A pressure cooker bomb exploded at Hulas Steel and Industries Pvt Ltd in Bindbasini Rural Municipality of Parsa District in Province No. 2 on March 1, reports The Himalayan Times.The blast shattered windows of one of the rooms and caused some damage to the walls. Locals suspected that the improvised explosive device was planted by the outlawed Netra Bikram Chand-led Communist Party of Nepal-Maoist (CPN-Maoist-Chand). According to sources, the underground outfit had sought NR 1.5 million in donation from the industry operator a few days ago.Locals said the underground outfit might have caused the blast after the industrialist refused to oblige and pay the donation amount sought.

President Bidya Devi Bhandari on March 1 summoned the first meeting of the House of Representatives (HoR) post February 24 verdict of the Supreme Court (SC) leading to its reinstatement, on March 7, reports The Himalayan Times. The President called for the commencement of HoR on recommendation of Government of Nepal, pursuant to Article 93 (1) of the Constitution of Nepal. As such, the House will convene at 4:00pm on the slated date, as per the press release issued by the Office of the President on Monday. Nepal's Supreme Court on February 24, in a landmark verdict annulling PM KP Sharma Oli's move deeming it unconstitutional, had paved way for reinstatement of the dissolved House. The SC had ordered the Government to call a House meeting within 13 days of the verdict. As many as 13 writ petitions were filed at the court claiming that the Government's move was unconstitutional and that it should be repelled. A five-member Constitutional Bench was formed by the Apex Court to hear the arguments in favour of and against the petitions. Around two months of proceedings followed the writs, which, in the end, ruled in favour of the prosecutors. On December 20, the President had swiftly approved the Government's recommendation to dissolve the Lower House of the Federal Parliament.

Ministry of Home Affairs on March 4 issued a circular to release the detained leaders and cadres of the Netra Bikram Chand-led Communist Party of Nepal-Maoist (CPN-Maoist-Chand) after the Government and the group sealed a three-point agreement, reports Khabarhub. The Government on March 4 lifted a ban on activities of the outlawed Netra Bikram Chand-led Communist Party of Nepal-Maoist (CPN-Maoist-Chand), reports Kathmandu Post. A Cabinet meeting endorsed the three-point agreement signed between the Government and the Chand party. The group signed the agreement, which states that the outfit will address all its political issues through dialogue, carry out all political activities in a peaceful manner and the Government, in return, will lift the ban imposed on the party’s activities. The agreement also paves the way for the Government to free CPN-Maoist-Chand cadres and withdraw court cases against them.

The Government and Netra Bikram Chand-led Communist Party of Nepal-Maoist (CPN-Maoist-Chand)on March 5 formally signed a three-point agreement reached on March 4 amid a program in Kathmandu, reports Kathmandu Post.The programme was attended by Prime Minister KP Sharma Oli and Netra Bikram Chand, the general secretary of the CPN-Maoist-Chand.Prime Minister Oli, while addressing the agreement signing ceremony, said that Nepal at present does not have any violent conflict as the once outlawed CPN-Maoist-Chand and the Government have sealed the three-point deal.“Nepal doesn’t have any violent conflict. It means Nepal is a peaceful country and peace prevails here,” he said.Addressing the agreement signing ceremony, Chand said “We are committed to honouring the three-point agreement. We’ll abide by this. There is no need for apprehension or sophistry.”

The meeting of the House of Representatives (HoR) has been put off until March 10 after lawmakers belonging to the main opposition party Nepali Congress (NC) and Janata Samajbadi Party (JSP) started protesting demanding withdrawal of the controversial ordinance on the Constitutional Council (CC) on March 7, reports Republica. Earlier, the lawmakers close to the Dahal-Nepal faction of the ruling Nepal Communist Party (NCP) had walked out of Parliament as the House meeting was underway. The meeting of parliament is scheduled for 1PM on March 10.

The Supreme Court (SC) on March 7 invalidated the unification between the erstwhile Communist Party of Nepal-Unified Marxist–Leninist (CPN-UML) led by KP Sharma Oli and Communist Party of Nepal-Maoist Centre (CPN-Maoist Centre) led by Pushpa Kamal Dahal that took place in 2018, reports Republica. A joint bench of justices Kumar Regmi and Bam Kumar Shrestha issued the verdict giving authenticity of the Nepal Communist Party (NCP) to Rishi Kattel, who had registered the party at the Election Commission (EC) in his name prior to the formation of Nepal Communist Party (NCP) led by Oli and Dahal. The apex court has ruled that the existence of CPN-UML and CPN-Maoist Center now exist as they existed prior to the formation of the NCP. The two parties had announced unification on May 17, 2018. With the apex court’s verdict, the NCP’s 174 seats in Parliament will now be divided based on the number of seats won by the CPN-UML and CPN-Maoist Center prior to their merger into the NCP after the parliamentary election in 2017.

