A Police official who was critically injured during the violent protest by proscribed Tehreek-i-Labbaik Pakistan (TLP) at Sadhoke area of Lahore, the provincial capital of Punjab, succumbed to his wounds on November 1, raising the death toll of the TLP march to five, reports Dawn. Identified as Assistant Sub-inspector (ASI) Mohammad Abubakar, the deceased hailed from Jhang District and was under treatment at the critical care unit of the Lahore General Hospital for critical head and chest injuries. According to police, Abubakar was serving as personal staff officer (PSO) to the Iqbal Town (Lahore) Superintendent of Police and came under attack at Sadhoke, the most troubled point where hundreds of Police officials were injured in clashes with the TLP activists during its march on Islamabad.

A day after reaching an agreement with the Government to end the march towards Islamabad, the Tehreek-e-Labbaik Pakistan (TLP) on October 1 cleared the GT Road and moved their sit-in to a nearby open ground, Federal Minister for Parliamentary Affairs Ali Muhammad Khan said, reports The Express Tribune. Ali Muhammad Khan, who is the head of the steering committee overseeing the implementation of the accord with the outfit, shared the development in a tweet. He "appreciated" the TLP leadership for "honouring their commitment". According to Ali Muhammad Khan, the Government was also implementing its side of the agreement signed on October 31. The development came after second meeting of the steering committee was held in Lahore.

A prominent political leader and tribal elder of Awaran District, Mir Akram Sajidi, was killed and two other people were injured in a bomb blast in the industrial town of Hub in Lasbela District of Balochistan in the night of November 1, reports Dawn. Police said that Mir Akram Sajidi was traveling in his car along with two other persons on the Quetta-Karachi national highway when a powerful blast occurred in the car. “Akram Sajidi received multiple injuries and died on the spot,” District Police Officer Tariq Mastoi said. The injured were identified as Abdul Karim Sajidi, a retired employee of the Quetta Electric Supply Company, and Mohammad Rafiq Sajidi. They both hailed from Awaran District.

The Punjab Government has released at least 860 workers of TLP, days after reaching a deal with the group to end nearly two weeks of protests and clashes, Punjab Minister for Law and Parliamentary Affairs Raja Basharat said on November 2, reports Dawn. Talking to Dawn, he said the people who were released were those arrested during crackdowns on the protests — which started on October 21 — and raids. They were released after scrutiny was completed, Basharat said, adding that workers against whom first information reports (FIRs) were registered would have to obtain bail from courts. The Minister said it was yet to be decided whether TLP workers who were detained under Section 16 of the Maintenance of Public Order (MPO) 1960 would also be released. In a statement, Special Assistant to the Chief Minister Punjab for Information Hassan Khawar said more than 1,800 people had been taken into custody under MPO, of whom 860 had been released. He added that the remaining marchers would be released soon as well.

Another 82 workers of the proscribed Tehreek-e-Labbaik Pakistan (TLP) were released from Adiala Central Jail of Rawalpindi on November 3, reports Daily Times. The decision to release the workers was taken after the second meeting of the steering committee. It was set up in line with the agreement reached between the Government and the TLP. Earlier on November 2, 50 workers of the TLP were also released from the jail. With the recent release, the total number has jumped to 132.

The Minister of State for Parliamentary Affairs Ali Muhammad Khan on November 3 termed the current deal between the proscribed Tehreek-e-Labbaik Pakistan (TLP) and the Government a "temporary solution", reports Geo TV. Speaking on Geo News talk show Aaj Shahzaib Khanzada Ke Saath, the Ministers said that the proscribed organisation will accept Parliament’s decision on the issue of the French ambassador's expulsion from the country. Khan revealed that both sides have decided to keep the agreement secret for some time due to certain reasons. Details of the agreement will come to light within seven to 10 days, he said, hinting at the release of TLP chief Saad Hussain Rizvi in a few days. The Minister added that the Government’s negotiation team struck a deal with the proscribed outfit after receiving a nod from Prime Minister Imran Khan.

According to the judge, two accused were awarded death and 12 years imprisonment along with PKR 5.5 million fine in the May 2020 attack case, while four were jailed for 12 years. The Pakistan Government has asked the Tehreek-e-Taliban Pakistan (TTP) to lay down their arms and surrender, Geo News reported on November 5 quoting sources within the Afghan Taliban. According to the sources, Afghan Taliban commander Sirajuddin Haqqani is playing a key role in ceasefire talks and is working to make negotiations between the Pakistan Tehreek-e-Insaf (PTI)-led Government and the banned outfit a success. As per the sources, TTP chief Mufti Noor Wali is leading the talks from the group's side. TTP has maintained that it would be "too early to" lay down arms and has demanded the Government release their cadres from prison. The Government has not reacted to the demands of the TTP yet, the Afghan Taliban sources said, adding that negotiations could be successful if strong guarantors are provided and the outfit's conditions are accepted. Sources added that while some factions of the TTP are in favour of holding talks with the Pakistani Government, others are still taking a hardline approach.

