The Counter-Terrorism Department (CTD) on December 1 issued a list of female terrorists who had been involved in different natures of unlawful activities in Khyber Pakhtunkhwa since 2014, reports Geo TV. According to the list, 30 females were involved in incidents of terrorism, 13 in kidnapping, two in extortion and three each in targeted killing and terror financing. CTD Deputy Inspector General (DIG) Imran Shahid said that the intelligence agency and the law enforcement agencies were facing difficulties in arresting these female terrorists due to cultural and traditional values and also because there was almost no source linked to the female criminals or terrorists. The document revealed that cases of terrorism were registered against 18 females in different Police Stations of Peshawar, adding that nine females were acquitted in the cases while the cases of others were in the court.

The Baloch Republican Guards (BRG) cadres blew up a natural gas pipeline in Sadiqabad tehsil (revenue unit) of Rahim Yar Khan District in Punjab in the night of December 2, reports The Balochistan Post. The pipeline was supplying gas from Balochistan’s Sui gas field to different areas of Punjab province. The incident resulted in suspension of gas supply to several areas of Punjab. While claiming the responsibility for the attack, the BRG ‘spokesperson’ Dostain Baloch said that BRG fighters destroyed a 36-inch diameter gas pipeline by planting explosives in Sadiqabad.

The Punjab Counter Terrorism Department (CTD) on December 2 (today) said it has arrested 14 suspected terrorists linked to banned outfits during operations carried out in different cities of the province, reports ARY News. In a statement issued, the CTD said it conducted 147 intelligence-based operations in Sahiwal, Lahore, Gujrat, Gujranwala, Faisalabad and “foiled a major terror plot”. CTD said 147 suspects were interrogated and 14 alleged terrorists were arrested. According to the CTD, the alleged terrorists belonged to banned outfits Tehreek-e-Taliban Pakistan (TTP) and Jamaat-ul- Ahrar (JuA). This week, 588 combing operations were conducted in various parts of the province, resulting in the arrest of 79 suspects, the statement added.

Following a two-month decline in terrorist activities, Pakistan experienced 34 pc increase in anti-state violence in November, Dawn reported on December 3 quoting Pakistan Institute for Conflict and Security Studies (PICSS) data. The data reveals a total of 63 terrorist attacks during the month, resulting in 83 fatalities, including that of 37 Security Force (SF) personnel and 33 civilians. Additionally, 89 individuals sustained injuries, comprising 53 civilians and 36 SF personnel. SF eliminated at least 59 terrorists, while 18 suspected terrorists were apprehended. A comparative analysis with October data underscores a 34pc surge in militant attacks, a 63pc rise in fatalities, and an 89pc increase in the number of injured persons during November. According to the PICSS database, the cumulative toll for the first eleven months of 2023 reflects 599 terrorist attacks, resulting in 897 fatalities and 1,241 injuries. This signifies an 81pc escalation in terrorist attacks, an 86pc surge in resultant deaths, and a 64pc rise in the number of injured compared to the corresponding period in 2022. Once again, Khyber Pakhtunkhwa (KP) emerged as the most affected province, with documenting 51 attacks, causing 54 fatalities and 81 injuries. Within KP, 20 attacks occurred in the merged Districts (former FATA), resulting in 23 fatalities and 13 injuries, while mainland KP reported 31 attacks, leading to 31 fatalities and 68 injuries. This implies that 81pc of total attacks, 65pc of total deaths, and 91 percent of total injuries were reported in KP province. According to an official statement by the CTD, officials conducted 70 IBOs in various parts of the province. During these operations, the CTD interrogated 69 suspects, resulting in the arrest of nine terrorists. The statement disclosed that two of the arrested terrorists were associated with the Tehreek-e-Taliban Pakistan (TTP) and were detained in Lahore. The CTD also said that a Daesh terrorist was arrested in Faisalabad whereas three terrorists associated with Lashkar-e-Jhangvi (LeJ) were detained in Bahawalnagar and Hafizabad. The CTD also apprehended two terrorists linked to the Sipah-e-Sahaba Pakistan (SSP) in Bahawalpur and Sialkot while a terrorist belonging to the Al Qaeda in the Indian Subcontinent (AQIS) was arrested in Gujranwala. During the operation, the CTD recovered a cache of weapons, including two hand grenades, one improvised explosive device, 508 grams of explosives, seven banned books, one banned magazine, 12 pamphlets of banned outfits, 44 stickers of banned outfits, three receipt books, three mobile phones and a sum of PKR 131,830 in cash. The CTD said it conducted 314 “combing operations” with local Police and security agencies across the province, which resulted in 47 arrests and the registration of 48 first information reports.

