A youth allegedly involved in a blasphemy case was shot dead on November 2 in Makdoompur Pahuran town of Khanewal District in Punjab, reports Dawn. Police said Umair Ali was arrested after he uttered some offensive words and showed disrespect to certain religious figures. When he was released on bail, he left the town. Ali returned home a couple of days ago and was sitting outside his house in Makdoompur Pahuran when local tailor Muhammad Tahir shot him dead.

Fourteen Army soldiers were killed after two vehicles belonging to Security Forces were ambushed by terrorists in Pasni area of Gwadar District in Balochistan on November 3, reports Dawn. According to the Inter-Services Public Relations (ISPR), the vehicles were moving from Pasni to Ormara when they were ambushed. “Sanitisation operation is being carried out in the area and perpetrators of this heinous act will be hunted down and brought to justice,” the ISPR said. No group had so far claimed responsibility of the attack.

The electronic media regulator body, Pakistan Electronic Media Regulatory Authority (PEMRA) on November 3 issued a directive to all satellite-based news, current affairs and regional channels prohibiting airing of statements of proscribed organisations or their representatives or members for the upcoming General Elections scheduled to be held on February 8, 2024, reports Dawn. However, it added, such statements were allowed only if they were in the larger public interest for exposing ideology, abuse of religion or barbarianism by such entities. To strengthen democracy, democratic norms and electoral process, PEMRA said, it was a national obligation of all the citizens of Pakistan, institutions, organisations and entities to extent utmost support and facilitation for conducting free, fair and transparent elections. “Electronic media has a pivotal role in educating masses, building and shaping fair opinion and strengthening democratic process required for establishment of democratic government in the country,” the directive said.

Nine terrorists were killed as the Security Forces (SFs) in the early hours of November 4 (today) neutralised a terrorist attack on the Mianwali Training Air Base of the Pakistan Air Force in Mianwali (Mianwali District) of Punjab, reports Dawn. In a statement, the Inter-Services Public Relations (ISPR) said “On Nov 4, 2023, in the early hours of the day, Mianwali Training Air Base of Pakistan Air Force came under a failed terrorist attack which, Alhumdollilah, due to the swift and effective response by the troops, has been foiled and thwarted, ensuring the safety and security of personnel and assets.” It further said that the terrorists were “neutralised while entering the base”. “However, during the attack, some damage to three already grounded aircraft and a fuel bowser also occurred,” the ISPR added. The Tehreek-i-Jihad Pakistan (TJP), a newly emerged militant group that is an affiliate of the Tehreek-i-Taliban Pakistan (TTP), claimed responsibility of the attack.

According to the Inter-Services Public Relations (ISPR), Security Forces (SFs) conducted an IBO in Tirah on the reported presence of terrorists. During the operation, Pakistan Army troops — led by Lieutenant Colonel Muhammad Hassan Haider — “effectively engaged the terrorists’ location”. As a result, three militants were “sent to hell” while three others were injured, the ISPR said. The ISPR said that during an “intense exchange of fire”, 43-year-old Lt Col Haider, 31-year-old Naik Khushdil Khan, 27-year-old Naik Rafique Khan and 33-year-old Lance Naik Abdul Qadir embraced martyrdom.

Addressing the media in Islamabad, he said, “After the establishment of the interim Afghan government in August 2021, we had a strong hope that there would be long-term peace in Afghanistan. […] Strict action would be taken against Pakistan-opposing groups, especially the Tehreek-i-Taliban Pakistan, and they would absolutely not be allowed to use Afghan soil against Pakistan”. “But unfortunately, after the establishment of the interim Afghan govt, there has been a 60 per cent increase in terror incidents and 500pc rise in suicide attacks in Pakistan,” he claimed. PM Anwaarul Haq Kakar further said, “In the past two years, 2,267 innocent citizens’ lives have been lost to this tragic bloodshed, for which the terrorists of TTP are responsible who are conducting cowardly attacks on Pakistani using Afghan soil”. “During this time, 15 Afghan citizens were also among the people involved in suicide attacks. Other than this, till now, 64 Afghan citizens were killed while fighting Pakistan’s law enforcement agencies during the counterterrorism campaign,” he added. Speaking in the Senate, he said the PML-N government, soon after coming into power, had taken concrete steps against the menace of terrorism, which bore fruit, but regretted that it reared its ugly head again after “a policy of U-turn” was adopted in 2018. Referring to Operation Zarb-i-Azb launched in North Waziristan along the border with Afghanistan in 2014, Dar said it was a difficult decision. He said that Rs 100 billion per year was required to finance that operation. Initially, he said, the operation was expected to conclude in a year, but ultimately it took around four years. He also mentioned Operation Raddul Fasad, which was launched to eliminate sleeper cells of terrorists across the country.

The Punjab Counter Terrorism Department (CTD) said on November 11 that it has arrested five suspected terrorists linked to banned outfits of Tehreek-e-Taliban Pakistan (TTP) and Lashkar-e-Jhangvi (LeJ) during operations carried out in different cities of the province, reports Dawn. In a statement issued, the CTD said it conducted 179 intelligence-based operations in Sahiwal, Pakpattan, Bahawalpur, and Rawalpindi and foiled a major terror plot. It said 179 suspects were interrogated, and five alleged terrorists were arrested. According to the CTD, the five alleged terrorists belonged to the banned organisations TTP and LeJ. The statement further said that 565 grammes of explosives, two hand grenades, two improvised explosive devices, five detonators, 13 feet of safety fuse wire, 3.5 feet of primer cords, five pamphlets of banned organisations, 36 stickers, and Rs 5,520 were recovered from the possession of the suspected terrorists.

