The President summoned the meetings of the House of Representatives (HoR) and National Assembly (NA) at 2 PM on December 14 at the recommendation of the Cabinet. Earlier, on October 29, the Government had prorogued the House session amid continuing protests of the lawmakers belonging to the main opposition party, Communist Party of Nepal-Unified Marxist-Leninist (CPN-UML). A number of bills including the endorsement of Millennium Challenge Corporation (MCC) Agreement through Parliament are put on hold after the Government abruptly decided to prorogue the house session.

The Election Commission (EC) on December 7 announced the election programme for election of National Assembly (NA) members, reports The Himalayan Times. According to the approved schedule, political parties wishing to participate in the election will have to register with the EC from December 16 to 25. The nomination papers of the candidates will be registered on January 4 and the list of registered candidates will be published. Filing of complaints against candidates has been scheduled for January 5, deciding on the nomination papers and complaints on January 6 and 7 and publishing the list of candidates, withdrawing the name of the candidate on January 8, while publishing the final list of candidates will take place on January 9. Voting is scheduled to take place at the designated polling stations from 9:00am to 3:00pm on January 26.

Thousands of party leaders, cadres, delegates and well-wishers of the party have arrived in Kathmandu to take part in the convention that is going to elect the new party leadership. Prime Minister Sher Bahadur Deuba who is also the party President, inaugurated the General Convention amid a function in Bhrikuti Mandap where leaders from major political parties of Nepal and foreign delegates are also participating. More than 4,500 delegates will vote to elect the new leadership of the grand old party.

Cadres of fringe communist parties staged a demonstration outside the House of Representatives (HoR) in New Baneshwor, Kathmandu on December 14 against the possible endorsement of Millennium Challenge Corporation (MCC) agreement backed by the United States, reports The Himalayan Times. Parties such as the Netra Bikram Chand-led Communist Party of Nepal-Maoist (CPN-Maoist-Chand), Biswobhakta Dulal aka Aahuti led Baigyanik Samajbadi Communist Party, Chandra Prakash Gajurel led Deshbhakt Janaganatantrik Morcha and other supporters of the fringe communist parties staged the demonstration. The protesters had shouted slogans like, 'We don't need MCC, can’t sell country', 'Parties be warned, scrap MCC', 'Respect national sovereignty' and 'No MCC', among others. Deuba was able to make it to the post of party President again in the second round of voting held on December 14 by defeating his rival Dr Shekhar Koirala with a margin of 878 votes. A total of 4623 votes were cast in the second round of the poll. Deuba required at least 2311 votes to get elected as the party President. While Deuba received a total of 2733 votes, Dr Koirala was able to secure 1855 votes. A total of 35 votes were declared invalid. Although Deuba had received the highest number of votes during the first round of voting, he was unable to secure requisite 50 percent votes to get elected as the party President. The second round of voting was held on December 14.

As soon as the speaker started House proceedings on the first day of the winter session, CPN-UML lawmakers swarmed the House well and began sloganeering. They have been protesting against Sapkota saying that he discriminated against the CPN-UML by refusing to confirm expulsion of 14 CPN-UML lawmakers of the rival faction led by Madhav Kumar Nepal and Jhalanth Khanal. The Government on December 17 decided to provide over NR 2 million in compensation to 29 conflict victims, reports The Rising Nepal. A meeting of the Council of Ministers decided to provide over NR 2 million in compensation to 29 affected people including one Purna Prasad Poudel at the recommendations of the Truth and Reconciliation Commission (TRC). Mana Dahal, a member and spokesperson for the commission, said in addition to the compensation, the victims in 29 other cases will receive reparation which includes interest-free loans, skill development training and scholarship for education. The Government, however, is yet to decide on the reparation. “We recommended compensation and reparation after a detailed investigation into 29 cases. These cases have been closed and prosecution will not be necessary,” she told. Formed in February 2015 to investigate the war-era crimes and atrocities, the commission has received 63,718 complaints. Dahal further said they are conducting detailed investigations of around 600 complaints.

According to Government Spokesperson Minister of Communication and Information Technology Gyanendra Bahadur Karki, political parties urged the CPN-UML to come to dialogue and end the obstruction at people-elected Parliament. “The all-party meeting concluded that the voice of the people was being suppressed due to the UML’s obstruction in the parliament. The role of the opposition is important to keep parliamentary democracy alive, but that does not mean not allowing the parliament to function,” Minister Karki said. Political parties also expressed their views on MCC and agreed to reach a conclusion following further discussion on the agenda.

The meeting was called off by NA Chairman Ganesh Prasad Timalsina shortly after the CPN-UML lawmakers started creating obstructions in the meeting. Prior to the start of the meeting, CPN-UML lawmaker Devendra Dahal said that the house sessions will not be allowed to continue unless the demands raised by the party are addressed. He also claimed that the Government is unwilling to hold dialogues with the CPN-UML. At a unity assembly in Kathmandu, CPN-Maoist Centre Chairman Pushpa Kamal Dahal aka Prachanda and CPN-Masal Coordinator Lokendra Lamsal announced the unification between two parties. Farmers are staging demonstrations in Bardia, Banke, Kapilvastu, Rupandehi, Nawalparasi, Parsa, Bara, Rautahat, Sarlahi, Mahottari, Dhanusha, Siraha, Saptari, Sunsari and Morang Districts to draw attention of authorities.
