A negotiated end to the conflict is still possible but not before the Liberation Tigers of Tamil Eelam (LTTE) is "verifiably demilitarised and democratised," said Dayan Jayatilleka, Sri Lanka's Permanent Representative to the UN, in an e-mail interview, according to IANS. He added that the conflict would only end when the outfit’s leader Velupillai Prabhakaran gets 'demilitarised one way or another'. When he was asked if there was any room for a possible negotiated settlement to end a war, he said, "Yes but not with the Tigers, and certainly not with Prabhakaran. With him there can be no peace.'' A peaceful, negotiated settlement is possible only if it recognises that any solution has to be within a single, united Sri Lanka, and the LTTE is verifiably demilitarised and democratised, he asserted.

Elsewhere, troops confronted four groups of militants in the Vedamakilam and Palamoddai areas and killed two of them. Two more LTTE cadres were killed at least 20 others injured as clashes erupted between the two sides in the Kokkuthuduvai, north of Kiriibbanwewa and north of Janakapura areas. Troops also destroyed three LTTE bunkers during the clashes in the north of Kiriibbanwewa.

Nadesan, said the plan under which the Government recently held local elections in the East contained "no basis for a settlement." "Recognition of Tamil sovereignty and right to self-determination are key issues in creating a climate for a negotiated settlement," he told the pro-LTTE Website Tamil Net on May 30. He also accused Colombo of blocking peace broker Norway from meeting LTTE leaders by refusing to provide access to LTTE-held areas. Sri Lanka's main financial backers -- the United States, Japan, the European Union and Norway -- should keep up their peace-building work, Nadesan said, urging Colombo to allow diplomats to meet LTTE representatives. However, the Eastern Province Chief Minister Sivanesathurai Chandrakanthan said that the only way to find a solution to the conflict is to devolve powers that are vested in the Central government, according to Colombo Page.

In an interview with BBC Sandeshaya, head of the outfit’s political wing, Balasingham Nadesan, said, "You cannot resolve the Tamil ethnic issue by killing the president or innocent civilians." He also denied any knowledge of killing civilians in the south and said that many other elements are operating in the south. Stating that it is the responsibility of the Government to initiate a fresh dialogue he accused the Government of launching military offensives against the LTTE and denied that the outfit is being defeated by the military in the north. He also denied media reports that head of organisation’s peace secretariat, Seevarathnam Pulidevan, has been arrested by the outfit’s leadership. Separately, denying media reports of his arrest Pulidevan himself accused the Sri Lanka military of ‘fabricating stories when they cannot achieve military victories’. He also dismissed reports of an internal dispute within the LTTE, insisting that the organization continued to function as usual, adds Daily Mirror. Pulidevan also ruled out the possibility of having peace talks with the Government without the participation of Norwegian facilitators and added, "The LTTE has no problems. Our only intention is to receive the Norwegians in Kilinochchi as they are the official facilitators. Till then we will not discuss anything."

The Liberation Tigers of Tamil Eelam (LTTE) in the latest release by its Hero’s department has claimed that the outfit has lost 21,051 carders in the quest for a separate state for the Tamils in Sri Lanka, according to South Asian Media Net. The 21,051 cadres include 16,516 males and 4,535 females. The period cited for the deaths cover 26 years from November 27, 1982 to May 31, 2008. The LTTE lost their first cadre ‘Lt.’ Shankar on November 27, 1982, widely celebrated by the outfit as Heroes’ Day. The death list also include 348 Black Tigers (suicide cadres), of which 256 are males 97 females, with 102 being killed in land operations and 251 in sea operations. The release said the Sea Tigers (the sea wing of the LTTE) are considered an effective conventional arm of the LTTE, capable of crippling Sri Lanka’s sea operations. The Hero’s release also lists 279 auxiliary forces members, 47 Police personals who died on operational duties in the death list, and adds that another 490 civil society members who were killed by the Government forces or the Paramilitary forces for their commitment for the Tamil Cause have also been listed as Heroes. This includes 19 Mamanithar, a title often conferred posthumously by LTTE leader V. Prabhakaran. In the first five months of 2008, the LTTE lost 918 carders- 616 males and 302 females –the Hero’s release said, adding that since the current pace of the war intensified in 2006 the outfit has lost 1004 carders, of which 745 males and 259 and in 2007 they had lost 1196 carders including 1037 males and 159 females. The Hero’s Department also claimed they never hide the deaths of the LTTE cadres, announcing the heroes name over the radio broadcast, and updating figures on a monthly basis.

