At least eight civilians including two children and four women killed on November 1 as Pakistan continues to violate ceasefire in Jammu and Kashmir (J&K), reports Daily Excelsior. Another 22 persons, including three Army porters, were injured in firing from across the border. The fatalities occurred as the Pakistani Forces targeted innocent civilian population in Ramgarh sector of Samba District along the International Border (IB) and parts of Poonch and Rajouri Districts along Line of Control (LoC)Six civilians, including two children and two women, were killed in Ramgarh sector alone and many others were injured. A woman and her daughter-in-law died in mortar shelling by Pakistan at Naika Panjgrain in Manjakote sector of Rajouri District. In retaliatory fire, the Border Security Force (BSF) killed two Pakistan Army men opposite Nowshera and decimated 14 posts of the Rangers across Ramgarh and Arnia sectors on the IB. “The BSF action against the Pakistan army, which had taken over majority of posts from the Rangers, was necessitated to stop”, sources said.

An unnamed Police spokesman said, “The overall situation across the Valley remained peaceful and under control today. During the day, no untoward incident was reported from any part of the Valley till filing of this report. In the day greater vehicular traffic was observed on the city roads as also in the main towns of the Valley. A huge number of vendors were seen on the roads, lanes and by lanes doing their normal business in the city as well in the main towns of the Valley.“The deployment of police and security forces continued on the vulnerable points across the city as well as on the roads lanes and by lanes in main towns across Kashmir.”Another unnamed Police officer said that miscreants in the night of November 1 set ablaze office cum residence of Deputy Chief Education Officer (CEO) Shopian. It may be mentioned here that 28 schools were torched during last few months in Kashmir by miscreants.

The Army's military intelligence (MI) in Jammu and Kashmir has spotted at least four terror launch pads of Jaish-e-Muhammad (JeM) across the international border (IB), reports The Times of India on November 3. The launch pads are less than five kilometres from Border Outposts (BOPs) in the Samba region, where heavy shelling by Pakistan's troops killed six people on November 1. Sources said that, according to an MI report, the launch pads had been spotted at Masroor Bada Bhai, Sukhmal, Chapral and Looni. One of them is located just opposite the Border Security Force (BSF) BOP at Paharpur in Hiranagar sector in Kathua District. According to the report, heavily armed men dressed in camouflage had been seen getting dropped at Pakistan's Nur-ul-Islam BOP via Masroor Bada Bhai.

The Union Ministry of Home Affairs (UMHA) has asked the State Government to check burning down of schools and make efforts for reopening the schools which have been closed for more than 110 days due to unrest in the Valley, reports Daily Excelsior. In a communication, the UMHA conveyed to the State Government to ensure protection of schools, especially those which are vulnerable to attacks, and make all attempts for reopening all educational institutions across the Valley. The Home Ministry is said to have persuaded the State Government to direct the State Board of School Education to notify over 500 schools to conduct regular examinations.

The Central Government has taken serious cognizance of closure of all educational institutions in the Kashmir valley for past about four months now and burning of about 30 school buildings by the protestors, which has badly affected the education of students as their examinations were round-the-corner. The Government of India has offered to provide cover by the para-military forces, wherever required, for re-opening of the educational institutions apart from all other necessary help, is asked for by the State Government. The Centre Government, according to sources, wants all educational institutions to be made functional in the Kashmir valley within the next 10 days and, for the purpose, it was ready to extend any kind of Central assistance the State Government required, which include security cover.

Two women were killed and many others injured in Pakistan shelling from across the Line of Control (LoC) in Mendhar and Balakote sectors in Poonch District on November 2, reports Daily Excelsior. Army also decimated six Pakistani posts opposite Mendhar and Balakote sectors in the District to stop shelling from across the LoC, as these posts were directly targeting the civilian population in the towns. While Border Security Force (BSF) said it has inflicted heavy casualties on Pakistan Rangers during yesterday’s (November 1) assault across Ramgarh and Arnia sectors in Samba and Jammu Districts respectively in which 14 posts of the enemy troops were destroyed. Official sources said Pakistan might have suffered casualties in destruction of their posts, which were razed to ground in massive counter offensive launched by the troops to save lives of civilians. A woman and her daughter-in-law were killed on the LoC at Naika Panjgrain in Tarkundi-Manjakote while half a dozen civilians were injured.

