The government disclosed that the Liberation Tigers of Tamil Eelam (LTTE) was conspiring to unilaterally declare an independent State in the North on January 18, 2008, reports Daily News. At the weekly situation briefing, Highways and Road Development Minister Jeyaraj Fernandopulle stated on October 3 that they will never allow the LTTE to realise its dreams regarding a unilateral declaration of independence (UDI) for a state of Tamil Eelam. “To obtain support for these moves, they tried to get a resolution passed against Sri Lanka at the United Nations General Assembly. But this attempt was foiled by the Government delegation, including Minister G.L. Peiris and Sri Lanka’s Permanent Representative to the UN Dayan Jayatilleke,” he informed. The Minister also stated that the LTTE had made arrangements to send e-mails to the US President, UN Secretary General and to the UN office in Geneva justifying a UDI. “It is not clear as to why they have selected January 18 for this. But we will not let them achieve their objective,” he said. “We have firm reports of the development. We will not allow it. Our security forces are registering success against the LTTE,” the Minister added, according to The Hindu.

The Sri Lanka Navy (SLN) on October 7 destroyed another arms carrying ship of the Liberation Tigers of Tamil Eelam (LTTE) in the seas 1,700-km off Dondra Head, the southern extremity of Sri Lanka, reports Ministry of Defence Website. The LTTE vessel identified as MV "Matshusima", a 70-m long vessel with displacement of 3,000 tons, was intercepted and destroyed by the SLN Task units after a long hot pursuit, security sources said. "The ship caught fire and sank. There were about 12 to 15 (people on board) and no one survived," said SLN spokesperson Commander D.K.P Dassanayake, according to Associated Press. This is the eighth vessel, believed to be transferring long range artillery rounds, high-speed water scooters, sophisticated diving apparatus, outboard motors, radar and global positioning (GPS) equipment, high power transmission equipment and communications interception equipment, of the LTTE's arms smuggling fleet destroyed in recent months by the SLN, reports said.

The central committee of the Thamil Makkal Viduthalai Pullikal (TMVP), a breakaway faction of the Liberation Tigers of Tamil Eelam (LTTE) led by ‘Colonel’ Karuna, which met on October 7-night, decided to suspend its founder-leader ‘Colonel’ Karuna Amman from the organization and formally appointed its former ‘supreme commander’ Pillayan as leader, party sources told Daily Mirror on October 8. Earlier, Karuna had appointed Iniyabarathy - one of the suspects in the killing of journalist Dharmaratnam Sivaram - as the TMVP’s new political head. "Karuna was removed after a probe on financial irregularities and other allegations levelled against him. He was found guilty of swindling more than Rs. 80 million of our funds," the TMVP source said, adding that an official announcement in this regard was likely to be made later. "The appointment of Iniyabarathy will stand until we officially announce the central committee decision. Once that is done all the TMVP political offices will come under Pillayan including the Colombo office," the TMVP source added. According to reports, the Victorian government in Australia has given thousands of dollars to an organisation accused of being a front of the LTTE movement. The Government awarded $2000 in two separate grants to the Eelam Tamil Association of Victoria (ETAV) to fund a dinner dance and to help with administrative expenses. The ETAV is regarded as a local front for the LTTE by Sri Lankan government sources, sections of the Sinhalese community and some in the Tamil community. An unnamed official source told The Australian that ETAV was a Tamil Tiger front and said, "They are raising money, lobbying, holding demonstrations (for the Liberation Tigers of Tamil Eelam)." However, the ETAV president Murugupillai Sivakumar denied the claims and said the association ran a network of Tamil language schools and any funds it raised remained in Australia.

He, however, added that getting back to the negotiating table is still a possibility and said, "The LTTE is getting pushed to the wall and should get a pragmatic realisation that political negotiations are the only way to get out of it."

"It (LTTE) has the ability to contribute to copy-cat terrorism through its suicide bomb technology, acts of maritime terrorism and nascent air strike capability," the foreign minister said while addressing an 'International Conference on Countering Terrorism' in Colombo on October 19. He urged the global community to join hands in fighting terrorism unitedly and said, "Sri Lanka in its battle against terrorism has set examples and its successes has given other democracies hope that terrorism can be fought and overcome. One must be conscious that in taking action against the Liberation Tigers of Tamil Eelam (LTTE), foreign governments are not merely helping Sri Lanka, but they are also acting in their self-interest, for it is well-known that the LTTE has links to other terrorist organisations."

