Security in Khyber Pakhtunkhwa (KP) was tightened and the province was put on high-alert on November 2 after intelligence reports speculated a spike in terrorist activities following the killing of Tehreek-e-Taliban Pakistan (TTP) ‘chief’ Hakimullah Mehsud in a US drone strike in North Waziristan on November 1-evening, reports The Express Tribune. A high-ranking Police official said under the condition of anonymity that whenever an al Qaeda or TTP leader was killed in the past, the group retaliated by attacking targets inside KP. He added the same could happen this time around too. “We have received reports that a high-level meeting of the TTP has been called during which TTP’s future course of action would be decided and attacks across Pakistan could be planned,” he said, adding KP in general and Peshawar in particular could be the most likely targets. Moreover, a high-level meeting was held at the Home and Tribal Affairs Department under the chair of Home Secretary Akhtar Ali Shah to discuss security plans. Senior Police and Government officials attended the meeting during which various security measures and provisions were deliberated over.

Haqqani network’s spiritual leader, Maulana Ahmad Jan, was among six persons killed in drone attack on a madrassa (seminary) in Tal area of Hangu District in Khyber Pakhtunkhwa on November 21, reports Daily Times. Tal Police official Sher Zaman said six persons were killed in the attack. The six include Kalimullah, Abdul Rehman, Mufti Hamidullah Haqqani, Maulvi Ahmed Jan, Abdullah and Gul Marjan, he said. Two local security officials identified two of the dead as Jan and Mufti Hamidullah and said they were both members of the Haqqani network. Several senior Haqqani sources confirmed the death of Jan, aged in his 60s. “He was the spiritual leader and head teacher of the Haqqani network,” one source told AFP, adding that Jan was a member of the group’s ruling council. “He was receiving people who were coming to condole the death of Nasiruddin Haqqani because followers of were not able to meet any other member of Haqqani family.” Thursday’s strike was the first time a US drone hit a District inside Khyber Pakhtunkhwa. The only previous strike outside the tribal areas came in Bannu District, a so-called “frontier region”.

Pakistan Tehreek-e-Insaf (PTI) chairman Imran Khan on November 21 strongly condemned the US drone attack in Hangu and said his party would stage a huge protest demonstration in Peshawar on Saturday (November 23) to block NATO supplies forever, reports Daily Times. Imran urged Prime Minister Nawaz Sharif to take a firm stand against US Predator attacks, saying the time to play on “both sides of the wicket is over”. Speaking at a press conference, he said that after the Hangu attack the US can undertake such attacks in any part of the country, including the federal capital, due to the “cowardice of the Pakistani government”. “All these attacks are happening because the government has no guts to tell the US that it must stop this madness…you never know after Hangu the next target could be a seminary in Islamabad’s posh E7 sector,” he cautioned. About his party’s scheduled plan to block NATO supply route on November 23, the PTI chief said that a huge protest demonstration would be staged in Peshawar on Saturday. He appealed to the nation to participate in the protest if they want to get rid of US hegemony.

The announcement by Pakistan Tehreek-e-Insaf (PTI) Chief Imran Khan to block NATO supplies in protest against drone attacks is an appreciable step, the Tehreek-e-Taliban Pakistan (TTP) spokesperson Shahidullah Shahid said on November 22, reported The Express Tribune. Imran Khan had given a call to all party workers to attend the rally on the morning of November 23, 2013 in Peshawar to block the supply trucks which pass through the Khyber Pakhtunkhwa province where his party is in power. “Imran Khan has taken a welcome step,” TTP spokesperson said while talking to reporters from an undisclosed location. “No there is no question of ceasefire,” he said responding to a query regarding any chance of respite for peace. “We are being attacked in Khyber Pakhtunkhwa where we are fighting a defensive war, so we will continue to hit the area from where we are targeted,” Shahid said, adding, “But one thing is clear we are exacting revenge from Security Forces and not the public.” Here he specified that the public did not include the Awami National Party (ANP), Pakistan People’s Party (PPP) and Muttahida Qaumi Movement (MQM), the three leading secular parties of Pakistan that the Taliban will never pardon. He said there was no question of dialogue with the Government after the killing of Hakimullah Mehsud. “However, peace dialogue is possible if the TTP Shura and Mullah Fazullah decide.” The way Nawaz Sharif is begging the US to stop drone strikes shows the lack of power of the Government, Shahid said adding even a simple tribesman can ask the US to stop drone attacks.

