Following intelligence reports, the US State Department, on April 1, issued a warning to American citizens in Karachi that there was a likelihood of militant groups attempting to kidnap an American citizen in the coming week. American citizens were asked to adopt precautions for the next few days. In a follow-up to this warning, the Karachi police have announced that security has been stepped up for American citizens and establishments in the city.

Muttahida Qaumi Movement (MQM) Deputy Convenor Nasreen Jaleel has demanded the Chief Executive of Pakistan to order an inquiry into the death of its Sukkur Zonal organiser, Nooruddin Jehangir, in judicial custody and punish the culprits. He alleged that it was part of a policy of eliminating MQM workers through extra-judicial means. Jehangir was arrested on August 12, 1999 while protesting against the Nawaz Sharief regime.

Security forces belonging to five member countries of the Commonwealth of Independent States (CIS) began a major exercise, on April 2, in southern Tajikistan, near the Afghan border, aimed at fighting terrorists. According to a Tajikistan Defence Ministry spokesperson the objective of the exercise was to practice cooperative action against international terrorist gangs. The countries participating in the exercise include Russia, Tajikistan, Uzbekistan, Kazakhstan and Kyrghyzstan. Armenia and Belarus would participate in the exercise at a later stage.

New York’s Business Week quoted Pakistan Interior Minister Moinuddin Haider as having assured American security officials that he would, on returning home, travel to Afghanistan to try and persuade the Taliban to hand over Osama bin Laden and close his terrorist training camps in Afghanistan. The reason for this about face, the magazine said was because ‘Pakistan has been isolated diplomatically since General Musharraf took power and it was desperate to have its international credibility, and international loans, restored.

Reports indicate that in a cabinet meeting on April 5, the Pakistan Chief Executive General Pervez Musharraf briefed cabinet members on his discussions with US President during their Islamabad meeting on March 25. The US President was informed during the meeting that “Pakistan was not at all supporting any militant group or party to carry out any activity in” the state of Jammu and Kashmir and that Pakistan itself had been the worst victim of terrorism in the region. He clarified that there was no truth in the allegations that Pakistan was involved in cross-border terrorism. Neither was it true that some people in his government were supporting alleged terrorist activities in J&K. In the cabinet meeting, he refuted reports that the US was demanding that Pakistan deliver Osama bin Laden, who was still living in Afghanistan. The US President was informed that Pakistan was ready to ask the Taliban government to remove the apprehensions of the West about Osama Bin Laden and issues relating to terrorism. However, he added that Pakistan could not force the Taliban government on any issue.

Pakistan's deposed Prime Minister Nawaz Sharief was sentenced to two life terms and heavy fines by an anti-terrorist court on April 6. The judgement was delivered by the Anti-terrorism Court No. 1 in Karachi in the plane hijack case. The case pertains to the incident when a Pakistan International Airlines Flight PK-805, carrying the dismissed Army chief was denied permission to land in Karachi allegedly on the orders of Nawaz Sharief. The court acquitted six co-accused in the case. Hijacking was included as a terrorist crime under the Anti-Terrorism Act by the Army regime after overthrowing the democratic regime of Nawaz Sharief in November 1999. The former Prime Minister was held guilty for hijacking under Section 402-B of Pakistan Penal Code and sentenced him to rigorous life imprisonment and fined Rs 500,000. His entire property is to be attached under the sentence. He was also convicted under section 7 (ii) of the A.T. Act for creating terror among the people and sentenced to a life term and fined a further Rs. 500,000. Nawaz Sharif has also been ordered by the court to pay Rs 2 million as compensation under section 544-A Cr.PC, which would be distributed among the passengers of the 'hijacked' flight. All the sentences will run concurrently.

Pakistan's Interior Minister Moinuddin Haider has assured US officials of Pakistan's help in facilitating a dialogue between Americans and the Taliban regime in Afghanistan on the issue of Osama bin Laden. However, he stressed that Pakistan cannot give any promises on behalf of the Afghan regime. Speaking in Washington on April 6, he disclosed that US help has been sought to "modernize the madrassahs" in Pakistan by providing computers and other technical know-how to these institutions. Consequently, he said, these religious institutions will impart technical education to students which can help them shape their future. This statement assumes significance in the light of numerous reports indicating that several madrassahs in Pakistan are a training ground for Islamic militants.

In another incident, a timer bomb was detected and defused in another mosque at Hazara Town in Quetta. Meanwhile, a spokesman of a Shia party Tehreek-i-Jafria Pakistan (TJP) blamed the attack on the militant Sunni group, Sipah-i-Sahaba Pakistan (SSP), a charge which was denied by the latter. Another prominent Shia leader has announced that his group would make arrangements for self-defence, since it could not depend on the Government for the community’s security. In response to the spate of clashes, the Army has been deployed in several cities of Pakistani Punjab. Identifying South Asia as a major hub of international terrorism, the US State Department in its report for 1999, has accused Pakistan and Afghanistan of harbouring several international terrorist organisations including those operating in Jammu and Kashmir. The report severely criticises Pakistan for refusal to end support to groups that train terrorists in neighbouring Afghanistan and in Pakistan itself. The report added that Pakistan has declined to close "certain Pakistani religious schools that serve as conduits for terrorism" even as it has arrested and extradited several terrorists.According to Michael A Sheehan, the Department’s coordinator for counter-terrorism, the report stopped short of labelling Pakistan as a terrorist sponsor State as "it is a friendly State that is trying to tackle the problem." The report cites "credible reports," which says, that Pakistan continues to support militant groups like the Harakat ul-Mujahadeen, a prominent terrorist group involved in Jammu and Kashmir's militancy.Reacting to the report, Pakistan vehemently denied that it was in any way supporting or tolerating terrorism.
