Prime Minister (PM) KP Sharma Oli addressing a gathering to commemorate late Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) leader Hem Narayan Yadav at Siraha headquarters on February 1 said that the Parliament would not be reinstated, reports The Himalayan Times. "If you are dreaming of horse-trading in the Parliament after reviving it, that will not happen," he stated. Oli directed the party rank and file to prepare for the upcoming polls. "Party cadres were inactive and useless for the past three years ever since the CPN-UML and CPN-Maoist Centre merged. We have become clear now. So, we shall go to the polls with plans," he noted. He urged party cadres not to be confused by rumors that the Parliament would be revived.

A group of cadres of the Dahal-Nepal faction of the ruling Nepal Communist Party (NCP) on February 1 vandalized a vehicle in which Deputy Prime Minister (DPM) Ishwar Pokharel in Nuwakot District of Province No.3, reports Republica. The incident took place when the cadres of the rival factions of the NCP clashed in Nuwakot. Cadres of the rival Dahal-Nepal faction also showed black flags to Minister Pokharel, who is also a key leader of the Oli-led faction.

Attorney General Agni Prasad Kharel on February 1 defended Prime Minister (PM) KP Sharma Oli's move dissolving the House of Representatives (HoR), .reports The Himalayan Times. Pleading before the Constitutional Bench of the Supreme Court, Kharel said that apart from Article 76 (7), the phrase 'dissolution of the HoR' had been mentioned in other independent clauses including articles 85, 111 (10), and 273 (8) that meant that the PM had the power to dissolve the HoR. Kharel said Article 76 (7) had the word 'or' which meant that the sitting PM could dissolve the HoR if there was no possibility of forming an alternative government. He said the sitting PM was not obliged to seek a confidence vote.

The Dahal-Nepal faction of ruling Nepal Communist Party (NCP) has submitted their claim on party authenticity to the Election Commission (EC) on February 2, reports The Himalayan Times. Co-chairs of the NCP splinter group Pushpa Kamal Dahal and Madhav Kumar Nepal, along with other leaders, visited the Commission to officially submit the claim. The faction has stated that they have submitted the claim document in line with Section 44 of the Political Party Act.

Minister for Water Supply and Sanitation Mani Thapa on February 2 met leader of the outlawed Netra Bikram Chand-led Communist Party of Nepal-Maoist (CPN-Maoist-Chand) Hemant Prakash Oli ‘Sudarshan’ in Nakhu Jail, reports Khabarhub. According to his personal secretary Rajendra Gautam, Minister Thapa had reached Nakhu to monitor drinking water and a meeting was held between them on the occasion. Minister Thapa has been active in holding talks between the Government and the group. Oli was arrested from Kavre District on March 23, 2019, on the charge of being involved in the blast in front of Ncell’s headquarters in Nakhu.

Chairman of the ruling Nepal Communist Party (NCP) Pushpa Kamal Dahal alias Prachanda has said the political ban imposed on Netra Bikram Chand-led Communist Party of Nepal-Maoist (CPN-Maoist-Chand)should be lifted, reports Khabarhub.Talking to a television, Prachanda said “The ban was imposed on Biplav outfit even without consulting me. If the Oli-led government really wants to hold a dialogue with the Biplav outfit, it has to first lift the ban. Traffic in the capital, Kathmandu city was heavily disrupted on February 5 as the mass gathering organised by PM KP Sharma Oli faction of the ruling party unfolded mid-city in Durbarmarg, reports The Himalyan Times. Movement within the city was affected as traffic Police personnel diverted vehicles from many points of Kathmandu resulting in all-round congestion. The traffic police stopped any vehicular movement around the Durbarmarg area which added to the congestion as many vehicles had to struggle to get by another way around the city.

President Bidya Devi Bhandari on February 5 issued the Commissioners for the Investigation Enforced Disappeared Persons (CIEDP) and Truth and Reconciliation Commission (TRC) Ordinance, 2021, reports, My Republica. President Bhandari endorsed the ordinance as per the Article 114 (1) of the Constitution of Nepal at the recommendation of the Council of Ministers, according to the Office of President. With this, terms of both the commissions – TRC and CIEDP - and the Commissioners serving with these commissions will be extended by another six months. Their term was expiring on February 7.

The outlawed Netra Bikram Chand-led Communist Party of Nepal-Maoist (CPN-Maoist-Chand), the Nepal Communist Party-Revolutionary Maoist (NCP-Revolutionary Maoist) led by Mohan Baidya, Nepal Communist Party led by Rishi Ram Kattel and the Scientific Socialist Communist Party led by Bishwabhakta Dulal formed a front after a joint meeting. The objective of the joint front between the parties is to establish a people’s republic and the scientific socialist system by ending the ‘reactionary parliamentary system’ and state power, they said in a joint statement. Police on February 26 arrested three cadres of Netra Bikram Chand-led Communist Party of Nepal-Maoist (CPN-Maoist-Chand) on the charge of extorting money from entrepreneurs, bureaucrats and people’s representatives from Saptari District of Province No. 2, reports Khabarhub. The arrested are Ram Nath Mandal, Udaya Nath Mandal and Ram Krishna Mand. Police recovered few SIM cards used to threaten people for extorting money, letters seeking financial ‘help’ and some literatures including a book entitled ‘Jana Bidroha’ (People’s rebellion).

Surya Thapa, press advisor to the Prime Minister, confirmed that Bhattarai has been chosen for the position. Bhattarai replaced Dev Gurung as the chief whip of the governing party. Newly appointed chief whip Bhattarai was elected to the House of Representatives in the last general elections from Khotang District.

The Government on February 26 recommended President Bidya Devi Bhandari to summon the House session from March 7, reports Republica. A Cabinet meeting held at the Prime Minister’s official residence in Baluwatar made a decision to this effect. The new House session is likely to pick a new Prime Minister of the country as the rival faction within the ruling Nepal Communist Party (NCP) plans to register a vote of a no-confidence motion against Prime Minister Oli to oust him from power. The Dahal-Nepal faction within the NCP has already started soliciting the support of the Nepali Congress and Janata Samajbadi Party to form a coalition Government.
