A youth was injured in a shell explosion at Lolab area in Kupwara District on May 2, reports Daily Excelsior. Police said Reyaz Ahmad Khan (27) of Kakerpati area was on his way towards a nearby rice field when suddenly he stepped in over the shell which exploded with a bang. Reyaz sustained multiple splinter injuries and rushed to Sher-I-Kashmir Institute of Medical Sciences (SKIMS) Soura in Srinagar for treatment.

Centre has chalked out a multipronged approach this year to contain militancy, cross border infiltration and promote economic activity, besides strengthening the hands of State Government by supporting several welfare measures, reports Daily Excelsior on May 5. This was revealed by the official of the Ministry of Home Affairs (MHA) in their meetings with the members of the Parliamentary Standing Committee on Home Affairs. “While listing their priorities for the current financial year, the MHA officials clearly told the Committee that the principal focus on the Internal Security would remain on countering terrorism in Jammu and Kashmir”, says the report of the Committee. While commenting on the possibility of talks with insurgents, the Report says, “priority will be given to talks with militant groups, provided they abjure violence and seek resolution of their demands within the frame work of the Indian Constitution and come into the main stream of national life”. The documents says, “Union Government is also supplementing the efforts of the State Governments through various measures such as deployment of Central Security Forces to assist the State Authorities in counter insurgency operations and providing security to vulnerable institutions and installations based on threat assessment”. “Government of India in tandem with the Jammu and Kashmir has adopted a multipronged approach to contain cross border infiltration, promote economic activity, provide relief to victims and strengthen the State Government apparatus”, it added. Concerned over the use of conduits for providing financial support to militant activities in the State, the documents says, “the Government remains committed to disrupt and dismantle the funding of terrorism and all steps will be initiated to choke these channels”.

Army foiled a major infiltration bid by heavily armed militants along Line of Control (LoC) in Kupwara Sector of Kupwara District on May 6, in which one Army trooper was killed, reports Daily Excelsior. A Defence spokesman said in Srinagar that a group of militants attempting to infiltrate was intercepted by alert troops deployed on the LoC in Kupwara Sector. “In the ensuing encounter one soldier, Sepoy Ramesh Chand Yadav sustained a bullet injury. While being evacuated, the brave young soldier succumbed to his injuries and attained martyrdom. Operation continues”, the spokesman said.

Security Forces (SFs) busted a militant hideout in Baramulla District on May 7, and recovered huge cache of arms and ammunition, reports Daily Excelsior. Police said that acting on a tip-off, a search operation was carried out by a joint team of Police and Army in Kaawan, Wagila forest area of Kreeri in Baramulla District. Police said two pistols, three pistol magazines, 11 pistol rounds, four AK 47 magazines, 22 AK 47 rounds, four Under Barrel Grenade Launcher (UBGL) rounds, five hand grenades, three Rocket Propelled Grenades (RPGs), one mortar bomb and three wireless set antennas were recovered.

SFs arrested an intruder when he crossed over to this side of the Line of Control (LoC) in Balakote area of Poonch District on May 7, reports Daily Excelsior. Official sources said that Mohammad Sharief (70) who had crossed over to Pakistan Occupied Kashmir (PoK) several years ago crossed over to this from Deri Dabsi area of Balakote (Mendhar) and was arrested by the Army troopers. He was said to be arrested by the Pakistan authorities when he crossed over to that side and was also jailed for three years. His brother Mohammad Naseem, who resides at Dangi village of Kotli, PoK, when came to know about it, contested the case and got him released from Pakistan jail. He stayed with his brother in PoK for several years. He was ailing for the past several months and tried to cross over to this side from Mendhar this morning. Mendhar, Subdivisional Police Officer (SDPO), Shahid Naheem said that the intruder was still in Army custody and he is likely to be handed over to local Police tomorrow.

He has been identified as Sahanulla (38), a resident of village Wajid Wali, Chawinda in Sialkote District of Pakistan. Barring Rs 10 in Pakistan currency, no significant recoveries were made from the Pakistani national, who seemed to have crossed into this side of the border inadvertently. The BSF personnel arrested the Pakistani as soon as he entered into the Indian side at 9.50 am. He was being questioned to ascertain reasons behind the intrusion.