The Lahore Anti-Terrorism Court (ATC) in April this year had handed nine-year imprisonment each to JuD senior leaders – Prof. Malik Zafar Iqbal, Yahya Mujahid (JuD spokesperson), Nasarullah, Samiullah and Umar Bahadur - and six months' jail term to Hafiz Abdul Rehman Makki (brother-in-law of Saeed) after an FIR was registered by the Counter Terrorism Department (CTD) of the Punjab Police. The trial court had found these leaders guilty of terror financing. They had been collecting funds and unlawfully financing the proscribed organisation Lashkar-e-Taiba (LeT). Minister for Human Rights Dr Shireen Mazari, who had moved the bill on May 21 this year, said the bill was okayed by the standing committee on human rights headed by Pakistan People’s Party (PPP) leader Bilawal Bhutto Zardari. “I thank the Opposition for their cooperation in the passage of the bill,” she said. An independent commission will be established to inquire into complaints against threats or acts of torture, killing, violent attacks, forced disappearance and arbitrary arrests. The NA also passed the National Accountability (Amendment) Bill, 2021, which provides for an extension in the tenure of the Prosecutor General of NAB. The NA also passed the Protection Against Harassment of Women at the Workplace (Amendment) Bill, 2021 and the National Commission on the Rights of Child (Amendment) Bill, 2021. The TTP said that the outfit has agreed to set up negotiating committees, which will try to move forward with the next course of action as well as the negotiation process on the demands of the parties. According to TTP, the Afghanistan Taliban are playing the role of a mediator in the negotiation process. The announcement comes hours after Federal Minister for Information and Broadcasting Fawad Chaudhry had said the Government and TTP agreed to a complete ceasefire under the peace talks, reports Geo News. The minister made the statement while informing the media about the recent developments in the talks between the Government and the TTP. National Security Adviser (NSA) Moeed Yusuf said on November 10 that no decision had been taken yet to grant amnesty to members of the banned Tehreek-i-Taliban Pakistan (TTP), emphasising that the state was "very clear and sensitive" on the issue, reports Dawn. He made the comment during an interview on Dawn News programme Live with Adil Shahzeb. At the outset, Yusuf talked about the Government's decision to hold talks with the TTP, saying the militant group had been receiving support from India and Afghan intelligence for the last 10-15 years. Pakistan had repeatedly told the international community that the Pakistani Taliban had fled to Afghanistan following the Zarb-i-Azb military operation, received sanctuary and were launching attacks from the neighbouring country, the NSA said. "We gave the whole dossier last year containing [details] of which attack, from where, how much money was spent, pictures of receipts, everything," he said, referring to the report revealed by the government in November 2020 containing proofs of India's involvement in terrorism in Pakistan. "When the situation changed [after the Taliban's takeover] ... the Afghan Taliban are not as antagonistic towards Pakistan as former president Ashraf Ghani. Now the discussion started that the TTP does not have the support base that they (Ghani's government) and India provided. "You talk from a position of strength and try to reason. If any Pakistani has strayed from the path and if he [wants to become] a law-abiding citizen according to the laws of Pakistan and the Constitution [...] It means if you have committed a crime or terrorism in Pakistan, you will follow the due process of the law." When the host asked him whether he was referring to an amnesty, the NSA responded by saying that no such decision had been taken yet.

A three-judge bench — headed by Chief Justice of Pakistan (CJP) Gulzar Ahmed, and comprising Justice Qazi Mohammad Amin Ahmed and Justice Ijazul Ahsan — summoned the PM in connection with the case around 10am. He arrived at the court roughly two hours later, just before noon. During the hearing, Justice Amin reminded the PM that Pakistan is not a small country. "We have the sixth largest army in the world," he said. With regards to media reports regarding negotiations with the TTP, Justice Amin questioned whether "we are bringing them [TTP] back to the negotiating table instead of taking action against them?" "Are we going to surrender once again?" Justice Amin asked the premier. As the three-member bench continued to grill the premier, at one point the latter asked for a chance to speak, given that he had been summoned for the hearing. But the judges continued to fire questions at him. CJP Gulzar said, "You are in power. The government is also yours. What did you do? You brought those guilty to the negotiating table." "The satisfaction of the parents [who lost their children in the APS attack] is necessary," said Justice Ahsan addressing the PM. The Supreme Court directed the Government to submit its report within two weeks, but Attorney General Khalid Jawed Khan requested the court to grant additional time. Accepting the plea, the court granted four weeks to the Government. The court inquired from Prime Minister Imran what action had been taken in the case. Chief Justice Gulzar then picked up the Constitution book and said it guaranteed security to every citizen.

