On November 1, troops when tried to question two suspicious young men at Ariyalai in the Jaffna district, one of them suddenly swallowed a cyanide capsule while the other managed to flee opening fire towards the troops. Troops later chased and killed him. While the cyanide victim, identified as Sellthurai Purusothaman of Kaithady North Kaithady, now confirmed to be an LTTE militant, has had a student identity card (Reg. No. 2003 A / 85) of the University of Jaffna (Art Faculty) in his possession, though its authenticity still remains to be checked, the other militant, Sivagnanalingam Varnaathithan of Aliyavalai in Thalladi had a 9-mm micro pistol with ammunition. Troops found a student identity card issued by Faculty of Medial University of Jaffna in his possession too.

The Sri Lanka Navy (SLN) foiled an attack by a flotilla of Sea Tiger [Sea Wing of the Liberation Tigers of Tamil Eelam (LTTE)] boats in the seas between Nagarkovil and Point Pedro in the Jaffna district destroying at least four boats and killing more than 14 militants aboard the boast on November 1- morning, reports Sri Lanka Army. The sea battle started when sailors on reconnaissance in the sea spotted a fleet of suspicious boats, probably laden with explosives, sailing and Navy Fast Attack Craft (FAC) pursued the suspicious moment. Five sailors also sustained injuries in the encounter. The pro-LTTE Website Tamil Net, however, claimed that a flotilla of 20 Sea Tiger boats engaged in a major clash with the SLN gun ships in the seas off Naakarkoayil sunk an SLN Dvora FAC and a hovercraft. The website reported that seven Black Sea Tigers were killed in the operation.

Troops breached a stretch of 2-km LTTE defence line at Paddaruyal Villu, about 3-km east of A-32 road, in the Kilinochchi district destroying their bunkers along the line on November 1, according to Sri Lanka Army (SLA). Although troops claimed to have killed a large number of militants they could recover a total of 17 dead bodies of the militants including 10 females have been recovered according to the formation available on November 2. Intelligence reports confirmed that all female cadres killed in confrontations belonged to LTTE’s Malathi group.

Colombo Page reports that a senior LTTE Tiger leader, Ilakoon, a self styled ‘Lieutenant Colonel’ of the outfit and a member of the ground fighters of the Sea Tigers (cadres of the sea wing of the LTTE), was killed during a confrontation in the Navaladi area of Kilinochchi on November 2, the military said on November 4. Defence sources said the intercepted LTTE radio transmissions have revealed the death of their senior Leader. A large number of senior leaders of the outfit had been reported killed in recent fighting with the military in the northern battle theatre.

Defence Ministry statement on November 2 said, “Fighting was reported between troops and LTTE at Kovilkoduttavil, Podimuruppukulama and Urutirapurankulama. This phase of the military surge has forced the LTTE to retreat with heavy casualties. The LTTE is on the verge of losing its ‘supply line’ along the western coast,” The Hindu reports. The military claimed the LTTE had to relocate its artillery batteries — used to target civilian and military positions in Jaffna — on the outskirts of Pooneryn. “The military surge will force the LTTE to relocate its main guns towards Mullaitivu, where the final stages of battles are expected. Troops of the 57th Division, continuing their advances towards Kilinochchi, are now positioned north of the Akkarayankulam built-up area after weeks of intense fighting. The terrorists are faced with fierce multi-pronged attacks from the military, which has left scores of terrorists killed and many bunkers abandoned,” said the Defence Ministry. Responding to the request made to the international community, Russia and Czech Republic have come forward to help the government of Sri Lanka to destroy the small aircraft of the LTTE air wing, according to Colombo Page. Government of Sri Lanka has requested help from the international community to counter the bombing of strategic locations in the country by the Tamil Tiger terrorist organization. With the agreed help these Czech built Zlin Z-143 aerobatic trainer aircraft are expected to be destroyed soon.

