Communist Party of Nepal-Maoist Centre (CPN-Maoist Centre) Chairman Pushpa Kamal Dahal on November 1 accused Communist Party of Nepal-Unified Marxist-Leninist (CPN-UML) Chairman KP Sharma Oli of trying to overthrow the republic, reports Republica. Speaking at a program in Kirtipur, Dahal accused Oli of trying to overthrow the republic. He claimed that the regressive forces were making efforts to undermine the republic at a time when the Maoists were weak. Dahal argued that Oli had not been in favour of the republic in the past and he is likely to overthrow it if he gets any chances to do so.

As many as 48 organisations representing conflict victims have written to United Nations (UN) Secretary-General António Guterres affirming that Nepal continues to fail in establishing truth, justice, and reparations for thousands of victims of human rights violations during Nepal's 1996-2006 conflict, reports The Himalayan Times on October 2. Referring to the remarks of Minister of Foreign Affairs during the 76th session of the United Nations General Assembly (UNGA) on September 27 in New York, the organisations said, "We hold that successive governments of Nepal have long continued to merely pay lip service and make false commitments to the transitional justice process at international forums including that of the UN. And it is our belief that Minister Khadka's recent remark at the UNGS is just a continuation of those empty promises." In the UNGA, Minister Khadka had said that Nepal was committed to conclude the transitional justice process through the Truth and Reconciliation Commission and the Commission of Investigation on Enforced Disappeared Persons and that there would be no blanket amnesty in cases of serious violation of human rights.

Former ‘district in-charge’ of the Netra Bikram Chand-led Communist Party of Nepal-Maoist (CPN-Maoist-Chand), Pushpa Koirala has been arrested again by the Police after his release from the court in Ilam District in Province No. 1 of Nepal, reports My Republica on October 2. Police said Koirala was arrested again as there was another case against him. Koirala, who was arrested on May 4, 2020, faces charges including explosives and attack on Ncell tower. Phanindra Bhattarai, a registrar at the District court, said that Koirala was in jail for failing to provide the bail amount of Rs 500,000. “Koirala has been released on bail. But the case is still under consideration,” Bhattarai said. Chief of District Police Office, Ilam, Superintendent of Police (SP), Mahendra Kumar Shrestha said that there was an arms and ammunition case against Koirala in the Sankhuwasabha court. "Koirala has not been arrested. As there is a case against him, he is just being taken to Sankhuwasabha," he said.

Loktantrik Samajbadi Party-Nepal (LSP-N) Chairperson Mahantha Thakur speaking at a press conference organised by the party in Rajbiraj, Saptari District on October 4 said that there is need to amend the present Constitution, reports The Himalayan Times. "There are still a number of legitimate concerns of the Madhesi, Dalit, Muslim, indigenous and marginalised communities that haven't been addressed even by the present charter; that's why we in our party feel that the statute must be amended in order to address these legitimate concerns," said the LSP-N chair. Further, Thakur clarified that their priority was to get the agenda of Madhes addressed rather than joining the Government.

The lawmakers of CPN-UML have been obstructing Parliament meetings stating that Speaker Agni Prasad Sapkota had disregarded his responsibilities by not taking any action against the 14 CPN-UML lawmakers including Madhav Kumar Nepal, whom the CPN-UML had dismissed from their posts and recommended the same to Speaker Sapkota. The next meeting of the HoR is called for 1PM on October 8.

A complaint has been registered against three Police officers at the District Police Office, Sarlahi in connection with the death in Police custody of Kumar Paudel, a cadre of the Netra Bikram Chand-led Communist Party of Nepal-Maoist (CPN-Maoist-Chand), reports Kathmandu Post on October 7. Superintendent of Police Santosh Singh Rathour, the chief of Sarlahi District Police Office, said the complaint was registered as per the directive of the Supreme Court. On September 28, a division bench of justices Anil Kumar Sinha and Hari Phuyal directed Sarlahi District Attorney's Office to register the complaint after Paudel's mother Durga Devi moved the court claiming that both the District Police and the Attorney’s office had repeatedly refused to register her complaint.

