Four militants were killed while trying to infiltrate from Pakistan-occupied-Kashmir (PoK) as alert Army troops foiled three bids by militants to enter into India on October 6, reports The Times of India. The Army, which has shored up its defences along the Line of Control (LoC), foiled three infiltration bids - two in Naugam sector and one in Rampur sector in Baramulla District - of North Kashmir during the intervening night of October 5 and 6. In one of the encounters in the higher reaches of Naugam, the troops cornered a group of infiltrating militants and have killed four so far, a senior Army official said. The official said a combing operation was continuing amid apprehension about presence of more terrorists in the area. Technical surveillance was being maintained, besides using illuminators to prevent the militants, who could be present, from escaping under the cover of darkness. The Army repulsed two infiltration bids in Rampur and Naugam, raining bullets on the militants and forcing them to return to PoK. The militants, who had managed to cross the fence, had to beat a retreat after army patrols challenged and opened heavy fire on them. Pakistani army provided cover fire on both the occasions but the militants had to retreat, the official said.

The Government believes at least 250 terrorists belonging to three Pakistan-based terror groups are active in the Kashmir valley and they could target Security Forces (SFs) to 'avenge' the surgical strikes carried out by the Army across the Line of Control (LoC), reports The Times of India. Quoting intelligence inputs, top Government sources said that most of the 250 terrorists belonging to Lashkar-e-Taiba (LeT), Jaish-e-Mohammed (JeM) and Hizb-ul-Mujahideen (HM) had infiltrated before the surgical strikes and were hiding here. They said the terrorists have been given clear instructions by their handlers across the border to target security forces to "avenge" the surgical strikes. The central Government has asked SFs operating in Jammu and Kashmir (J&K) to maintain maximum alertness and take all precautions to foil any attempt by the militants to target them. Sources said even though vigil along the LoC as well as the International Border (IB) was intensified, there were gaps in many places due to the difficult topography. Army, Border Security Force (BSF), Central Reserve Police Force (CRPF) and J&K Police have also stepped up search for the terrorists. It is believed that some 100 terrorists are waiting across the border to infiltrate, as was first reported by The Times of India last week. SFs have killed more than 40 terrorists in the last one month while they were trying to infiltrate or attack the bases of Army and other SFs. Since the attack on the Army's Uri camp which killed 19 soldiers, terrorists have made several attempts in Baramulla, Pampore and Handwara. According to sources, LeT suffered maximum damage in the cross-LoC surgical strikes carried out by the Army with radio intercepts indicating that around 20 of its militants were killed.

Pakistan Army violated ceasefire along the Line of Control (LoC) twice, killing an Army soldier in Tarkundi area of Balakote sector in Poonch District on October 16, reports Daily Excelsior. “The Pakistan Army’s act of firing was very provocative as they targeted our forward posts in Tarkundi, leading to killing of the jawan,” official sources said, adding very effective reply was given to Pakistan for this unprovoked act. The fresh firing by the Pakistani troops came after a lull of more than a week along LoC in twin border Districts of Poonch and Rajouri after heavy mortar shelling and firing, which had led to migration of people from several forward areas. Sources said that Pakistan Army fired at forward area of Tarkundi in Balakote sector of Poonch District late this evening killing an Army jawan Sudees Kumar (24) on spot. Kumar was hit by the shots fired from across the LoC directly, leading to his on spot death. He was manning a post in forward area of Tarkundi when the bullets hit him. Troops from this side retaliated. However, reports of casualties or damage on other side of the LoC were not known. This was second ceasefire violation by the Pakistan Army on the LoC in twin border Districts of Rajouri and Poonch on October 16. At about 4 am, Pakistan Army had resorted to unprovoked and heavy firing at four places in Lam Laroka area in Nowshera sector of Rajouri District targeting forward Indian posts. The Indian side retaliated effectively leading to heavy exchanges that continued for four hours. Small and automatic fire arms were used in exchange of firing, sources said, adding that from 8 am onwards, there was no firing in Nowshera sector. “There were no casualties or damage on the Indian side in Pakistani firing in Nowshera sector. However, casualties, if any, on the other side were not known immediately,” sources said. The fresh ceasefire violations by Pakistan Army in Nowshera and Balakote sectors of Rajouri and Poonch Districts respectively has spread wave of panic among the people living in forward areas especially in Nowshera sector, which had witnessed large-scale migration about a week back in view of heavy shelling on civilian areas from Pakistan side.