Claiming to be on a mission to meet political leaders in Tamil Nadu and New Delhi to create an atmosphere conducive for Indian intervention, he said that India should play the role of a mediator to end the ethnic conflict in Sri Lanka. "They [LTTE] are aware of our efforts. With Norway withdrawing from the peace talks, there is a need for a mediator. India has the moral duty and right to intervene in the Sri Lankan crisis," Mr. Chandrasekaran said, addressing a press conference in Tiruchirapalli on June 9. Other countries stayed away or were being kept away from the crisis, but India should not keep itself aloof. The war should end, and a permanent solution should be found to the problems of Tamils through talks. India, he said, could bring the Sri Lankan government and the LTTE to the negotiating table, despite their seemingly rigid standpoints. Daily News quoted Chandrasekaran as saying that the LTTE had also evinced interest in Indian intervention and favourable signals had emanated from the outfit in this regard.

"We want to claim that we are responsible for the bomb attacks on the transport vehicles and other attacks," the outfit said in an e-mail to Reuters. The military said that the outfit is a Liberation Tigers of Tamil Eelam (LTTE)-linked group. The attacks have been carried out as a stern reply to the Government forces' Long Range Reconnaissance Petrol (LRRP) attack and aerial bombing on innocent civilians, the Ellalan Force said in the mail. "The LRRP attacks and the aerial bombings on Tamil innocent civilians must stop. The Sinhalese must understand (the) situation clearly and think about why the 'Ellalan Force' continue their attacks." The mail also urged Sri Lanka's majority Sinhalese ethnic group to put pressure on the Government to stop killing innocent Tamils. But we have told him, we want a very clear idea of why he is going to the Wanni," he said, insisting that only a commitment on the part of the LTTE for decommissioning of weapons and in particular what they want Bauer to come and talk about at this juncture. "Unless you have a clear road map that leads to a democratic political solution, I don't think you can take any LTTE claim to negotiate a deal seriously. Sources said an armed group of three to four militants came in a van and stopped the Prison Department bus carrying the prisoners and shot at the prisoners using micro pistols. Police said the bus was travelling from Chunnakam to Point Pedro when the militants had stopped the vehicle at the old rail crossing at Chunnkam. The assailants had dropped a leaflet at the location with the message, "Death to those who betray the Tigers," Police added. The van was later found abandoned at a nearby location.

The suspect, Anandan alias Neshanadan Muruganandan, was in a super luxury apartment in Wellawatta at the time he was arrested by the special Police team. He had a large number of Personal Identification Numbers (PIN) and bank receipts issued by both local and foreign banks, amounting to over SLR 100 million, in his possession. He had cloned credit cards using PIN and card numbers obtained from unsuspecting cards holders in the United Kingdom. These funds were later transferred to the LTTE. British Police conducted several raids which proved that the cloned cards were being used in Sri Lanka to draw funds.

Colombo Page reports that Malaysia launched an inquiry into an allegation that some persons in Malaysia had given instructions to LTTE in Sri Lanka to carry out bomb attacks in the capital Colombo and its suburbs. Malaysian Home Minister Syed Hamid Albar said his Government would investigate the matter thoroughly, and take severe action against any Malaysians with links to the LTTE. The action has been taken following Sri Lankan media claims that six suspects, who were arrested in Wattala with explosives last week, were waiting for instructions over the phone from persons in Malaysia to carry out bomb attacks in Colombo. Police in Naples said the suspects were picked up in 10 cities including Rome, Genoa, Bologna, Naples and Palermo at the end of a two-year investigation. Some 200 police were involved in the operation which saw raids across the country including the island of Sicily, an official with the police counter-terrorism cell told AFP. Police believe the suspects, all Sri Lankan citizens, extorted money from their fellow nationals in the various cities and sent it home to finance the LTTE. Luigi Bonacura of the Naples police said the operation effectively dismantled the Tiger network in Italy. Tamil expatriates in Italy are forced to contribute money to the LTTE, Police said. The funds are taken out of Italy through Swiss banks. Three months ago the Italian authorities closed down an illegal Tiger propaganda TV channel operating from Italian territory. Neapolitan police team has also discovered a kind of intelligence service in the LTTE called TIG, which controls people from Sri Lanka of the Tamil ethnic group resident in Italy, holding detailed files and photos, both of supporters and non-supporters of the organisation. Reports on Italian TV speculated that the annual amount extorted from expatriate Tamils in Italy was around four million euros (6.2 million dollars).