The Centre alerted defence and paramilitary Forces all across Jammu and Kashmir (J&K) along the Line of Control (LoC) and International Border (IB) with Pakistan following ‘specific inputs’ about JaisheMohammed (JeM) militants, who were gearing up for infiltration into the State, reports Daily Excelsior on May 8. The alert named certain specific infiltration routes along both LoC and IB, which could be exploited by the militants for intrusions. Parrikar was replying to a question by KC Tyagi in the Rajya Sabha (Upper House of Indian Parliament) on May 10, regarding ceasefire violations by Pakistan along LoC and IB in J&K and response given by Army and the Border Security Force (BSF). “Diplomatically, India has repeatedly emphasized, including at the highest level, the need for Pakistan to uphold the sanctity of LoC and IB in Jammu and Kashmir as its obligations emanating from Shimla Agreement and Lahore Declaration,” the Defence Minister said. Lahore Declaration was signed between then Prime Ministers of India and Pakistan, Atal Bihari Vajpayee and Nawaz Sharief on February 21, 1999, during Vajpayee’s historic bus trip to Lahore while Shimla Agreement was signed between the two nations on July 2, 1972, between then Prime Ministers Indira Gandhi and Zulfikar Ali Bhutto after 1971 war.Parrikar also told the Rajya Sabha member that Army and BSF take appropriate action and give adequate retaliation to the ceasefire violations by Pakistan, as and when required, both along LoC and IB in Jammu and Kashmir. In addition, Parrikar said, all violations of ceasefire are taken up with Pakistan authorities at the appropriate level through the established mechanism of hotlines, flag meetings and week talks on hotline between the Directorate Generals of Military Operations (DGMOs) of the two neighbouring countries. “The BSF too holds talks at various levels with its counterpart i.e. the Pakistani Rangers,” he added.

A senior Army officer has written a detailed letter to the Deputy Commissioner, Leh intimating him about telephone call from inimical foreign intelligence operatives being received by the local people of Leh for trying to gather information about specific unit and key appointments in the area of Ladakh. Though the letter, didn’t mention whether the inimical foreign intelligence operatives belonged to Pakistan or China, the latter is being doubted as China shared large un-demarcated Line of Actual Control (LAC) with India in Eastern Ladakh and often resorts to transgressions on the Indian side though all such issues were now being resolved in meeting between the two sides at the Border Meeting Points (BMPs).Citing one of the instances, the senior Army officer in his official letter has stated that a call was received by Durbuk Sarpanch Stanzin, when he was incidentally present in the Army area on his mobile telephone number 9419344560 from telephone number 011-404609809. “The caller identified himself as a Colonel and was trying to extract information of ORBAT (Order of Battle) plan of Army formation from the Sarpanch,” the letter said.

He said that recruiting youth in Jammu and Kashmir for suicide missions is something new and a matter of serious concern. “This is a new thing which has come to the fore as it is for the first time that a group has come for recruitment to the Valley for its Fidayeen squad. This is a serious matter”, said the GOC. Major General Nain said that arrest of JeM ‘commander’, Abdul Rehman is a major success and Security Forces (SFs) can launch intelligence based operations at his disclosures. “So, this is a huge success for security forces and whatever information we get from him. We can then launch operations based on that intelligence,” he said. The GOC said that the Rehman along with four other JeM militants infiltrated in January this year and the group spread and he was tasked to prepare a Fidayeen module to carry out a big Fidayeen attack in Kashmir. “They hid in forest areas for one or two months and then this group spread and Rehman was assigned the responsibility of Baramulla, Sopore and areas near them to recruit for JeM and prepare a module for it and the overall aim was to carry big ‘fidayeen’ (suicide) attacks,” he added. Major General Nain said that arrest of Rehman is a big success. “A special joint operation was conducted with police, in which a Pakistani terrorist Abdul Rehman, who belongs to JeM cadre, has been arrested alive. Brigadier Puri, of Army’s RR, told a news conference in Kupwara District at 8-Sector headquarter that as compared to last year the infiltration of militants into Kashmir from PoK is on higher side. “As compared to last year the infiltration is on higher side”, he said. The Sector Commander said that early summer, less snowfall in winter and pressure on them to infiltrate are the reasons for the increased infiltration. “It has lot of many reasons including early onset of summer this year, we had less snowfall this year and that is why the infiltration has been on higher side as compared to last year. They have also pressure to send more and more militants”, he added. Brigadier Puri said that militants are trying hard for more infiltration but the counter-infiltration grid along the LoC is strong. “They are trying to send more infiltrators but our counter- infiltration grid is strong and that is why few days back an infiltration bid was foiled in Uri area and they went back”, he said.