The Supreme Court was informed on November 12 that Islamabad Police had, over the last one year, submitted to trial courts the cases of 32 persons suspected of involvement in 16 attempts on the lives of journalists or of assaulting them, reports Dawn. A report on behalf of the Deputy Inspector General of Police operations in Islamabad stated that out of 16 cases registered by police from September 13 last year to September 12 this year, four were still under investigation. The report was furnished in compliance with a directive by a three-judge Supreme Court bench after it took up suo motu a complaint of harassment moved by the Press Association of the Supreme Court (PAS) on behalf of a journalist. At the last hearing on September 13, the Supreme Court had asked the chief of Islamabad Police whether or not the reported attacks on journalists had been investigated and the culprits brought to book. The IGP had told the court that some of the cases remained unsolved on account of insufficient evidence. But the court ordered the IGP to furnish a comprehensive report about all reported attacks on journalists over the past one year.

A three-member bench headed by Chief Justice of Pakistan Gulzar Ahmed heard the suo moto case. The Chief Justice questioned the Additional Attorney General (AAG) whether the issues of Hazara community had been resolved. The AAG said the names of people were put in fourth schedule on the request of Balochistan Government. Additional Advocate General Balochistan informed the bench that these names would be reviewed in a meeting of review board scheduled for November 24. The Chief Justice remarked that remaining names should also have been deleted after many others had already been removed from the list. Apparently, the high court had resolved this matter, he observed. Chief Justice Gulzar Ahmed remarked that the freedom of the citizens couldn’t be restricted in such way. Addressing a consultative conference on terrorism in Islamabad, Fawad Chaudhry said that the students of "ordinary schools and colleges" had been involved in notable incidents of extremism in Pakistan and not of madrassahs. Because, he went on, "you closed their (school and college students') minds. If you cultivate a society where an opposing view is immediately declared kufr (heresy) ... how can you present an opposing view?" "And if no opposing views are tolerated, how will you bring a soft change [in society]?" he asked rhetorically. In this regard, Chaudhry gave the example of late Jamiat Ulema-i-Islam-Fazl leader and religious scholar Maulana Hassan Jan, whom he said was murdered for giving a fatwa that declared suicide attacks forbidden in Islam. As per sources, the TTP in a series of meetings with Pakistani officials made three demands that include allowing the opening of a political office in a third country, reversal of the Federal Administered Tribal Areas (FATA) merger with Khyber Pakhtunkhwa and introduction of Islamic system in Pakistan. But Pakistani authorities told the TTP directly and through Taliban interlocutors that these demands were not acceptable. The TTP was particularly told in categorical terms that there was no question of introducing an Islamic system based on their interpretation. Also, the TTP was told that Pakistan is an Islamic republic and the country’s Constitution clearly states that all laws in Pakistan have to be in conformity with the teachings of Islam. The Pakistani officials told the TTP that the state of Pakistan could only allow them to restart their lives if they fulfil certain conditions. Those conditions include accepting the writ of the state, laying down arms, and public apology over the terrorist acts committed by them. If they meet those demands, Pakistan can consider giving them amnesty, paving way for their mainstreaming.

It says that since the beginning of the United States-led war on terror, hundreds of Pakistani rights defenders, activists, students and journalists have gone missing. “Enforced disappearance is a cruel practice that has caused indelible pain to hundreds of families in Pakistan over the past two decades. On top of the untold anguish of losing a loved one and having no idea of their whereabouts or safety, families endure other long-term effects, including ill-health and financial problems”, said Rehab Mahamoor, Amnesty International’s acting South Asia researcher. She asked Pakistan to disclose the fate and whereabouts of all the disappeared to their families, and release those still being held. Two soldiers were killed when terrorists attacked a military post in the Datta Khel town of North Waziristan District in Khyber Pakhtunkhwa on November 27, reports Dawn. According to a statement issued by the Inter-Services Public Relations (ISPR), 27-year-old Naik Rehman, a resident of Chitral, and 22-year-old Lance Naik Arif, a resident of Tank, embraced martyrdom during an "intense exchange of fire" with the terrorists.

Out of the arrested suspects, Sagheer Hussain Shah and Abdul Jabbar of Tehreek-e-Taliban Pakistan (TTP) were arrested from in Okara District of Punjab while explosive material, an improvised explosive device (IED), two grenades, prima cord two feet, electric detonator, a pistol 30-bore and 10 bullets, 5,110 in cash and a motorcycle were recovered from them.