Both International Border (IB) and Line of Control (LoC) remained calm on November 3 after 20 Posts of Pakistan Rangers and Army were decimated on November 1 and November 2, reports Daily Excelsior. “There has been no firing in any part of the LoC in twin borders districts of Rajouri and Poonch since 3.30 pm yesterday [November 2] when in a massive retaliatory action, Army had reduced six Pakistani posts to ashes across Mendhar and Balakote, which were targeting civilian areas in which two women were killed and over half a dozen civilians were injured,” official sources said. Similarly, they added, there has been no report of any shelling or firing along the IB since 4 pm on Tuesday [November 1] when the Border Security Force (BSF) had carried out major counter offensive against the Pakistan army and Rangers across Ramgarh and Arnia sectors destroying their 14 posts. A number of Pakistan army personnel and Rangers have been killed in retaliatory action by Army and BSF, which was undertaken to save civilian lives as eight civilians, including two children and two women, were killed in Ramgarh and Manjakote (Rajouri) respectively on November 1.

The Border Security Force (BSF) on November 3 foiled an infiltration bid by two terrorists along the International Border (IB) in Hiranagar sector of Kathua District, reports Daily Excelsior. “Later, the infiltrators were seen retreating by taking advantage of dead ground and thick foliage,” sources said. It was sixth infiltration bid by armed terrorists along the IB in the last fortnight. Since the forced infiltration was foiled on the intervening night of October 20 and 21, five infiltration bids have been foiled and a total of 14 infiltration bids have been foiled in 2016. Out of them, three bids were made on the 24 hours close to night of Diwali.Also, a Pakistani national allegedly moving suspiciously along the IB in Hiranagar sector of Kathua District was arrested on November 3, reports Daily Excelsior. Further details are awaited, sources said. He has disclosed his identity as Abdul Yousaf, 41, son of Mohammad Akram, a resident of Goregam, Pakistan.

