The National Investigation Agency (NIA) on September 1, made its 13th arrest in the 2022 Islamic State (IS) inspired Coimbatore car Improvised Explosive Device (IED) blast, reports news18.com. The arrested accused, Mohammed Azarudeen alias Azar, is already in jail at the Viyyur High-Security Prison in Thrissur District of Kerala, in another case. He was arrested and charge-sheeted earlier in the Tamil Nadu IS module case and was subsequently sent to judicial custody. Investigations revealed that Azarudeen had previously taken secret classes along with the other accused, including Jamesha Mubeen, the vehicle driver killed in the explosion. It was at these classes that the accused were indoctrinated with IS ideology and motivated to commit violent acts of terror. The NIA further found that Mubeen, along with two other arrested accused, had met Azarudeen in prison. They had then hatched the Sathyamangalam conspiracy (the car bomb blast plan was concretized in the Sathyamangalam forest) to plan and prepare a terror attack to avenge Azarudeen’s arrest and to free him from jail.

A special National Investigation Agency (NIA) court in Lucknow has found two people, identified as Atif Muzaffar and Mohammad Faisal Khan, guilty of killing, Ram Babu Shukla a retired school principal of Swami Atmaprakash Brahmchari Junior High School in Kanpur in Uttar Pradesh (UP) on October 24, 2016, as part of a conspiracy by Islamic State (IS) terror group to spread fear and terror among the people, news18.com reports on September 4. The quantum of sentence against the accused will be pronounced on September 11, 2023. The Special NIA Court held the accused guilty under various sections of the Indian Penal Code (IPC), Unlawful Activities (Prevention) Act (UAPA) and Arms Act.

The National Investigation Agency (NIA), on September 6, 2023 arrested Siyed Nabeel Ahammed, ameer (‘chief’) of Islamic State’s (IS’s) Thrissur-based module, from an undisclosed location in Chennai, capital of Tamil Nadu, reports The Hindu. Ahammed was suspectedly on the run, moving from one hide-out to another across Karnataka and Tamil Nadu, and was picked up by the NIA’s Fugitive Tracking Team. He was preparing to flee the country using forged travel documents with Nepal as a transit point, the central agency said. Incriminating documents and digital devices were seized from Ahammed, who has been named as an accused person in a Kochi (Kerala) case by the NIA. NIA said the IS had intensified its activities in India by establishing modules in various States, and recruiting youth who owed allegiance to the Jihadi ideology.

The Bihar Police on September 9, arrested the ‘state secretary’ of Popular Front of India (PFI), identified as Riyaz Maroof alias Bablu from Subhash Chowk in Chakiya of East Champaran District for his suspected involvement in anti-national activities, reports Hindustan Times. “Riyaz Maroof, who was one of the main operatives of PFI, has been arrested. He served as the state secretary of the banned outfit. His interrogation is underway,” East Champaran Superintendent of Police Kantesh Kumar Mishra said. He was wanted by the National Investigation Agency (NIA) after they neutralised Phulwari Sharif terror module. A case was initially registered on July 12, 2022 at Phulwari Sharif Police Station in Patna (Bihar) after the module was neutralised. The NIA then re-registered the case 10 days later after taking over the investigation.

On September 10, the banned outfit Sikhs for Justice (SFJ) organised a ‘Khalistan Referendum’ at the Guru Nanak Sikh Gurudwara (where Hardeep Singh Nijjar was shot dead on June 18, 2023) in the Surrey Town of British Columbia Province in Canada, reports The Hindustan Times. As reported earlier by SATP, the vote was supposed to be held at Tamanawis Secondary School in Surrey but was cancelled after images of weapons on the poster were brought to the school authorities' notice by concerned residents. The absconding accused are Mohammed Shahnawaz Shafiuzzama Alam alias Shafi alias Abdulla of Jharkhand; Talha Liyakat Khan of Pune; Rizwan Abdul Haji Ali; and Abdulla Faiyaz Shaikh alias Daiperwala, both from Delhi. On August 8, the case was transferred to the NIA from Anti-Terrorism Squad (ATS), which referred to it as the Pune IS module case.

The National Investigation Agency (NIA) has attached a house in Uttar Pradesh belonging to a cadre of Al Qaeda, identified as Minhaj Ahmed, which the accused was using to make preparations for carrying out terror attacks, Hindustan Times reports on September 13. Minhaj Ahmed, was using the property, house no. 602/400, Adnanpalli, Ring Road, Dubagga in Lucknow District of Uttar Pradesh (UP), for carrying out various terror related unlawful activities, including fabrication of Improvised Explosive Devices (IEDs) and petrol bombs, to carry out terrorist attacks in the state, NIA said. Minhaj and another suspect Maseerudeen were earlier arrested from the same house on July 11, 2021. The property, attached under Section 25 of Unlawful Activities Prevention Act (UAPA), is registered in the name of Minhaj’s father, Siraj Ahmad and the latter’s mother and brother.

