The Sri Lankan authorities have urged the British government to ban fund-raising activities of what they described as Liberation Tigers of Tamil Eelam’s (LTTE) front organisations alleging that the money collected by these groups "ostensibly" for charitable purposes went into the "coffers" of the outfit, The Hindu reported .They said that although the LTTE was banned in Britain, a number of organisations claiming to be "charities" were working for it. "These funds directly go to the coffers of the insurgent group to wage war with the Sri Lankan government and spread violence among civilian populations," an unnamed spokesman of the Sri Lankan High Commission said. The call came after the Tamil Youth Organisation (TYO) organised a cultural show to raise funds for an educational project in Visvamadu in Sri Lanka. Sri Lankan officials called the project an extension of the LTTE. "We have complained to the British police that Visvamadu is in the Wanni territory where the power of the LTTE is wielded and these funds are meant for its campaign," the spokesman said. The TYO, however, denied any links with the LTTE and claimed that it is a "charity with the interests of Tamil youth at heart."

The Tamil National Alliance (TNA) Member of Parliament (MP) K. Siwaneshan, representing the Jaffna district was killed in an explosion in the Kanagarayankulam area on the Mankulam-Mallavi road of Kilinochchi district on March 6-afternoon, reports Sri Lanka Army. The pro- Liberation Tigers of Tamil Eelam (LTTE) Website Tamil Net, however, alleged that K. Siwaneshan was killed in a claymore mine attack carried out by the Sri Lanka Army’s Deep Penetration Unit on A-9 road, 30-minutes after he crossed into Vanni through Oamanthai / Puliyangkulam entry point on March 6. His driver was also killed in the attack. The military, however, said no operations were being carried out there at that time, adds The Hindu. “If the reports given by LTTE propaganda elements are correct, the location of the bomb blast is at least 25 km in the LTTE dominated area from our last [security forces’] bastion at Omanthai. How can we expect anyone, even a well trained commando group to enjoy a cakewalk that far on the heavily guarded A-9 road?” the defence ministry quoted an unnamed official as saying. Three of the TNA's 22 MPs have been killed since fighting between the government and the LTTE resumed in 2005. Joseph Pararajasingham, a representative for the eastern Batticaloa district was killed while attending a 2005 Christmas mass. His colleague, Nadarajah Raviraj, was killed in the capital, Colombo, in November 2006. The TNA blamed those two killings on government-backed paramilitary groups, a charge the authorities denied.

The troops operating on the Mannar front captured an area of 1.8 kilometre held by the Liberation Tigers of Tamil Eelam (LTTE) in the Parappakandal region between Giant tank and Uyilankulam Andankulam road, military sources told Daily News on March 6. According to sources, the troops captured this area without any casualties as LTTE militants abandoned their positions with the advance of the troops into the territory where more than eight heavily fortified bunkers were located. “With the capture of this 1.8 Km stretch the troops linked their defences in Uyilankulam Andankulam road and in the Giant Tank area,” an unnamed senior military official said, adding, “Troops are now consolidating the area removing booby traps and minefields set by the fleeing Tiger cadres.”

Al Qaeda has learned quite a lot about terrorism from the Liberation Tigers of Tamil Eelam (LTTE) and the outfit’s pioneered fund raising and procurement techniques have greatly aided Islamic terrorists, the military Website Strategy Page said on March 7, according to Daily News. The LTTE developed methods, which enabled them to raise large amounts of money from expatriate Tamils. It was the technique of pretending to collect money for charity work and then using it to fund terrorism that really caught al Qaeda's attention, the Website added. All this eventually caught the attention of counter-terror organizations in many countries, leading to the LTTE being declared a terrorist organization, and many of its fund raising operations shut down. As that was done, more and more evidence (documents, and interrogations) piled up showing that the LTTE had worked with Palestinian, Kurdish, Taliban, al Quaeda, Eritrea, Filipino, and other Middle Eastern groups to obtain illegal weapons, and learn how to use them. The LTTE also became the primary weapons purchaser, and transporter for many of these other terrorist groups. The outfit maintained hundreds of small, and a few large, boats for transporting these weapons to LTTE controlled parts of the country, and other parts of the world as well, the report said.

Speculations were ripe about another internal rift inside the Liberation Tigers of Tamil Eelam (LTTE) with the announcement by the outfit about the killing of the ‘second in command’ of the Sea Tigers (sea wing of the LTTE), Mangalesh and four others in Wanni on March 10, reports Daily News. The LTTE has not notified reason for their deaths. According to military intelligence sources the killing of Mangalesh and four others in the ranks of ‘Captain’ and ‘Lieutenants’, was due to a long standing dispute between Cheliyan who is now commanding the Sea Tigers following Sea Tigers leader Soosai sustaining injuries in a explosion at Nandikadal in Puthukuduiruppu in 2007. Cheliyan is commanding the Sea Tiger wing after sidelining Mangalesh who was a close confidante of Soosai. Mangalesh has been entrusted with administrative duties due to his physical disability. Intelligence sources believe that the death of Mangalesh has been caused due to this internal rift inside the Sea Tiger hierarchy. Suspicion has also arisen, as the LTTE has not accorded any funeral to this leader at senior level rank.

