Police seized 940-kg of C-4 explosives from a lorry at the Palugas junction road block at Kotawehera in the Nikaweratiya area of Kurunegala district on June 1. The explosives had been stocked in 47 boxes each carrying 20-kg. Police believe that the massive stock of C-4 explosives would have been transported to Colombo by the LTTE for a major attack. The Police also arrested the driver and his assistant believed to be from the Chavakachcheri area in the North. This is reportedly the biggest seizure of explosives in Sri Lanka. C-4 or Composition C -4 is a common type of plastic explosive used by the LTTE in bomb attacks in Sri Lanka. It can be easily molded into any shape or stuffed into gaps in buildings, equipment or machinery. The LTTE had used 50-kg of C-4 explosives in the Central Bank attack in Colombo on October 15, 1997 which killed 55 people and injured over 1000, sources added.

President Mahinda Rajapakse offered to open peace talks with the Liberation Tigers of Tamil Eelam (LTTE) on June 1. The President would enter negotiations with the LTTE if they agreed to resume where they left off in October 2006, his spokesman Chandrapala Liyanage told AFP."I am ready to talk even today in the present circumstances. I am a total democrat and I believe in a peaceful negotiated settlement," he quoted the President as saying. The President noted that he had not ordered troops to enter the LTTE-held Kilinochchi and Mullaittivu regions despite stepped up fighting and said he was still abiding by the Oslo-arranged truce, adding, "The ceasefire agreement has been violated 8,000 to 9,000 times, but we have still not given up the ceasefire."

The Hindu reported that Police in Colombo asked Tamils from north and east, who are staying in various lodges without jobs, to go back to their homes in view of the security situation. Tamils from the troubled regions could pose a threat to the security particularly when they cannot satisfactorily explain reasons for their presence, said Police Inspector-General Victor Perera. "Those who are loitering in Colombo will be sent home. We will give them transport. We are doing this to protect the people and because of a threat to national security."

Foreign Minister Rohitha Bogollagama, during a meeting with the UN Secretary-General Ban Ki-Moon at the UN headquarters in New York, said the re-development of the Eastern Province, most of which had been secured by the government forces, could serve as a model for post-conflict peace building and development, reports Daily News.. He stressed the Liberation Tigers of Tamil Eelam (LTTE) must understand that they cannot hinder the efforts of the Government, as well as the international donor community, in providing relief to the people. He called upon the international community to support Sri Lanka’s efforts to deal with the LTTE as a terrorist organisation and assist in curbing LTTE fund raising and arms procurement.

"I categorically state that there is no decision taken to abrogate the CFA (ceasefire agreement). We are ready for talks even today. If they can come for talks as early as this month, we will be happy, but we leave it for the LTTE to respond."

Daily News reports that the LTTE is increasingly resorting to the use of places of Hindu worship in the North to carry out its subversive plans and in the process bringing disaffection to the SFs among the Tamil community when search operations are conducted on these premises. The report said that SFs recovered large caches of weapons from at least five Hindu temples in the North in the recent past with shootouts occurring inside one such temple when troops entered the premises following a tip-off that weapons were hidden in its sanctum. Some arms and ammunition, including grenades, were also found in a bag hidden behind the altar at the St. Mary’s Cathedral in Jaffna.

The LTTE on June 4 demanded international monitoring of human rights violations in Sri Lanka, according to Hindustan Times. The LTTE asked the European Union to condemn the Sri Lankan government for its rights violations and suggested that it get the government to allow international monitors. It described the institutions set up by the Sri Lankan government as meaningless exercises and said only international monitoring would guarantee human rights in Sri Lanka. The LTTE's Peace Secretariat said in a release that the European Parliament should have invited a Tamil representative to hear the case of the victims of human rights violations by the Sri Lankan government, but it had not.

The Tamil Makkal Vidudalai Pulikal (TMVP), the political wing of the Karuna faction, will contest elections in the future to have their representation in Parliament to attend to the eastern people’s grievances, said TMVP Ampara district political leader Iniya Bharathi, according to Daily News. Bharathi said they are expanding their activities in the Eastern province to contest future elections and added, "We will expand our political activities in the newly liberated areas too, for the benefit of the eastern Tamil population. We don’t believe that we can solve our problems through an armed struggle. We believe in the democratic path to find solution to our problems." Reiterating that they have solved differences within their organisation, he said, "It was an internal matter relating to a disciplinary inquiry against same members engaged in financial irregularities." However, he said they will not lay down arms till the LTTE threat is removed.