The official, who declined to reveal the location where the machine was found however said it was found in a house in Colombo. He said the four arrested suspects were also having direct links with the LTTE and further investigations were underway to arrest more suspects. The main suspect had a large number of Personal Identification Numbers (PIN) of credit cards and bank receipts issued by both local and foreign banks, amounting to more than SLR 100 million, in his possession at the time of the arrest. He also had local bank receipts on credit cards and receipts of goods bought from an electrical items shop during the past three weeks. He had cloned credit cards using PIN and card numbers obtained from unsuspecting original credit card holders in Britain, Singapore, Switzerland, Malaysia and Canada.

Troops captured Mavilakkandi, 2.4-kilometres North of Adampan on the Mannar-Pooneryn road and 700 -metres long heavily fortified LTTE defence line in the West of Mavilakkandi. The troops had captured nearly one kilometre stretch of this defence line in the North of Adampan few weeks back. Troops also captured 500-metre to 600-metre area in the Minnanirachchan region, three kilometres North East of Adampan. They also took control of Marattikannaddi in the North West of Andankulam which was used by the outfit to reinforce cadres into the Mannar front when fighting is going on. The troops have been able to liberate populated areas in the Mannar district with the liberation of more than 20 civilian habitations. They include Manthai, Manthotam, Adampan Pallikuli, Karukkandalkulam, Vellankulam, Vaddakkandal, Alankulam, Andankulam, Parappakandattan, Tenvadaiyan, Minnukulam, Uyilankulam and Oddupalan. “Troops of the 58 Division had to cross massive open areas across fallow paddy lands to capture some of the strategically important military bases like Andankulam and Parappakandattan,” the Brigadier explained. It also marked the liberation of the Vellankulam - Andankulam road connecting to the Mannar Pooneryn A-32 road at the 12th mile post and the Vellankulam - Adampan - Pappamoddai road used as the main supply routes to the LTTE operating in the Mannar ‘Rice Bowl’. General Officer Commanding of the 58 Division Brigadier Shavendra de Silva told Daily News that the troops attached to 58 Division completed this almost nine month long operation to secure the Mannar ‘Rice Bowl’ killing 2,058 Liberation Tigers of Tamil Eelam (LTTE) militants and inflicting injuries on 1,208. “The Mannar ‘Rice Bowl’ is one of the most fertile lands in the country which produced the biggest paddy harvest in 1991,” the Brigadier added. Sarath Fonseka said, according to IANS. "The LTTE has lost the capability of fighting as a conventional army. Although they are (still) fighting us, they (are) not in the same manner as was in the past. That type of resistance is not there anymore," Fonseka told members of the Foreign Correspondents Association on June 30. He said that although the LTTE's fighting capabilities had been badly weakened, it would take another one year or so "to completely defeat them militarily". Claiming that not less than 9,000 militants have been killed in clashes with Sri Lankan troops since August 2006, the Army Chief said that government troops "are now working on the overall plan of completely defeating the LTTE militarily", not just capturing fresh territories. "We do not just go for terrains, but we go for the kill. This is the difference between the military operations in the past and the present," he added. Commenting on the ongoing military operations in the North, the Army Chief said the troops had regained several hundred square kilometres where the Tigers held sway. He said the troops were just four kilometres short of the LTTE's strategic Sea Tiger base at Vedithalthivu in the north-western coastal belt in the Mannar district. "I am sure the LTTE will totally lose even their present capability in less than one year. Then they will resort to a totally different type of tactic," Fonseka said.

The security forces engaged in the Wanni liberation operation, entered a decisive phase on June 30 as the troops created the biggest ever military front to the Liberation Tigers of Tamil Eelam (LTTE) in the western flank of Wanni with two Army divisions that independently operated in Mannar and Vavuniya linking together from southeast of Periyamadu. With the successful completion of the liberation of the Mannar ‘Rice Bowl’ the troops attached to the 58 Division in Mannar made this strategic move, moving further towards North East of Mannar to link with the 57 Division troops operating South of Periyamadu. "With the linkage of the two Divisions, infantry battalions engaged in the Wanni liberation operation created a 75 km long massive military front from the West of A-9 road in the Western flank of Wanni front," General Officer Commanding of the 58 Division Brigadier Shavendra Silva told Daily News. "With this move the Security Forces operating in the Mannar sector are now positioned some two and half kilometres South of Vedithalthivu," he stated, adding, "We will continue to keep the pressure on the LTTE further and will take measures to counter their attacks and take maximum killings."
