The Communist Party of Nepal-Unified Marxist-Leninist (CPN-UML) on July 2 directed 23 lawmakers to withdraw their support to the writ petition filed by Nepali Congress (NC) President Sher Bahadur Deuba at the Supreme Court (SC), reports Republica. The party’s Central Committee meeting, which was boycotted by senior leaders’ duo Madhav Kumar Nepal and Jhalanath Khanal, directed 23 former lawmakers to withdraw their signatures within the next two days. On May 24, 146 lawmakers including 61 from NC, 49 from the Communist Party of Nepal-Maoist Centre (CPN-Maoist Centre), 23 from CPN-UML, 12 from the Upendra Yadav-Baburam Bhattarai of the Janata Samajbadi Party (JSP) and one from Rastriya Janamorcha Nepal (RJN) filed a writ petition in the SC, demanding reinstatement of the House of Representatives (HoR).

The dissident faction of the Communist Party of Nepal-Unified Marxist-Leninist (CPN-UML), led by senior leaders’ duo Madhav Kumar Nepal and Jhalanath Khanal, boycotted a Central Committee meeting held at Baluwatar, Kathmandu on July 2, reports Republica. On July 1 the Nepal-Khanal led faction had decided not to attend the meeting saying that the Central Committee must not include anyone except the ones that were its members prior to May 16, 2018 when the CPN-UML and the Communist Party of Nepal-Maoist Centre (CPN-Maoist Centre) merged to form the now defunct Nepal Communist Party (NCP). CPN-UML Chairman KP Sharma Oli on June 30 had converted the 264-member 10th National Convention Organising Committee of the party, which includes 23 members who were formerly in the CPN-Maoist Centre, into its Central Committee.

Communist Party of Nepal-Unified Marxist–Leninist (CPN-UML) leader Yogesh Bhattarai on July 4 accused Prime Minister (PM) K. P. Sharma Oli of skipping some provisions relating to the formation of the Government before dissolving the House of Representatives (HoR), reports Khabarhub. Bhattarai said that the parliament would be reconstituted as PM Oli skipped some provisions and ignored the precedents on such occasions as well. “PM Oli has taken to 76 (5) without going to 76 (4) first, this makes room for the restoration of the House of Representatives,” he said. Bhattarai also claimed that there are stronger logics for restoration of HoR this time.

Sharma Oli held talks with Khadga Bahadur Bishwakarma, spokesperson of Netra Bikram Chand-led Communist Party of Nepal-Maoist (CPN-Maoist-Chand) on July 4, reports Khabarhub. According to sources, spokesperson Bishwakarma expressed concerns over the Government ‘indifference’ towards the agreement it had made with Chand’s then outlawed communist party on March 4. “We had a serious review. The PM also spoke. He said he was serious. There was some delay in the implementation of the agreement. Now there is talk of correcting it. We pressurized him to implement what he had pledged,” spokesperson Bishwakarma said after meeting Prime Minister Oli.

The Election Commission (EC) on July 5 released a schedule for the November 2021 polls announced by the Government after dissolution of House of Representatives (HoR) on May 21, reports The Himalayan Times. The EC in a press release informed that the first phase of the general elections will be held on November 12, 2021 while the second phase of the election has been scheduled for November 19, 2021. Furthermore, it has been learnt that the registration of the political parties at the commission, a prerequisite for participating in the polls, will commence on July 15 and last till July 30. The EC stated that the final voter identification list will be published on September 8, 2021.

Dahal expressed confidence that the Supreme Court (SC) will reinstate the dissolved House of Representatives (HoR). A group of former Communist Party of Nepal-Maoist Centre (CPN-Maoist Center) leaders on July 7 challenged the legitimacy of the party at the Election Commission (EC), reports Kathmandu Post. Advocate Saroj Budhathoki, on behalf of around two dozen former Maoist leaders who defected to the Communist Party of Nepal-Unified Marxist-Leninist (CPN-UML), registered a complaint at the commission saying the party, the CPN-Maoist Centre, is illegal as it has not abided by the Constitution of Nepal and the Political Party Act, 2017. The complainant has demanded that the commission invalidate the CPN-Maoist Centre as per Section 13 of the Political Party Act. Section 13 of the Act states that if any party fails to provide necessary details or doesn’t follow the provisions as prescribed by the constitution and the federal law, the party loses its registration.

The decision of the EC comes after the Upendra Yadav-led faction of the JSP filed an application with the EC to grant recognition to them as the official party as per Clause 44 of the Political Party Act 2073 BS while the Mahantha Thakur-led faction also demanded recognition as the JSP. The dispute between the two factions of the JSP arose after the Thakur-led faction decided to support Prime Minister K. P. Sharma Oli, while the Yadav-led faction opposed the move.

Rayamajhi reached the Election Commission (EC) along with other leaders to inquire about the petition challenging the legitimacy of the CPN-Maoist Center. He said the CPN-Maoist Center had not been operating in accordance with the constitution, laws and the Political Parties Act. The party has not had a general convention for 29 years. Communist Party of Nepal-Unified Marxist-Leninist (CPN-UML) senior leader Madhav Kumar Nepal asserted that all communist political parties should be united to safeguard the political movement in the country. The former Prime Minister opined, “We can forge work alliance if unification is not possible among all communist political parties." Likewise, standing committee member of CPN-Maoist Centre Ganesh Shah echoed with Nepal and called for work alliance among the political parties. Similarly, CPN-Revolutionary Maoist General Secretary Mohan Baidya observed the estrangement among the communists in the country was largely due to personal reasons rather than ideological differences. Communist Party of Nepal-Unified Marxist-Leninist (CPN-UML) Chairman KP Sharma Oli addressing a function organized by the party’s Kathmandu District Committee in the capital Kathmandu on July 31 said that a traitor like Madhav Kumar Nepal who toppled the leftist Government and paved the way for the formation of a rightist Government has no space in the party, reports Republica. Oli portrayed Madhav Nepal as a ‘criminal’ involved in toppling the Government led by his own party. Although he categorically said that Madhav Nepal does not have any space in the party, Oli appealed to other leaders close to senior leader Nepal to come back to the party and carry out their duties.
