At least 25 Liberation Tigers of Tamil Eelam (LTTE) militants were killed and more than 39 others injured as the troops confronted with the militants in the Ampandankulam East, Periyamadu North, Palamoddai, Navvi, Andankulam, Yalankulam, Echarakkai, Janakapura North, Kokkutoduvai and Kiriibbanwewa areas of Vavuniya district on July 1, reports Sri Lanka Army. Two soldiers were also killed while 25 others wounded in LTTE-triggered explosions and firing during the clashes. Seven bunkers and a camp of the militants were also neutralised. The troops also recovered the dead body of one militant along with 14 claymore mines of five-kg each, six hand grenades, five T-56 weapons, two improvised explosive devices, 25 anti personnel mines (APMs), two T-56 magazines and one APM fuse from these areas.

The Eelam People's Democratic Party (EPDP) and the TamileelaMakkalViduthalaiPulikal (TMVP) are on a collision course with both sides trading charges against each other and warning of serious consequences if the Government fails to deal with the issue, reports Daily Mirror. The EPDP, led by Minister Douglas Devananda demanded that the government investigated allegations of assault against EPDP members by TMVP cadres in the east. Minister Devananda’s Media Secretary Nelson Edirisingha told Daily Mirror, "Our members are not safe in the east. They continue to be targeted by TMVP cadres. The government has to restore normalcy in the area soon to continue development work in the east… We do not know if the police are also involved as they have continued to ignore our complaints."

The Special Task Force recovered a cache of arms and weapons from a house belonging to a Sinhalese in the Ambalangodella area of Vavuniya district, following information given by the woman who was arrested on July 1 while carrying explosives hidden in a coconut shell. According to the Vavuniya Police, this happens to be one of the biggest haul of arms found in a single place by the STF. The recovered items include land mines each weighing over 11-kgs, five claymore mines, four hand grenades, five detonators, four claymore stands, mobile phones, batteries and a stock of wire.The suspect, along withtwo companions was arrested by the Police. According to the Police, they have been engaged in smuggling these weapons from the un-cleared 9area not (under government control) areas for the past three months and the LTTE has in turn provided them unbelievable perks and rewards. The terrorists have provided them a three wheeler and millions in cash.

The TMVP spokesperson Azath Maulana, lashing out at the EPDP said the party had now become frustrated as it had failed to secure any seat at the Eastern Provincial Council Elections. "The TMVP has clearly been elected by the people in the east and the EPDP cannot accept the fact that they have been rejected. The EPDP has started a mud slinging campaign against us and has also resorted to harassing several businessmen in the east. We have already informed the police about this," he said, and denied TMVP involvement in any violence and added it was the EPDP which had carried out several attacks against TMVP cadres. He also warned that they too would resort to action if the EPDP did not stop its mud slinging campaign.

Again, the troops killed 12 militants in the Janakapura, Kokkuthuduvai and Palamoddai areas of Vavuniya district. Two more militants were killed in the Vedamakilam area of the same district. At least 24 militants and six soldiers also sustained injuries during these clashes. Later, the troops recovered four-kgs heavy 16 packets of C-4 explosives, 127 anti personnel mines, 1100 rounds of T-56 ammunition, 200 Multi Purpose Machine Gun ammunition rounds and several LTTE items from these areas.

