President Pervez Musharraf on December 1 promulgated the Societies Registration (second amendment) Ordinance-2005 making it mandatory for every Madrassa (religious seminary) in the federal capital Islamabad to carry out audit of its accounts, prepare annual educational activity report, according to Dawn. It also prohibits seminaries from promoting militancy, sectarianism and religious hatred, a document issued by the law ministry said. The president amended the Societies Registration Act-1860 exercising his powers under clause (1) of Article 89 of the Constitution.

Gunmen on a motorcycle shot dead a Shia cleric, Allama Badar-ud-Din, as he left his home to go to a mosque in Dera Murad Jamali, some 240 kilometers south of Quetta, capital of Balochistan province, on December 2, according to Daily Times. "The attackers were riding a motorcycle and fled after the shooting," said local police officer Khalid Magsi. A spokesperson for the outlawed Sunni group Lashkar-e-Jhangvi (LeJ) claimed responsibility for the attack.

Press Trust of India reports that on December 3 Pakistan President Pervez Musharraf promulgated an ordinance titled ‘Societies Registration (second amendment) Ordinance-2005’ which prohibits madrassas (seminaries) from teaching or publishing any literature, which promoted militancy, spread sectarianism and religious hatred. The amendment to the ordinance makes it mandatory for every madrassa in Islamabad to register with the Government and submit audit reports of their accounts as well as educational activities. The ordinance comes into force with immediate effect in the Islamabad Capital Territory. Similar ordinances were expected to be issued by the four provincial governments.

Confirming the incident, tribal sources said the two terrorists fired, killing a soldier who had come to a spring from his nearby military outpost in Mandata Teet Raghzai in the Shakai area to fetch water. The troops retaliated and an exchange of fire took place, in which one of the terrorists was killed and the other was arrested.

According to Daily Times, intelligence agencies have uncovered a plot by two banned groups to kill Shia members of the Legislative Council of the Northern Areas. Sources said that leaders of the Sunni outfits, Sipah-e-Sahaba Pakistan (SSP) and Lashkar-e-Jhangvi (LeJ), had directed their operatives to form suicide squads to kill Shia members of the Legislative Council. The groups had asked their cadres in the Northern Areas to recruit women and children to the suicide squads. Clerics belonging to these groups had also contacted people in the earthquake-hit areas to convince them to send their children to seminaries in the Punjab province. In return, they offered to pay for the children’s education, boarding and lodging, the report said. Maulana Ghulam Kibriya of Rahim Yar Khan was assigned to arrange for these children’s admissions to seminaries in southern Punjab, said the report.

According to Dawn, five masked men on December 5 abducted a local journalist from Mirali Bazaar in North Waziristan. Hayatullah Khan, a correspondent for an Islamabad newspaper and contributor to a German wire service, had left his home to report on a demonstration by college students near Mirali town against the November 30-missile attack on a house in Asoray village, in which five people were killed. Hayatullah is a nephew of Haji Mohammad Siddiq, the owner of the house. Family sources said that Hayatullah had been receiving threats and anonymous letters for a few months, warning him not to cover the current situation in the tribal area.

According to The News, at least 17 persons were killed on December 6-7 in clashes involving local Taliban cadre and bandits in North Waziristan. Confirming the loss of life and property in the clashes near Miranshah, North Waziristan Political Agent, Syed Zaheerul Islam, told The News that 17 people were killed and four were injured in fighting that began on December 6-evening and continued the whole night and the next day. He informed that four of the dead were Taliban cadres and 13 were bandits. He said eight houses, including those used by bandits for gambling and other activity, were destroyed and set ablaze by Taliban and their supporters. Neither the political administration nor the Pakistan Army, deployed in North Waziristan, reportedly intervened to stop the clashes or arrest the people involved in these clashes.

Security agencies have secured information that activists of the Jamaat-ul-Furqan (JuF), a local collaborator of the Al Qaeda, can target foreign teams, especially the Americans and the British, when they start returning back to their countries after undertaking necessary relief work in areas affected by the recent earthquake, according to The News. "The presence of Jamaat-ul-Furqan in Muzaffarabad and other earthquake affected areas needs to be watched very closely and if there is any hint of their involvement in subversive activities in the earthquake affected areas, effective measures needs to be taken against them. This is one organization, which reportedly can target the foreign relief teams, especially the Americans and the British, when they start returning back to their countries after undertaking the necessary relief work," said one of the intelligence reports. Besides, intelligence agencies have further revealed that the JuF is providing volunteers to an Arabian militant Abu Adil from the Al Qaeda ranks who has launched a group "Al-Jehad" in North Waziristan with the objective of carrying out attacks on important Government personalities and eliminating those who, in their view, are working against the interests of Taliban. The Al-Jehad is said to be involved in attacking Pakistani security forces deployed in Waziristan and the security interests/assets of other countries, including the US troops deployed in the bordering area inside Afghanistan. According to official sources, the Al-Jehad has so far been made operational in North Waziristan under the command of one Ustaad Khalid.

