An internal report prepared by the Sindh Police has rung alarm bells for the law-and-order situation in Karachi, as it has been found that at least 363 narcotics dens are being run by Police officers in Karachi, the provincial capital of Sindh, Geo TV reported on September 2. The report has identified over 100 Police officers, ranking from constables to deputy superintendents (DSPs) involved in running at least 363 narcotics dens across the seven Districts of Karachi. The number of narcotics dens in Karachi has almost tripled, as the last report prepared by the Special Branch of the Sindh Police in 2013 had put the number of dens in the city at 115. The majority of the dens, numbering 164, are running in Central District, followed by 89 dens in West District, 39 in Old city District, 19 in East District, 15 in South District, 15 in Korangi District and four in Malir District, confirmed the report. The Police officers are "directly involved in running these dens and also collect millions of rupees from there" states the report. A separate District-wise list of the Policemen and dens was prepared while the record and the number of Policemen supervising and running the dens are also mentioned in the report.

Deputy Inspector General (DIG) Frontier Corps North Khyber Pakhtunkhwa (KP) Sajid Majeed on September 2 said Pak-Afghan border had been fully secured after completion of fencing and construction of new forts, reports Daily Times. While briefing national and international media about security arrangements on Pak-Afghan border including comprehensive security mechanism and development projects in merged areas, he said 98 percent fencing had been completed and the 2600 km border with Afghanistan had been fully secured. Development of technical mechanism has immensely helped control mobility and movement of unwanted elements, he said. Fencing on 809 kilometers, out of 827 kilometers had been completed. Out of 443 forts, 388 were completed and remaining 55 would be completed by this year, he added. Work on fencing was started in May 2017 and till date 98 percent work had been completed. He said remaining two percent would be completed soon.

The Police arrested a local ‘commander’ of an unspecified banned militant outfit, identified as Naimatullah alias Safwan, during a raid on his house in Ali Khani Baba area of Shabqadar tehsil (revenue unit) in Charsadda District of Khyber Pakhtunkhwa, on September 2, reports Dawn. Addressing a press conference, Deputy Superintendent of Police (DSP) Mohammad Ishaq Khan and Station House Officer (SHO) Gul Shaid Khan said that a Police party raided the house of Naimatullah on the directives of Deputy Inspector General of Police (DIG), Mardan and Charsadda District Police officer. Sheikh Rasheed Ahmed said that the Pak-Afghan Chaman border might be closed for some time. “We want peace in Afghanistan,” while he was addressing a ceremony in Islamabad. He said that the security of the country is important and this decision has been taken after keeping in view the current situation. He said that we want peace in Afghanistan and we have fenced the border, our brave Army is present on the borders to protect the peace and stability of Pakistan, he added.

Deputy Inspector General of Quetta Police Azhar Akram said that 18 of the injured were security officials while two were bystanders, adding that the number of casualties could rise. A suicide bomber on a motorcycle packed with six kilogrammes of explosives rammed one of the vehicles in an FC convoy. The Tehreek-e-Taliban Pakistan (TTP) claimed responsibility for the attack.

The Tehreek-e-Taliban Pakistan (TTP) on September 6 issued a warning to the media and journalists, asking them to refrain from calling them a “terrorist outfit” or they will be treated as enemies, reports Dawn. In a statement released by the TTP on social media, its ‘spokesman’ Mohammad Khurasani reportedly said they were monitoring the media coverage, branding the TTP with hateful titles, like “terrorists and extremists”. “Using such terms for TTP showed a partisan role of media and journalists,” it said, adding this is a stigma on the profession of journalism. Khurasani said the media used such obnoxious terms for the TTP at the behest of one party, which had selected it for its rivals. Therefore, the media should call them with the name of Tehreek-e-Taliban Pakistan. Otherwise, the media would do professional dishonesty and would create enemies for itself, the statement added.

"A Culture of Peace is not just an abstract value or principle to be discussed and celebrated in conferences, but needs to be actively built into global relationships between and among member states," First Secretary in India's Permanent Mission to the UN, Vidisha Maitra said in the UN General Assembly. "We have witnessed yet another attempt today by the delegation of Pakistan to exploit a UN platform for hate speech against India, even as it continues to foment a 'culture of violence' at home and across its borders. Speaking at a news conference after a meeting of the party’s Central Executive Committee (CEC) in Islamabad, ANP’s senior vice-president and Member of National Assembly (MNA) from Mardan, Amir Haider Hoti asked the Government and the state to adopt a clear policy and make correct decisions at right time after taking parliament into confidence as the country could no more afford another phase of terrorism. The CEC meeting was convened to discuss the situation in Afghanistan after the Taliban takeover last month and its possible implications for Pakistan and the region, besides discussing the prevailing political situation in the country, particularly the Government’s act of targeting the Election Commission of Pakistan (ECP) and the proposed setting up of the controversial Pakistan Media Development Authority (PMDA). Mr Hoti stated that once again the security institutions, police and even the general public were becoming a victim of terrorism and target killings and the people had once again started receiving telephone calls demanding extortions all over the country, particularly in Khyber Pakhtunkhwa and Balochistan. In an interview with The Independent in Islamabad whose video was posted on social media by the state-run Associated Press of Pakistan, Shah Mahmood Qureshi said Pakistan was concerned about the reports of TTP figures being released from prisons in the wake of the Taliban takeover of Afghanistan. "If those guys come and start creating problems for us over here, it will affect innocent lives and we don't want that," he said while referring to the TTP. Shah Mahmood Qureshi further said if the new Afghan setup could use its influence and talk to the TTP, and "if [the TTP] are willing to mend fences and not take the law into their hands and not get involved in terrorist activities and they submit and surrender to the writ of the government and the Constitution of Pakistan, we are even open to giving them a pardon." A sessions court in Lahore on September 27, handed down death penalty to a Muslim woman on blasphemy charge under section 295C of Pakistan Penal Code (PPC), reports Dawn. “It is proved beyond reasonable doubt that accused Salma Tanveer wrote and distributed the writings which are derogatory in respect of Holy Prophet Muhammad (PBUH) and she failed to prove that her case falls in exception provided by section 84 of PPC,” rules Additional District and Sessions Judge Mansoor Ahmad Qureshi in his 22-page verdict. The section 84 deals with the offences committed by a person of unsound mind. Earlier on September 23, 2013, Nishtar Colony Police had registered the FIR against the woman on the complaint of Qari Iftikhar Ahmad Raza, a prayer leader of a local mosque. The woman, owner and principal of a private school, was accused of distributing photocopies of her writings wherein she denied the finality of prophethood and claimed her as a prophet.

Out of nearly 3 million Afghan refugees living in Pakistan, only 1.5 million of them were registered, the National Assembly Standing Committee on Human Rights was told on September 29, reports The Express Tribune. Briefing the committee members on the current status of Afghan refugees, Chief Commissioner, Afghan Refugees Saleem Khan revealed there was no record of 700,000 Afghans currently residing in the country. He said the undocumented refugees remain unidentified and unregistered at any level. “This is a major security issue,” he added. Expressing grave concerns over the matter, the committee sought complete details of refugees spread across the country.