The Canadian Police have uncovered a major scam where the Liberation Tigers of Tamil Eelam (LTTE) operatives tried to enter the Caribbean using expertly forged Western passports with the eventual aim of infiltrating the US and Canada. Several key members of the LTTE were among the more than 100 people arrested with fraudulent travel documents in the Caribbean, Jeff Johnston, senior liaison officer for the Caribbean of the Royal Canadian Mounted Police told the Barbados-based Sunday Sun. Concerns among security agencies have heightened as a result of identifying a highly sophisticated fraudulent passport ring operating out of Guyana. He said: “Not only are they producing fraudulent regional/Caribbean passports, but also Canadian, US and British documents… Those identified included people believed to be associated with the LTTE who were trying to make their way to Canada to raise funds for arms purchases.”

The Sri Lankan Parliament has passed a legislation to enable parties like Liberation Tigers of Tamil Eelam (LTTE) and its breakaway faction, Tamil Makkal Viduthalaip Puligal (TMVP), led by ‘Colonel’ Karuna to register themselves and contest elections in the country, reports Press Trust of India. The Local Government (Special Provisions) Act incorporating an amendment to this effect was passed on October 23. The Karuna faction or the LTTE or any other party can seek registration and contest elections, the official Sri Lankan government website said, adding they can enter the democratic process. The Supreme Court has given its nod to the Act as it is in keeping with the constitution of Sri Lanka, it said. Since this provision was not in the earlier act, an amendment had become necessary. The eastern region, faced with similar circumstances, was now ready for the local government election, the website said.

The Liberation Tigers of Tamil Eelam (LTTE) attack on the Anuradhapura Air Force Base on October 22 has in no way reduced the attack capability of the Sri Lanka Air Force (SLAF), said the SLAF Commander Air Vice Marshal Roshan Gunatilleke on October 26, Daily News reported. According to him: "Our troops were able to repulse the attacks on the camp successfully… The fact that the LTTE could not carry out air attacks during the last few months is proof that our recent attacks on their targets have been successful." He added an air defence system which would enable the SLAF to face any terrorist air attack will be completed within one year. "Ordinarily, the establishment of an air defence system takes five to six years. However, we are carrying out the work on the system at a rapid pace to ensure that it is completed within a short period," he said, adding further, that around 70 per cent of the system is already in place covering vital areas in the country though certain other areas could still be vulnerable to aerial attacks.

The Defence Secretary Gotabhaya Rajapaksa said in a live interview telecast over Rupavahini, ITN and Swarnavahini on October 28-night that terrorism should be wiped out militarily as it was clearly evident that the Liberation Tigers of Tamil Eelam (LTTE) was never in search of a politically negotiated peaceful solution to the ethnic crisis, reports Daily News. He stated, “Despite the diverse interpretations of our successes and our failures, we are far more superior than the LTTE. This is what we had overlooked in the past and the battle was dragging on. However, we observe now that we have broken the spine of the LTTE. We have seized much of their arms and ammunition and killed many of their cadres. They are being defeated even in the Vanni. As never in the past, we have chased after many LTTE floating weapons ships and completely destroyed them in the deep seas. We are convinced that the LTTE is now weakened.” He reiterated, “We should not pass this ethnic problem to the next generation.”

There are over 1.3 million illegal weapons in use in Sri Lanka, a South Asian watch group on the use of small arms said on October 28, reports Xinhua. "According to the Small Arms Survey conducted since 2003 it has been found that there are over 2.3 million small arms in the country. 1.3 million of them are illegal weapons," Ranjith Srilal Piyaratna, the local program co-ordinator of the South Asia Small Arms Network said. Piyaratna added that the availability of illegal small arms has led to the escalation of the rate of crime in the island. "It is possible that most of these illegal small arms have come into the country via the LTTE (Liberation Tigers of Tamil Eelam) rebels. The 1988-89 insurrection was another reason," Piyaratna stated. The 1988-89 insurrection is blamed on the JVP or the People's Liberation Front who waged an armed campaign against the then government.

Foreign Minister Rohitha Bogollagama said that although the APRC, was still formulating a political solution to the conflict, the government would continue to support the agenda of countering terrorism of all aspects. "Terrorism should be defeated and we ask the LTTE to renounce terrorism and enter into political dialogues. The Sri Lankan Government on October 31 announced imposition of censorship on war reporting and revoked it within hours at a Cabinet meeting presided over by President Mahinda Rajapakse. The Director General of the Media Centre for National Security Lakshman Hulugalle told The Hindu that the gazette notification imposing the censorship was issued on October 29 but the government had not acted on it. "The October 29 notification was essentially a fallout of the false reporting by the Asia Broadcasting Ltd.
