Conflict victims have condemned the government's failure to amend the Truth Reconciliation Act as ordered by the Supreme Court, reports The Himalayan Times on November 3. They have demanded that no amnesty be granted for serious offences committed during the decade-long Maoist insurgency. Devi Sunuwar, mother of Maina Sunuwar who was killed by security personnel in Kavre during the Maoist insurgency, said Kavre District Court had awarded life term to the members of the Nepali Army who were found guilty, but ironically, she was dragged into a case by the Nepali Army for seeking justice. "We have lost everything in our long battle for justice. We have lost our loved ones and family members in the course of seeking justice, but we have not got justice," she lamented at a stakeholders' consultation meeting on Universal Periodic Review (UPR) organised by Forum for Women, Law and Development. She said none of the political parties had shown sympathy and seriousness towards the plight of conflict victims. Chair of Conflict Victims Common Platform (CVCP) Gopal Bahadur Shah said the UPR had been expressing serious concern about Nepal's failure to ensure justice for conflict victims, but the government was doing nothing to address the concerns of conflict victims. Similarly, Executive Director of Forum for Women, Law and Development Sabin Shrestha said UPR participants had shown serious concern about Nepal's failure to ensure justice for conflict victims.

Chairman of the ruling coalition partner Communist Party of Nepal-Unified Socialist (CPN-Unified Socialist) and former Prime Minister Madhav Kumar Nepal speaking to reporters in Chandranigahapur of Rautahat District on November 2 said that there is no possibility of early elections, reports Khabarhub. Nepal said “Elections are held on time. For that, now the election process begins, the preparations for by-elections in vacant seats in Province Assembly are underway as well. Elections at all levels should be held at the same time without incurring any cost to the nation. Early elections are unlikely, as some have suggested.”

Communist Party of Nepal-Unified Marxist-Leninist (CPN-UML) Chairperson KP Sharma Oli speaking at a program organized by the CPN-UML Karnali Pradesh Liaison Committee in Kathmandu on November 7 said that the ruling coalition was weakening the country’s democracy, reports Khabarhub. Saying that the coalition was formed due to the mutual interest of being in power, Oli accused the ruling coalition of trying to weaken the country’s democracy. Oli added the court was used against his government after security forces could not be used to oust him. Stating that many regressive orders could come in days ahead, he said that the CPN-UML would not let the uprooting of democracy in the country.

Five ruling parties have decided to face the upcoming National Assembly (NA), House of Representatives (HoR) and State Assembly by-elections by making an electoral alliance, reports Khabarhub on November 9. The Government is preparing to hold by-elections in 20 seats of the NA and 18 seats in the HoR. Likewise, the ruling coalition has also formed an 11-member coordination committee to assist the Government to execute duties and responsibilities. The main leaders of the coalition parties and Prime Minister Sher Bahadur Deuba will comprise the 11-member coordination committee. The committee will have two members each from the Nepali Congress (NC), CPN-Maoist Center, CPN-Unified Socialist Party, Janata Samajbadi Party (JSP) and Rastriya Janamorcha.

The five-party ruling alliance on November 8 formed an 11-member coordination committee to oversee the execution of the Common Minimum Programme (CMP) of the coalition Government, reports The Himalayan Times. According to Communist Party of Nepal-Maoist Centre (CPN-Maoist Center) leader Narayan Kaji Shrestha, the coordination committee will be first led by senior Nepali Congress (NC) leader Ramchandra Paudel, followed by a new leader every two months from among the alliance partners. Shrestha said two leaders from each of alliance partner would be on the panel, including CPN-Maoist Centre, Chair, Pushpa Kamal Dahal, Communist Party of Nepal-Unified Socialist (CPN-Unified Socialist), Chair, Madhav Kumar Nepal, and Janata Samajbadi Party-Nepal (JSP-N), Chair, Upendra Yadav. Rastriya Janamorcha leaders Chitra Bahadur KC and Durga Paudel are also members of the committee. Krishna Sitaula is another member from the NC in the committee. CPN-Maoist Centre, CPN-Unified Socialist, and JSP-N will nominate one more leader from their respective parties to the committee. Minister of Communications and Information Technology, Gyanendra Bahadur Karki is also a member of the committee. According to Shrestha, the coordination committee will oversee the implementation of the CMP and protection of the constitution, democracy, and nationality, according to Shrestha. Prime Minister Sher Bahadur Deuba is not a member of the committee, but he will attend all the committee meetings. The ruling alliance has decided to have a poll alliance in the upcoming by polls and National Assembly elections.

