A report published by the United Nations (UN) on June 9 said the link between the Afghan Taliban and proscribed militant outfits Al-Qaeda and Tehreek-i-Taliban Pakistan (TTP) remains “strong and symbiotic”, reports Dawn. The fourteenth report of the Analytical Support and Sanctions Monitoring Team of the UN Security Council’s 1988 Taliban Sanctions Committee noted that a “range of terrorist groups has greater freedom of manoeuvre under the Taliban de facto authorities”. “They are making good use of this, and the threat of terrorism is rising in both Afghanistan and the region,” the report read. “While they have sought to reduce the profile of these groups and conducted maintaining links to numerous terrorist entities, the Taliban have lobbied member states for counter-terrorism assistance in its fight against the Islamic State of Iraq and the Levant – Khorasan Province (ISIL-K), which it perceives as its principal rival.” The report said that the Taliban forces have conducted operations against ISIL-K, in general, but they have not delivered on the counter-terrorism provisions under the Agreement for Bringing Peace to Afghanistan between the United States of America and the Taliban. “There are indications that Al-Qaeda is rebuilding operational capability, that TTP is launching attacks into Pakistan with support from the Taliban, that groups of foreign terrorist fighters are projecting threat across Afghanistan’s borders and that the operations of ISIL-K are becoming more sophisticated and lethal (if not more numerous),” it added.

The Foreign Office on June 22 stated that Pakistan was not engaged in any talks with the Tehreek-e-Taliban Pakistan (TTP), reports Dawn. The statement from Foreign Office spokesperson Mumtaz Zahra Baloch comes days after Taliban Information Minister Zabihullah Mujahid offered to mediate between the TTP and Pakistan due to escalating tensions, particularly after the former terminated a ceasefire last year. “If Pakistan wants us to mediate, and we know that it is beneficial, we will undoubtedly mediate as it benefits the region and we don’t want war in the region,” Zabihullah Mujahid said. The Afghan minister had also denied the presence of TTP in Afghanistan and reiterated that the Islamic Emirate is committed to preventing the use of Afghan soil as a launchpad for attacks on other nations. At a press briefing today, the FO spokesperson referred to a previous statement made by Foreign Minister Bilawal Bhutto Zardari, emphasising the clarity of the minister’s position on this matter. Bilawal had in January this year said that Pakistan’s leadership will not hold talks with terrorist organisations that don’t respect the country’s laws and the Constitution, adding that the former government adopted an appeasement policy towards the TTP.

The Baloch Liberation Army (BLA) on June 25 claimed responsibility for the suicide attack on a VIP Army convoy that was going from Turbat Airport to the Inter-Services Intelligence (ISI) headquarters in the Turbat city of Kech District in Balochistan on June 24, reports The Balochistan Post. BLA’s Majeed Brigade took responsibility and also revealed the name of the suicide bomber. The outfit’s ‘spokesperson’ Jeeyand Baloch stated that “BLA’s female fidayeen [self-sacrificer] Sumaiya Qalandrani Baloch was behind the attack on Pakistani security forces.” Sumaiya was the second female fidayeen (self-sacrificer) of BLA’s Majeed Brigade while Shari Baloch was the first one who blew herself on April 26, 2022, near the University of Karachi's Confucius Institute van, killing three Chinese academics and their Pakistani driver. The BLA statement said suicide bomber Sumaiya Qalandrani Baloch, also known by her alias Sammo, was born into the Qalandrani tribe on August 17, 1997, in Tootak, a small town in the Khuzdar District. Her family reportedly experienced first-hand the brutalities of the Pakistani state, with multiple male members forcibly disappearing during a military operation in Tootak in February 2011. However, it was not until she turned 18 that she decided to join the BLA. According to the BLA statement, Sumaiya’s decision to join the BLA was not an impulsive response triggered by a single traumatic event. She was the fiancée of first Baloch suicide bomber Rehan Baloch, who executed a suicide attack on Chinese engineers near Dalbandin in 2018, and the daughter-in-law of the BLA’s founding leader, General Aslam Baloch.
