The executive committee of Janata Samajbadi Party-Nepal (JSP-N) on June 1 decided to expel four senior party leaders, including chair Mahanta Thakur, reports The Himalayan Times. The Upendra Yadav-Baburam Bhattarai faction has decided to take action against Mahanta Thakur, Rajendra Mahato, Sarvendra Nath Shukla and Laxman Lal Karna at a time when Thakur-Mahato have expedited dialogues with Prime Minister KP Sharma Oli to join the Government. The two factions had engaged in a war of clarifications and counter clarifications since dispute arose within the party on the issue of whether to back up or to stand against PM Oli's political adventures. While Mahato-Thakur have been backing up PM Oli in recent times, including staying neutral during his May 10 parliamentary floor test, Yadav-Bhattarai are opposed to the idea of supporting Oli and have joined the opposition alliance in a bid to oust him. The party has already apprised the Election Commission of its decision, it has been learnt. The faction also released a statement on its decision to take action against the said leaders.

The Government has signed a six-point agreement with Thaurhat-Tharuwan Struggle Committee, on June 1, reports The Himalayan Times. The Government and Tharu Welfare Society, Tharuhat-Tharuwan Joint Struggle Committee have agreed that the Government will take initiative to retract the case against Tikapur incident accused Resham Lal Chaudhary, Dhaniram Chaudhary and Laxman Chaudhary, among others according to the constitution and relevant laws, according to Rajan Bhattarai, Foreign Affairs Advisor to Prime Minister KP Sharma Oli. The agreement also decided to provide relief to the families of martyrs of the Tharuhat-Tharuwan struggle, treatment to the injured and to provide compensation for economic loss incurred during the same. Both sides also have agreed to make provision for reservation for the Tharuhat in all levels of the country according to constitutional provision and the rulings of the Supreme Court. According to the agreement, the Government will initiate a process to provide education to the Tharu community children till primary level in their mother tongue in Tharu majority areas. The agreement was signed by the Minister of Law, Justice and Parliamentary Affairs, Lila Nath Shrestha, Rajan Bhattarai, and Bhagawati Chaudhary on behalf of the Government while Rukmini Chaudhary, Premi Lal Chaudhary, Padma Narayan Chaudhary, Prabhat Chaudhary and Chandra Prasad Chaudhary signed in on behalf of the struggle committee. Release of Resham Lal Chaudhary, a Janata Samajbadi Party-Nepal (JSP-N) member, who was elected Member of Parliament from the then Rashtriya Janata Party, is one of the major demands of the Thakur-Mahato faction of the JSP-N to continue their support to PM Oli, and to join the Government. Preparations are underway for the Thakur-Mahato faction leaders to join the Government.

The members of the faction set ablaze the effigies of PM Oli and President Bhandari at several local levels in the District to protest against their political move of dissolving the lower house the second times. District President of the party, Ram Naresh Yadav said that the demonstrations were staged in line with the decision made in the meeting of the Provincial Committee of the party held on May 27 and May 28.

Baidhya said, “The budget has further brokered Indian expansionism and US imperialism by emphasizing the implementation of the MCC project through mining and river products’ export and power transmission lines expansion against the country’s environment and national identity. Overall, the budget is based on protection of the rights and interests of the middlemen and bureaucrats, the bourgeoisie and the feudal class. It is based on foreign reactionism, traditionalism, cheap populism and contrary to the public interest. Three months after he signed a deal with Prime Minister KP Sharma Oli to raise demands in a peaceful manner, Netra Bikram Chand aka Biplav, the General Secretary of Netra Bikram Chand-led Communist Party of Nepal-Maoist (CPN-Maoist-Chand) in an interview with Himalaya TV broadcast on June 2 said his party is not into peaceful politics yet, reports Online Khabar. As K P Sharma Oli was not ready to meet their demands, the Communist Party of Nepal-Unified Marxist–Leninist (CPN-UML) faction led by Madhav Kumar Nepal on June 3 expedited final preparations to form a new political party, reports Republica. The CPN-UML Central Committee members close to the Nepal-led faction had discussed in detail about starting a 'new campaign' to take forward the communist movement during a virtual meeting held on June 3. The faction expects to unite all other fringe communist parties to form a new party that would take forward the communist movement in a new way in Nepal. Addressing the virtual meeting, senior leader Nepal said that although they are still in favor of the party unity their desire to save the party unity is failing due to Oli's adamant stance to sideline his rivals. "We are in favor of the party unity. But we cannot indefinitely wait in the name of talks," senior leader Nepal had shared his conclusion. He also directed the party leaders expedite their internal preparations to form a new party anytime soon.