Brigadier Rajeev Puri said the Army lost one of its troopers during the operation. “The operation was terminated last night and we have called off the operation. We suffered two casualties, one war minor casualty and he is absolutely hale and hearty now, the other casualty, I am sorry to say, we have lost few hours back in 92-Base Hospital in Srinagar. Brave Naik Pandu of Rashtriya Rifles (RR) suffered a bullet injury and we lost him this morning. We salute him”, he said. While giving details of the operation in which five militants were killed yesterday at Drugmulla, Kupwara, Brigadier Puri said: “We received information about presence of 4-5 terrorists hiding in a house at Chek Drugmulla. The Rashtriya Rifles and SOG (Special Operations Group) launched an operation and cordoned off the village. The cordon was effective and at around 7: 30 a.m. we started searches of the suspected houses. Our party came under heavy fire and we tightened the cordon and evacuated all the civilians from the area and fire fight continued till about 5:30 p.m. During the fire fight, 5 terrorists who have been identified as Lashkar-e-Toiba (LeT) terrorists have been eliminated and huge war like stores were recovered. The warlike stores are an ample proof that they have been trained across and then brought to this side. However, none of them had knowledge about the attacks and Police may round up more people for questioning from various parts of city in next few days as part of investigations. Three Police men including an officer were killed in Srinagar on May 23, in two separate cop killing attacks in Zadibal and Tengpora areas. After preliminary investigations, Police have found that two members of Hizb-ul-Mujahideen (HM) from Srinagar city, who joined the cadres this month, are responsible for the Policemen killings. Sources say that the duo were, however, accompanied by a trained militant of HM and after carrying out the attack, they fled towards South Kashmir. In the meantime, Police appealed the landlords in Srinagar to allow only verified tenants in their properties. The Police will begin verification of all the tenants and labourers who put up in Srinagar city to prevent militants from making hideouts in Srinagar city. The recruitment of three youth from Srinagar city by militants is a major worry for security agencies as it has led to Srinagar city becoming target of militant attacks. At least 17 groups of militants have become active across the Line of Control (LoC) opposite twin border Districts of Rajouri and Poonch in Jammu region and Kupwara District of Kashmir valley with a view to infiltrate into the State to create disturbances even as the Multi Agency Centre (MAC), set up by the Union Ministry of Home Affairs (UMHA) has maintained that 18 militants have infiltrated this year so far, reports Daily Excelsior. Official sources said that the credible inputs available with security and Intelligence agencies revealed that at least 17 groups of militants have been observed across the LoC in Jammu and Kashmir (J&K), who were fully geared to infiltrate into the State but high alertness being displayed by the troops hasn’t allowed them to succeed in their task. As per the inputs, there were two groups of militants waiting across LoC in Poonch, three opposite Mendhar, four across Rajouri and two opposite Nowshera. Two groups of militants were stationed across the International Border (IB) in Samba. In Kashmir valley, there had been specific reports of two groups each waiting across Keran and Kupwara but the number could grow due to fast melting of snow in the summer. Police said that the incident took place in Monghama village where the former NC MLA Ghulam Mohiuddin had gone to attend a marriage function. His Personal Security Officer (PSO), Shabir Ahmad, and another guard were waiting in a private car outside the venue when three pistol-borne militants struck. The militants tried to snatch the service rifle from the PSO which led to a scuffle during which Shabir Ahmad received minor injuries on the face. Militants then fired a few shots, resulting in injuries to Constable Riyaz Ahmad Ganie. He was hit in the throat and succumbed to his injuries later at a hospital. The militants fled from the site along with the weapon of the PSO taking advantage of the panic which followed the shooting.

NIA sources said investigators were looking at similarities between Pathankot strike and attacks/operations undertaken by JeM in Jammu and Kashmir (J&K) in Tangdhar in Kupwara District, 2015 as well as the Kathua and Samba terror attacks that targeted a Police Station and Army camp respectively in March, 2015.NIA also seeks to probe what sustains Jaish back in Pakistan, including its financing via entities like the Al-Rahmat Trust, the forces operating and funding its website and those running the organisation there. NIA had only recently sent a supplementary letter rogatory to Pakistan seeking an investigation along these lines. However, India is yet to hear from Pakistan.Meanwhile, an NIA officer said: "The broader probe will establish from which point these attacks against India were launched. Pathankot strike was not an isolated operation by Jaish, which last year also sent its fidayeen to attack security/police installations in Samba and Kathua., and targeted an Army camp near Line of Control (LoC) in Tangdhar, triggering a fierce encounter that left all three Jaish attackers dead".According to the officer, there were many similarities between Pathankot and Samba/Kathua attacks. The wireless sets used in Pathankot and Kathua were similar; also the same weapons systems were used by the Jaish terrorists in Kathua and Samba. The similarities extend to composition of the team, modus operandi, avoiding any killings before reaching the actual target and leaving behind a chit declaring revenge for hanging of Afzal Guru as a motive. "The commonalities provide additional evidence to make the case stronger. For example, NIA has now documented all IMattacks and has evidence of its operations in an integrated form," said the officer.