He fled to London in November 2007 using an alleged forged diplomatic passport. Karuna left Sri Lanka after a split in the TMVP. Later, his deputy, SivanesathuraiChandrakanthan alias Pillayan, the present Chief Minister of Eastern Province, took control of the party. According to diplomatic sources, Karuna had applied for political asylum in the U.K. on the plea that his life was under threat from the Liberation Tigers of Tamil Eelam (LTTE). However, after being sent to prison, he withdrew the plea and moved an application for "voluntary repatriation." Human rights groups had urged the U.K. to try Karuna for his alleged rights violations as an LTTE commander in the east, and subsequently as TMVP’s leader. However, the British government chose not to proceed against him as there was no sufficient evidence. "Our leader, Karuna Amman, has arrived into the country this evening from London," Azad Moulana, a spokesman for the TMVP told Reuters. Military spokesman Brigadier Udaya Nanayakkara said, "The base is located north of Janakapura where the 59 Division intensified offensive attacks. It is marching forward to the LTTE defence lines. Troops are consolidating their positions at the Michael base following three days of fierce fighting." He added that the Michael base, similar to the Munnagam base - the first base in the 1-4 complex captured earlier -, was an underground structure. In an exclusive interview with BBC Sandeshaya, Karuna said the LTTE is 'very weak' in the face of continuous military offensive. "The LTTE are now only maintaining a defence line. They can't launch any offensive. They are very weak now," Karuna said. He, however, said that it will take some time for the military to defeat the LTTE. "It will not happen in the next few months. We have to work together to win this war," he stressed. Karuna also revealed that he would meet President Mahinda Rajapakse and the ministers in his administration in the near future. "We are a party in the government alliance. Everybody knows that," he said. "We are not only representing the eastern Tamils. We represent all Tamils in Sri Lanka," he noted. He also said that he is ‘very happy' that his deputy, Pillayan, is appointed as the EPC Chief Minister and insisted that he has no plans to replace TMVP deputy leader (Pillayan) as the new Chief Minister. "Three hundred and fifty six Black Tigers have laid down their lives, 254 of them in sea operations, during the last 21 years since," Tamil Net said. The LTTE in 2007 had commemorated 322 suicide bombers who perished in attacks. The figures show that 34 suicide bombers had carried out attacks in the past year. An attack on Anuradhapura air base on October 22, 2007 was the worst, with 21 suicide bombers destroying a fleet of aircraft. "They not only poach fish, but smuggle in fuel and other war-like material for the LTTE (Liberation Tigers of Tamil Eelam)," SLN spokesman Commodore DKP Dassanayake told New Indian Express in Colombo on July 8. For example, between June 6, 2007 and July 7, 2008, as many as 6,839 Indian fishing boats were seen off the north Sri Lankan coast, especially Thalaimannar, Pesalai and Delft island, he said, adding that "These boats carry fuel, bicycle balls and explosives for the LTTE. Several of them have been seen heading towards Vedithalthivu and other places, presently under the control of the Liberation Tigers of Tamil Eelam. We also learn that each boat gives 20 litres of fuel as a bribe to the LTTE to be able to fish in this area. The Liberation Tigers of Tamil Eelam (LTTE) has started to extort Government servants living in un-cleared areas (area not under Government control) forcing them to contribute SLR 4000 from their salary to the coffers of the outfit, military spokesman Brigadier Udaya Nanayakkara said on July 9 based on the information from civilians fleeing the un-cleared areas, according to Daily News. "Even the pensioners have not been left out of this, as they too are forced to contribute Rs. 4,000 out of their pension," Nanayakkara added. He also said that civilians living under severe pressure of the LTTE were now fleeing to the cleared areas in large numbers. "Five hundred and seventy seven civilians have already arrived in the cleared areas within this year alone with a large number of civilians reaching Government controlled areas within the first week of this month," he added. Brigadier Nanayakkara also said that an estimated 200000 civilians in the un-cleared areas are living under severe pressure as the LTTE has made it compulsory for the civilians aged 17 to 50 to undergo 10 days of military training. "There is an indication that the LTTE is making a major effort to defend their remaining strongholds in the Wanni and recalling ex-LTTE cadres back to the organisation for this exercise," the Brigadier added. He said a number of LTTE cadres have surrendered to the security forces within the past few weeks as members of the outfit are beginning to realise the futility of their mission.

"The LTTE had vacated some locations in Vedithalthivu by last evening as they felt the area was being surrounded by the troops," Army Commander Lt. General Sarath Fonseka told Daily News. Sources said that the militants started fleeing further north of Vedithalthivu after loading their belongings into trucks as troops advanced into the territory. The sources also confirmed that heavy damage has been caused to the LTTE as the fleeing militants were targeted by long range artillery guns of the security forces. Troops have also been able to capture a section of the A-32 road and continued the military thrust on the Vedithalthivu Sea Tiger base after capturing the Mannar ‘Rice Bowl’ area.

The Minister said the Government will continue with the measures taken against the LTTE so far. He also said that the Government would never discuss in this regard with the LTTE and would not accept the truce agreements declared by the LTTE. The Hindu reported that the Government’s chief negotiator, Nimal Siripal Silva, as saying that the Government was not ready for a cease-fire as it would provide "oxygen" to the LTTE, which has been cornered by the military. Daily News reports that, in the wake of the intensified military operations and Government forces’ taking control of virtually the entire Mannar district, over a hundred thousand people have evacuated their homes and moved to the heartland of LTTE-controlled Kilinochchi district as displaced refugees, said Tamil media and education ministry sources, adding that about 55 schools in the Wanni region have been closed to accommodate the families. People in Mannar-Kilinochchi and Mannar-Mullaitivu borders are also evacuating their homes and moving as displaced refuges, the sources added. 35 schools in the Mannar Madhu zone and 20 schools in both the Mullaitivu and Kilinochchi districts have been closed.

The Standing Committee — Foreign Secretaries of the eight Member-States — of the 15th South Asian Association for Regional Cooperation (SAARC) Summit in Colombo on July 30 "strongly recommended" expeditious adoption of the "U.N. draft comprehensive convention against international terrorism," The Hindu reported. On the concluding day of its deliberations, the committee was of the unanimous view that terrorism posed a threat to the entire region and it was time for collective measures to combat it. At a news conference, Sri Lanka’s Foreign Secretary Palitha Kohona said the committee also finalised the text of the Treaty for Mutual Assistance on criminal matters incorporating clauses pertaining to terrorism. The U.N. draft against international terrorism introduced by India has been pending approval due to lack of consensus on some aspects, including an acceptable definition of terrorism. Kohona said the agreement on the need for adoption of the comprehensive convention against terrorism would give impetus to the U.N.’s efforts to seek an early approval of the convention.