The National Investigation Agency (NIA) issued a high alert directive to the Anti-Terror Squads (ATS) in five states which includes Assam, Maharashtra, Tamil Nadu, Karnataka and Gujarat, India TodayNE reports on September 14. The development comes after the NIA filed a supplementary charge sheet on August 30, implicating two active members identified as Mohammad Akbar Ali alias Akbar Ali and Abul Kalam Azad associated with terror modules, Al-Qaeda in the Indian Sub-Continent (AQIS) and Ansarullah Bangla Team (ABT), in a conspiracy to spread terror and violence in India. The accused were arrested on April 5, 2023 and investigations revealed that they were co-conspirators in organizing meetings with the aim of expanding AQIS activities to various religious places in neighboring Districts of Assam. Their mission was to recruit individuals to join Jihadi outfits and work within sleeper cells (Ansars) to establish a base for Al-Qaeda and its various manifestations and outfits in India. The case was originally registered by Assam Police on March 4, 2022 and the NIA took over the case on March 22, 2022.

The National Investigation Agency (NIA) arrested one person from Ratlam District of Madhya Pradesh while conducting raids in multiple states in India as part of a crackdown on the Islamic State (IS) Jharkhand module, Hindustan Times reports on September 15. The arrested person is identified as Rahul Sen alias Omar alias Omar Bahadur (23), and a host of incriminating material, including electronic and digital devices, one knife, a veil and several IS related documents were also seized. The raids were conducted in connection with the case of Faizan Ansari alias Faiz, a student at Aligarh Muslim University (AMU), who was arrested earlier on July 18, for his suspected involvement with IS. The NIA officials said the raids were conducted in Districts of Maharajganj, Azamgarh and Jaunpur of Uttar Pradesh (UP); Ratlam in Madhya Pradesh; Ludhiana in Punjab; South Goa in Goa; Yadgir in Karnataka and Mumbai in Maharashtra. The officials said Omar was arrested for his active role in the terror conspiracy, including dissemination of IS propaganda through social media platforms for radicalisation and recruitment of gullible youth for carrying out various terror related activities.

The two were held guilty of killing a retired school principal Ram Babu Shukla in fulfilment and furtherance of the IS agenda by spreading fear and terror among the people. The special court also issued a penalty of INR 5,00,000 on both the accused. The two accused were booked and tried under sections of IPC 302 (murder), 120 B (criminal conspiracy), along with sections of Unlawful Activities Prevention Act (UAPA). Both Atif and Faisal were also named in the terror attack case related to the Bhopal-Ujjain passenger train on March 7, 2017, leaving scores of passengers on board injured.

Several incriminating books in vernacular and Arabic languages were also seized during the searches, in addition to INR 60,00,000 and USD 18,200. On September 25, the Mumbai Crime Branch has filed a 405 pages fifth supplementary charge sheet against Tahawwur Rana, a Canadian national of Pakistani origin, for his involvement in the November 26, 2008 (26/11) terror attack in UAPA Court in Mumbai, reports mid-day.com. Rana is currently incarcerated in a Los Angeles jail, and awaits extradition. Earlier, in June 2020 the Indian Government submitted a detailed dossier to the US and it was supported by the Joe Biden administration. The evidence indicates Rana's active participation as a co-conspirator in the attacks during his presence in India from November 11 to November 21, 2008. On November 20 and 21, 2008, Rana was confirmed to be in Mumbai, staying at a hotel in Powai, and these details are now included in the charge sheet. The officials have said that few days before the attacks he left India via Dubai and travelled to Beijing. Throughout the investigation, the crime branch identified 14-15 crucial witnesses whose statements are also part of the charge sheet.

The creation of the post of an Additional Director General (ADG) and six Inspector Generals (IGs) were approved by UMHA and an order was issued in this regard. The development comes amid demands to strengthen NIA at the top level as the IGs, Deputy Inspector Generals (DIGs) and Superintendents of Police (SPs) were burdened with multiple cases. NIA, since its formation in 2009 following the 26/11 Mumbai terror attacks in 2008, has registered over 510 cases till date and has a conviction rate of nearly 94 per cent.
