In a second incident in two months, a Pakistani mission in Afghanistan was the target of a bomb attack on September 1. The ruling Taliban have blamed opposition forces for this attack on the Pakistan consulate in Jalalabad. Only the building was damaged and no casualties were reported in this latest attack. Earlier, on July 10, two explosions occurred in the Pakistani embassy and a diplomat's house in Kabul. A news report from Pakistan stated that the September 1 explosion was the third attack on Pakistani diplomatic premises in Afghanistan in two months.

Seven people were killed and over 30 others injured when a bomb exploded in a crowded market in the Eastern part of Lahore city on the evening of September 7. While two persons died on the spot, the other five succumbed to their injuries after being shifted to various hospitals for treatment. Another five of the injured were reported to be in a critical condition.The explosive device was planted in a vehicle parked in the market. This is the second explosion in the city this week after a bomb exploded on September 3 at a city bus stand, killing three and injuring twelve. While police have not named any suspects so far, they have claimed that the involvement of a "foreign hand" could not be ruled out implicitly suspecting India as the instigator of the blasts. Pakistani security forces had arrested a group of terrorists on August 26 at Kasur, who they claimed were sponsored by India to carry out a series of bomb blasts since 1996.

Police announced, on September 9, the name of a person, they identified as the owner of the vehicle in which the bomb was concealed. They also revealed that the suspect was the resident of Narang Mandi, a village on the Indo-Pakistan border near Lahore. Meanwhile, some other suspects have been taken into custody, from the border villages of Lahore and other districts, for interrogation.

While police claim to have identified and arrested, on September 11, the main suspect in the September 7 bomb blast, which occurred in a market in Lahore, police sources have revealed that they are yet to gather evidence against the suspect. According to these sources, the appearance and physique of the arrested suspect, who is the reported owner of the vehicle in which the bomb was concealed, does not match with the person wanted by the police, based on photos of the suspect released before the arrest. Officially, the police stated on September 12, that they are questioning the suspect and they have reasonable grounds to suspect his activities and antecedents. Senior police officials have also hinted at a massive crackdown in the villages bordering Lahore over the next few days.

Speaking at a press conference in Islamabad on September 14, the chief of the Lashkar-e-Toiba (LeT) Hafiz Mohammad Saeed, expressed displeasure over the offer of a no-war pact with India made by Pakistan's Chief Executive Pervez Musharraf. The offer was made during Musharraf's address to the UN Millenium Summit on September 6. The LeT is a terrorist front operating in India's Jammu and Kashmir. According to Hafiz Saeed, "Pakistan has been in a state of war with India since 1948 and it will only end when Indian forces withdraw from Kashmir." Hafiz Saeed, in the press conference, appreciated what he termed was the "bold stand" taken by Gen. Musharraf against the Western tirade on Jihad. He took exception to statements issued by some ministers, including Foreign Minister Abdus Sattar, regarding the Madarsas (religious schools) and Jihadi organizations. He said, "No Madarsa (school) in Pakistan is running camps or giving military training."

He added that the Council has formed a committee to consider re-induction of the Hizb-ul-Mujahideen which had been suspended from the Council after its unilateral ceasefire announcement on July 24 which was later withdrawn on August 8.

Stating this, a senior official of the Rawalpindi district administration said that those who would not obey such orders, would be fined at a minimum of Rs. 15000 or jailed for one month. He added that administrations of all banks, financial institutions and money-changers had been directed to seek services of private security guards in their offices otherwise cases would be registered against them for violating orders.

One of the injured died in hospital on September 21. As reported earlier, while 12 persons died on the spot, three persons succumbed to their injuries later in the day.As part of the official measures to increase public caution against terrorist acts, a senior police officer in Islamabad has asked traders to deploy private security guards to check acts of terrorism. The officer added that, "The existing Islamabad police force is insufficient to provide security cover to all shopping centers and public places. Therefore, the traders should also come forward and help police maintain law and order".