He disclosed that Indian Prime Minister Manmohan Singh did not mention about a cease-fire during their recent telephonic conversation. “No, he didn’t request me to declare a ceasefire. His concern was about the Tamil civilian population. India has been fair. It is focused on the humanitarian issue, especially of the Tamils in the North and the East, which we are taking care of.” “I agree that there can be no military solution. Soon after I took over, we appointed an all party committee to look into this issue. I believe that if the southern political parties, that form the majority, do not accept a political solution then we can’t implement it. I don’t want to thrust a solution on parties. If I can have all the parties agree to a solution to solve the problem it would be appreciated by the people. Otherwise there will be riots and no Government will be able to implement it,” the President noted. Asked as to why the Government sent out humanitarian agencies from the war zone, he replied: “We have only prevented those NGOs that were helping the LTTE consolidate, with some even transferring weapons and money. Plus, when fighting was going on, there was concern about their safety. But we do allow the UN and Red Cross to supply food and medicines, which in any case is distributed by the Government. We are not harassing Tamils. This war is not against Tamils or Muslims. This war is against terrorism. That has to be understood.”

General Sarath Fonseka on November 3 declared that over 80 per cent of the war against the Liberation Tigers of Tamil Eelam (LTTE) LTTE has been completed after regaining 80 per cent of the areas under them and killing over 12,000 of their cadres, according to Daily News. Addressing the media at Saliyapura in Anuradhapura, the Army Commander said he can confidently say that over 80 per cent of the war has been completed by the troops. "We are sure that we will be able to see an end to this war soon though we cannot give deadlines to reach this task," the Army Commander said. The Army Commander also said that he is confident that he can complete the task of defeating the LTTE during his tenure as he promised earlier. "With these gains, we will soon be able to open a land route to Jaffna," the Commander said. "At the inception of the war they did not have a 12,000 strength but we are confident that 12,000 of their cadres were killed during the past two and half years as they recruited a large number of cadres to the outfit to strengthen their depleting ranks", the Army Commander said. The militant’s bodies captured by the troops within the past few weeks very clearly indicate that they are deploying their police, political cadres and intelligence cadres to confront the advancing troops. He said though Kilinochchi was the main focus of the ground troops, they have marched more than 10-km north of Kilinochchi from the Western front of Kilinochchi. "With the newly formed Task Force III starting its operations from yesterday in the North of Mankulam, troops are poised to march from the West to the East in four fronts to capture Kilinochchi and Mullaitivu", he added. He said though the areas from Omanthai to Mankulam has not been taken under troops control, these areas are very much under the control of troops as Special Forces and Commando troops are controlling these areas. "The areas in south of Mankulam to Welioya is under troops control as only a handful of Tiger cadres are operating in this area. The district court in canton Berne handed a sentence of 42 months to one of the three Swiss defendants, and gave suspended sentences of 14 and 24 months to two accomplices. One of the thieves was said to have been inspired by the conflict between the Forces and the Liberation Tigers of Tamil Eelam (LTTE). His Tamil acquaintance apparently had the right connections to smuggle weapons into Sri Lanka. But the Swiss were caught out by an undercover agent and eventually arrested. Most of their booty stolen from a depot in canton Fribourg was recovered. The court ruled in favour of the harsh sentences because, it said, the thieves were unconcerned by the suffering the weapons could cause. The theft provided ammunition of army critics at the time who were calling for a ban on military weapons being stored at home. The Defence Ministry said that more than 4,300 army guns had been lost or stolen over the past 10 years.

Constitutional Affairs Minister Dew Gunasekara told Daily Mirror that a LTTE ban was not discussed or considered as the country was not officially at war. "What is the purpose of Sri Lanka banning the LTTE? The country is not at war. The government is not even considering such a move," Minister Gunasekara said. He said despite civilian casualties caused by the LTTE in the Wanni and its use of Tamil civilians as human shields there was no reason for Sri Lanka to ban the LTTE as it was already branded as a terrorist organization by the United States, Canada, some European Union countries and India. "We do not have to prove we are fighting a terrorist organization, as the US has declared the LTTE one of the most dangerous terrorist outfits in the world. Regional super powers such as India have also banned the LTTE," Minister Gunasekara said. Defence Secretary Gotabhaya Rajapakse towards the beginning of year wanted the LTTE banned due to their terrorist attacks but a few months later warned that a ban would be considered if the outfit continued to attack civilians.

