Communist Party of Nepal-Unified Marxist-Leninist (CPN-UML) Chairman KP Sharma Oli on September 1 filed two writ petitions at the Supreme Court (SC) challenging the registration of Madhav Kumar Nepal-led Communist Party of Nepal-Unified Socialist (CPN-Unified Socialist), reports The Himalayan Times. Sumitra Pandey filed the case on behalf of Oli against the Election Commission (EC), Office of the Prime Minister, and Speaker Agni Prasad Sapkota. Oli urged the court to nullify the registration of CPN-Unified Socialist arguing that the new party was formed with the support of 14 lawmakers, who had already been expelled from his party. The UML also demanded that the SC issue an interim order barring the CPN-Unified Socialist from carrying out activities as a separate political party. The apex court has listed the case for first hearing on September 3.

Frustrated by the delay in transitional justice process, families of some individuals who were disappeared by the Maoist rebels and the state security forces during the decade-long insurgency have started filing criminal cases with the Police, reports Kathmandu Post on September 2. Families of around two dozen disappeared victims from eight Districts have so far visited their District Police offices to file complaints against the alleged abductors. However, not a single complaint has been registered yet, as the Police have either sought time to study the complaints or have refused to entertain them saying they do not fall under their jurisdiction.

The Communist Party of Nepal-Unified Socialist (CPN-Unified Socialist) on September 2 established its Parliamentary Party office in Kathmandu, reports Khabarhub. Parliamentary Party leader of the party in the House of Representatives, Madhav Kumar Nepal, and Parliamentary Party leader in the National Assembly, Bedu Ram Bhusal, assumed their respective responsibilities, said lawmaker Kalyanu Kumari Khadka. A Parliamentary Party meeting of the party on August 29 had elected them as the Parliamentary Party leaders unanimously. The CPN-Unified Socialist party had got recognition as a new party from the Election Commission (EC) on August 25.

Communist Party of Nepal-Unified Marxist-Leninist (CPN-UML) lawmakers stalled proceedings in both Houses of the Parliament on September 8 accusing Speaker Agni Prasad Sapkota of being complicit in the 'conspiracy' to split their party, reports The Himalayan Times. On the first day of the new session of the Parliament, Speaker Sapkota had to postpone the House of Representatives (HoR) meeting more than once to defuse the tense situation, but lawmakers from the main opposition continued to stall House proceedings. Home Minister Bal Krishna Khand tabled the Political Party Act (Second Amendment) Ordinance in the House of Representatives amid sloganeering by CPN-UML lawmakers against Speaker Sapkota for not confirming the expulsion of 14 CPN-UML lawmakers, including Madhav Kumar Nepal, who later split the party and formed a separate party – Communist Party of Nepal-Unified Socialist (CPN-Unified Socialist). As soon as the Lower House commenced, CPN-UML Chief Whip Bishal Bhattarai rose from his chair saying that Sapkota did not act impartially when the party wrote asking him to confirm the expulsion of 14 lawmakers for defying the party whip. Instead, he became a part of the conspiracy to split the CPN-UML.

According to sources, CPN-Unified Socialist under the chairmanship of former Prime Minister Madhav Kumar Nepal has been conducting various political programs including rallies to expand its organization across the country. Jagannath Khatiwada, head of the party’s publicity department, said that the party would launch a campaign at the national level to conduct necessary political activities for the formation, reorganization, expansion and consolidation of various departments, people’s organizations and related commissions and would form committees in remaining 22 Districts in a short time. A meeting of the top leaders of the ruling parties on September 22 ended inconclusively as the coalition partners could not agree on a power sharing deal in the new Cabinet, reports Republica. The meeting failed to make any concrete agreement as the party leaders remained adamant on their own stance on various issues including the ordinance related to political parties, expansion of the cabinet and sharing of the ministerial portfolios. Nepali Congress (NC) President Sher Bahadur Deuba is preparing to keep at least seven ministries with the NC. Communist Party of Nepal-Maoist Centre (CPN-Maoist Center) have also demanded an almost equal number of ministries. Sources claim that the Communist Party of Nepal-Unified Socialist (CPN-Unified Socialist) and the Janata Samajbadi Party (JSP) have also demanded the same number of ministries as the NC and the CPN-Maoist Center. However, the CPN-Maoist Center have been offered seven ministries, the CPN-Unified Socialist six and the JSP a maximum of five ministries. “This is why no agreement could be reached,” the source added.

The CC meeting selected seven vice-chairmen, three deputy general secretaries and four secretaries. While Madhav Kumar Nepal is the party chairman, Jhala Nath Khanal is the senior leader and Mukunda Neupane is the leader. After the three, vice-Chairman come in the order of precedence. The seven vice-chairmen of the party are Rajendra Pandey, Pramesh Hamal, Ghanendra Basnet, Kedar Neupane, Keshav Lal Shrestha, Dharmanath Sah and Jayanti Rai. Similarly, Beduram Bhusal is the party’s general secretary. Prakash Jwala, Gangadhar Tuladhar and Bijay Poudel have been selected as the deputy general secretaries. Similarly, Nagendra Prasad Chaudhary, Jagannath Khatiwada, Rajendra Kumar Rai and Ram Kumari Jhankri have been selected as secretaries.
