They set ablaze to two Indian vehicles - one truck and a jeep – in the Jhapa district and an Indian truck at Biratnagar in the Morang district. Nepal News adds that marketplaces, educational institutions and industries remain largely closed and vehicular transport came to a halt in Siraha, Saptari, Bara, Parsa, Mahottari, Rautahat and Dhanusha districts. Cadres of the Young Communist League (YCL) assaulted the District Education Officer of Saptari, Afsad Ali, in his office on February 4. The YCL cadres thrashed Ali following dispute over a leave application filed at the District Education Office by a local teacher. Umesh Chaudhary, a government teacher who had registered an application at the education office seeking leave to pursue an academic degree, had complained to local YCL leaders about Ali’s refusal to his application. Ali had refused to approve the application saying the applicant failed to complete necessary procedure. Meanwhile, three YCL cadres have been arrested in connection with the manhandling Ali.

At least 20 persons, including three policemen, were injured after cadres of the Tarai-Madhes Democratic Party and United Madhesi Front clashed with the police in Jaleshwor of Mahottari district on February 5, reports Himalayan Times. The clash ensued after the protesters staged demonstration outside Jaleshwor Stadium where Nepali Congress senior leader Sher Bahadur Deuba was addressing workers’ meeting. Protestors vandalised two vehicles ferrying the Nepali Congress cadres and also damaged nearby shops. Later, Nepali Congress district secretary, Bajranga Nepali, said four of their activists were injured when protestors attacked them at Jaleshwor while they were returning from the meeting in the evening.

Police have not yet clarified the reasons for raiding the YCL office; however, reports say that the police are searching for concealed weapons inside the YCL office. Meanwhile, Maoist chairman Prachanda has warned that his party would opt out of the government if the election to Constituent Assembly is not held on the stipulated time as a result of such incidents. "It will be meaningless to continue to be a part of a government that can’t hold the election," Prachanda said.

Two cadres of the Jwala Singh faction of the Janatantrik Terai Mukti Morcha (JTMM-J) were killed by police in Saptari district on February 7, reports Kantipuronline. According to the police, Chandreshwar Kamat alias Sher Singh and Raj Kumar Mandal alias Ranjit of the JTMM-J were shot dead when they clashed with police at Belichapena Village Development Committee (VDC). Kamat was area no. 4 in-charge of the JTMM-J whereas Mandal was a high ranking activist. Superintendent of Police, Bikram Singh Thapa, said that the two were killed in retaliatory action after JTMM-J cadres attacked the police patrol. Shyam Kumar Kashyap, who was stationed at the APF battalion in Bindabasini, is said to have been kidnapped three days ago, but this was known only on February 22. Police sources said that Kashyap was overpowered by JTMM-J cadres when he was deployed at the Krishnanagar custom office at the Nepal-India border of the district and then taken away to an undisclosed location. The Government and the protesting United Democratic Madheshi Front (UDMF) arrived at an agreement on February 25 (today) morning ending the 12-day long strike, Kantipuronline reports. The two sides reached a consensus on the key UDMF demand - One Madhesh One Pradesh - which they said would be decided through the Constituent Assembly. They have also agreed to form an autonomous Madhesh state and other autonomous states. "We have agreed on autonomous Madhesh state. But we are still discussing proper words to reflect the desire of Madheshi people regarding the autonomous Madhesh state," said Madheshi leader Hridayesh Tripathi. The government and UDMF have also agreed to recognise all those killed in the course of the Madhesh movement as martyrs and provide their families with proper compensation. They have agreed to amend the Election Commission Act, which provisions that any political party which secures at least 20 percent result or more under the First-Past-the-Post system must prepare an inclusive list of candidates for the proportional electoral system. "We have agreed to increase the provision from 20 to 30 percent," said Tripathi. However, Jayaprakash Gupta, coordinator of the Madheshi Janadhikar Forum (MJF) said that, "It is a big setback to Terai movement because the agreement is not constitutionally binding." He said the Government didn't agree to incorporate the issue in the constitution. "The Constituent Assembly will not have legal powers to recognise\se the Terai as autonomous Madhesh state," he said.

The police opened fire shortly after the irate agitators burnt down police posts in Gaurahiya and Bishnubura, the police personnel deployed there had earlier evacuated the posts in fear of attack. The Government and the agitating United Democratic Madhesi Front (UDMF) signed an eight-point agreement on February 28, bringing an end to the indefinite strike in the Terai region. The agreement states that Nepal will be a federal democratic republican State complying to the demands of regional autonomy and a federal system of governance including the demand for an autonomous Terai region. There will be distinct power sharing between the Centre and the Terai region and the region will have complete autonomy and authority. The deal also promises to carry out appointment, promotion and nomination of Madhesi, indigenous communities, women, Dalit (lower caste Hindus), backward areas and minority communities to ensure proportional participation in security bodies and all organs of the State. The entry of Madheshis and other groups into the Nepal Army will be ensured to give the army a national and inclusive structure. The eight-point agreement also includes declaring those killed in the Madhesh agitation as martyrs, providing treatment to the injured and immediate release of those in police detention and providing NR one million to each victim’s family.