No untoward incident was reported from any party of the Valley till filing of this report. The day witnessed normal movement of people and vehicular traffic on the city roads as well as in other main towns of the Valley. Vendors in large number were seen on the streets of the city as also in the main towns of the Valley with a huge number of shoppers busy in shopping at these places. The workers of Peace Movement Party protested at press enclave Srinagar and were demanding the opening of the school in the Valley. But simultaneously during my interaction with locals, I felt they were worried about the studies of their children, but at the same time anxious about their security. The DGP said even though the intensity and spread of the protest has come down, it continued to be "extremely fragile". "While the intensity and spread of situation has come down, the situation is extremely fragile. At present, 250-300 militants are active. Given the present situation, we need to have a road map for next two-three months," he said. "The continuing infiltration along the border is a cause of worry which can change the whole game," the DGP said. "While a semblance of normalcy has been restored, there is no scope for complacency. Police will continue its drive against miscreants," he added. The DGP said at least 70 buildings have been set ablaze by miscreants during the ongoing unrest in the valley. The two infiltration attempts by the militants, which were aided and abetted by the Pakistani troops in KG sector, were thwarted successfully by the troops. A militant of Hizb-ul-Mujahideen (HM) was killed and three others, including ‘commander’ of the outfit, managed to flee out of the security cordon in Shopian District on November 7, reports Daily Excelsior. Sources said that Shopian Police and 62 Rashtriya Rifles (RR) of army cordoned off Wangam village of the District after they received specific information about presence of four militants in a house during the night. As the Security Forces (SFs) laid siege around the house, four militants including HM ‘commander’ Waseem Shah came out of the house opening a volley of fire at around 4 am on SFs. Two soldiers were injured in the gun battle. The three militants including the ‘commander’ fled from the cordon taking cover of the darkness and heavy firing while one of them was shot dead outside the house by the SFs. The dead militant has been identified as Saddam Hussain Mir resident of village Chitterpora in Shopian District. Sources said that he had joined the militancy a month ago. Separatist leader Mirwaiz Umar Farooq has been kept under house arrest while Mohammad Yasin Malik was arrested and shifted to the Srinagar central jail on November 10. Syed Ali Shah Geelani continues to remain under house arrest. Mirwaiz, who tried to lead a march to Jamia Masjid from his residence, was detained outside his Nigeen residence. A large number of Police and Central Reserve Police Force (CRPF) personnel deployed outside his residence prevented him to march and detained him. Official sources said Pakistan started heavy firing with automatic weapons followed by mortar shelling in forward villages of Chakala, Battal, Keri and Palatan in Pallanwalla sector in Akhnoor tehsil (revenue unit) of Jammu district at 7.15 pm today (November 17). “Army from this side immediately gave befitting response to Pakistan, leading to heavy exchanges,” sources said, adding that exchange of firing and shelling continued till late tonight. Pakistan Army directly targeted the civilian population in Chakala, Battal, Keri and Palatan villages of Pallanwalla sector, apart from forward posts of the Army. A local Lashkar-e-Toiba (LeT) militant was killed in an encounter in Kakapora area in Pulwama District on November 19, while his accomplice fled, reports Daily Excelsior. Sources said that acting on a specific input, Police and Army’s 50 Rashtriya Rifles (RR) had laid an ambush in Begumbagh village of Kakapora in the District on a link road. Two militants came on a motor cycle and on seeing the Army and Police, they tried to flee during which the militant was killed. Sources said that one militant Majid was driving the bike and another one Rayees Ahmad Dar was his pillion rider. When Majid noticed the Security Forces (SFs), he made a quick U-turn and Rayees fell of the motor cycle and was killed in a brief gun battle. One AK-47 rifle and magazines were recovered from him. Majid also left the bike a short distance from the encounter site and fled away on foot. SFs immediately cordoned off the area but the militant had managed to flee from the area. The operation was later called off.Rayees had joined the militancy a month ago. The killing of the militant triggered massive protests and clashes in Kakapora and several areas of Pulwama District as youth came out on the streets and pelted stones on SFs and vehicles plying on roads. The stone pelting was reported from Gadoora, Newa, Pahoo, Kakapora, Pinglina and Hassanwani areas of the District. The protesters at these places targeted scores of vehicles that were plying through these areas. Deputy Inspector General (DIG) of Police, South Kashmir, Nitesh Kumar, said, Rayees was a local newly-recruited militant. He urged the local militants to lay down arms before SFs and said that they will be rehabilitated. Kumar said that he has directed all District Superintendent of Police (SP)s and Senior Superintendent of Police (SSP)s of South Kashmir to open a special cell for the surrender and rehabilitation of local militants in their Districts. He appealed all the local militants especially those who joined recently to surrender before the Police. The DIG said that the militants who surrender would be rehabilitated so that they earn their livelihood. He said that they have tied up with some non-governmental organizations (NGOs) who will provide vocational training to the surrendered militants. He said that there are 84 local militants in South Kashmir.

