In his address to the nation marking the 59th anniversary of independence on February 4 President Mahinda Rajapakse vowed to defeat the Liberation Tigers of Tamil Eelam (LTTE), reports Reuters. He said, "We are not ready to give in to the bloodthirsty demands of the LTTE," adding, "I emphatically state before you my total commitment to ensure the honour and prosperity of this blessed land, by decisively defeating separatism." He also invited the outfit sympathisers in Parliament to join Government efforts for a settlement to the island's ongoing separatist conflict, adds Radio Australia. He urged the Tamil National Alliance (TNA) to join the "All Party Conference" to prepare a political solution plan. Meanwhile, the TNA rejecting the invitation TNA parliamentarian, M.K. Sivajilingam told BBC Sinhala that Mahinda Rajapakse should restart talks with Tamil Tigers if he is genuine in his efforts to end the bloodshed. He said that LTTE is Sri Lankan Tamils' "sole representative" and it views the invitation as suspicious.

According to Liberation Tigers of Tamil Eelam (LTTE) sources, a determined effort is being made by its campaigners to obtain signatures from British parliamentarians criticising the Sri Lankan Government handling the present crisis in the island, reports Daily News. Already two left-wing parliamentarians have signed the petition and the campaigners are experiencing difficulties as others approached are not willing to put forward their names. In a political meeting held on February 11 in East London, attended by Nava Sama Samaja Party leader Wickramabahu Karunaratna, the pro-LTTE speakers appealed to the public to engage in the campaign to get the British parliamentarians to sign the petition. Some parliamentarians approached by the LTTE have refused to sign the petition and they have stated it is one sided and do not reflect the need for the LTTE to accept responsibility for the failures.

Colombo Page reported that in a response to LTTE’s continuing artillery and mortar attacks launched from forest areas east of Oddusudan and Puliyankulam in the Vavuniya district, Sri Lanka Air Force (SLAF) jets bombed two identified LTTE targets on February 20. “The targeted locations comprised artillery and mortars and a large concentration of Tiger terrorists at the time the Air Force bombed. One of the targets was a training base of the terrorists,” a senior air force official said, adding, from these points, terrorists had attacked Kokkukuduvai and Welioya areas with mortars recently. "We have taken two identified targets which were primarily a training camp of the LTTE and the other was a gun position from where they were targeting our troops," said Military spokesman Brigadier Prasad Samarasinghe, according to Associated Press. Meanwhile, the LTTE denied any of their military assets were hit in the Vavuniya district and accused the SLAF of killing two civilians in the air strikes. The outfit’s spokesman Rasiah Ilanthirayan said, "The so-called training centre that the Sri Lankan state is saying is a civilian area, and until now we have recovered two bodies of civilians."

Security forces charged the LTTE of using places of worship for their terror acts after the military found a cache of weapons from St. Mary’s Church in Jaffna on a tip off. Military spokesman Brigadier Prasad Samarasinghe told the weekly security press briefing that seven hand grenades, three cyanide capsules, one radio set and jungle boots were found inside St. Mary’s Church Jaffna on February 20. He said, "… It is obvious that they had planned for an attack on the Security Forces using the church premises as cover, thus compelling the Security Forces to retaliate", the Brigadier added. Meanwhile, Defence Affairs spokesman Minister Keheliya Rambukwella stated the LTTE is using religious and public places and all possible people, even Buddhist monks, Sinhalese men, women and journalists to achieve their terror targets.

The Government said that violence had increased in the past 15 months in the process of securing the country’s sovereignty which had been threatened during the first three and half years of the ceasefire. Defense spokesman Minister Keheliya Rambukwella has made these remarks to a local daily in response to the claims by the Sri Lanka Monitoring Mission (SLMM) that nearly 4000 people were killed during the last 15 months. A local newspaper Daily Mirror quoting Rambukwella said, "The sovereignty of the country was lost as during the first three and a half years the security forces were confined to barracks and the LTTE spread its wings all over the Eastern Province." Rambukwella said the President had the responsibility of safeguarding the country and its people, and he had to change the policy and take appropriate action after he became the President of the country.

"It has also compelled the Tamil people to resume their freedom struggle to realize their right to self-determination and to achieve statehood," the Tigers said in a statement. The LTTE further said that the truce was now virtually non-existent and warned that Colombo's military drive against them would only add to the bloodstained pages of the island’s history. "Even though today it exists only on paper, it (the ceasefire agreement of 2002) remains a unique document in the search for an end to the national conflict in the island of Sri Lanka," the statement added.

The LTTE stated that thousands of people have begun fleeing their homes in northern Sri Lanka, fearing a fresh fight between, reported PTI. In a statement the LTTE said that over 1,000 families out of the 3,500 living near the defence lines were on the move. "For sometime now the Sri Lankan military has been saying to the public who cross the Vavuniya border that they will soon be crossing the border into LTTE area to raise the Lankan flag," the outfit alleged, and claimed, "This coupled with frequent shelling to their homes, the two sorties of aerial bombing on 20 February in this area that killed two civilians and injured two children, and the two Claymore attacks on the same day, also in this area, is causing panic among the civilian population in the areas near the military forward defence line."

The Sri Lanka Navy destroyed two Liberation Tigers of Tamil Eelam (LTTE) boats off the Kalpitiya coast, killing nine Sea-Tigers in the process, reports Daily News. According to Navy Spokesman Commander D. K. P. Dassanayake, the boats were suspected to be ferrying a large stock of weapons and explosives. A Navy vessel four kilometres off the Kalpitiya Sea had come under heavy arms fire from the two LTTE boats which ignored orders from the Navy to stop. The Navy then opened fire at the two crafts. While the Navy was engaging the Sea-Tigers, two other crafts arrived from the direction of Silawathura from which shots were fired at the Navy. The two crafts were forced to flee when the Navy retaliated strongly, Commander Dassanayake said.

Sri Lankan troops have captured three Liberation Tigers of Tamil Eelam (LTTE) bases in the north-eastern region, forcing the outfit’s cadres to flee into the jungles, the Defence Ministry said on February 24, according to The Hindu. Prasad Samarasinghe. The area is near the port city of Trincomalee, which has a major Sri Lankan navy base and serves as an important supply line to the north. However, no casualties were reported, as the LTTE cadres had fled before the troops moved in. Soldiers recovered a large number of roadside bombs, anti-personnel mines, rocket-propelled grenades, assault rifles, mortars and large quantities of ammunition.

The LTTE has significant capability to attack, using terrorist means. We should not underestimate that. I think there would be costs (to pay) to a military strategy. The most important thing in our view is to come up with a credible (political) process,” Blake said.