Daily News, however, quoted Minister Keheliya Rambukwella as saying in the Parliament that the government provided transport facilities to 260 persons who voluntarily submitted themselves to be returned to their native places in the North-East. The Minister denied any form of harassment adding, "They have volunteered to go back and the Government has provided them with all transport facilities." The Minister said during the past 3-4 weeks bombs exploded in Colombo and suburbs and attempts were made to smuggle explosives into Colombo." This was why we had to take these measures," he said, adding, it had been revealed that during the 10 years all plans to explode bombs in the city were hatched within these lodgings in the city. The Minister also informed that there were over 20,000 Tamils who had taken up lodgings in Colombo, stressing, "But we have to secure the lives of 19 million people".

Police started eviction of Tamils from the capital Colombo as part of a crackdown against LTTE suspects, according to PTI. Tamil men, women and children, lodged at low-budget hostels, were forced out of their rooms, ordered into buses and driven off under armed escorts, residents said. The move followed an announcement by the Inspector General of Police Victor Perera last week that Tamils "loitering" in Colombo were a threat to national security and that they will be given transport to return to their villages. The Defence Ministry confirmed the eviction, but said it was done to LTTE using the cover of lodges to hatch bomb plots against the capital. "Investigations have also confirmed that those responsible for these brutal killings have hatched their brutal plans and executed them from these lodgings," the Ministry said, adding, 376 people were evicted in seven buses and would be taken to Jaffna, Vavuniya, Trincomalee and Batticaloa. Since there is no land access to Jaffna, it is certain that the people from Jaffna will have to be held in a detention centre somewhere in the north of the island, officials said.

The Chairman of the CBE (Pvt) Ltd., Tiran Alles, was arrested by the Central Investigation Division (CID) to question him on the transfer of a vast amount of funds to the Liberation Tigers of Tamil Eelam (LTTE) through the TNJ Company registered under the name of leading LTTE activist Emil Kanthan, who was arrested on several occasions on terrorism charges and who led the gang which assaulted Minister Douglas Devananda at the Kalutara prison in 2002, for the past several years, Information and Media Minister Anura Priyadarshana Yapa told Parliament on June 6, according to Daily News. Alles had set up the TNJ Company in Kanthan’s name utilising his own funds and 33 Volvo and Benz vehicles and various other equipment had been transferred through it to the LTTE ostensibly for building houses. With the use of mobile phones in the North and East, Alles’s Company had obtained the Agency to market Dialog mobile connections in the North and East. The commission agreed was 50 per cent of the monthly bill paid to Dialog from each connection. Accordingly, billions of rupees had been paid to Alles’s CBE Company in respect of mobile phone connections given to the North and East and this money had been procured for LTTE needs locally and internationally. According to statements made and information received by the CID, the TNJ Company had obtained leasing facilities from the Hatton National Bank to provide the Volvos and Benzes to the LTTE. The CID is now probing the Bank accounts of TNJ and CBE and collecting information about the above mentioned persons.

Daily Mirror reports that the Sri Lanka Monitoring Mission (SLMM) has, in its May 28-June 3 situation report, accused the army or police of being involved in some of the abductions in the East, apart from those carried out by the Tamileela Makkal Viduthalai Pulikal (TMVP), political wing of the LTTE breakaway faction led by ‘Colonel’ Karuna, and the LTTE. According to the report posted on its Website, abductions are still taking place in the Batticaloa and Ampara districts while assassinations by "unknown armed men" have also been reported although it has seen a decline over the past few weeks. "...Perpetrators are most often suspected to be members of the TMVP or the LTTE, although some times it is the Army or Police who are accused of abductions," the SLMM report said. Military spokesperson Brigadier Prasad Samarasingha, however, refuted the SLMM claims, saying, "There is a law in the land. If the SLMM has any evidence of such a thing they should give the evidence and, according to the law, we will inquire into it and deal with anyone found guilty." He stressed that the army has never been involved in any abductions in any part of the country.