Official reports said Pakistan army started unprovoked heavy shelling in forward areas of Nowshera sector targeting Indian Army posts and civilian areas at Kalsian, Numb, Kharali, Ghania and Sher Makri at around 10.30 am. Pakistan army violated ceasefire using automatic weapons but soon switched over to shelling using heavy calibre 120mm and 82mm mortars prompting very effective response from the Indian side. About half an hour later, Pakistan troops opened two more fronts on the LoC in Sunderbani and Pallanwalla sectors bordering Rajouri and Jammu Districts. At both these sectors too, Pakistan army violated ceasefire using similar kind of mortars and automatic weapons. As more than two dozen posts of the Indian Army and forward villages at the three sectors on LoC came under intense shelling, the troops from this side gave very effective response to the misadventures by the enemy troops, leading to heavy exchanges that continued till late this evening. Superintendent of Police (SP) Pulwama, Rayees Bhat, stated that based upon specific leads about the bank robbery and the trail left by assailants, Police meticulously dealt with the clues using technology as well as human sources. “During the process, the team zeroed in on one Muhammad Iqbal Wani, a resident of Chewa Kalan in Pulwama District. His arrest and disclosures further led to Farooq Ahmad Bhat and Tanveer Alam Wani, both residents of Chew Kalan,” the SP said. The SP said that during questioning it was found that the trio ran a “highly committed and confidential” Over Ground Workers (OGWs) network of LeT. “They revealed that conspiracy of robbing the Malpora Branch was hatched and master minded by one Arif Dar alias Abu Haibatullah – resident of Lelhar village of Kakapora in Pulwama, who is an active local militant of LeT, along with two foreign militants, identified by their codes, Abu Ali and Abu Ismail,” the SP said. Bhat further said that the OGWs provided all the support for facilitating the robbery, including transportation, logistics and had conducted recce of the bank multiple times. “The group also used the services of Tanveer Bhat and Raqeeb Rather, also residents of Chewa Kalan, for driving the assailants to and fro upto Malpora,” he said. The SP said the militant trio on November 21 left Chew Kalan village along with LeT OGWs in two vehicles and on reaching Malpora, they barged into the Bank branch and robbed it of nearly INR 1.3 million by keeping the employees at gun point. “It was their (militants) plan basically,” he said. “After the incident, the group drove back to Chew Kalan, where these militants de-boarded en route and decamped along with the cash. The three soldiers from 57 Rashtriya Rifles (RR) were in the lead of a counter-infiltration patrol when it was ambushed by terrorists ahead of the LoC fencing in forested mountainous Macchil sector. "The Pakistan army simultaneously opened fire at our patrol. Once the situation stabilised, the three bodies were found in the search operation... one was badly mutilated," said an unnamed officer.The Indian Army, meanwhile, on November 22 promised "heavy retribution" for the beheading of the soldier. "Retribution will be heavy for this cowardly act of mutilating a soldier's body," said the Army, which had destroyed four Pakistan army posts with massive fire assaults after an Indian soldier was beheaded in a similar border action team (BAT) operation in the same sector on October 28. In a written reply in Rajya Sabha (Upper House of Indian Parliament) Union Minister of State for Home Affairs Hansraj Gangaram Ahir said 105 terrorists had infiltrated into India till September 2016. "As per available inputs, nearly 200 terrorists are active in the state of Jammu and Kashmir," he said. Ahir said the government, in tandem with the state government, had adopted a multi-pronged approach to contain cross-border infiltration, which included strengthening of border management and multi-tiered deployment along the international border/Line of Control and near the ever changing infiltration routes and construction and maintenance of border fencing.

As the searches were underway, militants who were hiding in the village opened fire, on troops killing a soldier. The gun battle continued for an hour during which two foreign militants were shot dead. Complimenting their parents, teachers and village heads for over 95 per cent participation in these examinations, he said that at a recent meeting he had with village panchayat (village level selfGovernment institution) heads from the Valley, he had discussed the spate of incidents of schools being burnt down on which the village heads had expressed the same concern as all other Indians. “I had then urged them to go back their areas and focus on the future of the students there. Today (November 27), I am happy to say that they kept the word they had given me and created awareness among the people about it,” PM Modi said in his ‘Mann ki Baat’ address. Defence spokesperson Lt Col Manish Mehta said, “The terrorists forced their entry into the Officers Mess complex by throwing grenades and firing from automatic weapons at the Sentries on guard duty. In the initial encounter, one Army officer and three soldiers were martyred,” he said, adding the terrorists entered into two buildings, which were occupied by Army officers, their families and other soldiers, which led to a hostage like situation. “Yes, there was a hostage like situation inside the Army camp,” the Defence spokesperson admitted. He said 12 Army soldiers, two women and two children were present inside the camp but the Army troopers acted very swiftly and quickly contained the hostage like situation by successfully evacuating all the troopers, women and children to safer locations. However, Lt Col Mehta said, in the attempt to rescue hostages, one more Army officer and two troopers were killed. “Bodies of three terrorists have been recovered and operations are in progress to sanitize the complete areas,” he added. Saying that the operation was still not over, Lt Col Mehta said the Army has suspended the searches inside the camp during the night but has maintained strict cordon in the areas, where the militants had taken shelter. The operation will resume early tomorrow (November 30).