Gunasekera said Rangaraj and Yogapragasan had received training at various LTTE camps in the Wanni and the North, in Anda training camp in Kilinochchi, Irumbarai camp in Mullaitivu, Thirukkai hospital on first aid in Puthukudirippu, Suganthan base (2) and Maniwannan camp in Muniyankattu. "Rangaraj had been trained by senior Sea Tiger cadre Kadan in sea battles from 2005 to 2007 and had taken part in an attack against the Navy in Kankesanthurai," SSP Gunasekera told Daily News. Troops attached to the 58 Division on November 10 took control of Kiranchi, one of the Sea Tiger [sea wing of the Liberation Tigers of Tamil Eelam (LTTE)] bases on the North Western coast, military officials told the Daily News. Kiranchi, located northwest of Nachchakuda, which fell to the hands of the security forces (SFs) two weeks back, was captured by the 58 Division troops as they completely cut off the land area from north of Nachchakuda to south of Chempankundu on the A-32 road up to the seventh Mile post. “With the capture of Kiranchi the LTTE is left with only Palavi, Valaipadu and Devil’s Point before the fall of Pooneryn, the northernmost unloading point of the LTTE,” an unnamed senior military official said. Kiranchi is located away from the shore and the LTTE had used it as one of their cargo loading points with a Pier constructed by them. “The LTTE may have used this area to unload their cargo due to its strategic location which cannot be reached by the Navy,” the official stated, adding, “The LTTE had apparently used this Sea Tiger base after the fall of Vedithalthivu, their main Sea Tiger Base on the North Western coast.” The LTTE is also on the verge of losing Palavi and Valaipadu on the North Western coast within the next few days with troops of the 58 Division under the command of Brigadier Shavendra Silva due to march towards Pooneryn, sources said.

The death count by landmines has also been reduced from 154 in 2002 to four by 2007. The highest number of de-mining has taken place in Jaffna district with 66,242 cases. Kilinochchi is placed second with 30,329 de-minings and in Vavuniya the number is 20,220. Army defused the highest number of landmines whilst eight other voluntary organizations were also engaged in demining operations. Since 2002 to September 30 of this year 440 persons have been injured by landmines in 21 districts. The highest number of cases was reported from Jaffna.

In the wake of security forces advancing further into the Liberation Tigers of Tamil Eelam (LTTE) held territory the Government urged civilians on November 11 to be more vigilant as the outfit might resort to targeting civilians in the South, Daily Mirror reports. “The government is advising the people to pay extra attention to security as the LTTE which is facing defeat may carry out attacks on civilians,” Government defence spokesman Keheliya Rambukwella said. He said the LTTE might try its full power to de-stabilize the South by carrying out acts of violence but the security forces too were on high alert to meet any situation. The note of caution also comes as the LTTE prepares to commemorate its Mahaveer week (Heroes week) which begins on November 20. Minister Rambukwella said there was no ‘Mahaveer Day’ for the LTTE to commemorate as the LTTE had lost almost everything it possessed. “Prabhakaran is inside a bunker all the time and comes out only rarely so how can he celebrate ‘Mahaveer Day’,” the minister asked. He also said that the Government was hoping to build a monument to commemorate the 55 Tamil civilians and crew members of the Lion air craft which went missing on September 29, 1998. The aircraft is believed to have been shot down by the LTTE killing all on board. “Tigers shot down the aircraft when it flew over Pooneryn. Therefore we will build the monument there once the area is cleared shortly,” the Minister said. He said troops would open a land route to Jaffna via Pooneryn and reduce the travel time to Jaffna from the South.