Pakistan on December 15 urged a United Nation (UN) panel to find out how the Tehreek-e-Taliban Pakistan (TTP) is acquiring modern weaponry to carry out terrorist attacks in the country, reports Dawn. Pakistan’s Deputy Permanent Representative Usman Jadoon highlighted the alarming trend during a UN Security Council (UNSC) open debate on the threat posed by the diversion, illicit trafficking, and misuse of small arms and light weapons. He argued that terrorist groups like TTP acquire such weapons “from illicit arms markets or receive them from entities that want to destabilise a particular region or country.” He then demanded “an investigation into how the TTP acquired the sophisticated weapons” being used against Pakistan.

As many as 48 per cent of deaths and 58 per cent of injuries were inflicted upon SF personnel. “A staggering 29 suicide attacks were reported, resulting in the tragic loss of 329 lives and leaving 582 individuals injured. This marks the highest death toll since 2013 when 683 people lost their lives in 47 suicide bombings”, it stated. Comparing the data to the preceding year, 2022, report reveals a distressing 93 per cent increase in the number of suicide attacks, a shocking 226 per cent rise in resultant deaths, and a troubling 101 per cent surge in the number of injured individuals. Furthermore, the share of suicide attacks in the total number of attacks escalated from 3.9 per cent in 2022 to 4.7 per cent in 2023, underscoring the severity of the situation. Delving into regional specifics, Khyber Pakhtunkhwa (KP) bore the brunt of these attacks, reporting 23 instances that resulted in 254 fatalities and 512 injuries. Within KP, newly merged Districts or erstwhile Federally Administered Tribal Areas (FATA) experienced 13 suicide attacks, leading to 85 deaths and 206 injuries. Balochistan faced five attacks, causing 67 deaths and 52 injuries, while Sindh witnessed one suicide attack resulting in eight deaths and 18 injuries.

During an informal exchange between Afghanistan Interim Foreign Minister Amir Khan Muttaqi and Pakistan Senator Mushahid Hussain Sayyed at the Palestine Conference in Tehran on December 23, Muttaqi alleged that most of the issues between Pakistan and the TTP were resolved in 2022. He contended that the only remaining point of contention was regarding the merger of the former FATA. According to Muttaqi, Pakistan withdrew when both sides were on the verge of finalizing an agreement. However, an official familiar with the matter dismissed Muttaqi’s statement as absurd, stating that the Afghan diplomat’s narrative lacked veracity. Speaking to The Express Tribune on December 27, the official, speaking on condition of anonymity due to the subject’s sensitivity, explained that the talks collapsed due to unreasonable and unconstitutional demands by the TTP. Responding to media inquiries about India’s extradition request, Foreign Office spokesperson Mumtaz Zahra Baloch pointed out that “no bilateral extradition treaty exists between Pakistan and India”. Saeed is currently serving a jail sentence after being convicted of terror financing in multiple cases. He has received various prison sentences, ranging from over 15 to 31 years. Although India accuses him of being behind the 2008 Mumbai attacks, Saeed has denied any involvement. Saeed was arrested in 2019 when Pakistan was struggling to get out of the Financial Action Task Force’s grey list comprising countries with strategic deficiencies in their anti-money laundering (AML), counter-terrorism financing (CFT), and proliferation financing regimes. In 2012, the United States announced a USD 10 million bounty on Saeed. Both the Lashkar-e-Taiba (LeT) and JuD are banned entities in the US and under UN sanctions.