This way, the money reaches Kashmir Valley without leaving any electronic trail and thus agencies fail to track the transaction”.The security agencies found an empirical evidence of the ISI’s nefarious design when Bihar Anti-Terror Squad (ATS) arrested a local youth on the basis of input provided by J&K Police, who was alleged to have carried cash and at least seven pistols and handed them over of a Kashmir-based youth, who he had befriended during his stay in Aligarh District of Uttar Pradesh.The youth from Kashmir was earlier arrested after it emerged that he had given guns to Hidayatullah Malik, who was arrested on February 6 by Anantnag Police from Kunjwani area of Jammu.The intelligence report, contended that local youths from Nepal’s border Districts with Uttar Pradesh and Bihar are at times unknowingly get into the trap of militants, aided and supported by ISI, and become “cash couriers”.According to rough estimates in each of such transactions an average of INR 300,000 to INR 350,000 is transferred to over ground workers of terror outfits in Kashmir by these unsuspecting youths, who, in most cases, are not aware that they become part of a terror network, the report said.

Addressing the gathering of some 2,000 communists, including Radha Krishna Mainali and Mohan Chandra Adhikari, who spent more than 10 years in jail for their role in Jhapa rebellion, Nepal said Oli had strayed from the path of communism as he acted against the power sharing deal reached with CPN-Maoist Centre Chair Pushpa Kamal Dahal. The amendment was passed by the CPN-UML's Parliamentary Party meeting held at the official residence of Prime Minister KP Sharma Oli in Baluwatar, Kathmandu. The Parliamentary Party, on March 18, had formed a three-member taskforce to amend the party's statute. The task force - coordinated by CPN-UML Chief Whip Bishal Bhattarai and comprising lawmakers Sher Bahadur Tamang and Bimala Rai Paudel as its members - presented a proposal for the statute amendment. The meeting approved the proposal, giving a green signal for the statute amendment. According to Chief Whip Bhattarai, the statute which was formed in 2072 BS, five years ago, required amendment as it had become outdated. He added that as per the amended statute, any lawmaker belonging to the party who works against party decisions and welfare can be suspended for a maximum period of six months, among other provisions.

During his meeting with Prime Minister K P Sharma Oli at the latter’s office in Baluwatar, Chand complained that the process to release his party cadres and leaders was slow even as there was an agreement reached between the Government and his party to release all the party leaders and cadres at the earliest. The Government and the CPN-Maoist-Chand on March 5 had signed a three-point agreement with the Government, renouncing violence as a means to achieve its goals. The Government had expressed a commitment to release all its political leaders and cadres unconditionally as a part of the agreement. During the one-hour-long meeting, Prime Minister Oli had said that the Government had already initiated the process to release their arrested leaders and cadres. Chairman Chand had said that there were a total of 148 party leaders and cadres still serving time in various jails across the country.

Chairman of Communist Party of Nepal-Maoist Centre (CPN-Maoist Center) Pushpa Kamal Dahal announced to withdraw the support of his party to Prime Minister K P Oli within the next one or two days, reports My Republica on March 27. Chairman Dahal addressing a function in Kathmandu on March 27, revealed that they had earlier decided to defer withdrawing support to the Government at the request of political parties that staged demonstrations against the move of Prime Minister K P Oli to dissolve the House of Representatives (HoR). “But I cannot wait for many days both on political and moral grounds. Let the politics take its own course,” he said. Dahal, however, clarified that his party decided to defer withdrawing support to the Government hoping that there would be a minimum political consensus among the political parties that took to the street against the prime minister’s unconstitutional move to dissolve the parliament and that they would be able to simultaneously withdraw the support to the Government and register vote of a no-confidence motion against the prime minister.

Communist Party of Nepal-Maoist Centre (CPN-Maoist Centre) Chairman Pushpa Kamal Dahal on March 30 registered a petition at the Supreme Court (SC) seeking to review its decision to revive the Communist Party of Nepal-Unified Marxist-Leninist (CPN-UML) and the CPN-Maoist Centre, reports Kathmandu Post. On March 7, passing a verdict on an almost three-year-old case, a division bench of Justices Kumar Regmi and Bam Kumar Shrestha scrapped the Nepal Communist Party (NCP), which was registered under the names of KP Sharma Oli and Dahal, and ordered the reinstatement of the CPN-UML and the CPN-Maoist Centre to their pre-merger stage. The CPN-UML and the CPN-Maoist Centre had merged in May 2018.

A key leader of the ruling Communist Party of Nepal-Unified Marxist-Leninist (CPN-UML) Surendra Pandey on March 30 accused the party Chairman and Prime Minister KP Sharma Oli of making a mockery of good governance while heading the Government, reports Republica. Leader Pandey, who had also served as the Minister of Finance, wrote Pandey in his nine-page clarification letter submitted to Chairman Oli. “You have misused the power and resources in order to fulfil your vested interests.” He also urged Oli to return the party to its erstwhile position as it was on May 16, 2018 when the party decided to go for a merger with the CPN (Maoist Center) and form the biggest communist force-- Nepal Communist Party (NCP)-- following a landslide victory in the 2017 general election held in the name of left alliance. Another leader of the party, Ghanashayam Bhushal, submitting his 11-page long clarification letter to Chairman Oli itself stated that Oli has already cornered leaders of the second generation for putting forth their dissident voices in the party. “You have such a corrupt gang of leaders belonging to the party’s next generation who have proved their proficiency at exploiting state resources through falsity and conspiracy,” Bhusal wrote in his letter.