The Thamil Makkal Viduthalai Pulikal (TMVP), a breakaway faction of the Liberation Tigers of Tamil Eelam (LTTE) on March 11 (today) won eight out of nine local councils while the ruling United People’s Freedom Alliance (UFPA) won the Batticaloa Municipal Council with 11 out of 19 seats, reports Colombo Page. Polling for the local body elections in Batticaloa went off peacefully on March 10, though there were some allegations of vote rigging, sources in the district said, adds IANS. There were nine political parties and 22 independent groups fielding 831 candidates for 101 posts in nine Pradeshiya Sabhas (local councils) and the Batticaloa town municipality. Founded by ‘Colonel’ Karuna in 2004, the TMVP now led by his deputy Pillaiyan contested the elections in alliance with the ruling Sri Lanka Freedom Party (SLFP). Political rivals had christened it the King's Party. Being the only armed group in the area, the TMVP is feared by the people of Batticaloa, reports reaching Colombo say. But in the run up to the current elections, it did not use the arms that it had. The campaign, at least in the final stages, was violence free, local sources said. However, the TMVP's rivals had bitterly complained of intimidation by overt as well as covert means over a long period. The pro-LTTE Tamil National Alliance (TNA) had been 'banned' by the TMVP. The opposition United National Party (UNP) had opted out of the elections saying that it was not going to be free and fair. On voting day, the Sri Lanka Muslim Congress (SLMC) had complained to the authorities of vote rigging by the TMVP. The elections had assumed importance because they were the first to be held after the Tamil areas of Batticaloa district were liberated from the clutches of the LTTE in mid 2007. The successful conclusion of the elections is expected to help the government in holding elections to an eastern provincial council. The northeast has not had provincial council elections since 1990.

Prapa Thambithurai, a 45-year-old satellite dish installer who emigrated from Sri Lanka two decades ago and now living in a suburban duplex north of Toronto in Canada, is alleged to be a bagman for the LTTE, Daily News reports. The Royal Canadian Mounted Police (RCMP) arrested Thambithurai on March 14-night in New Westminster. Police seized more than $1,000 in cash as well as pledge forms, Thambithurai told the National Post in his first public comments since his arrest. The RCMP said in a press release that he was "targeting residents of the Lower Mainland of Tamil heritage to make cash donations to support the LTTE." Thambithurai was active in the Vancouver chapter of the World Tamil Movement, which is an important part of that financial pipeline, the RCMP stated. Members of the group collect "war taxes" from ethnic Tamils in Canada and send the money to the LTTE, police said.

"The Security Forces launched a consequent search operation in the area on Tuesday at around 2.15 p.m. and uncovered nine LTTE decomposed bodies along with three T56 weapons, four communication sets and a Global Positioning System (GPS)," he informed, adding, "It has become a trend of the LTTE to leave behind bodies of their fellow cadres in the battle field without handing them over to their parents or family members fearing to face them. This was practised by the LTTE routinely in the current battle in the Wanni front."

Minister Mahinda Wijesekara said that a comprehensive devolution of political power to the people in the North is necessary to end the ethnic strife in Sri Lanka. The Minister said that the war alone will never be able to eliminate terrorism. "War will only kill people, but it cannot kill the ideology that is why they (Tigers) are continuing to come with their belly bombs," he said. The victim, Sugath Prasanna, was on his way to attend a function in Thirunaikulam when he was abducted by LTTE ‘pistol gang’ militants. Police later arrested four militants from Niddur in the Pampaimadu area and also seized two motorbikes, one hand grenade, one pistol and one magazine with seven rounds of ammunition from the possession of the militants, one of whom unsuccessfully tried to commit suicide swallowing the cyanide capsule.

A cluster of Liberation Tigers of Tamil Eelam Tiger (LTTE) boats launched form the Nayaru area in Mullaitivu district proceeding towards Pulmude was intercepted and attacked by naval craft on March 25-morning, according to Sri Lanka Army (SLA) reports. The LTTE boats thereafter retreated under heavy gunfire towards Nayaru. The intercepted communication among senior LTTE militants revealed that one boat was heavily damaged and was towed to the Nayaru lagoon. Meanwhile, the 11 sailors, who went missing when a locally–built fast attack craft of the Sri Lanka Navy was caught in a LTTE-triggered sea mine explosion in the Nayaru Sea on March 22, have died. As reported earlier, while six of the sailors aboard the craft had been rescued, others went missing following the explosion. Nayaru, an active LTTE hideout for Sea Tiger (sea wing of the LTTE) movement, has been used by the militants in the last several years to direct attacks against the security forces.

Three of the escapees were killed while another three sustained injuries in the LTTE attack, the sources added. The unhurt escapees told the SFs that they were a group of 14 Sinhalese fishermen who had been abducted by the LTTE while they were engaged in fishing about 20 nautical miles east of Puttalam and Kalpitiya on February 10, 2007 and March 2, 2007. The victims had been kept as slaves by the outfit for over 13 months until they escaped a week ago. Two of the victims had died on the way inside dense jungles of Mullaitivu and the rest managed to reach Omanthai this morning. The group had been detected by the LTTE at the Omanthai defence line and came under militant’s fire until the army rescued them. Reuters reports that Sri Lanka has launched a mystery poster campaign inviting would-be LTTE suicide bombers to phone a government helpline in exchange for 10 million rupees ($92,000) and a new life overseas. "Why should you die with a scattered body?" the red-and-yellow posters, placed in Tamil-dominated areas of the capital, Colombo, asked readers contemplating becoming members of what the outfit call elite "Black Tiger" suicide squads. "You also were born to live. Why should you carry bombs?" the posters said alongside a fuzzy black-and-white photograph of a suicide bomber's severed head. The posters said the LTTE leader Velupillai Prabhakaran should sacrifice his own son before asking others to become suicide bombers. "Your life is precious and you have only one. Do not die for the brave words of an illusion," the poster read, promising 10 million rupees for genuine callers to build a new life at home or overseas if necessary.
