In another notification issued on August 1, the Police Chief suspended DSP City Dera Ismail Khan Salahuddin Kundi and three Station House Officers (SHOs) i.e. SHO City Haroon Khan, SHO Cantonment Mohammad Nawaz and SHO Dera Town Saifur Rehman over negligence and failure to fulfil duty. A statement issued by the Central Police Office (CPO) office here said the IGP during his visit to the Dera Ismail Khan Central Jail the other day had suspended SP Elite Force, DSP Elite Force and 25 constables of the Elite Force for not responding to the attack. Until now, the police officers and personnel suspended in the case include two SPs, three DSPs, three inspectors and 25 constables.

Mushtaq Jadoon, the commissioner of Dera Ismail Khan, told The News on August 1 that more than 30 known militants who escaped from the Central Prison Dera Ismail Khan on July 29 night as a result of the jailbreak included those involved in terrorist attacks, sectarian violence and kidnappings for ransom. The militants who got away from the prison included Tehreek-e-Taliban Pakistan (TTP) ‘commanders’ Abdul Hakim, Abdur Rasheed, Haji Ilyas and Mamoor. One Walid Akbar, who allegedly had a hand in the bombings on Ashura procession of 2012 in Dera Ismail Khan in which 25 people were killed, also escaped from the prison. He is said to be member of a sectarian organisation linked to the Tehrik-e-Taliban Pakistan (TTP). The commissioner said that 127 among the escaped prisoners had been convicted and 126 were under trial.

The Station House Officer (SHO) of Daudzai Police Station and his driver were killed when unidentified militants ambushed their vehicle on Aryana Road on the outskirts of Peshawar, (Peshawar District), the provincial capital of Khyber Pakhtunkhwa (KP), in the night of August 1, reports The Express Tribune. SHO Daudzai Amir Sultan was on a routine patrol on Aryana Road along with his driver Javed and guard Imranullah when militants ambushed their vehicle and sprayed it with bullets. Sultan and Javed were killed on the spot while Imranullah was seriously injured. Sultan is the second SHO to be assassinated in two months.

He said “such attacks are always carried out with involvement of two type of groups, one which plans and the other which executes”. The Interpol said on August 5 that it suspected al Qaeda was involved in the raid and in other prison breaks in eight countries, including Iraq and Libya. Al Qaeda and TTP have close ties and the link was under scrutiny in the jailbreak probe.

Army troops were deployed at prisons across Khyber Pakhtunkhwa, including Central Jail Peshawar where Dr Shakil Afridi and important Taliban militants are imprisoned, Daily Times reports on August 7. The deployment came in the backdrop of Tehreek-e-Taliban Pakistan (TTP) attack on the Dera Ismail Khan jail on July 29. Haripur jail in northern Hazara division is also under threat and the military has taken responsibility to guard it against attacks from militant groups, said senior Government officials. The current arrangement is for a short period of time and the Army’s deployment aims at strengthening security measures. “Every prison is under security threat. However, Peshawar prison is the top target as it houses Dr Shakil Afridi, who the militants want to kidnap for his role in tracking al Qaeda chief Osama bin Laden,” the official said. Peshawar prison is also a potential target for militants because of the presence of Maulana Sufi Mohammad, the chief of the Tehrik Nifaz Sharia-i-Muhammadi (TNSM).

