14 more militants were killed and 28 others wounded as clashes erupted between the security forces (SFs) and the militants in the Andankulam, Palamoddai, Nauve east, Thandiyankulam and Podunkanpila areas of Vavuniya district. While one soldier was also killed, four others sustained injuries during these clashes. The troops also neutralized seven bunkers in the Palamoddai north and Pandiyankulam areas and recovered three hand grenades, 170 ammunition rounds and one radio set. They also recovered the dead body of one of the slain militants along with one T-56 weapon and T-56 rounds, following confrontations in the Palamoddai north area.

As its September 21 directive to the citizens of five districts of Northern Province living in and around Colombo (Western Province) to "re-register" themselves with the police, Sri Lanka Government on October 2 announced that a similar census would be carried out on October 5 for such citizens of Eastern Province. Police spokesman Ranjith Gunasekera told a news conference here those citizens from the east, residing in the Western Province since October 2, 2003, would have to register themselves at police stations in their areas. Citizens from the districts of Trincomalee, Batticaloa and Ampara would have to present themselves at the police stations along with the occupants in the house, national Identity Cards and other documents.

In an interview to the state-run weekly, Sunday Observer, Fonseka said soldiers are two-kilometers away from Kilinochchi, adding, the advancing troops could now see the LTTE’s buildings and the city is within the artillery and mortar range. He stated, LTTE leaders — Soosai, Theepan, Banu, Lakshman, Vidusha, Swarnam and Nadeshan — can surrender with their cadre to the Army. “Instead of Velupillai Prabhakaran and Pottu Amman we can give protection to all cadres who are willing to surrender. Prabhakaran has been given a 200-year imprisonment term and he is wanted by the Indian government,” he said. Pottu Amman is also a wanted man under the law, he said, adding that that they would have to die on the battlefield. “If Prabhakaran has a wee bit of brains left in him he should give up the battle now. He will soon realise that fighting with us is useless. Otherwise he has to remain in fighting, sacrificing over 20 to 30 cadre daily while constructing more graves to honour the dead cadres. On the other hand, he cannot enter the democratic political mainstream like Karuna Amman or Pillayan because he is a murderer. A female suicide cadre blew herself targeting Minister Sirisena’s motorcade at Pirivena junction around 1.15 pm (SLST) when the Minister was returning after a Government function in the Bandaragama area. The Minister escaped unhurt. A civilian was killed and five others including Deputy Minister Siripala Gamlath and newly appointed Ministry Secretary Ranjith Wijethilaka were injured. The minister’s convoy vehicle was badly damaged and several other vehicles in the vicinity were also damaged. Minister Sirisena has earlier escaped an LTTE suicide attack in Modera on March 1, 2008.

