The Pakistan Tehreek-e-Insaf (PTI) led Government in Khyber Pakhtunkhwa (KP) province is set to “restore violent jihadist content in school textbooks”, reports The Times of India quoting a media report from Radio Free Europe on September 3 (today). KP Information Minister Shah Farman told a news conference on August 21 that the Government will "rectify" what it calls "holes and mistakes" in textbooks published by the previous Government led by the Awami National Party (ANP). "What kind of sovereignty, freedom, and Islamic values is this when Islamic teachings, jihad, and national heroes are removed from textbooks? Jihad is part of our faith. We will not back down (from our decision)," he said. The Provincial Government has not said when the changes will be implemented but they were not in time for the new school year that began on September 1, 2013. According to sources, after ANP came to power in the province in 2008, education officials removed Quranic verses preaching jihad or holy war and illustrations depicting weapons or violence. Chapters covering Islamist figures and ideology were replaced with lessons on local poets, philosophers or the region's Pashtun identity. These drastic changes were introduced by the ANP in textbooks used from the first to 12th grade in public schools.

The Peshawar High Court on September 17 stopped the Khyber Pakhtunkhwa Government from withdrawing Army from Malakand, Swat and Dir divisions, reports Daily Times. PHC’s Chief Justice Dost Muhammad Khan noted that Army has been deployed in these areas for many years to restore peace, and its withdrawal would create a vacuum there. He said that the Khyber Pakhtunkhwa Government could face trouble if terrorists came back to these areas. The court ordered the Provincial Government to consult the Federal Ministry of Interior and Army and take them into confidence to maintain law and order in the areas of the province that had suffered from terrorism in the past.

Major Ali from the Ministry of Defence, Major Muhammad Ayaz of the Frontier Constabulary, Additional Advocate General Waqar Ahmad Khan and Farooq Shah represented the Government in front of a two-member bench comprising PHC Chief Justice Dost Muhammad Khan and Justice Nisar Hussain. The representatives added that in addition to the released and identified persons, ground work was being laid to identify the other missing persons. The bench, however, rejected the report presented by the Ministry of Defence. It told both lawyers the matter needed to be taken up with the General Headquarters (GHQ) to ascertain whether people were in detention without any charges, adding those who are suspected to be guilty should be tried under the law. Further, the PHC issued notices to a brigadier, two majors and a retired colonel of the Pakistan Army’s Abbottabad Medical Record Wing (MRW) over the arrest of a Lance Naik in the same department. A PHC divisional bench comprising Chief Justice Dost Muhammad Khan and Justice Nisar Hussain were informed by petitioner Maimona Javed’s counsel Advocate Ghulam Nabi that Maimona’s husband Muhammad Javed had been kept in quarter guard since August 5, 2011. A quarter guard is a small lock up where soldiers charged with minor crimes are held.

The Swat chapter of TTP on September 29 claimed responsibility for the killing on September 15 of Major General, Sanaullah Khan, Lieutenant colonel, Tauseef, and an Army soldier, reports Dawn. The two officers and the soldier lost their lives when their vehicle was struck by an improvised explosive device (IED) in Upper Dir. The claim was made in a 20-minute video, which is exclusively available with Dawn. It purports to show a military jeep driving up a mountainous track while a TTP cameraman tracks the shot. Suspected militants can be heard in the background praying for “success”. The video also shows an interview with Mullah Fazlullah, the reclusive leader of the TTP’s Swat chapter, in which he says that he would abide by the orders of his outfit’s supremo, Hakimullah Mehsud, and those of the Shura, over negotiations with the Government. “The government of Pakistan is a slave and not sovereign. It has not fulfilled a single agreement in the past and has instead accused us of violating the agreements. As far as the present talk of negotiations is concerned, we will abide by whatever is decided by our respected Amir (Chief), Hakimullah Mehsud, and the Shura (council),” he said in the interview. Mullah Fazlullah claimed that the TTP was getting support not just from some members of the general public but also from “powerful members of the state”.