The Khyber Pakhtunkhwa (KP) Police Chief Ihsan Ghani on August 7 directed senior officials to adopt foolproof security measures to ensure law and order during the last days of Ramazan and pre-empt all terrorist activities, reports Daily Times. “They have been directed in the circular to tighten the noose around the neck of the terrorists, further improve their intelligence network, establish special Police pickets in all inlets and outlets of each and every city and carry out special checking on these points,” the Police chief said in a statement. According to a government review evidence has been found that Pakistan is still running 22 training camps to train terrorists for India-centric operations, Hindustan Times reports on August 9. “It was the most comprehensive exercise taken in the last five years involving inputs from around two dozen intelligence and investigation agencies, military and paramilitary forces,” said a security official who did not want to be identified. Most of these terror camps are in and around Manshera of Khyber Pakhtunkhwa (KP) province of Pakistan. Some of them are in neighbouring Muzaffarabad, the capital of Pakistan occupied Kashmir (PoK). “In the last review, it was found that Pakistan security establishment was running around 40 terror camps but they were not organised. Whenever Pakistani intelligence agency ISI and its terror progenies like Lashkar-e-Taiba or Hizbul Mujahideen found 15 to 20 recruits, they would house them in a room anywhere in the PoK and start training them. But now, the camps are more organised and run in a systematic manner with more resources at their disposal,” said the official.

The United States (US) Treasury on August 20 set economic sanctions on a madrassa (seminary) in the provincial capital of Khyber Pakhtunkhwa, for acting as training and recruiting base for al Qaeda, Taliban and the Lashkar-e-Toiba (LeT)), reports The Express Tribune. The Treasury said that the Taleem-ul Quran Ganj Madrassa in Peshawar was being used as training and recruiting base by these militant groups. The head of the madrassa, Fazeel-a-Tul Shaykh Abu Mohammed Ameen Al-Peshawari, known as Shaykh Aminullah, has been a US and United Nations-designated terrorist since 2009, for his support for al Qaeda and the Taliban. But it was the first time a madrassa has been the target of sanctions, which forbid any Americans from having any business interaction with it, and freeze any of its assets that come under US jurisdiction. “Today’s action is the first designation of a madrassa that is being abused by terrorist organisations,” the Treasury said in a statement. Meanwhile, reacting to the ban imposed by the US, the administration of the madrassa said they feel the sanctions are “unjustified and uncalled for”, reports Dawn. An administrative council member of the madrassa, who wished not to be named, said that Aminullah was just a teacher at the madrassa and had left it almost eight months ago. There was no information about him after he was put on the wanted list in November 2012, he added.

Dawn on August 23 reported that women voters were absent from the polling stations in some parts of the Khyber Pakhtunkhwa (KP) on August 22, because they were barred from polling either as a result of a ban imposed or an understanding between the contesting candidates that women voters should not be allowed to come out for voting on the pretext of social or cultural norms. The reports of women being barred from the polling process were received from various polling stations in Nowshera and Lakki-Marwat Districts of the Province. During a visit to various polling stations in Nowshera's NA-5, not even a single woman voter had turned out to cast her vote till the filing of this report and some locals suspected that there might have been an agreement between the contestants to bar female voters from casting their votes. Sources in Lakki-Marwat District also said that a local jirga (council) had entered into an agreement which barred women from polling in various polling stations in NA-27 constituency but so far no written agreement came into light. Meanwhile, similar reports were also received from Mianwali and Mandi Bahauddin Districts of Punjab Province.

The letters were sent to an Afghan prayer leader and directly addressed village elders, blaming the woman for immoral behaviour. Militants have asked villagers to hand over the married woman if they cannot kill her, saying LI will ‘take care of her.’ Fearing for their own safety, village elders are unable to decide what to do. They summoned the woman’s husband and handed him the letters, which he then took and quietly left. The elders, however, know the house of the accused woman is just a stone’s throw from Khyber Agency and the militants can come take her away at any time. Fortunately, they have agreed to not obey the instructions of militants to kill her. “We cannot kill people for them,” said an elder requesting anonymity. Reshma said her only crime is answering the door when her husband, who is a government employee, is away at work. “I have eight children and am at least 45 years old. I‘m no longer a girl, but even then they have been after me since the past few months,” she added. “I am not a woman of bad character, but these militants are creating trouble for us and we suspect the involvement of our neighbours in this. My husband has already vowed to resist any such attempt to hand me over to Lashkar-e-Islam.”
