Allama Ghulam Hussain Najafi, Vice Principal of a leading Shia seminary Jamia-ul-Muntazir, was reportedly shot dead, while his daughter and a teenage student sustained injuries, during a terrorist attack in the Model Colony area of Lahore on April 1. According to The News, Najafi was on the hit list of sectarian terrorists and had already been attacked on three earlier occasions. Two assailants attacked the vehicle in which Najafi, his daughter Mariam and a 15-year-old student, Uzma, were traveling. In the indiscriminate firing, Najafi was killed while his daughter and the student were wounded.

In a statement faxed to a Srinagar-based news agency on April 1, UJC spokesperson, Syed Sadaqat Hussain, claimed that Shujaat Hussain was following the Indian Government by labeling the people fighting for a ‘just cause in held Kashmir’ as terrorists. Daily Times reports that at least 15 people were arrested and a large quantity of weapons was seized during an operation launched by the Northern Areas (NAs) administration along with the army, Gilgit Scouts, Punjab Rangers and the police. The drive was reportedly aimed to crack down on sectarian violence in the area which started after the murder of Shia leader Agha Ziauddin on January 8. A large contingent of the army, 800 Punjab Rangers personnel, 1,000 Scouts and about 1,000 police personnel were participating in the campaign.

The men, allegedly members of Baqiyatullah, a little known group, were identified as Muzaffar Ali, Azhar Hussain, Shujaat Ali, Raza Ali and Mustafa Kirmani. Fifty grenades, 10 rockets, eight AK-47 rifles, four pistols and an unspecified amount of ammunition and land mines were seized in the raids, according to Daily Times. Baqiyatullah is believed to be an offshoot of the outlawed Shia group Sipah-e-Mohammed Pakistan (SMP).

While Prime Minister, Dr. Manmohan Singh, flagged off the bus from Srinagar, Sikandar Hayat Khan, the Prime Minister of Pakistan occupied Kashmir (PoK), did the same in Muzaffarabad. Two buses, christened as Karwan-e-Aman, carried 19 passengers from Kashmir and Jammu who disembarked and crossed the LoC at Kaman Post - the last Indian post - to board an equal number of buses for the second leg of their journey to Muzaffarabad. One of the eleven, Shahzad Ali Gujar, is suspected of having transferred funds to Al Qaeda cadres, including Amjad Farooki, whom Pakistani security forces killed during September 2004 and who was implicated in the murder of US journalist Daniel Pearl. According to Dawn, investigators believe Al Qaeda operatives in Pakistan received some 800,000 euros ($1 million) in funds from Spain. Mohamed Afzaal, believed to have headed the Pakistani cell in question, is suspected of sending money in September 2004 to Rabei Ousman Sayed Ahmed alias "Mohammed the Egyptian", who is currently in custody on suspicion of involvement in the train bombings. Two of the eleven, Gujar and Adnan Aslam, are suspected to have met "Mohammed the Egyptian" in Brescia, Italy, in May 2003. Gujar is also suspected of having met Othman el Gnaout, another suspect in the Madrid bombing, three days before the attack, while he is additionally suspected of meeting Saed el Harrak, also in Spanish detention, the day after the blasts. According to Daily Times, a ‘Trust Deed’, retrieved from at least two banks where the Al-Akhtar Trust International, outlawed by the American Treasury Department in 2003 for having links with the Taliban and Al Qaeda, has it accounts, shows that Saud Memon is one of the eleven trustees of the trust. Memon, an industrialist, had been named by several arrested members of the Harkat-ul-Mujahideen Al-Almi (HuMA) as their chief financial supporter. His date of birth, father’s name and his citizenship (National Identity Card number) were reportedly identical on the CID Red Book and the Trust Deed. Subsequent to Pearl’s murder, the police had sealed Memon’s residence in Karachi, where he also ran his garment business. Saud Memon remains one of the key suspects still at large in the Daniel Pearl murder case. According to the CID Red Book updated in December 2004, Memon was responsible for receiving funds from the Al Qaeda and distributing them among almost all Jehadi outfits operating in Pakistan.

Sources said it was for the first time that a terrorist publication had been proscribed by the PoK Government during the last 15 years. The TuM, led by Sheikh Jamilur Rehman, had been publishing the magazine for the last eight years from Muzaffarabad, capital of the PoK. Sources added that the magazine in its recent issue published a few articles on the recent visit of US Secretary of State, Condoleezza Rice, the split in the All Parties Hurriyat Conference (APHC) and the role of Pakistan, India, and the US in starting the Muzaffarabad-Srinagar bus service and had condemned these Governments along with the PoK Government. The magazine was especially critical of Pakistan’s policy on Kashmir. While 38 passengers from Srinagar, capital of Jammu and Kashmir, traveled to the other side of the LoC, the number of passengers coming from Muzaffarabad, capital of the Pakistan occupied Kashmir (PoK) was 28, including 11 new passengers. According to The Hindu, there was tight security from Srinagar to Kaman Post - the last Indian post - and even school buses were not allowed on the road till the bus had crossed the outskirts of Srinagar. UJC Chairman Syed Salahuddin told Daily Times on April 24 that people suggesting times had changed and the role of the gun in liberation movements after 9/11 had ended were living in a "fools’ paradise". "Let me make it clear that nobody will lay down his or her weapon till Kashmir is liberated," he added. Certain conditions would have to be met if, at any stage, President Pervez Musharraf or any other dignitary called for a cease-fire for a certain period to facilitate the current composite dialogue process with India, Salahuddin said. According to him, "Firstly, UJC leaders will consider the ceasefire call, secondly, the Indian government has to admit that Jammu and Kashmir is disputed territory and thirdly, the demand for the release of Kashmiri prisoners from Indian jails and an end to military operations and atrocities by the Indian Army will have to be met."

In an interview to New York Times on April 27, Lieutenant General David Barno said he visited the Special Services Group headquarters at Chirat on April 23 to attend graduation ceremony of two companies trained by Americans and watched a display by the units in their new Bell4 helicopters. According to Times correspondent Carlotta Gall, who interviewed Gen. Barno in Kabul, "It was the first time the US military has admitted training Pakistani Army units to help in the war against terror because of the extreme sensitivity with which the presence of American troops is regarded in Pakistan. The Geo news channel has reported that a peace committee consisting of members of different religious factions was also formed to maintain peace in the region. Committee members would be independent and their decisions would be final and acceptable to all, the report added.
