According to Daily News, British Law Enforcement Authorities have requested their Sri Lankan counterparts for the full details of five Sri Lankan youth charged with kidnapping a Tamil youth, identified as Bavananthan Thirunavukarasu, employed at a filling station in Kent. All five youths, allegedly involved in fund raising activities for the LTTE, are in remand custody. British Police said there are at least five other suspects at large, who have either played a role in the installation of sophisticated credit card cloning equipment and the abduction and kidnapping of a youth named.

At least 12 Liberation Tigers of Tamil Eelam (LTTE) cadres were killed during clashes between troops and the outfit’s cadres at Umayaratuvarankulam, west of Omanthai, in the Wanni region on July 3, according to Sri Lanka Army reports. Troops after observing the movement of a group of LTTE cadres opened fire, killing two of them, while the others managed to escape. Further, troops chased and confronted the same group of LTTE cadres, who had managed to escape, killing four of them and injuring four others. Subsequently, six more LTTE cadres of the same group were killed by troops during another confrontation. Three soldiers were also injured during these clashes.

He said that the APRC is meeting weekly in the process of preparing proposals and pointed out that its aim is to create a consensus among the various political parties. He informed that several LTTE cadres have fled from the Thoppigala jungle towards the Kanchikudichchuaru jungle and Trikonamadu in the south west of Trincomalee district. The money thus earned had been utilised to purchase weapons from China and Israel to attack the Lankan Navy. Meanwhile, Goldan Lambert who was also arrested along with Shanthan is under house arrest. A report released on July 18 said the LTTE has succeeded in establishing one of the most sophisticated insurgency networks, largely due to a complex global network of financial resources and weapons that are integral to prolonging its campaign for a separate Tamil State. The report details two overarching financial and procurement bodies that provide the main source of LTTE money, manpower and weapons: the Aiyanna Group and the Office of Overseas Purchases (nicknamed the KP Department). As per Jane’s, the Aiyanna Group functions as the group’s intelligence and operations body, likely to be responsible for monitoring and ensuring the organisation’s financial support and revenue streams, while the KP Department is most probably the procurement arm. The LTTE creates and staffs some charitable organisations, projecting its influence through this front to raise money from Tamil communities and, ultimately, convert the gains into arms, it reports. Daily News has reported that the government has already resettled over 95,000 Internally Displaced Persons (IDPs) affected by the recent fighting in the East. There are only 37,000 more persons to be resettled and the government has planned to complete resettling soon, Information and Media Minister Anura Priyadarshana Yapa said. “Certain institutions try to add the number of IDPs chased away by the LTTE a decade ago. The IDPs chased away by the LTTE a decade ago are now living in areas such as Puttalam and Batticaloa and they are not included in the IDP numbers affected by the recent events. Those IDPs are waiting to return to their original places after the armed forces clear the whole country,” the Minister said. There were 23,948 IDPs in Trincomalee and 5,425 of them have already been resettled. Only 18,523 are left to be resettled shortly. In Batticaloa district, there were 93,638 IDPs and 74,939 have already been resettled. Only 18,000 remain to be resettled. There were 15,289 IDPs in Vakarai and 14,791 have already been resettled. Only 498 have to be resettled. The Trincomalee harbour destroyed by the Tsunami disaster is completely rehabilitated and operations will commence on July 31. Yapa pointed out that arrangements have been made to develop every part cleared by the Armed Forces under the ‘Eastern Resurgence’ programme.

The Sri Lanka Supreme Court has granted leave to proceed to a petition calling for the abolition of the Norwegian-brokered cease-fire agreement (CFA) signed on February 22, 2002, by the Sri Lanka government and the Liberation Tigers of Tamil Eelam (LTTE), according to BBC Sinhala. Chief Justice Sarath Nanda Silva said that a Prime Minister (PM) cannot sign important agreements "according to his will". The then PM, Ranil Wickramasinghe, had signed the CFA on behalf the Sri Lanka government, while the then President, Chandrika Kumaratunga, accused the PM of not informing her before signing the CFA. According to Sri Lanka's Constitution, the President holds executive powers while the PM is only a ceremonial post. The hearing was postponed to November 30. The Peoples Liberation Front and Jathika Hela Urumaya have requested the judiciary to abolish the CFA. The Supreme Court observed that currently the CFA only exists in the paper and it questioned the petitioners whether CFA is practically observed by both parties.

Six LTTE cadres were killed in the incident. "Navy patrol craft had initially detected a cluster of Indian trawlers poaching in the Sri Lankan waters at a location 10 nautical miles west of Vidattaltivu. When the navy craft approached the boat cluster, two suspicious boats that were among the Indian boats speeded themselves away from the Indian boats firing rocket propelled grenades and small arms at the navy craft. After a short sea confrontation, the navy sailors were able to destroy the terror boats. There were four LTTE cadres in one boat and two in the other", the SLN said. It further claimed that the north western coast of the island from north of Mannar to Elephant Pass has become the main platform that enables the LTTE to continue its cross-border activities, since it had lost control over the eastern waters.

"However, it's been nearly three years since the application was handed over to the department by TMVP Secretary General G. R. Gnanarajah, but the department is yet to recognize this party," sources said. The latest list updated by the Elections Secretariat as of July 10 consists of 53 recognised political parties with each of these parties being granted a unique symbol, but the list does not include the TMVP. "Some parties who submitted their application seeking approval from the department many months after the TMVP handed over their application, have already received recognition from the department," sources added. Deputy Elections Commissioner P.M. Siriwardena said, "The process for approval takes time and there are rules that the department must adhere to. Simply because a certain group or anyone else sends letters under their letter heads that is no cause for the department to grant recognition to that particular group." He, however, pointed out that even though a group had no capability of contesting the election under a name they have propagated to the public because the name has neither been recognised nor registered by the Commissioner of Elections, the group still has the option of contesting the polls as an 'Independent Group.'
