United States (US) Defense Secretary Leon Panetta on October 11 said that the US is waging 'war' in Pakistan against militants, The News reports. Speaking at the Woodrow Wilson Centre in Washington, the former Central Investigation Agency (CIA) Director pointed to a "complicated relationship" between Washington and Islamabad. "And admittedly, there are a lot of reasons for that. We are fighting a war in their country," Panetta said, adding, "They have in fact given us cooperation in the operations of trying to confront al Qaeda in tribal areas and they continue to work with us." The two countries had sharp disagreements over "the relations they maintain with some of the militant groups in that country," added Panetta.

An influential United States (US) think-tank urged the Obama administration on October 14 to freeze its aid to Pakistan until the country took actions against perpetrators of the September 13, 2011, US Embassy attack in Kabul and helped shut down the Haqqani Network, Dawn reported. The Heritage Foundation, often used by former US President George W. Bush to announce foreign policy decisions, also asked the administration to back Congress on conditioning all US aid to Pakistan on certain counter-terrorism benchmarks. But the report warned that while this would be “a welcome tactic, it may be insufficient”. The foundation demanded that the Obama administration designate the Haqqani network a Foreign Terrorist Organisation (FTO). The report also proposed establishing a Congressional Commission to oversee US relations with Pakistan. “Congress should investigate Pakistan’s role in fomenting the insurgency in Afghanistan and the extent to which its actions were preventing the US and NATO from achieving their security objectives in the region,” the report added. The foundation also advised the Obama administration to step up drone attacks inside Pakistan. It pointed out that increased tempo in drone strikes in Pakistan’s tribal areas had severely downgraded the al Qaeda leadership and disrupted its ability to attack the US. “Washington should pursue the same kind of aggressive drone campaign against the Haqqani Network,” the report demanded.

Federal Interior Minister Rehman Malik on October 17 said that Tehreek-e-Taliban Pakistan (TTP) and al Qaeda, had planned to abduct Pakistan People’s Party (PPP) Chairman Bilawal Bhutto Zardari, Daily Times reported. The National Crisis Management Cell revealed that al Qaeda had been planning to abduct Bilawal from Karachi in Sindh province. Intelligence Agencies sent a report to the Interior Ministry about al Qaeda’s plan, indicating that other officials could also be targeted by the outfit.

Interior Minister Rehman Malik said on October 17 that the abductors are keeping Shahbaz Taseer near adjoining areas of Pak-Afghan border and he is alive, Daily Times reported. “As per intelligence information, the abductors have kept the son of late Punjab Governor Salman Taseer in the border areas with Afghanistan, but I want to tell the terrorist that their coward action cannot weaken the Government’s commitment against extremism and terrorism,” he said. Shahbaz was abducted from Lahore District of Punjab province on August 26, 2011 when he was proceeding to his office. Rehman Malik said VIPs in the Government were facing threats from Tehreek-e-Taliban Pakistan (TTP) and al Qaeda.

Afghan Security Forces (SFs) and their NATO allies have launched a new push against the al Qaeda linked Haqqani Network along the Pakistani border, Senior Defence officials said on October 18, reports The News. U.S commanders say the network, a faction of the Afghan Taliban, is their most potent enemy in eastern Afghanistan and increasingly capable of launching high-profile attacks in Kabul. Afghan Defence Minister Abdul Rahim Wardak said operation 'Knife Edge' was launched two days ago, while a senior Defence Ministry official said it was 'largely against the Haqqani Network'. A NATO spokesman confirmed only that 'enhanced official operations' were ongoing in the eastern region that borders Pakistan, but offered no further details for security reasons. The operation would "deliver a crashing blow to the enemy's capabilities to conduct operations, especially terrorist operations during the winter", Wardak said.

Daily Times on October 19 reported that if United States (US) policy makers need proof of how little control Pakistan has over its strategic border region with Afghanistan, they need to watch videos of militants believed to be terrorising the streets of North Waziristan Agency in Federally Administered Tribal Areas (FATA) available on YouTube. Armed militants in black with patches bearing their outfit’s name, Mujahideen al-Khurasan, freely roam the streets of one of the biggest towns in North Waziristan, where the US wants Pakistan’s military to launch an offensive against terrorist groups. Terrorist outfits like the one in the videos, known as the Khurasan, seem to operate with impunity there. Al Qaeda, the Tehreek-e-Taliban Pakistan (TTP) and the Haqqani Network picked the most ruthless fighters from their ranks in 2009 to form the Khurasan unit for a special mission. There are no signs of Security Forces (SFs) as the men belonging to a hit squad created to hunt suspected US spies throw a man into a station wagon and pin him down.