The infiltration of militants into Kashmir valley has gone up this year despite Army being on high alert along the Line of Control (LoC) and militants are making desperate attempts to sneak in even after surgical strikes conducted by Special Forces of Army in Pakistan Occupied Kashmir (PoK) last month, reports Daily Excelsior on October 17. According to MultiAgency Centre (MAC) figures, 83 militants, mostly belonging to LashkareToiba (LeT), have infiltrated into Kashmir this year till August while last year the number was 35 for the whole year. However, a senior security force officer said that it is a conservative estimate and the figure could be higher than official figure as since July 8, after the killing of HizbulMujahideen (HM) ‘commander’, Burhan Wani, the security agencies are not getting accurate picture about recently infiltrated militants. The officer said that some of the recently infiltrated groups are yet to come under Security Forces (SFs) radar. Some of these militants are still in North Kashmir’s forest areas near the LoC while others have managed to reach the hinterland unnoticed. The infiltration attempts are still going on despite the surgical strikes against the militant launch pads in PoK at Dudniyal in Kail, Neelam, Leepa, Bhimber and Tata Pani. At Dudniyal in Kail area, the LeT suffered major damage where lot of their cadre who were planning to infiltrate were killed. Sources said that despite the surgical strikes the militant training camps are still active in PoK with 19 of them most active including those at Skardu, Kel, Karko, Dullu, Titwal, Chakoti, Kotli, Dehri, Barhal Mirpur and Chaprai. In these training camps, the militants are receiving rigorous training besides map reading, global positioning system (GPS) use, weight, weapon and tactical training. They said that over 200 militants are still waiting at launch pads for infiltration before the onset of winter but now they are alert. The militant leaders want to push in more infiltrators this year ahead of winter as security forces achieved major success against militants this year by eliminating over 115 of them so far. Army has intensified its vigil along the LoC and already two Brigades of Army have been sent to LoC in North Kashmir to take on the infiltrated militants and one more Brigade of Army has been sent to South Kashmir after increased militancy in the area. Militants taking advantage of the unrest have recruited locals into militancy and have activated their Over Ground Workers (OGWs) as well. The involvement of locals into militancy is a major challenge for the security agencies.

One militant was killed and others forced to retreat as the Border Security Force (BSF) thwarted an infiltration attempt by six Pakistani militants at the International Border (IB) in Bobiya area of Hiranagar sector in Kathua District on October 20, reports Daily Excelsior. This was the first infiltration attempt by a big group of Pakistani militants on the IB post September 29 surgical strikes by the Indian Army inside Pakistan occupied Kashmir (PoK), which had led to tension on the Line of Control (LoC). “It was a ‘forced infiltration’ attempt by six militants, all of whom resorted to indiscriminate and heavy volume of firing on the night patrol vehicle of the BSF, which was led by a Company Commander, and tried to infiltrate. However, alert BSF jawans thwarted the attempt by retaliating very effectively,” Inspector general (IG) BSF, Jammu Frontiers, DK Upadhyaya said, after visiting the spot in Hiranagar sector, where the infiltration attempt took place. Upadhyaya said the militants, who had clear backing of the Pakistani Rangers, opened indiscriminate and random firing with RPGs (Rocket Projectile Guns), as is done in the ‘forced infiltration’ (fire and sneak-in). However, the BSF jawans, who were maintaining high alert along the International Border, immediately understood the militants’ strategy and gave befitting response to heavy volume of firing. The exchange of firing lasted for few minutes after which the militants fled back to Pakistan taking along with them the body of one of their dead colleagues. The BSF jawans, in the morning, watched the video footage of entire encounter and saw the militants retreated to Pakistan lifting one of their colleagues. While one of the militants was confirmed dead, one or two others might have survived with minor injuries. Upadhyaya said the involvement of Pakistani Rangers in the ‘forced infiltration’ was very much clear. “The militants were infiltrating from the spot, which was located between two posts of the Rangers, which clearly indicated that the Rangers were well aware of the infiltration plot, or, had rather, facilitated the plot,” he said, adding that the militants can’t come so close to the border without help of the Rangers.

