Pakistan’s chief Exuecutive, General Pervaiz Musharaff, said at a press conference in Islamabad, on July 2, that his country would continue to help Sri Lanka in combating terrorism and ending the seventeen-year long ethnic conflict. He brushed aside suggestions equating conflict in Sri Lanka with the Kashmir issue and said that the former was a case of ‘internal conflict; while in the latter, there was a ‘clear dispute within the region’. Javed Jabbar, Media Minister and National Affairs Advisor said at the conference that Pakistan was watching the situation and was ready to extend any ‘support’ that it needs. Further, he said that Pakistan would ‘happily and actively’ participate in any regional effort, if there was any, to end the conflict in Sri Lanka.

In an interview to an Indian English daily, , Musharraf also alleged that India's external intelligence agency, Research and Analysis Wing (RAW), is exploiting ethnic and sectarian differences within Pakistan for creating disturbances and instability within the country. He added that terrorism could be curbed by raising the standard of education and asking people to be more tolerant. He said that his government was making efforts, difficult though, to stop the public display of weapons.

In an effort to bolster its counter-terrorism efforts, the Federal government decided, on July 18, to establish anti-terrorism cells in all the provincial capitals. The government hopes that these cells would ensure better coordination between provinces and the centre for an effective check on sectarianism. This was decided during a meeting presided over by Federal Interior Minister Moinuddin Haider and attended by provincial home secretaries and inspector general of police. Other measures to curb sectarian anarchy were also discussed in detail. Mr Haider also called upon border security forces to restore the sanctity of the Durand Line and check movement of terrorist elements across this border between Pakistan and Afghanistan.

An important provision in the Anti-Terrorism Act (ATA) that authorised security forces to fire upon a person "who in all probability is likely to commit a terrorist act" has been amended on July 24. Now, security forces can fire only when they are fired upon. This amendment was made to bring the ATA in conformity with a Supreme Court judgement delivered in November 1999. The amended law has widened the scope of the term "terrorist act" to include car jacking, destruction of private property and random firing to terrorise people as terrorist offences.