Former president Pervez Musharraf on October 23 said that Pakistan has “definite reasons” for not acting against the Haqqani Network, as such action may not be in Pakistan’s current interest, reports The Express Tribune. The former President did not rule out future action against the Haqqanis, but said that he was not privy to any information in this regard. Musharraf was speaking at a question and answer session organised at the University of London by the School of Oriental and African Studies and hosted by Express News host of Frontline, Kamran Shahid. Musharraf faced an intense question and answer session in London, being grilled by an audience comprising both South Asian and international students. Answering a question on drone strikes and the attached collateral damage, the former President of Pakistan said it was a “catch 22″ situation, saying on the one hand, Pakistan wants to defeat al Qaeda and Taliban since that they are terrorists trying to destabilize the region but at the same time they had to avoid Talibanisation of Pakistan. He added that militants are being killed in drone strikes, but at the cost of collateral damage, which is why he never drone strikes during his term. He admitted that handling this situation was a problem area.

Inter-Services Intelligence (ISI) provides weapons and training to the Afghan Taliban fighting US and British troops in Afghanistan, despite official denials, a BBC documentary quotes some people it claims to be Afghan Taliban ‘commanders’, reports Dawn. A number of middle-ranking Afghan Taliban ‘commanders’, it said, revealed the extent of alleged Pakistani support in interviews for the BBC Two documentary series, ‘Secret Pakistan’. A former head of Afghan intelligence also told the programme that Afghanistan gave former President General Pervez Musharraf information in 2006 that Osama bin Laden was hiding in northern Pakistan close to where the al Qaeda leader was eventually killed by US forces in May. The BBC said Pakistan strongly denied the allegations. One Afghan Taliban ‘commander’, Mullah Qaseem, told the BBC the important things for a fighter were supplies and a hiding place. “Pakistan plays a significant role. First they support us by providing a place to hide which is really important. “Secondly they provide us with weapons,” he said, according to excerpts provided by the BBC. Other Taliban ‘commanders’ described how they and their fighters were — and are — trained in a network of camps on Pakistani soil. According to a ‘commander’ using the name Mullah Azizullah, the experts running the training are either members of the ISI or have close links to it. “They are all the ISI’s men. They are the ones who run the training. First they train us about bombs; then they give us practical guidance,” he said.

Pakistan has not been taken into confidence on the initiation of the reconciliation process in Afghanistan, Major-General Athar Abbas, the Director General of the Inter Services Public Relations (ISPR), said on October 27, reports Daily Times. In an interview with BBC in Rawalpindi, Abbas said that Pakistan had neither been taken into confidence nor the Pakistani Government had been informed about the objectives of the reconciliation process. Pakistan can only help in the Afghan reconciliation process when it is taken into confidence, he said. The Afghanistan issue was heading towards a settlement and there was a need to determine the role of every stakeholder in the conflict and how the reconciliation process would be pushed forward and what would be role of Pakistan in this situation, he said, adding that only in that case, Pakistan would be able to decide whether it could persuade one group or the other to take part in the conciliation process. “We cannot guarantee the success of the reconciliation process because none of the groups is in our pocket,” he said. The Director General termed a BBC report, alleging that the Pakistan Army and the Inter-Services Intelligence (ISI) supplied and protected the Afghan Taliban and al Qaeda highly biased and one-sided. “We consider that report highly biased, it is one-sided, it doesn’t have the version of the side which is badly hit or affected by this report,” Major General Athar Abbas said. “So therefore, other than that, it is factually incorrect,” he said. He said that the head of ISI had already said “not a single bullet or financial support” had been given to groups named in the BBC report. Abbas said that about 300 ISI officials have been killed in Tehreek-e-Taliban Pakistan’s attacks and it was a proof that the ISI did not support militants.
