its policy toward Pakistan to contain the ambitions of the army, the Inter Services Intelligence (ISI) and the flourishing syndicate of terror, like the Lashkar-e-Toiba (LeT), reported Indian Express. Describing the 2008 Mumbai attacks (also known as 26/11) as the first major international crisis after Obama's electoral victory, Riedel said, "The President made good on his pledge to "disrupt, dismantle and defeat" al Qaeda. But the jihadist threat endures." “The group's allies and affiliates in Pakistan, by contrast, are under virtually no pressure," Riedel said, adding, "Al Qaeda is on the defensive in Pakistan, but its many allies and affiliates are on the march". "Indeed, they enjoy the support of Pakistan's army and the patronage of its spy service ISI."They are flourishing," added Riedel.