Thousands of people protesting United States (US) drone strikes blocked a road in Peshawar on November 23 used to truck NATO troop supplies and equipment in and out of Afghanistan, reports The News. The protest, Imran Khan, had more symbolic value than practical impact as there is normally little NATO supply traffic on the road. The blocked route in Khyber Pakhtunkhwa province leads to one of two border crossings used to send supplies overland from Pakistan to neighbouring Afghanistan. Khan, whose Pakistan Tehreek-e-Insaf (PTI) party runs the Khyber Pakhtunkhwa Government, called on Federal officials to take a firmer stance to force the US to end drone attacks and block NATO supplies across the country. "We will put pressure on America, and our protest will continue if drone attacks are not stopped," Khan told the protesters. Meanwhile, the PTI’s decision to choke NATO supply routes could deprive Pakistan of billions of dollars it receives from the US in financial aid, according to experts and Government officials, reports The Express Tribune. Under the Ground Lines of Communication (GLOC) agreement with the US, Pakistan receives an estimated USD 1,500-1,800 for every truck that carries supplies for NATO forces through the country, Government officials said. The bill amounts to roughly USD one million per day, they added. In addition to depriving Pakistan of the direct payment it receives for allowing NATO supplies to pass through its territory, violating the GLOC agreement may also prompt the US to withhold the USD 1.2 billion Pakistan hopes to receive under the Coalition Support Fund, the officials said. The amount has already been included in the country’s budget for the current fiscal year.

Pakistan Tehreek-e-Insaf (PTI) workers continued denying access to heavy vehicles transporting supplies for foreign forces in Afghanistan on November 25, while the Khyber Pakhtunkhwa Police registered cases against 35 people for causing disturbances to public order, reports Daily Times. “Dozens of vehicles were forced to return at a number of points in Peshawar, Nowshera, Dera Ismail Khan and Kohat Districts, while trucks carrying goods under the Afghan Transit Trade were allowed to continue their journey,” a spokesman for the PTI said in a statement. KP Police chief Nasir Khan Durrani ordered Police to file cases against all those who were disturbing public order, after which 35 PTI workers were booked by Pishtakhara Police Station in Peshawar. They were booked for manhandling truck drivers and obstructing smooth flow of traffic during the protest demonstration against drone strikes on Ring Road near Hayatabad. In addition, the All Pakistan Transporters Owners Association said on November 25 that truck drivers will not carry any NATO supplies as long as the PTI protest continues, reports The Express Tribune. The Association’s President Haji Malk Khwaja Muhammad Khan said truck drivers had been informed if they carry any NATO shipment, they would be personally responsible for the damages as both vehicles and goods could both be affected in such situations. Meanwhile, a top police official in Khyber Pakhtunkhwa (KP) directed law enforcement personnel on November 25 to initiate legal action following the lodging of an First Information Report (FIR) against the November 21, 2013, Hangu drone strike in which provincial authorities also want the United States (US) and the Central Intelligence Agency (CIA) to be included, reported The Express Tribune. Inspector General of Police (IGP) Nasir Durrani issued directives in the wake of an application filed by PTI’s central legal affairs Barrister Suleman Afridi, who is party to the issue. Also, legislators led by KP Finance Minister for Sirajul Haq, Information Minister Shah Farman and Agriculture Minister Shahram Khan Tarakai presented to the US Consulate a document on their demand to end drone strikes in Pakistan. “The people of KP and their Government condemn drone strikes as indisputably unlawful…therefore the Government of the Islamic Republic of Pakistan should convey to the Government and people of the United States and its allies, directly and through the United Nations Security Council, that drone strikes must stop. As a sovereign state, Pakistan shall exercise all options available to it when its people and territory are victims of external aggression,” read the memorandum presented by representatives of the KP Government to the US Consulate. “A protest will also be held outside the Parliament House, the Prime Minister House, as well as UN offices in Islamabad,” stated Haq.