Mahantha Thakur and Rajendra Mahato faction of Janata Samajbadi Party-Nepal (JSP-N) has joined the KP Sharma Oli led Government on June 4, reports The Himalayan Times. 10 JSP-N leaders have been inducted into the cabinet following months of dialogue between the two parties. The Government, on June 1, had also signed a six-point agreement with Thaurhat-Tharuwan Struggle Committee to further adjust JSP-N's demands. Prime Minister Oli and JSP-N chair Mahanta Thakur held final leg of talks to finalize the ministries to be accorded to the new appointees. Eight of them have been appointed Ministers while two have been appointed State-Ministers. Senior leader of the party Rajendra Mahato will lead the team that will join the Council of Ministers following their swearing-in. Mahato will join the Government in the capacity of Deputy Prime Minister and Urban Development Minister. Likewise, Sharat Singh Bhandari has been allotted the Energy Ministry, Laxman Lal Karna Land Reforms Ministry, Bimal Srivastav Labor Ministry, Anil Jha Water Supplies Ministry, Uma Shankar Argariya Youth and Sports Ministry, Chanda Chaudhary Women Children and Social Welfare Ministry and Iqbal Miya Forest Ministry. Meanwhile, Renuka Gurung will be Minister of State for Women Children and Social Welfare and Chandrakanta Chaudhary will Minister of State for Energy.

The Constitutional Bench headed by Chief Justice Cholendra Shumsher Rana has asked the defendants to furnish in writing the reason behind dissolving the House on May 21. The bench issued the show cause notice after hearing opening arguments from the petitioners and defendants. The final hearing process will begin from June 23. Taking to Twitter, he wrote, “The EC has been working as a puppet of the government to mock the law and democracy. I condemn such action of a constitutional body. This is clear from its recent decision about Janata Samajbadi Party (JSP). It did the same to Nepal Communist Party (NCP).” Leader Shrestha also attributed the current political crisis and instability to the EC’s decision on the NCP. JSP co-chairmen had approached the EC to update the registration book of the party as per their actions after they expelled each other from the party. Minister for Law and Justice Lila Nath Shreshta said that Government is preparing to extend the terms of the two transitional justice commissions, reports Kathmandu Post on June 17. “There is no option other than term extension. We wish we could revise the transitional justice Act as directed by the Supreme Court, but the government alone cannot do it,” the Minister said. On February 26, 2015, the Supreme Court had directed the Government to amend around half a dozen provisions in the Enforced Disappearances Enquiry, Truth and Reconciliation Act, 2014 - the provisions that allowed amnesty even in cases of serious human rights violation. Amending the Act is a must to prosecute the incidents of serious crimes and human rights violations that were perpetrated by the Maoist rebels and the state security forces during the decade-long Maoist insurgency.

Prime Minister KP Sharma Oli on June 17, in his written response to the Supreme Court (SC) which had earlier sought his clarification on the Government's decision to dissolve the House of Representatives (HoR) said that it is not up to Judiciary to appoint a Prime Minister as it cannot undertake the legislative and the executive functions of the state. The Apex Court received Oli's response via the Office of the Attorney General. Oli said, "The Court's duty is to interpret the Constitution and the existing laws, it cannot play the role of the legislative or the executive bodies. Appointment of a Prime Minister is absolutely a political and an executive process.” Prime Minister, also defending the involvement of the President in this whole issue, elaborated further that Article 76 of the Constitution grants the sole right to appoint a Prime Minister to the President only.

The youth leader Jiwan Rai has received registration certificate of the new party from the Election Commission (EC). A former leader of All Nepal National Free Students Union, the student wing of Communist Party of Nepal-Unified Marxist-Leninist (CPN-UML), Rai has registered a new political party called Communist Party of Nepal-United (CPN-United). The aim of the new political party is said to unite all fringe leftist parties in the country. Rai had filed an application at the EC to register a new political party on May 20 when the intra-party rift between CPN-UML Chairman K P Sharma Oli and senior leader Nepal had reached at its peak. The political party has received pen as its election symbol. The new political party has a 25-member central working committee. While Kalpana Gurung is Vice Chairperson, Binod Khulal is General Secretary of the party. Similarly, Ain Bikram Kunwar and Sushil Khanal are Secretary and Treasurer of the party, respectively.

The Constitutional Council had controversially recommended their appointments in 11 different crucial constitutional bodies including the Public Service Commission, the Commission for the Investigation of Abuse of Authority and the Election Commission on May 9. Prior to the appointments, the KP Sharma Oli Government on May 4 had issued an ordinance to amend the Constitutional Council Act (Functions, Duties and Procedures) 2010 allowing a majority of the existing five-member council to hold its meeting. Advocate Om Prakash Aryal moved the SC on June 14 challenging the ordinance. In his petition, Aryal had argued that the recommendations made on the basis of the ordinance are against constitutionalism and the balance of constitutional power. But the court is yet to hold hearings on the writ petitions challenging the ordinance, which contradicts the Constitution of Nepal.

A writ petition has been filed at the Supreme Court (SC) on June 30, against the appointment of 20 constitutional bodies on June 24 by President Bidhya Devi Bhandari, reports The Himalayan Times. Senior Advocate Dinesh Tripathi moved the apex court demanding that the SC revoke appointment of various constitutional body officials claiming that the President cannot make such appointments without a proper parliamentary hearing. The writ also demanded the court issue a stay order barring the appointees from performing any duties till the verdict is given on the case.
