Cadres of the Terai Mukti Tigers (TMT) abducted two police personnel of the Loharpattti area police office from Kataiya village in the Mahottari district. Superintendent of Police Purna Singh Khadka said that constables Santosh Kumar Singh and Suresh Kumar Raut Kurmi were abducted by the TMT cadres when they went to Sitapur Bhangaha to settle a dispute over a drinking water tank there. Claiming responsibility, Akash, the Mahottari district in charge of TMT, said that the constables were abducted on charges of filing fake case against TMT cadres.

Eight Nepali Congress leaders, including six incumbent lawmakers, quit the party and joined the Madheshi Janadhikar Forum (MJF) to "emotionally integrate the Terai to assimilate it with the whole national feeling." The six leaders - Bijay Kumar Gachhadar, Sarat Singh Bhandari, Ram Janam Chaudhary, Laxman Prasad Mehata, Hari Narayan Chaudhary, Mangal Singh Tharu - quit the party and also announced quitting the parliament. Senior Maoist leader Baburam Bhattarai has said that the Maoists will launch a new revolution if they lose the forthcoming Constituent Assembly election, reports Nepal News. Addressing an election rally in the Bhachhek village of Gorkha district, Bhattarai said "If we lose, there will be a new type of revolution," without elaborating. He also said that no other political party can address the agenda raised by them. "To fulfill the agenda raised by Maoists, we must win the election. There is no question of losing it," Bhattarai said.

The cadres of Akhil Terai Mukti Morcha (ATMM) - the group formerly known as Janatantrik Terai Mukti Morcha-Goit (JTMM-G) - set ablaze a vehicle belonging to Kantipur daily newspaper at Babhanagamakatti village of Saptari district on March 7, according to Nepal News. The jeep carrying newspapers for distribution was stopped by seven cadres of ATMM and was set ablaze destroying the jeep as well as 30,000 pieces of newspapers including Kantipur daily, The Kathmandu Post and Saptahik weekly. The driver of the vehicle, Chandra Katuwal, and distribution staff, Gangaram Bhandari, were also injured in the incident. ATMM's Saptari district unit commander, Bikas, later owned responsibility for the attack and said that they attacked the vehicle because the newspapers had not given adequate space and priority to news regarding their activities.

The Communist Party of Nepal-Maoist (CPN-Maoist) made public its election manifesto for the Constituent Assembly polls on March 7, reports Himalayan Times. Maoist chairman Prachanda unveiled the manifesto with the theme “New Ideology and New Leadership for a New Nepal.” The manifesto proposes a three-tier political structure - centre, autonomous federal states and local bodies - with specific rights and responsibility among them. The party has proposed 11 autonomous federal states and two other sub-states within them keeping in mind the country’s ethnic composition, geographical contiguity, linguistic base and economic viability. Within the Madhes autonomous state, three sub-states - Mithila, Bhojpura and Awadh - have also been proposed on linguistic basis. There shall be a bicameral legislature at the centre and unicameral legislature in federal states. The president shall act as head of state, commander-in-chief of the national army and the chief executive. The Prime Minister shall bear the responsibility of the government and its daily administration. There shall be a governor and a chief minister in each of the federal autonomous states.

According to United Nations Mission in Nepal (UNMIN), three of the five-member EEMT team has arrived in Kathmandu for a three-week visit to hold a wide range of meetings with national as well as international actors to gather information and listen to their views related to the electoral process. In addition to meetings in the capital, members of the EEMT will travel to different regions to meet with local actors, the statement said. The experts are appointed directly by the Secretary-General and are responsible for assessing the Constituent Assembly (CA) electoral process on a regular basis in order to determine whether it is proceeding in a manner that will lead to a result that accurately reflects the will of the Nepalis. The EEMT reports to the Secretary-General, who shares its reports with the government of Nepal and the Election Commission.

Earlier, the police on March 25 freed two trucks which the Maoists had ‘seized’ on March 24-night from Butwal’s Jogikuti suspecting that weapons were being imported from India by the APF. The clash occurred when police escorted the trucks to Bardhghat-based Bindhyabaisni battalion of the APF. The Maoists also called a bandh (strike) in Rupandehi, Kapilvastu and Nawalparasi till 5pm to protest the "import of weapons". He claimed that his party has already won the polls in political terms, and directed the party cadres to foil the conspiracy to defer the polls. Stating that the Maoist needed the Constituent Assembly more than any other party and eight Maoists have died since the poll activities were launched, he directed cadres to remain prepared to sacrifice if it need be. The Young Communist League (YCL) cadres on March 30 threatened villagers in the Nawalparasi district with eviction if they did not vote for the CPN-Maoist candidates and the party, reports The Himalayan Times. Locals of Arkhala, Bharatipur, Jaubari, Mithukaram, Ruchang, Dedgaon and other villages in the northern part of the district blamed the YCL of threatening them to vote for the Maoists or face torture and even forceful eviction from the villages. They said the Maoists have warned that they would torture the villagers more than what they had done during the 12-year-long armed struggle if they opted not to vote for the Maoists. The Nawalparasi district election office also urged the political parties not to launch any activity which might prevent citizens from casting votes. The Maoist Nawalparasi district secretary, Anup, however, denied the charge as false and baseless.

Reports said the blast occurred inside the house of one Parasuram Shah in the Garkhakot Village Development Committee (VDC) at around 7:30pm, killing his two sons Govinda and Dhan Bahadur. Officials at the Jajarkot District Police Office said a rocket launcher, a sub-machinegun and some explosives were recovered from the house. They suspect that the Maoists were using the house to store arms and explosives.

One Sangeeta Devi, her 10-year-old son Bitu Kumar Patawa and Ayub Ansari sustained injuries when an unidentified assailant hurled the bomb at an open ground in front of a temple at Maisthan, police said. Another injured person has not been identified as yet. Another socket bomb went off at a bus stand. However, no casualty was reported. Meanwhile, the Madhes Mukti Tigers' district in-charge Babu Mastan has owned up the responsibility for the blasts.

The Communist Party of Nepal- Unified Marxist Leninist (CPN-UML) has said the Maoists have abducted 10 UML cadres, who were on an election campaign at Bhagwati VDC in the Jajarkot district on March 31. The UML men were abducted from Thulabagar where they had gone for a publicity campaign three days earlier. Those abducted are area committee secretary Purna Prasad Basnet, members Mohan Bahadur Basnet, Kali Bahadur Basnet, Dip Bahadur Basnet, Nara bahadur Khatri, Kag Bahadur Basnet, Bishnu Bahadur Khatri, Krishna Prasad Jaisi, Krishna Bahadur Khatri and Khadga Bahadur Oli. Of those abducted, the whereabouts of Krishna Bahadur Jaisi, Krishna Bahadur Khatri and Khadga Bahadur Khatri remain unknown while others are said to be under the control of the Maoists in the area. The UML local leaders said they were abducted by a group of Maoists led by district committee member of CPN-Maoist Buddhi Gurung.
