The Himalayan Times reports that the National Human Rights Commission (NHRC) suspects most of the persons disappeared by the State and the non-State sides have already been killed. NHRC spokesperson Gauri Pradhan, after studying the complaints that the commission had received, said the human rights body came to know that most of the disappeared persons have already been killed. "Investigations have revealed that both the state and the non-state sides had detained people without following the minimum standard of the rule of law and had killed them saying that they died during encounters," he added. Out of 2240 people disappeared by the State, the status of 1,427 people has already been made public while the whereabouts of 671 are still unknown. Similarly, of the 1,059 people disappeared by the CPN-Maoist, 739 were made public, 21 were killed and the whereabouts of 299 people are still unknown, according to NHRC.

On June 3, the Madheshi Janadhikar Forum (MJF) put forth some preconditions for joining the next Government to be led by the CPN-Maoist. Its preconditions include implementation of the past agreements forged between the Seven Party Alliance and the Madhesh-based parties, provision for a simple majority to form and dissolve the Government and scrapping the existing provision of two-thirds majority and the amendment to the interim constitution be performed in a ‘package’ including the agendas of the past agreements.

Maoist Chairman Prachanda met Prime Minister Girija Prasad Koirala on June 3 and urged him to immediately resign and facilitate the formation of a Maoist Government. Senior Maoist leader Baburam Bhattarai charged that the Nepali Congress (NC) and the Communist Party of Nepal – Unified Marxist Leninist (CPN-UML) were obstructing Maoists from forming the next Government by putting forth 'meaningless' conditions, and said, "If Nepali Congress and the CPN-UML don't withdraw their conditions and don't allow us to form the next Government by tomorrow, we will quit the Government."

Two armed cadres of the Akhil Terai Mukti Morcha (ATMM), an insurgent group active in Terai region, were killed in an encounter with the police at Piparpatte Village Development Committee (VDC) in the Bara district on June 6, Nepal News reports. Those killed in the encounter are identified as Birat Avtar, the Bara-Parsa in-charge of ATMM, and Jitendra Tiwari. Police have also recovered explosives, homemade pistols and bullets from the clash site.

Earlier, the outfit had said that it will support only non-political persons for the position. In his press conference, the former King denied all allegations levelled against him and his family during the last seven years and highlighted the contributions of the Shah dynasty. He said his efforts “to ensure the peace and prosperity in the country” were not successful over time and he had accepted that failure earlier too. A meeting of top leaders of the three major political parties – CPN-Maoist, Nepali Congress and Communist Party of Nepal – Unified Marxist Leninist (CPN-UML) - reached a consensus on army integration and amendment to the interim constitution on June 19, Nepal News reports. The meeting arrived at the agreement on amending the interim constitution in a way that will allow a government to be formed or dismantled with simple majority as against the previous two third majority required for it. As per the agreement, individual members of the People's Liberation Army (PLA) will be inducted into the Nepal Army after they go through standard competition while others will be given choices like vocational training and foreign employment. However, they are yet to clear their differences over power sharing.

According to apfanews.com, a news portal run by refugees, the explosion took place at around 8 pm (NST). Nepal Samacharpatra daily said unidentified assailants hurled three small bombs into the office before running away. The daily quotes a local police officer as saying the explosion did minor damage to the building. No casualty has been reported. The Jwala Singh faction of the JanatantrikTerai Mukti Morcha (JTMM-J) subsequently claimed responsibility for the attack. The Urlabari in-charge of the JTMM-J told over phone that his party cadres hurled bomb at IOM office by mistake, which should have been exploded at telephone towers. The IOM has been involved in resettling Bhutanese refugees to United States, which vows to take some 60,000 as a gesture to end the two-decade long crisis.

The injured persons include central member of the Nepal Student Union Rakesh Khatri, who is also working with local Routa Construction Company, Maoist supporter Nirmal Regmi, and Police Head Constable Prameshwor Yadav. The tenders which should have been registered in Lahan of the Siraha district had been transferred to Udaypur due to Maoist pressure. According to Ramesh Rai, Kathmandu-based construction entrepreneur, the Maoists have been turning back all constructors other than Maoist supporters from the DAO. "Their plan is to allow only pro-Maoists to register tender applications," he said. Amar Bahadur Khatri, a pioneer construction entrepreneur in the district, complained that local constructors were not allowed to register tenders.

"The [announcement of] resignation by Prime Minister Girija Prasad Koirala immediately paved way for the formation of a new government, however the process has again been delayed by the obstruction created by the Tarai-based parties," Prachanda said speaking to a group of South Korean journalists that reached his residence at Nayabazaar to interview him on June 30-morning. In a question about the army-integration, he said that there are plans to cut down the size of both the Maoist People's Liberation Army and Nepal Army which he referred to as a national army.