Defense secretary Gotabaya Rajapaksa has said that Sri Lanka is being bullied by Western countries over human rights and declared that the Liberation Tigers of Tamil Eelam (LTTE) has infiltrated and misled United Nations (UN) agencies. He accused foreign powers of applying double standards when it comes to human rights violations, saying all measures were fair to defeat terrorists. "This is discrimination and bullying by the international community," Rajapaksa told Reuters and BBC. "Without understanding the problem, they are trying to bully us, and we won't be isolated. We have all the SAARC countries, the Asian countries," he stated, adding, "Britain or Western countries, EU countries, they can do whatever. We don't depend on them. We have to defend ourselves. You can't risk the country ... I'm talking about terrorists. Anything is fair." Reacting to the demand of UN agencies in Sri Lanka to halt rights abuses by the government, he claimed, "For 30 years or so, this LTTE planned this, they infiltrated the U.N."

"The terrorists should return to the negotiating table. We are ready to talk tomorrow because we want peace in Sri Lanka and we want a political process, we don’t want temporary resolutions, we want a dialogue towards accomplishing sustainable peace," said Minister Bogollagama during an interview with The Korea Herald. The Minister added that his government wants the LTTE to come to talks without resorting to violence, "without targeting civilians and killing innocent people and thereby destroying the lives and property of the people in Sri Lanka."

Daily News quoted army officials as saying that hundreds of Liberation Tigers of Tamil Eelam (LTTE) cadres entrapped in the Thoppigala jungles commenced fleeing the area on June 17 amidst a major assault by the security forces (SFs) on their Beirut base, cutting off all supply routes. Officials said that over 75 LTTE cadres had fled the Thoppigala jungles towards the Wanni taking cover of the thick jungles west of Vakarai and south-west of Trikonamadu. SFs launched a major assault on the fleeing terrorists and alerted the troops and home guards in settlements close to Habarana and other areas in Trincomalee fearing desperate attacks by the fleeing outfit’s cadres. “The Tiger cadres in Thoppigala are entrapped within a few square kilometers in the jungle and Security Forces are engaged in a determined effort to flush them out,” General Officer Commanding Sri Lanka Army’s 23rd Division, Major General Daya Ratnayake, told Daily News, adding, “So far, nearly 100 Tiger cadres have surrendered to the Security Forces while 270 cadres have been killed during confrontations in the battle to capture Thoppigala. We are encouraging more Tiger cadres to surrender to the Security Forces, without perishing in battle.”

The Sri Lanka Defence Ministry claimed on June 18 that the Indian fishing boat, which sunk near Katchatheevu on June 17 following a grenade attack by suspected Sri Lankan fishermen, was carrying explosives belonging to the Liberation Tigers of Tamil Eelam (LTTE), according to The Hindu. A report posted on the Sri Lankan Defence Ministry Website quoted an unnamed source as saying, "Controversy surrounds the circumstances in which conflicting reports are received from Tamil Nadu about the explosion. Speculation is that the vessel had been carrying a consignment of explosives belonging to the LTTE. Although reports indicated the incident had taken place in the Indian territorial waters, the possibility of the ill-fated vessel being in Sri Lankan waters could not be ruled out." The report also said that the sources expressed serious concern that the "Sea Tigers and their collaborators based in Tamil Nadu were continuing clandestine operations" despite the stepped-up presence of the Indian Navy and Coast Guard. According to earlier reports, a group of suspected Sri Lankan fishermen on June 17-morning hurled five country-made bombs at their Indian counterparts at sea between Dhanushkodi and Katchatheevu and sank a mechanised boat, before hijacking three boats along with 12 fishermen, Tamil Nadu fisheries department officials said. Three fishermen, identified as Father Raju, Susai and Premkumar, who were injured in the incident, later managed to reach Ramanathapuram coast, officials added. Assistant Director of Fisheries, Velpandian, later told PTI that the hijacked fishermen were released in the afternoon along with their boats, though their belongings, including fishing nets and the catch, were taken away by their Sri Lankan counterparts.

The Liberation Tigers of Tamil Eelam (LTTE) made a fresh pledge to rid their ranks of child soldiers by the end of year 2007. The LTTE, classified as one of the worst offenders in the world for the recruitment of children to fight, made the same promise in 1998 but have since been accused by the United Nations of recruiting more than they actually freed. The LTTE in a statement issued on June 18 said that its "Child Protection Agency (CPA)" had freed 135 males and females below the age of 17 who were found within their guerrilla army in the past six months. "The CPA hopes that the work that has been done and the work that is ongoing will ... (bring the) recruitment for the LTTE to international standards by the end of 2007," the statement said. It also asked the United Nations Children's Fund (UNICEF) to adjust its child recruitment database to take into account the latest batch of child soldiers to be released. Although, there was no immediate reaction from UNICEF to the LTTE statement, but the agency says on its Website that there were 1,591 outstanding cases of underage recruitment by the LTTE as of the end of May 2007. "Of these, 506 are under the age of 18, and 1,085 were recruited while under 18 but have now passed that age," UNICEF said, adding, there were another 198 outstanding cases of child soldier recruitment by the LTTE's breakaway faction led by ‘Colonel’ Karuna. The UNICEF also said it believed its database accounted for just "a third of the actual number of children recruited" to fight in the island's long-running ethnic war.