Three militants were killed and seven Security Force personnel were injured in an encounter at Chamblayal in the Ramgarh sector of Samba District on November 29, reports Daily Excelsior. The Border Security Force (BSF) intercepted three militants hardly when they had trekked about 100 to 200 meters inside the Indian territory at about 11.30 pm on November 28. Additional Director General, BSF, Chandigarh, Arun Kumar said it detected suspicious movement of three persons late in the night (November 28) and a Quick Reaction Team of the force swung into action, laying cordon in the area. “On realizing that they have been trapped, the militants started firing automatic weapons and lobbing grenades on the BSF troops. Unable to move further, the militants got holed up in a nearby tube well hut. Taking advantage of the cover, they kept firing intermittently till the day break (November 29). The area was kept under intense surveillance by the troops deployed awaiting day break,” the BSF said. At daybreak, the BSF personnel “made their move and with precise and stable fire, neutralized the three militants quickly,” it said, adding one constable Shyamal Ahirwar sustained injury. Throughout the morning hours (November 29), Pakistan kept firing intermittently to provide cover to the militants, it said. In the ensuing events, BSF’s Jammu Deputy Inspector General B S Kasana and six other SF personnel sustained injuries, it said. Three AK47 rifles, 18 magazines, 25 live grenades, three IED waist belts, five chain IEDs (used to blow up railway tracks), Global Positioning System (GPS), a wireless set and Pakistan made eatables were recovered from the slain terrorists, which established that the militants had been sent from across the border. Sources said Pakistani Rangers fired about 15 mortar shells on the BSF and Jammu Police officials, who had reached the spot after killing of the three Pakistani militants.

An INR 2,000-crore development package for displaced people of Pakistan occupied Kashmir (PoK) living in the country was approved by the Central Government on November 30, Daily Excelsior reports. The Union Cabinet approved the Home Ministry’s proposal to provide enhanced financial aid to 36,384 families, who are mostly living in Jammu region after their displacement from PoK post Independence. Each of these families will get around INR 550,000 as aid, a senior official said. The amount is “one time settlement” for the displaced families and will be released to the Jammu and Kashmir Government to be disbursed to eligible families through Direct Benefit Transfer.

They (BSF jawans) have foiled many infiltration bids on the LoC and also foiled two BAT (Border Action Team of Pakistan) attempts and in one of the actions, three of our guys have been killed, but they foiled the action and killed one militant and recovered weapons,” Vikas Chandra, Inspector General, BSF Kashmir Frontier, stated. “Ceasefire violations have been taking place and we have responded appropriately to them. There were 32 ceasefire violations in 2016 along the LoC on this side. We have lost some men and some others have been injured as well, but that is part of the life, part of duty,” he added. Responding to a question on whether the ceasefire violations were just that or a cover for infiltration, the BSF officer said, “We can say it is combined. They are infiltration bids as well and we have foiled many such incidents.” Asked whether the attack on the LoC by Pakistan and mutilation of bodies of soldiers was a BAT action, Chandra said, “Generally BAT actions take place. It would have happened, that is why there has been such action.” He said 14 battalions of BSF were deployed in Kashmir Valley. “Over 14,000 personnel are deployed in the Valley both on the LoC and in the hinterland. We are working with army, guarding the LoC. In the last one year, nine BSF officers have sacrificed their lives and 18 others have been injured while guarding the LoC and also while working in the hinterland,” he said.

The Border Security Force (BSF) said on November 30 that three militants, who were neutralized at the International Border (IB) at Chamliyal in Ramgarh sector of Samba District on November 29, had crossed into the border through 80 meters long underground tunnel, reports Daily Excelsior. The militants had planned to carry out sensational attacks on trains along Jammu-Pathankot National Highway using liquid explosive trinitroglycerin, filled in plastic bottles. BSF has seized five such bottle bombs from three slain militants. Intelligence sources said that Pakistani Rangers have procured Chinese technology through which a small tunnel, like the one detected at Ramgarh, could be dug within couple of hours and used to push the militants. “The Chinese technology had been used to dig the tunnel at Chamliyal through which three militants had infiltrated,” sources said, adding that bodies of the militants also showed that they had crawled through mud. BSF and Army had earlier also detected three tunnels on IB and Line of Control (LoC), the first one being a very long one, which was detected in July 2012 at Chalyari, Samba, the second one in August 2014 at Pallanwalla and third at RS Pura in March 2016.