This came hours after the security forces (SFs) captured the Palavi fishing village in the west of Mannar-Pooneryn A-32 road, military sources told Daily News. According to military sources, heavy fighting erupted in the Valayakudiyurippumoddai defence line located some four kilometres east of Chempankundu on the A-32 road and five kilometres south of Pooneryn-Paranthan road. This military success allows the troops to advance towards the vital Pooneryn Paranthan road which is the northernmost supply route linking the Western coast to the A-9 road. Hours before the capture of this defence line the 58 Division operating in the Western edge of the Kilinochchi district dominated the Palavi fishing village the last fishing village before Pooneryn on the Western coast of the country, located some six and half kilometres west of the 8th Mile Post on the A-32 road. UN Office for the Coordination of Humanitarian Affairs (UNHCR) on November 12 said more than 1.5 lakh internally displaced persons (IDPs) have returned to their former villages in the Eastern Province over the past year, according to Colombo Page. UNHCR said some 1.7 lakh people across Batticaloa and Trincomalee districts were displaced two years ago when government forces regained LTTE-held territories in the East by the end of March 2007. But now only 15,500 IDPs still remained in the two districts, the agency noted. The UNHCR said that when the return process began in March 2007 some agencies were concerned at the swift pace of the return process. "In the past, some returns were rushed, but the process has seen substantial improvements since its inception," Jens Hesemann, head of UNHCR's field office in Batticaloa, said in the statement. "UNHCR continues to monitor returns, along with the conditions in the existing 17 IDP sites [in the east]," Axel Bisschop, UNHCR senior programme officer in Colombo, said in the statement, adding, "In coordination with our partners, we are also distributing relief items and carrying out regular protection monitoring in both the IDP sites and return areas."

We can’t pass this on to the next generation,” Mr. Rajapaksa said. At the same time, “We assure you. We assured the Prime Minister [Dr. Singh] and the entire world that we will look after the Tamils. Nothing will happen to them. We are looking after our people. It is my duty,” Rajapaksa told journalists after the meeting with Dr. Singh. He assured the Prime Minister that all efforts were being made to ensure the safety of civilians and IDPs, and food supply to the affected Tamil population was continuing uninterrupted. Asked about the plans on devolution of power, Rajapaksa referred to the eastern province where he claimed development work was in full swing. “Go to the eastern province and see the development. There are no child soldiers. It is a military organisation that still controls a sizeable chunk of Sri Lankan territory. It has a 35-year history. The resolution, adopted by the BIMSTEC nations, "fully reflects our concern" over growing terrorism in the region, Sri Lankan President Mahinda Rajapaksa said at a joint press conference with leaders of BIMSTEC countries. He said maritime surveillance was required in Bay of Bengal as its sea lanes were being used by terrorists to transport arms and ammunition and drugs. "We discussed it (at the meeting). All countries and societies of the region are affected by terrorism," Rajapaksa said. “Sri Lanka wholeheartedly supports the BIMSTEC Convention on Cooperation in Combating International Terrorism, Organized Crime and Illicit Drug Trafficking as an important and vital milestone in our efforts on counter terrorism. Terrorist groups are able to sustain themselves by illegal fundraising, narcotics and people trafficking, money laundering using international networks, and arms and ammunition smuggling including through the sea routes in the Bay of Bengal. According to the military, infantrymen of 12 Gamunu Watch (12 GW) and 10 Gajaba Regiment (10 GR) crossed the hostile marshlands in south of Pooneryn on November 14-night and cut off the Pooneryn-Paranthan road (B-69) close to Nallur before dawn on November 15. Troops then marched about 10-kilometers along the B-69 and entered into the Pooneryn town. Meanwhile, the Sri Lanka Air Force MI-24 helicopters and fighter jets carried out a series of raids on LTTE artillery and mortar positions in the Muhamalai area of Jaffna district on November 15- morning in support of the army troops clearing up the captured Pooneryn area. Troops of Task Force 1 took control of Pooneryn and are now engaged in clearing up operations towards Kalmunai Point (K-Point) along the 20-km long narrow land stretch where the LTTE used to station their artillery and mortar batteries, the military said. It said commercial satellite imagery obtained by Jane's confirmed that between 2004 and 2007, the outfit constructed two airstrips that could handle aircraft capable of transporting weapons’ cargo from Central or Southeast Asia. “While the imagery does not confirm the airstrips are in use, the investment of significant resources suggests the LTTE has developed facilities that can serve air logistic needs at a critical time in its three-decade war with the Sri Lankan State,” the defence Website said. It also said since the effective resumption of the conflict in 2006, the LTTE lost control of the Eastern Province with its forces slowly pushed back in the north and as such the LTTE's priority must now be to ensure a continued supply of arms and ammunition to prevent further defeats. “Given this situation and having suffered heavy losses to its ocean-going smuggling fleet, the LTTE now appears to be preparing to fly in supplies to its stronghold in northern Sri Lanka,” the website said. Participating in an interview with the state owned Sinhala daily Dinamina, he said that at this juncture Velupillai Prabhakaran would decide to flee from the country as some others would surrender. The Army Commander said that there would be a chance for the LTTE leader to flee in a dinghy boat or in a low lying fast aircraft. He added that the Navy and the Air Force should take measures to prevent him fleeing the country. The Army Commander also said that Prabhakaran is now injured according to verified evidence and he is a patient running from bunker to bunker without medicine. However, a recently released report by the University Teachers for Human Rights (Jaffna) quoting sources from the Wanni says since early September the LTTE has conscripted 9,000 ‘very young’ persons who are now under training.