The Liberation Tigers of Tamil Eelam (LTTE) chief Veluppillai Prabhakaran’s son Charles Anthony is now on the watch list of the Indian agencies after reports that he heads the air wing of the proscribed outfit, according to agencies report. An unnamed central intelligence officer in Mumbai said that Charles may have been trained by Mossad, the Israeli intelligence agency. Reports indicate that the LTTE air wing is a complement of nine pilots and seven light single-engine aircrafts. They also have strength of about 60 airmen to maintain and service the planes mostly operating from secret airfields around Jaffna in northern Sri Lanka. The air wing is useful for carrying out suicide strikes on Sri Lanka security forces and for reconnaissance missions before an attack. Investigations by agencies indicate that apart from Mossad, senior LTTE cadre is also trained by Pakistan’s Inter Services Intelligence operatives. The LTTE owns a fleet of sea-going ships to transport their supplies and arms since 1986.

With the capture of Thoppigala we would eliminate their control over the local population and prevent the conscription of child soldiers," said military spokesperson Brigadier Prasad Samarasinghe, adding that the troops had not been to the area during the last 14 years and the area was a leading location for LTTE training camps. He stated that a Tamil civilian who escaped from LTTE detention had disclosed that 73 persons were detained by the LTTE and among them are two soldiers, several Muslim and Tamil civilians.

The Liberation Tigers of Tamil Eelam (LTTE) will lose one of its major income generating sources after they lose Thoppigala jungles where they conducted businesses including cannabis plantation, said security forces (SFs) engaged in the battle at Thoppigala, according to Daily News. The outfit also takes ransom from civilians employed in brick production and other legal industries, he added. Meanwhile, Brigade Commander of the 232 Brigade in Sittandi, Lt. The political wing leader of the Liberation Tigers of Tamil Eelam (LTTE), S.P Thamilchelvan, in an interview with Tamil Net on June 25 said that to bring peace and pave the way for talks, the international community should come forward to "support the struggle for rights of the Tamil people and force the Sri Lankan Government to implement the ceasefire agreement in full." He emphasized that only the cease-fire agreement (CFA) can save the island from disaster, saying, "International community must gain a profound understanding of this long history [of prolonging and time buying tactics by Colombo] and act to end the ethnically biased efforts by the Sinhala leadership. I believe the constructive step by the international community is to accept and support the struggle for rights of the Tamil people and force the Sri Lankan Government to implement the ceasefire agreement 100% to pave the way for peace talks." On the military situation in the east, he said, "As far as the LTTE is concerned, we were never defeated. We adopt military strategies to suit the place, the environment and the time. In particular, in the East, it is common for the Sinhala forces to advance and then withdraw when faced with heavy losses following our strong defense. This is past history. No people will accept the occupation of their land by a foreign force or a force they detest. They will always seek their own security. Very soon, the Sinhala forces will understand the trap they have set for themselves."

Sri Lanka government intends to hold elections to the local bodies in the Eastern Province, said an unnamed official of the Presidential Secretariat in Colombo on June 27. The official told The Hindu that with the virtual ouster of the Liberation Tigers of Tamil Ealam (LTTE) from its remaining pockets in the east, the government would like to empower the people at the grassroots level to elect their own representatives and have a say on issues of development. "The time-frame is not worked out yet. The intention of the Government is to involve people in decision-making process. The idea is to follow up the local bodies polls with an election to the eastern provincial council with a Chief Minister in place," he said. It would be for the first time since 1989 that the province would witness the democratic exercise. Elections to the temporarily merged north and eastern provinces were held as a follow up to the 1987 Indo-Sri Lanka Accord. Meanwhile, the military claimed that it has gained control of 99 per cent of the territory in the Thoppigala jungles, the last remaining pocket of the LTTE, and an estimated 100 odd cadres of the outfit were trapped in the bushy jungles.