Members of National Youth Federation Nepal (NYFN) and All Nepal National Free Students' Union (ANNFSU), Sindhuli Chapter burned an effigy of Prime Minister Sher Bahadur Deuba in Sindhuli District to protest against the recent decision of the Government to hike the prices of petroleum products, reports Republica. The agitating youths burnt the effigy at Shantinagar Chowk of Kamalamai Municipality along the B.P Highway and chanted strong slogans against the Government over its recent decision to hike the prices of petroleum products. Dev Raj Waiba, a representative of the National Youth Federation, said that instead of working to improve the living standards of people and bringing development to the country, the Government had increased prices of various goods. He argued that the hike in the prices of petroleum products had an adverse impact on the lives of ordinary people. "If the government does not withdraw the decision to hike the prices of petroleum products, we will continue with our protests," he said, adding that the Government should withdraw its decision to hike prices of consumer goods like petroleum products.

Scores of students affiliated to various ruling parties took to the street on November 14 to protest against the recent decision of the Government to increase the price of petroleum products and LPG cooking gas, reports The Himalayan Times. Students carried emptied LPG cylinders above their heads and marched through Exhibition Road shouting slogans against the price hike. Student unions of the ruling Communist Party of Nepal-Maoist Centre (CPN-Maoist Center), Communist Party of Nepal-Unified Socialist (CPN-Unified Socialist), Janta Samajbadi Party-Nepal (JSP-N) and the unions of three other ruling parties had joined the protest. They demanded the resignation of the Executive Director of Nepal Oil Corporation Surendra Pandey and withdrawal of the hiked price. They also shouted slogans against the Ministry of Industry, Commerce and Supplies for remaining a mute spectator.

Minister of Women, Children, Youth, and Sports Birendra Singh was among the injured. According to former NC District President Laxman Raya, the dispute turned into a clash after Minister Singh's bodyguard trained a pistol at anti-establishment faction leaders Binod Khanal and Baliram Jha. Laxman Raya is considered a supporter of senior NC leader Ramchandra Paudel. Communist Party of Nepal-Maoist Centre (CPN-Maoist Center) Chairman Pushpa Kamal Dahal aka Prachanda issuing a press statement on the occasion of the 15th anniversary of the signing of the Comprehensive Peace Agreement (CPA) on November 21 said that his party is ready to investigate the shortcomings of the conflict-period, reports Khabar Hub. Prachanda assured “All the political parties are committed to create an atmosphere of reconciliation by investigating the facts of the conflict-era incidents.” Prachanda added that the laws and bylaws deserving amendments will be amended as per the international standards and their localization in Nepali context and a bill will be passed from the forthcoming session of the parliament. He said that he was committed to reconciling the victims of the conflict through a process of investigation based on the recognition of full and transitional justice. He promised that the bill will be finalized amending it after consultation with the families of martyrs and missing persons, injured and displaced.

The selection process was affected due to the local rituals, fairs, processions, marriages and deaths in the remaining 10 percent of the wards,” Bishnu Pukar Shrestha, the chairman of the party’s Central Election Commission said, adding, “There is a dispute as the other 10 percent could not reach a consensus. If dispute prevails, we will settle it through election.” The Commission has formed a three-member election committee comprising one election coordinator and two members. The municipal conference of the CPN-Maoist Centre is scheduled for November 27.

A dispute had broken out after NC federal lawmaker Amresh Kumar Singh and Province 2 Minister for Birendra Singh tried to take voting officer Umesh Chandra Jha to their convenient place. While Police tried to rescue Jha from the NC cadres' attack, they attacked Police personnel. This led to the clash. Police had fired half-a-dozen tear gas shells to bring the situation under control, said SP Krishna Prasain.

KP Sharma Oli has been elected as the chairman of Communist Party of Nepal-Unified Marxist-Leninist (CPN-UML) for a second time at the party’s 10th General Convention held in Chitwan District on November 30, reports Republica. He won the poll by a landslide against Bhim Rawal, who had also registered his candidacy for the post of party’s chair. Oli secured 1,840 votes while Rawal received just 223 votes in the election. Similarly, 33 representatives did not vote.
