SF personnel commenced a military operation in the Silawathurai area between Mannar and Kalpitiya in the Northwestern region of Northern Province from the early hours of September 1, the MCNS said. Military spokesperson Brigadier Prasad Samarasinghe said that it was a humanitarian operation launched to liberate around 7,000 people and by evening the troops fully liberated the Arippu area, the South of Mannar region. "Troops have taken full control over the Arippu area, and now they are consolidating their defenses," he said, adding, the troops recovered the dead body of one LTTE cadre along with many weapons. However, the LTTE claimed that they killed one soldier and lost one of their cadres during the clash, adds AFP. It also claimed that eight civilians fleeing the area were killed in a mine attack carried out by the SFs.

India and Sri Lanka have formed a joint defence panel following a meeting in New Delhi between top officials of the two countries on September 3-4, according to Hindustan Times. The two sides held discussions on the measures to combat terrorism and on ways of resolving the ethnic conflict in the island through the devolution of power. The Sri Lankan side explained the steps that had been taken to "expedite" the work of the All Party Representative Conference which had been charged with the responsibility of finding a solution to the ethnic conflict in the island. The Indian side reiterated New Delhi's commitment to the sovereignty and territorial integrity of Sri Lanka and "expressed the hope that a solution will be found to the just grievances of the Sri Lankan Tamils through devolution of power."

More than 600 cadres of the Liberation Tigers of Tamil Eelam (LTTE) have been arrested around the globe for their involvement in various types of covert activities in recent years, according to Sunday Observer. The United Kingdom (UK), United States and Australia have arrested key LTTE militants who had been operating in these countries for more than 10-years. The LTTE's international network was reportedly divided into two categories - One section was involved in raising funds and the other was responsible for purchasing arms and other equipment along with smuggling drugs. At least 200 LTTE cadres have been arrested in Thailand in the recent years. Following the stringent measures adopted by several countries, there is reportedly a decrease in pro-LTTE activity globally.

The government stated on September 3 that some portions of the 2002 cease-fire agreement (CFA) were defunct in view of the blatant violations by the Liberation Tigers of Tamil Eelam (LTTE), reports The Hindu. Minister Keheliya Rambukwella said in Colombo that the concept of areas demarcated as under the control of the outfit was not acceptable. He said the demarcation was in violation of the Constitution and no sovereign government could be expected to endorse it, adding, "The Government does not recognise any provisions in the CFA which were against the letter and spirit of the Constitution." He reiterated that the government will not launch a major offensive in the North in the wake of capture of Silavaturai, adds Daily News.

There were shells and shootings in the road when our officers handed over the bodies of 12 persons killed over the weekend in Silavathurai area", Vignati said. "We have decided not to send our officers to the Uyilankulam point to perform their duties on grounds of safety. "We have evidence that the LTTE (Liberation Tigers of Tamil Eelam) has plans to use chemical weapons against the security forces. During the past several weeks the security forces have detected them transporting large quantities of acid," Wickramanayake said, adding, the timely action by the defence authorities had foiled LTTE plans to use chemical weapons to create mass destruction. The SLN chief Admiral Wasantha Karannagoda said the LTTE was bringing three light aircraft, artillery and a bullet proof vehicle in the ships sunk some 600-kilomtres off the island's south-eastern coast in Matara district. "When we challenged these vessels, they didn't respond so we had to follow internationally accepted rules of engagement. They opened fire. We had no choice but to fire and destroy the vessels,” Reuters quoted him as saying. A flotilla of about 20 Sea-Tiger boats fitted with out board motors for high speed after mingling with fishermen tried to close up the naval patrol craft at sea with the intension of attacking naval vessels, sources said. "Forty-two Tiger cadres have already surrendered to the Human Rights Commission in Jaffna within the last two weeks," Nanayakkara disclosed, adding, there is a rapid decrease in the number of youth joining the LTTE. He also pointed that there was a significant change in the LTTE strategy as they launched claymore attacks targeting the security forces without any concern about civilian lives, saying, "The LTTE is trying to distance the public from the Security Forces through these attacks." He further informed that the troops foiled attempts by the LTTE to infiltrate FDLs (Forward Defence Lines) in Mannar, Vavuniya, Welioya, Kilali, Muhamalai and Nagar Kovil during the past two weeks.