The report calls upon the LTTE to lay down arms and enter the negotiating process and immediately stop its forcible recruitment of local NGO workers and children to its terrorist organization. It also called upon the Sri Lankan Government to abandon its military activities and enter the political process as the LTTE, even if defeated could continue to attack areas such as the Wanni and elsewhere. "The Sri Lanka government seems to have chosen an all-war strategy and has abandoned any idea of peace talks before a complete military victory. The Delegation accepts that to a very large extent, the government was forced to take this option by the LTTE itself. It should be borne in mind that military authorities have nonetheless admitted that even a defeated LTTE will be a sort of nuisance carrying on with terrorist attacks in the Wanni and elsewhere. This underlines the necessity for a twin-track process," the report said. "The motives for abductions, allegedly committed by paramilitary factions, are not always political – sometimes the aim is just extortion (although even in the cases of ransoms being paid, the victims sometimes re-surface in mass graves). The LTTE had urged the people in those areas to close down all the shops and offices even in Vavuniya and Jaffna, but the order was disregarded, sources added. Sri Lanka Police said that they have tightened the security in those areas where the celebrations were held in past years but no such incidents were reported this time.

In his "Hero’s Day" speech, an annual ritual followed since 1989, delivered from an undisclosed location in the jungles of Wanni on November 27, he said, "We will continue with our struggle until alien Sinhala occupation of our land is evicted. Whatever challenges confront us, whatever contingencies we encounter, whatever forces stand on our path, we will still continue with our struggle for the freedom of the Tamil people. On the path shown by history, on the command of the circumstances of today, we will continue with our struggle." Prabhakaran also urged the Tamil people living outside the country to contribute to his movement to "strengthen the hands of our freedom movement and continue to extend their contributions and help." We are waging a defensive war for the freedom of our people," the LTTE leader said, adds Daily News. Several decomposed bodies of SLA soldiers were still lying within the no-man area. The SLA soldiers had maneuvered deep into LTTE trap, according to the source, which said it was the first debacle of the SLA in the battle for Kilinochchi. The Deputy Inspector General (Central Province), Pujith Jayasundara, said police recently arrested 115 persons during raids in the Kandy, Matale and Nuwara Eliya areas and information gathered from three of the arrested persons led to the recovery of 500-kilograms of C4 explosives and four claymore mines. In another case, a person caught transporting a large quantity of explosives by lorry admitted to previously transporting some 1,000-kilograms of explosives to Kandy, Matale and Nuwara Eliya.