A press release issued by the Inter Services Public Relations (ISPR) said SFs conducted an IBO in the general area of Kiri Machan Khel last night after receiving reports about the presence of terrorists. “During conduct of the operation, intense fire exchange took place between own troops and terrorists as a result of which seven terrorists were sent to hell. Terrorists hideouts were also busted during the operation,” the ISPR said. “Weapons and ammunition were also recovered from the killed terrorists who remained actively involved in numerous terrorist activities, including recent target killings of police in Tank and surrounding areas,” it added.

In a statement, the Inter Services Public Relations (ISPR) said an intelligence-based operation (IBO) was conducted in the area on the reported presence of terrorists. The troops effectively engaged the militants’ location and four terrorists were “sent to hell” including a “high-value terrorist, ‘commander, Samiullah alias Shenay, ‘commander’ Salman alias Ahmed, terrorist Imran alias Muhammad and terrorist Hazrat Umar alias Khalid”. “Weapons, ammunition and explosives were also recovered from the slain men, who remained actively involved in numerous terrorist activities, including extortion and targeted killings in the area,” ISPR added. A Sindh High Court (SHC) bench expressed disappointment over Police performance while hearing petitions for the recovery of missing persons, ARY News reported on November 20. A bench of the SHC blasted investigation officers (IOs) over lack of progress in case and warned punitive action against the IOs over failure in tracing the missing citizens. Justice Naimatullah Phulpoto warned to add the IOs in the list of accused involved in the enforced disappearances. “The court will deem the IOs among culprits who helped in disappearance of citizens,” SHC judge warned. “You were given one month time, what you bring today,” the court asked the IO. “Previous investigation officer has been transferred, I have handed over inquiry some days ago,” the officer replied. “The investigation conducted in the case, will be on record. People’s patience now coming to the brim,” the bench remarked. The court summoned report from the IO and other institutions till December 18. The SHC also ordered Federal and Provincial Governments to submit fresh reports. A two-member bench of the high court in February heard petitions related to the recovery of nine persons missing for years. “The court is not satisfied with routine police reports,” Justice Phulpoto remarked.

In a press release, the CTD said it received information about the presence of terrorists near Pasni Road. Upon reaching the location, Security Force (SF) personnel encountered resistance as seven to eight terrorists engaged in gunfire with the SFs, the statement said. RPGs and hand grenades were fired by the terrorists during the encounter. “Later, terrorists tried to flee the scene but the CTD team followed them in hot pursuit. Four terrorists were killed and several others managed to escape using the cover of night,” it added. SFs recovered a cache of weapons, including pistols, grenades, an improvised explosive device (IED)-fitted motorbike, and other arms during the operation.

A Provincial Home and Tribal Affairs Department report said that the Jamiat Ulema-i-Islam – Fazl (JUI-F) is the most vulnerable among mainstream political parties to terrorist attacks in Khyber Pakhtunkhwa, while next on the list are the Pakistan Muslim League - Nawaz (PML-N) and Awami National Party (ANP), Dawn reported on November 26. The report, a copy of which is available with Dawn, comes after the November 22 meeting of the Provincial Intelligence Coordination Committee. Political leaders, who are businesspersons by profession, too, are threatened by militant groups into paying extortion, according to the report submitted by the department to the Peshawar High Court in connection with a PTI petition for contempt proceedings against the provincial government and Mansehra administration for blocking its workers’ convention in the district despite the court’s orders. The report also said there were “significant threats to the PTI due to its anti-establishment stand.” “These threats emanate from the Tehreek-i-Taliban Pakistan and other militant groups, which desire to cash [in on] this opportunity to pressure and malign the present government,” the report said. It also said that the areas in close proximity to Afghan border or bordering tribal districts showed “heightened threats.” The report said that 360 people were killed and 958 injured in 738 terrorist attacks between January and November 2023 with the deceased including 121 civilians and 239 members of law-enforcement agencies. It also said that 653 personnel of law-enforcement agencies and 305 civilians suffered injuries in those attacks. The report said that 246 incidents of terrorism were reported in the last two months leaving 65 personnel of law-enforcement agencies and 24 other people dead and 93 civilians and 164 officials of law-enforcement agencies injured.

The Utmanzai Jirga, spearheading this opposition, has linked the success of the polio vaccination drive to the acceptance of their extensive list of demands. The Jirga spokesperson, Mufti Baitullah, announced a complete ban on the vaccination campaign, imposing heavy fines on violators. Adding to the gravity of the situation, the Jirga has closed the Bannu-Miranshah Road to all types of vehicular traffic, causing significant disruptions for commuters. Out of 563 incidents, Police were targeted 243 times. According to the report, the highest 132 incidents of terrorism were reported in Dera Ismail Khan District, 103 incidents in Khyber District and 89 terror incidents were reported in Peshawar District. The report further revealed that 86 times terrorists attacked North Waziristan District and 50 times South Waziristan District. The report further said that as many as 837 terrorists were taken into custody. The highest number of arrested outlaws was from Peshawar 245.