The Christian Science Monitor reports from Islamabad that videos released by the militants, and sold in local shops as part of their recruitment drive, show militants training openly. The militants have also reportedly held public gatherings, the most recent in October to mark the year anniversary since the Pakistan military bombed a militant camp in Dela Khula, killing 40 of their comrades. The meeting also decided that no government agency, police or any other institution would contact the heads of religious seminaries regarding their registration. The Tanzeemat-e-Madaris would be authorised to supervise the registration process and send a report to the federal and provincial Religious Affairs Ministries. Addressing the meeting, Haq said there was no compulsion on the tanzeem to register their seminaries till December 31, but the registration process should be completed as soon as possible. He said no action would be taken against any seminary without taking the relevant tanzeem’s head into confidence.

Denying any military operation in Balochistan, the Federal Government on December 27 informed the Senate that the paramilitary forces were taking action in Kohlu only against the miscreants who wanted to destroy the peace in the province, and held a firm assurance to people of Balochistan that the Government will take all necessary steps to protect their lives and properties. "The government is not taking any military action in Kohlu but paramilitary forces are taking action against Ferari camps and hideouts of miscreants in Kohlu from where rockets were fired on the government installations," said Interior Minister Aftab Ahmed Khan Sherpao during a debate on the Balochistan issue. Giving figures regarding the law and order situation in the province for 2005, he disclosed that 187 bomb blasts, 275 rocket attacks on Government installations, eight attacks on gas pipeline and 19 bomb explosions were recorded in Balochistan.

Paramilitary forces on December 27 seized control of two more camps of the Mari tribesmen in Bakar and Peekal on the border of Dera Bugti and Mari tribal agency in Balochistan province and recovered a huge cache of weapons, according to Dawn. According to sources, paramilitary troops entered the area after helicopter gun-ships destroyed the camps which were allegedly being used to launch attacks on paramilitary forces in the area. They claimed a huge quantity of arms and ammunition had been found dumped in secret hideouts established in the mountains. Sources added that paramilitary forces backed by helicopters gun-ships were continuing the operation in Kohlu district but were facing pockets of resistance. They said that although some more deaths had been reported in these areas the exact figures were not known yet.

The channel reported that the Punjab Home Department had directed the Inspector General of Police (IGP) to commence the operation. It said that the IGP had been informed that foreign students were studying at Madrassas (seminaries) in Lahore, Rawalpindi, Gujrat, Sheikhupura and other cities. The channel quoted government officials as saying that 81 foreign students were studying in Punjab province. The Government will not review its decision about extradition of foreigners studying in different seminaries of the country, Interior Minister Aftab Ahmed Khan Sherpao said in Islamabad on December 29. Sherpao told The News that the Government had set no deadline for extradition of foreign students but they would have to leave the country in any case. "The decision was taken after a lot of consideration and we have no plan to review it," he said. The minister, however, said that no visa of any foreign student was cancelled, as the Government wanted them to leave the country voluntarily. About the number of foreign students at seminaries, he disclosed that 633 out of 988 foreign students who were studying in seminaries had left Pakistan. "We have also asked the provinces to send their reports in this connection," he added. He clarified that December 31 deadline was set for registration of religious schools with the Government.

The Muttahida Majlis-e-Amal Government will not expel foreign students studying at religious seminaries despite the Federal Government’s December 31 deadline for their expulsion, North West Frontier Province (NWFP) Chief Minister Akram Khan Durrani said on December 30. He claimed that he had talked to the Federal Government about the expulsion issue and had said that the foreign students’ expulsion, either from seminaries or any other educational institution, would not be in the interest of Pakistan and in the interest of Pakistani students studying abroad, according to Daily Times. He also said foreign students had come to Pakistan on valid visas by fulfilling all legal requirements and therefore any action against them would be in violation of the law. Durrani also said a majority of the students in seminaries in the NWFP were Afghan refugees.