Senior Presidential Advisor Basil Rajapakse, who is known as the political strategist of the ruling coalition government, in an interview with the state-run Sunday Observer newspaper has said that Colombo was getting “adequate support” from its foreign friends to defeat terrorism and carry forward development activities. “The government, which has destroyed the LTTE, is getting adequate support from our foreign friends. Here, the support from our neighbour is very vital. India has been always with us. We got maximum support from India to crush the LTTE,” the top presidential aide, has been quoted as saying. Earlier on October 6, India's National Security Advisor M.K. Narayanan had summoned Sri Lanka's Deputy High Commissioner in India to convey New Delhi's “grave concern and unhappiness at the growing casualties of unarmed Tamil civilians as a result of the military action”. In no war can deadlines be set… What we know for sure is that the army is advancing. There is 75-80 percent chance of the army opening the land route to Jaffna.” According to him, the LTTE - which still reportedly has thousands of fighters - was “suffering from poor leadership, lack of experienced fighters and inability to hold on to territory. It is also not able to recruit people from the east. Earlier, the bulk of the fighters came from the east. “They are also unable to make out from where the army will advance. "As I indicated to the Foreign Minister, that is currently under consideration by the Attorney-General," Smith told reporters after a meeting with the Sri Lankan Foreign Minister Rohitha Bogollagama in Canberra on October 13. Smith said the LTTE is already effectively banned in Australia. "For a considerable period of time the LTTE has effectively been listed under United Nations arrangements, that effects a freeze on LTTE assets in Australia and as a consequence (it is) unlawful for the use of LTTE assets in Australia," he said. Bogollagama said it was time that Australia named the Tigers as a terrorist group in a bid to help forge a political settlement with the Tamil community. But troops successfully captured a large extent of the earth bund on Saturday pushing the LTTE further northwards”, sources added. Security forces confirmed that over 75 cadres were killed on October 18 in both 57 and Task Force I battle fronts and more than 125 cadres injured. Our aim is to stop the division of the country and restore democracy in the North," Rajapakse told editors and senior media personnel at Temple Trees. "The international community would not urge us to abandon the battle against terrorism. We are ensuring civilian safety and welfare in this process," the President added. The Tamil Makkal Viduthalai Puligal (TMVP) leadership has reportedly distanced itself from the stand taken by its leader, Karuna, over the devolution of powers and has demanded for police powers. Kumarasamy Nandagopan a.k.a. Raghu told BBC Tamil Service that the TMVP is for the full devolution of powers, including police powers, to the regions, contrary to views expressed by Karuna. Stressing that he is the president of the party according to the registration documents, he said that Karuna’s opinion is not that of the party. "This announcement by him is shocking to us. This opinion cannot be considered as the opinion of the party or its general council. We are also of the view that devolution of powers at least to the extent of stated in the 13 amendment should be given not only to us but also to all the provincial councils," Kumarasamy Nandagopan said. He added that a formal letter was sent to Karuna by the TMVP general secretary asking for explanation.

Recent times, there were instances when different government agencies had given conflicting figures of casualties," the Director General of the Media Centre for National Security, Laxman Hulugalle, told the BBC Sinhala service. "Casualty figures varied depending on the source. I accept that they are all government sources but they do not always have the same figures. This can be damaging when quoted by the media. In a war situation like the one we are in at the moment, it is important to be selective about what can be revealed. In a battle it is important to concentrate on the territory we gained rather than the amount of men we lose," Hulugalle said. The move comes after the defence ministry said 33 troops were killed at the weekend, an unusually high figure for the authorities to admit to. The figures were later denied by another government department.

Blake sentenced 57-year-old Haniffa Bin Osman of Singapore to 37 months in prison for conspiracy to provide material support to a designated foreign terrorist organization and money laundering, U.S. Attorney for the District of Maryland Rod J. Rosenstein announced. A media statement released by the US Department of Justice said that from April to September 29, 2006 the accused conspired to supply the LTTE with state-of-the-art firearms, machine guns and ammunition, surface-to-air missiles, night vision goggles and other military weapons to be used to fight against Sri Lankan government forces. In 2006, Osman has told the undercover agents in Baltimore that the weapons were for the LTTE and the outfit had wired a deposit of $250,000 as a down payment for the purchase of the weapons. The other conspirators, Indonesian nationals Haji Subandi and Erick Wotulo and Sri Lankan Thirunavukarasu Varatharasa have pleaded guilty and been sentenced earlier.

The troops completely captured Nachchakuda, the last stronghold of the Liberation Tigers of Tamil Eelam (LTTE) on the Western coast before Pooneryn by October 30-evening. “With the capture of Nachchakuda the LTTE is left with only Pooneryn on the Western coast as the rest of the area between Nachchakuda and Pooneryn is covered with jungle patches,” commander of the Task Force I or the 58th Division, Brigadier Shavendra Silva told Daily News. The LTTE faced two consecutive blows within 24-hours on the western edge of the Kilinochchi district as they lost two strategically important villages Jayapuram and Nachchakuda, he said. The troops completely captured the 15-km long LTTE defence line in the form of a massive earth bund surrounding the Nachchakuda fishing village. “The LTTE strongly held Nachchakuda with the construction of this massive earth bund giving depth to Pooneryn the last township left with the LTTE on the Western coast. With the loss of Nachchakuda the LTTE will have to resort to the Eastern coast for their logistics supplies,” the Brigadier added.