Seven Pakistani Rangers and one militant were killed as Indian troops retaliated Cease Fire Agreement (CFA) violation by Pakistan along the International Border (IB) at Hiranagar in Kathua District of Jammu on October 21, reports Times of India. After the Rangers injured Border Security Force (BSF) jawan Gurnam Singh in sniper fire, BSF launched an aggressive retaliation marked by intermittent small arms and ‘area weapons’ fire. "We had to respond when they tried to prevent our efforts to rescue our injured jawan," BSF Additional Director-General (ADG) Arun Kumar said. The killing of the Rangers was part of a larger drive to prevent infiltration, which has seen the Army and paramilitary troopers foil determined efforts by the Pakistan Army to help terrorists cross over to India. BSF's ADG Kumar said that Gurnam and other BSF jawans were targeted because they had responded effectively to foil an attempt, captured by thermal imagers, to push terrorists into India on the intervening night of October 19 and 20 in the same area of Hiranagar. At least four terrorists were spotted as they moved along the IB. The BSF team, which comprised Gurnam, responded with full force, forcing terrorists to retreat and killing one of them. According to a BSF officer, thermal imagery showed the men on the Pakistani side carrying one person back. This, he said, was the terrorist killed in retaliatory fire by BSF.

Chairman of the All Party Hurriyat Conference-Mirwaiz (APHC-M), Mirwaiz Umar Farooq, on October 25, said the separatist leadership in Kashmiris not against any dialogue or engagement process and asked the Government of India (GoI) to accept Kashmir as a political dispute, reports Daily Excelsior. Mirwaiz while addressing a press conference, shortly after meeting a five-member civil society delegation led by former Union External Affairs Minister Yashwant Sinha at his Nigeen residence in Srinagar, said “our biggest issue is that the Government of India wants to change the perspective or dilute it by terming it as a law and order problem or security issue or by talking about incentives”. The moderate separatist leader said that till Kashmir is accepted as a dispute and a process initiated between all the parties towards a final resolution, the uncertainty in Jammu and Kashmir, in some shape, will continue and its impact will remain on the whole subcontinent. Mirwaiz, who was released on October 24, from Cheshmashahi sub-jail after being detained there since August 27, said he talked to Syed Ali Shah Geelani – who heads All Party Hurriyat Conference-Geelani (APHC-G) – over phone. He said that the separatist leadership including Geelani and Yasin Malik are not against dialogue. “Let me make it absolutely clear, as far as Hurriyat (APHC) is concerned – whether Geelani, Malik or me, nobody has ever been opposed to any engagement or dialogue but the problem is dialogue for what? Our main focus is resolution of Jammu and Kashmir, acknowledgement of the fact that Kashmir is a dispute, acknowledgement of the fact that India, Pakistan and Kashmir have to work together for resolution of Kashmir issue, the fact that right to self-determination for the people of J-K is non-negotiable,” he said.

Chief Minister Mehbooba Mufti on October 28 stated that the separatists were not allowing schools in the Valley to function because they wanted a new generation of uneducated youths who can pelt stones and can be used as “cannon fodder”, reports Daily Excelsior. She saidthe separatists were exploiting children from the poor families by instigating them to attack Army camps, Police Stations and CRPF camps and were using them as shields, while their own children were safe. “If the youths get education they won’t pelt stones for them. The (separatist) leadership wants a generation of uneducated youths who can pelt stones for them,” Mehbooba said. “Today I see that big leaders feel if schools open, poor children will get education and then they will not have time for stone pelting or might not be ready for that,” she said. Stressing that leaders who give preference to the future and education of the children are needed and not the ones who use them as cannon fodder, she said, “for three months our schools are closed, we tried and even Delhi sent big delegations”.

Asserting that the way Pakistan shelling and firing was on, it was clear indication that the Pakistan Army has taken over the posts from the Rangers. “Firing and kind of ammunition used by Pakistan indicated that it was not their Rangers but army, which was firing upon Indian posts and forward locations,” he said. Kumar said the BSF has lost its third soldier after the sniping incident at Bobiya Post in Hiranagar sector of Kathua District in which Gurnam Singh was martyred followed by head constable Sushil Kumar and now Jatinder Singh, both of whom were killed at Abdullian in RS Pura. Three other BSF jawans have been injured, he added.Official sources said that Army has devised a new strategy to counter shelling from Pakistan side to save civilian population and own losses. The Army was now targeting and decimating Pakistani posts, which were raining mortars on civilian population. “Our troops are now going for the kill. They are decimating the posts of the Army across LoC [Line of Control] in Nowshera, Sunderbani, Mendhar, Balakote, Mankote and Tarkundi in twin border districts of Rajouri and Poonch, which were worst hit by mortar shelling, to avoid civilian casualties. After decimating the Pakistani posts, the Army was not allowing Pakistani troops to re-construct the posts by engaging them. In number of areas, the Pakistan army jawans have been either killed or injured when their posts were decimated while others have run far behind for cover,” sources said, adding this strategy of the troops has saved many civilian lives as they were targeting civilian population with heavy mortars and automatic weapons. This way, sources confirmed, a number of Pakistani Posts have been completely destroyed and Pakistani troops have abandoned those areas as there was no other cover for them. The shelling in some of the villages has stopped after decimation of these posts, they said.