CPN-Unified Socialist Chairman Nepal formally welcomed Joshi to the party amidst a program. Joshi in his resignation had expressed his dissatisfaction over CPN-UML Chairman KP Sharma Oli for his failure to implement the 10-point agreement and intra-party rifts. Joshi, who has also served as a Minister for Forest and Environment, was elected a Member of Parliament (MP) from Bajhang District.

Communist Party of Nepal-Maoist Centre (CPN-Maoist Centre) has objected to the newly revised party logo of the Communist Party of Nepal-Unified Marxist-Leninist (CPN-UML), reports Khabarhub on October 8. The CPN-Maoist Centre has said that it will seek a legal recourse saying that CPN-UML’s logo is akin to its election symbol. CPN-UML unveiled its logo with crossed sickle and hammer inside the rising sun during its Statute General Convention held on October 1-3. CPN-Maoist Centre leader Dev Gurung said his party will move the Election Commission arguing that CPN-UML’s logo resembles to election symbol of his party. Newly formed Communist Party of Nepal-Unified Socialist (CPN-Unified Socialist) and Communist Party of Nepal-Unified (CPN-Unified) have agreed to unite their parties to form CPN-Unified Socialist on October 8, reports Khabarhub. Issuing a press release, both parties have informed about they have agreed to work under the same banner under the name of CPN-Unified Socialist. However, the election symbol of the party will be changed. According to the then CPN-United secretary Ain Bikram Kunwar, the party’s election symbol will be the pen. Earlier, the symbol belonged to the CPN-Unified. After unification, we agreed to keep the party’s name CPN-Unified Socialist and take pen as election symbol. Prime Minister Sher Bahadur Deuba on October 8 expanded his Cabinet, almost three months after he assumed office, by appointing 16 new Ministers and two State Ministers, reports Kathmandu Post. President Bidya Devi Bhandari has expanded the Cabinet as per the recommendation of the Prime Minister under Article 76 and its sub-article (9) and Article 78 and its sub-article (1), a statement issued by the Office of the President said. Five Ministers were appointed from the Nepali Congress (NC), three from the Communist Party of Nepal-Maoist Centre (CPN-Maoist Centre), four each from the Communist Party of Nepal-Unified Socialist (CPN-Unified Socialist) and the Janata Samajbadi Party (JSP). The CPN-Unified Socialist and CPN-Maoist Centre have also got one each State Minister. The NC already had three Ministers and the CPN-Maoist Centre two.

Bhattarai said the court, the Election Commission, or the Parliament had no ground to censure his party for taking action against the 14 lawmakers under the Political Party Act for defying party discipline. He resigned after the Standing Committee meeting of the CPN-UML concluded saying that the 10-point unity agreement had not been implemented. Home Minister Balkrishna Khand during a press meet organised at the Ministry on October 30 said talks with Netra Bikram Chand-led Communist Party of Nepal-Maoist (CPN-Maoist-Chand) were continuous, reports The Himalayan Times. Minister Khand reiterated that the Government was committed to ensuring durable peace in the country by concluding the peace process through continuous dialogue and discussion with all political parties. It was informed at the press meet that homework was under way to withdraw the cases filed against leaders/ cadres of the CPN-Maoist-Chand and release them in a lawful manner. The homework is being done jointly by the Office of Attorney General, Home Ministry and Law Ministry to identify the cases and condition of the detainees, Minister Khand said, adding, "There has been agreement to discuss in a focused way to carry forward the talks."

Netra Bikram Chand aka Biplav, the General Secretary of CPN-Maoist-Chand has reiterated the need of holding a referendum to decide the system of governance, reports Khabarhub on October 31. He said that system of governance should be decided by the people through a referendum — whether they want scientific socialism or a system ruled by the bourgeoisie. “If the Nepali Congress and the other parties in the government are democrats, that’s fine. We want to face the elections once,” he said. Biplav also said that the country should go for a referendum so that people would be able to decide their own fate. He further stated that he has already talked to CPN-Maoist Center Chairman Pushpa Kamal Dahal “Prachanda” and CPN-UML Chairman KP Oli to hold a referendum.