The piece of paper was recovered from the car of Punjab Police officer Salwinder Singh whose vehicle was snatched by JeM terrorists to reach the airbase after they crossed over to India on the intervening night of December 31-January 1. It assumes significance as it was dated December 25, 2015, the day Prime Minister Narendra Modi made a surprise stopover at Pakistan Prime Minister’s residence in Lahore on his way back home from a day-long trip to Afghanistan.Investigators had also found one more piece of paper, written in Urdu, on the body of one of the four terrorists who were killed in the Pathankot operation. After a forensic analysis was done on this paper, it was also found to be genuine. It also said that the attacks were a revenge for Afzal Guru’s hanging.A senior official said on May 25, that JeM 'chief' Maulana Masood Azhar, along with other suspects wanted by India, Abdul Rauf and Shahid Latif, had been shifted to a safe house at Mauzgarh Fort near Bahawalpur in Pakistan. Recoveries were made this morning which included one AK-56 rifle, two 9mm pistols, one country made pistol, seven AK magazines, two 9mm pistol magazines, one Pika magazine, four grenades of Under Barrel Grenade Launcher (UBGL), five hand grenades of Pakistan origin, 1696 rounds of 7.62 mm AK-47, 1340 rounds of 7.62mm CTN, 40 belted rounds of Pika, two binoculars, one telescopic night sight, one camera, 10 recording cassettes and sustenance stores. “The recovery of a huge cache has given a major success to the security forces and a massive blow to the terrorists in the area, thereby preventing the arms and ammunition from falling into the hands of inimical elements, aiming at revival of militancy in Doda district,” sources said.

Nearly 500 Indian youth, who have been attracted towards terror outfit Islamic State (IS) are being tracked by investigative agencies, india.com reports on May 31. According to the latest estimate of government and intelligence agencies, 400-500 Indians were found being impressed by IS’s ideological lure of the so-called caliphate. Intelligence agencies, state Police departments and National Investigation Agency (NIA) are on their toes and constantly tracking the activities of Indian youth who showed interest towards IS. Many of them hail the ‘achievements’ of the IS on social media and interact on web regularly to make efforts to get in touch with someone from the terror organisation so that they can travel to Iraq and Syria.These Indians, mostly youngsters, are from states like – Jammu and Kashmir, Karnataka, Kerala, Andhra Pradesh, Maharashtra, Uttar Pradesh, West Bengal, and Delhi. They utilise web-based calling, messaging and chat apps like Trillion, Live, Tango, KIK, Nimbuzz, Voxer, Talkray, GroupMe, Viber, Hike, KaKao Talk, IM+ and many others apart from Facebook and Twitter to make contact with IS militants. According to investigative agencies most of them who want to join IS get attracted to the group’s basic philosophy that it will establish a caliphate based on sharia law. “The idea appeals to them. They believe that Muslims have faced atrocities at the hands of western countries over the years and they should do something about it. They also feel that there are too many social malpractices in the modern world and only IS led caliphate can provide a remedy,” an intelligence expert stated.So far 41 IS recruits have been arrested by Indian agencies.

Security Forces (SFs) busted a recruitment module of Hizb-ul-Mujahideen (HM) and arrested three of its members in Sopore District on May 30, reports Daily Excelsior. Superintendent of Police (SP), Sopore, Harmeet Singh, said the Police reliably learnt that three youths including Liyaqat Ahmad Lone, Mohamad Shafi Bhat, both residents of Harwan and Tariq Ahmad Najar, resident of Badrahar in Handwara are working for HM. He said the Police also learnt that they are recruiting the youth of the area into HM and subsequently they were arrested. “After interrogation we found out that they were basically recruiters. Further interrogation and investigation is going on,” the SP said. Police sources said that the trio had recently inducted a youth namely Umar Khaliq of Tujjar Sopore into HM and were working to expand group’s base across Baramulla District.
