On June 1, Chief of the Army Staff (CoAS), General Qamar Javed Bajwa has said the Army will make all possible efforts to achieve an enduring peace for sustainable socio-economic development of Balochistan, reports Dawn. During a visit to Corps Headquarters in Quetta, provincial capital of Balochistan, General Bajwa said terrorists would not be allowed to destabilise peace efforts. He said all-out efforts should be made to assist the Balochistan government in ensuring law and order in the province. According to the Inter-Services Public Relations (ISPR), the Army Chief praised officers and men for their dedicated efforts, continued vigilance and high morale.

A security guard was injured in a grenade attack outside the Bahria Icon Tower in Clifton area of Karachi, provincial capital of Sindh, on June 2, police said, reports Dawn. South Senior Superintendent of Police (SSP) Zubair Nazeer Shaikh said that two suspects riding a motorcycle lobbed a hand grenade at Icon Tower near Bin Qasim Park in Clifton. As a result, a security guard, 35-year-old Muneer Nazeer, was injured. Police called the bomb disposal squad to the scene who confirmed that it was a hand grenade, not a cracker as initially reported. The guard suffered minor injuries; Shaikh added. The official said investigators were probing the possible motive for the attack.

On June 3, two officials of the Eagle Squad, Head Constables Ishtiaq Ranjha and Bashir Shah were shot dead by unidentified attackers in Construction Technology and Training Institute at I.J. Principal Road in capital city of Islamabad, reports Dawn. Senior Police officers told Dawn that a preliminary investigation had suggested that the two officials were moving on a motorcycle when they were targeted by armed men, riding two motorcycles. The Police officers said the Counter-Terrorism Department (CTD) has launched an investigation into the incident. CCTV of the Safe City Project installed on the possible routes of the attackers along with the nearby areas of the crime scene are being collected and would be examined to identify the attackers and the motorcycles they used in the crime, they added.

The Counter Terrorism Department (CTD) of the Sindh Police notified on June 3, the issuance of the ninth edition of the Red Book - a document containing the names and details of most wanted people, after a hiatus of four years, reports The Express Tribune. According to CTD officials, in the ninth edition of the Red Book details of 12 more terrorists of the Islamic State of Iraq and Syria (ISIS), 18 more terrorists of Al Qaeda, 23 of the Tehreek-e-Taliban Pakistan (TTP), four of Ansar Sharia, 13 of Lashkar-e-Jhangvi (LeJ), two of Jundullah, 24 of Sipah-e-Muhammad, four of the Sindh Resolution Army (SRA), five of the Baloch Liberation Army (BLA) and 33 gangsters of Lyari have been incorporated. A total of 93 names have been added to the most wanted persons list, told CTD officials. Regarding the names mentioned in the earlier edition, CTD officials claimed that 10 of the most wanted terrorists in the eighth edition of the Red Book have been arrested, five terrorists wanted by law enforcement agencies have been killed in encounters and two most wanted militants were killed in Afghanistan and Syria.

In its mutual evaluation, the Financial Action Task Force's (FATF) Asia/Pacific Group (APG) has accepted Pakistan’s stance on 22 recommendations, some of them “critical” including compliance with the UNSC resolutions, tightening of the weapons of mass destruction-related controls, actions against politically exposed persons and plugging loopholes for money laundering, The Express Tribune reports on June 5. Pakistan had requested the APG to upgrade the country’s compliance status on at least 23 of the 40 global recommendations of the FATF, as per the second mutual evaluation follow-up report. However, on one condition, the Mutual Legal Assistance (MLA) agreement, the APG has downgraded Pakistan to “non-compliant” from “partial compliant”.

On June 5, the Asia Pacific Group (APG) of Financial Action Task Force (FATF), in its second Mutual Evaluation Report (MER), found that out of 40 recommendations, Pakistan has been declared compliant or largely compliant on 31 recommendations in order to combat money laundering and terror financing, reports The News International. “Pakistan has 31 Recommendations rated C/LC. Pakistan will move from enhanced (expedited) to enhanced follow-up, and will continue to report back to the APG on progress to strengthen its implementation of AML/CFT measures. Pakistan submitted its third progress report in February 2021,” the MER released by APG report stated.