On October 29 curfew was lifted from Srinagar leading to movement of people and transport in the city while restrictions on public assembly continued in Kashmir, Daily Excelsior reports. Curfew was lifted from six police station areas of the city where the curbs were imposed on October 28. The curfew was imposed on October 28 to maintain law and order in the wake of the separatists’ call for a march to Jamia Masjid in Nowhatta area of the city, but was lifted in the morning of October 29 following improvement in the situation. However, restrictions on the assembly of public under Section 144 CrPc were in place throughout the Valley. The lifting of the curbs led to improvement in the movement of people and transport in the city. However, normal life continued to remain affected in the Valley for the 113th day due to the separatist-sponsored strike. An unnamed police spokesman said that with considerable increase in vehicles and pedestrian rush the situation across the Valley remained normal and under control today. “During the day, no untoward incident was reported from any part of the Valley till filing of this report”, he said. “The vehicles were seen plying on the roads of the city as well as on the roads connecting different towns and villages. The shops were open and huge number of vendors were seen doing their normal business”, the spokesman said. He further said that adequate deployment of police and security forces was made at vulnerable points in Srinagar city, in main towns as also on the roads, lanes and by-lanes connecting different places.

The Border Security Force (BSF) foiled three infiltration attempts by heavily-armed terrorists, aided by cover fire by Pakistani troops, in Hiranagar sector of Kathua District, reports Daily Excelsior on October 31. “There were three attempts of infiltration by groups of terrorists which have been successfully foiled by the alert BSF troops in the face of danger to their lives,” BSF Deputy Inspector General Dharmendra Pareek said. Giving details, he said in the wee hours of October 29, a group of three heavily-armed terrorists attempted to sneak in from Hiranagar sector while Pakistan Rangers provided covering fire to them. However, BSF troops forced them to retreat by effective fire, he said. “On October 30 around midnight, again a heavily-armed group of three terrorists was detected by alert troops across the IB in another area of Hiranagar sector and they reached the vicinity of International Border, taking advantage of dead ground. They were kept under close watch. On effective fire of BSF, they took shelter in dead ground having thick wild growth,” Pareek added. He said the BSF troops spotted a group of terrorists in the evening of October 30 close to the International Border. He said that on being exposed, the terrorists targeted BSF troops on duty by resorting to heavy firing but were forced to retreat by effective fire. “Once they were targeted heavily by BSF with accurate fire, the Pakistan Rangers came to their rescue and provided covering fire support to the militants for their safe withdrawal towards Pakistani villages,” Pareek said. “The terrorists were seen moving half-bending, crawling and running to save their lives towards Pakistan village of Abhiyal Dogra,” the DIG said.

The Border Security Force (BSF) has unleashed massive firepower to retaliate against Pakistan Rangers' relentless attempts to push heavily armed terrorists into Indian Territory since October 19 through continuous ceasefire violations, reports Times of India on November 1. India's massive retaliation has claimed the lives of at least 15 Pakistani soldiers as well as some civilians on the other side. The BSF, responding to Pakistan's firing and mortar shelling of the past 11 days, has fired 3,000 long range mortar shells (81mm area weapons), which can hit targets within the range of 5 to 6 km. It has also fired 2,000 short range mortar shells (51mm mortar shells), which can hit targets at 900 meters, and more than 35,000 bullets using small arms, including MMG, LMG, rifles, etc. Officials said long-range mortar shells are used to destroy enemy positions and small range weapons are for targeting terrorists and Pakistan Rangers firing from posts close to the border. Most of the cross-border firing has been taking place in the Jammu sector at night, when Pakistan Rangers provide the cover of fire to help terrorists infiltrate into the Indian side. The BSF has lost three jawans since October 19. Officials said more than 60 ceasefire violations by Pakistan have been recorded at the International Border in less than two weeks. The BSF, sources said, has been supplied with additional inventory of ammunitions in view of the prevailing border situation and because of the approaching winter.
