The CIA suspended its long-standing use of an air base in Pakistan as a launch site for drones targeting militants of al Qaeda and other militant groups three months ago, reports The News. In a report published in Washington Post, Pakistan in recent days has publicly declared that it "ended" all US flights from the base in the wake of the secret US commando raid that killed al Qaeda leader Osama bin Laden in May 1. However, US and Pakistani officials said the launches were halted in April, weeks before the Osama bin Laden raid May 1, after a dispute over a CIA contractor Raymond Allen Davis, who fatally shot two Pakistani citizens in Lahore on January 27. All US drone strikes in the past three months have been launched from Afghanistan, in the vicinity of Jalalabad, according to the officials, who spoke about intelligence matters only on the condition of anonymity.

A military offensive has been launched against militants in central tehsil (revenue unit) of Kurram Agency on July 3 as a result of which families started fleeing the conflict zone, reports Dawn. According to official estimates, over 4,000 families are likely to flee their homes because of the military operation. An unnamed senior official in Peshawar confirmed that a ‘full-fledged operation’ had been launched in the valley. Two weeks ago, the Government had notified 80 square kilometres of the area in central Kurram as conflict zone. “I have no specific details, but operation has started in the mountainous area,” the official said. Central Kurram is adjacent to Tora Bora, reportedly the stronghold of al Qaeda in Afghanistan. Militants having lost their positions in Waziristan and other parts of FATA and Khyber Pakhtunkhwa have set up their sanctuaries in Central Kurram.

Osama bin Laden "had some sort of support mechanism" while operating out of Pakistan for six years but there is no evidence so far which indicates that the top leadership in the country knew about it, said United States (US) National Security Advisor Tom Donilon on July 3, reports Indian Express. "The fact is that Osama Bin Laden operated out of Abbottabad, Pakistan for six years or so, in an operational role, leading al Qaeda, in a town 35 miles from Islamabad. It is clear that he had some sort of support mechanism there," said Donilon, adding "I don't think at this point we know all the elements of that support mechanism, and we're still obviously working through that." But, he said he had not seen evidence that Pakistani "leadership elements" had knowledge of bin Laden's presence in Pakistan. "I've not seen any evidence that the Pakistani leadership elements, neither in the army, military, the intelligence or the political leadership, had foreknowledge of Osama bin Laden's operating in Abbottabad, Pakistan," he added.

Canada on July 5 designated the Tehreek-e-Taliban Pakistan (TTP) as a terrorist organisation, reports Dawn. Putting the TTP on the terrorism blacklist is “an essential part of our efforts to combat terrorism and keep our communities safe,” said Vic Toews, Canada’s minister of public safety. He noted the group has claimed responsibility for “multiple” suicide attacks in Pakistan, as well as a May 2010 bombing attempt of New York’s Times Square. The TTP became the 43rd group on Canada’s blacklist, which includes al Qaeda, Colombia’s leftist FARC rebels and Hamas, the Palestinian rulers of the Gaza Strip. The move means that people in Canada and Canadians abroad are prohibited from “knowingly dealing with assets owned or controlled by the TTP” and that it will now be an offence to “knowingly participate in, contribute to or facilitate certain activities of” the outfit.

The commission (Abbottabad Commission) assigned to probe the May 1 Abbottabad incursion by United States (US) Navy SEALS that killed Osama bin Laden, on July 5 directed the Interior Ministry and the Inter Services Intelligence (ISI) to ensure that Bin Laden’s family does not leave the country without its permission, reported Express Tribune. Two of Bin Laden’s wives and some of his children were left behind in Abbottabad after the attack and are believed to be in the custody of the ISI. “The Ministry of Interior and ISI have been directed to ensure that the family of Osama bin Laden is not repatriated from Pakistan without the consent of the commission,” a press statement reported.

Major General Athar Abbas repeatedly criticised the New York Times’ reporting and said it was part of a calculated plan by “unnamed officials” to “weaken the state”. “This is a direct attack on our security organisation and intelligence agencies,” he told Reuters in a rare on-the-record in-person interview. “We consider ISI as a strategic intelligence organisation, the first line of our defence.” Abbas was responding specifically to a July 8 editorial that said there was evidence of complicity by the ISI intelligence agency in sheltering Osama bin Laden, of ties to the 2008 Mumbai attacks that killed 166 people and of involvement in the abduction and murder of Asia Times Online journalist Saleem Shahzad.

US Defence Secretary Leon Panetta said on July 9 that he believed Ayman Al-Zawahiri, al Qaeda’s new ‘chief’, was now living in the tribal areas of Pakistan, reports Dawn. But Leon Panetta also conceded that the most potent threat of future terrorist attacks in the United States came from an al Qaeda offshoot in Yemen, not Pakistan. Talking to journalists before leaving for Kabul on his first visit as Defence Secretary, Mr Panetta said that in one of his last meetings as director of the CIA, he told the ISI chief that the US had a list of targets that it wanted help in pursuing. Mr Zawahiri was “one of those we would like to see the Pakistanis target along with our help,” he said, adding about Pakistan that “we’ve got to continue to push them.” Mr Panetta said the United States was “within reach of strategically defeating Al Qaeda”. “If we can be successful at going after them, I think we can really undermine their ability to do any kind of planning to be able to conduct any kinds of attack on this country,” he added.

Pascal Cuttat, outgoing head of operations in the country for the Swiss-based ICRC, told reporters, “Violence has increased considerably since bin Laden was killed, and has spread into urban areas. We are seeing increasing numbers coming into our medical and orthopaedic centres, more than we have seen for many years.” He said that another effect of bin Laden’s death was an increased suspicion of foreigners, including aid workers.

The deployment of remotely controlled drone aircraft to monitor suspected al Qaeda bases in Afghanistan and, unofficially, in Pakistan was “an absolute war-winner,” he added. CIA officials recruited a senior local doctor to organise the campaign after it tracked down Osama bin Laden’s courier and located the compound in which he resided. Before launching the operation against bin Laden, US officials wanted to test DNA samples from people living at the compound with a sample that they had from his sister. Doctor Shakil Afridi, who has since been arrested by Inter-Services Intelligence, launched the programme in Abbottabad's poorest area to make it appear more credible. The project then moved swiftly to the Bilal Town suburb, where bin Laden was residing. "The whole thing was totally irregular," a Pakistani official told the newspaper, adding, "Bilal Town is a well-to-do area. Why would you choose that place to give free vaccines?" A nurse managed to gain access to the compound, but, Pakistani sources claim, she failed to obtain any DNA samples.

It is the latest attempt by the terror organisation to use multimedia to draw in potential recruits. News of the animated film was announced by a group called Abu al-Laith al-Yemen on the Arabic-language al-Shamouk jihadist website, reported the London-based Quilliam Foundation. Quilliam, which was formed by former jihadists and now aims to stamp out extremism, said it appears the group is affiliated with al Qaeda in the Arabian Peninsula. "It's a Disney-like film aimed at kids that tells stories of the Prophet, stories of holy wars and anti-Western propaganda," said Noman Benotman, a former jihadist with links to al Qaeda who is now an analyst at Quilliam, adding, "But I think it could backfire.