A veteran journalist and member of Punjab Assembly, Syeda Maimanat Mohsin, popularly known as Jugnu Mohsin, was attacked while she was returning home after addressing a public rally in Okara District’s (Punjab) Hujra Shah Muqeem area, The Express Tribune reports on June 7. She remained unhurt in the incident. She was intercepted on Hujra Road by a person identified as Muhammad Hussain and some other unidentified gunmen, who were riding on motorcycles. The men hurled threats at those accompanying Mohsin before fleeing the scene. According to the FIR, one of the main suspects, Muhammad Yaseen, had threatened the veteran journalist on social media two days ago. Complainant Hafiz Irfan Hussain stated that Yaseen had written “if the rally of Jugnu Mohsin reached Jhajh Kalan, no one would be spared” on his post. A complaint had been filed before FIA in this regard and the matter was under investigation, Irfan added. The Human Right Commission of Pakistan (HRCP), in a Tweet, condemned the attack. "We are relieved that she is safe. The perpetrators must be brought to book immediately," it added. With the Financial Action Task Force (FATF) set to discuss a report on the progress made by Pakistan on the implementation of a 27-point action plan this week, Foreign Minister Shah Mahmood Qureshi on June 22 alleged that previous Governments did not take steps to curb money laundering and terrorist financing in the country, reports The Express Tribune. FATF placed Pakistan on the grey list in June 2018 and asked Islamabad to implement a plan of action to curb money laundering and terror financing by the end of 2019 but the deadline was extended later on due to the Covid-19 pandemic. Qureshi said that the previous Government of Pakistan Muslim League - Nawaz (PML-N) was responsible for the country being placed on the grey list of the FATF. "When PTI (Pakistan Tehreek-i-Insaf) came to power, Pakistan had already gone into the (FAFT) grey list," Qureshi said. Holding the PML-N responsible for the tough conditions set by FATF, he said that no previous government took steps to curb money laundering and terrorist financing. A Peshawar High Court bench on June 22 directed the Federal Government to produce a detailed report on landmine explosions in the erstwhile Federally Administered Tribal Areas (FATA), especially South Waziristan, within three weeks, reports Dawn. Chief Justice Qaiser Rashid Khan and Justice Syed M Attique Shah issued the directions to Additional Attorney General Amir Javed after holding preliminary hearing into the joint petition of Sajjad Ahmad Mehsud and four other lawyers against the frequent landmine blasts in tribal Districts. The petitioners sought the demining of the tribal region, especially South Waziristan, by the Federal and Provincial Governments and compensation of the affected families. The date of next hearing will be fixed later. The petitioners claimed that the landmine explosions were killing and injuring more and more residents but the relevant authorities were unmoved. The petitioners requested the court to direct the respondents, including Federal and Khyber Pakhtunkhwa Governments, to remove landmines, especially in South Waziristan District, and highlight the affected areas as Red Zone. The petitioners also sought orders for the Government to pay compensation under the Shuhada Package to the legal heirs of landmine blasts and to the residents, who suffered injuries or whose houses were damaged. They also demanded the registration of landmine blast cases by the Police in their daily diaries to check ‘discrimination’ against the residents of the erstwhile FATA.

Three Tehreek-e-Taliban Pakistan (TTP) militants were killed in an encounter with the Counter-Terrorism Department (CTD) personnel in Kangar Gali area of Jowar in Buner District of Khyber Pakhtunkhwa on June 23, reports Dawn. According to the CTD, they received information from their secret sources about the presence of militants in a mountainous area of Jowar. “Following the information, the CTD police reached the area where the terrorists started firing on them. The police retaliated the fire, killing all the three terrorists,” said a statement issued by the CTD, Khyber Pakhtunkhwa. The dead militants were identified as Usama Khan, Idrees and Najeebullah, all belonging to Dadahara area of Kabal tehsil (revenue unit) in Swat District. “They were equipped with heavy arms and planning to attack security forces. They were involved in targeted killings of PML-N leader advocate Feroz Shah and a police constable in Swat,” the statement said, adding that heavy arms were recovered from their possession.

Following the Financial Action Task Force’s (FATF) decision to keep Pakistan on the “increased monitoring” list pending action on one previous item and six new anti-money laundering areas, Federal Minister for Energy, Hammad Azhar on June 25 expressed confidence that the new anti-money laundering action plan would be implemented within a year, reports Daily Times. Azhar stated that the organisation is no longer the same as it was ten years ago. He added that the FATF conducts a joint evaluation of one nation by all member countries, and reassured everyone that Pakistan is not in the same situation as it was two years ago. “The importance of FATF has increased significantly in the current situation. [And] FATF wants better monitoring of money laundering,” said Azhar. The minister further explained that the previous action plan that Pakistan was given was based on counter-terror financing. He added that Pakistan has implemented 26 out of the 27 points, and said that the last point will be implemented as well, providing “3-4 months” as the timeline for completion.

The Financial Action Task Force (FATF) announced on June 25, that Pakistan will continue to remain in the grey list, till it addresses the single remaining item on the original action plan agreed to in June 2018, as well as all items on a parallel action plan handed out by the FATF's regional partner, the Asia Pacific Group (APG), in 2019, reports Dawn. FATF President Dr. Marcus Pleyer said, "Pakistan has made significant progress and it has largely addressed 26 out of 27 items on the action plan it first committed to in June 2018." Pleyer, however, added that the item on financial terrorism still needed to be addressed which concerned the "investigation and prosecution of senior leaders and commanders of UN-designated terror groups". He also pointed out that "a separate process has been taking place over the past few years" insofar as Pakistan was concerned. When asked about the new action plan after the APG evaluation, Pleyer said the plan had "six action items including enhancing international cooperation and demonstrating that assistance is being sought from foreign countries in implementing UN Security Council designations".

According to sources, besides the 69, the names of 39 cadres of TLP have been sent to Punjab Home Department to place them on the watch list bringing the number of the banned organisation’s activists in the list in the Rawalpindi region to 108. Of the 39 individuals, 10 belong to Attock District, 14 to Jhelum District and 15 to Chakwal District. No one has, however, been proposed to be placed on the fourth schedule from the Rawalpindi District. When contacted, Regional Police Officer (RPO) Rawalpindi Imran Ahmar confirmed the placement of TLP activists on the fourth schedule, adding the police had followed all the legal procedures to include them in the list.
