Saying that maritime terrorism poses a serious threat to national security, Western Naval Command Chief Vice Admiral Dinesh K Tripathi on December 1, asserted that the Indian Navy is committed to deter any military adventurism from the sea. "Maritime terrorism, piracy, robbery, illegal and unregulated fishing in Indian waters, human, arms and drug trafficking is on the rise and needs fresh paradigm for maritime security. Maritime terrorism has expanded in recent years and is manifesting in new ways and means. Piracy and armed robbery at sea have also flared up in new regions. The constant challenge of unregulated activities poses a considerable challenge," Tripathi stated.

The National Investigation Agency (NIA) on December 5, charge-sheeted five persons suspectedly associated with the Islamic State of Khorasan Province (ISKP), a proscribed Afghan terrorist organization, reports The Hindu. Among those arraigned in the chargesheet are Ubaid Nasir Mir, Hanan Hayat Shawl, Mohammed Hazim Shah, Sumera Banu, and Zubair. They suspectedly had plans to go to Afghanistan illegally via Iran from Porbandar, Gujarat, for training and to carry out terrorist acts there. However, they were arrested by Gujarat’s Anti-Terror Squad (ATS), which found that the five were actively involved with the ISKP. NIA had taken over the case on June 28, 2023, on the Union Ministry of Home Affairs (UMHA) directive.

National Investigation Agency (NIA) has charge-sheeted a man, identified as Nossam Mohammad Yunus, in connection with a criminal conspiracy by the banned Popular Front of India (PFI) in Nizamabad in Telangana to recruit, radicalise and train youths to carry out acts of terror and violence, an official said on December 7, reports The Week. Yunus is the 17th accused charge-sheeted under relevant sections of the Indian Penal Code (IPC) and the Unlawful Activities (Prevention) Act-UAPA by the NIA in the case. NIA spokesperson said Yunus is a trained PFI cadre who was engaged in motivating and radicalising impressionable Muslim youths with the aim to carry out violent terrorist activities in furtherance of the PFI conspiracy to establish an Islamic Rule in India by 2047.

The Colombo Security Conclave, a grouping that includes India, Sri Lanka, Mauritius and the Maldives, on December 7, agreed on a roadmap to ensure the security and stability of the Indian Ocean Region (IOR) in the face of non-traditional and emerging hybrid challenges, reports Hindustan Times. The member states reiterated the role and responsibility of the Colombo Security Conclave in ensuring the safety, security and stability of the Indian Ocean amid traditional, non-traditional and emerging hybrid challenges, the people said. Cooperation under the conclave focuses on five pillars – maritime safety and security, countering terrorism and radicalisation, combating trafficking and transnational organised crime, cyber-security and protection of critical infrastructure, and humanitarian assistance and disaster relief.

The National Investigation Agency on December 8, arrested 13 people in Maharashtra's Pune District in connection to an Islamic State (IS) terror conspiracy case, reports Hindustan Times. The arrests came after the investigation raided 44 locations in Maharashtra and Karnataka in the case related to a conspiracy by IS to carry out terror attacks across the country. Of the total locations being raided by the NIA, the agency investigators searched one place in Karnataka, 2 in Pune, 31 in Thane Rural, 9 in Thane city and one in Bhayandar. The anti-terror agency sleuths raided these locations in close coordination with the Police forces of Maharashtra and Karnataka, officials said, according to the news agency.

National Investigation Agency (NIA) on December 11, questioned more than 20 persons from Thane, Mumbai and Bangalore as part of its crackdown on the Maharashtra module of Islamic State (IS), reports Hindustan Times. The persons were summoned “on suspicion”, said an NIA official. Among those questioned was Areeb Majeed, a resident of Kalyan (Maharashtra), who in 2014 had suspectedly gone to Syria to join IS. Majeed returned to India in November 2014, after which he was arrested by the NIA. He is currently out on bail.

The raids are still underway at the premises of suspects who have terror links and are operating at the direction of their foreign handlers. Besides, the suspects had been actively involved in various terrorist activities. The move comes days after the NIA, in a crackdown on Islamic State (IS), arrested 15 operatives of the banned terror outfit on December 9 during multiple and widespread raids across Maharashtra and Karnataka.

A day after a major security breach in the Lok Sabha (Lower House of Indian Parliament), the Delhi Police invoked sections of the Unlawful Activities (Prevention) Act-UAPA, against four accused persons, Manoranjan D., Sagar Sharma, Amol Shinde, and Neelam Devi as well as sections of the Indian Penal Code (IPC) related to criminal conspiracy, trespass, provoking a riot, and obstructing a public servant in the discharge of functions, The Hindu reports on December 14. A fifth accused (name not mentioned) will be presented in court on December 15, while the sixth, Lalit Jha, who filmed the protest outside Parliament and uploaded the video to social media platforms, was arrested from Kartavya Path, metres away from the Parliament building in Delhi. The Lok Sabha Secretariat has suspended eight security personnel for the incident.

The identity and place of arrest of these four are not yet disclosed. India on December 15, hosted a joint anti-terror exercise of the Shanghai Cooperation Organisation (SCO) nations with a broader aim of suppressing the use of the internet for terrorist activities, reports moneycontrol.com. The exercise was carried out in New Delhi with the support of the executive committee of the Regional Anti-Terrorist Structure (RATS) of the SCO, an official readout said. The exercise was conducted by the competent authorities of the member states to identify and suppress the use of the internet for terrorist, separatist and extremist purposes. The objective of the exercise was also to increase the level of interaction among the competent authorities of the SCO member states in countering cyber-attacks by terrorist and extremist organisations on the critical information infrastructure of the SCO member states.

On December 18, the National Investigation Agency arrested eight Islamic State (IS) operatives of the terror outfit’s Ballari module after conducting raids in 19 different locations across five States, reports India Today. The raids spread across Ballari and Bengaluru in Karnataka, Amaravati in Andhra Pradesh, Mumbai and Pune in Maharashtra, Jamshedpur and Bokaro in Jharkhand and Delhi. The arrested have been identified as Minaz alias Mohammed Suleiman (the module’s suspected leader) and Syed Sameer from Ballari, Anas Iqbal Shaikh from Mumbai, Mohammad Muniruddin, Syed Samiullah alias Sami, Mohammed Muzammil from Bengaluru, Shayan Rahman alias Hussain from Delhi and Mohammed Shahbaz alias Zulfikar alias Guddu from Jamshedpur, adds The Hindu. The operatives were involved in actively promoting terror and terror related acts and activities of IS. The NIA also recovered explosive raw materials, unaccounted cash and incriminating documents during the raids. Preliminary investigations suggest that the accused had planned to use the explosive raw materials to be used in improvised explosive devices (IEDs). The NIA had registered a case against the IS-inspired Ballari module on December 14.

Central government has handed over 324 cases to National Investigation Agency (NIA) in the last five years, Union Minister of State for Home Nityanad Rai shared the information in a written reply to a query from a member of Rajya Sabha (Upper House of Indian Parliament) on December 20, reports NDTV. The Minister said these 324 cases were handed over to the NIA between December 1, 2018, and November 30, 2023. The cases were handed over to NIA after considering the gravity of the cases, as the agency has a specialisation in probing terror-related incidents across the country and various other matters under its jurisdiction.

Police also recovered an “abusive” threat letter by a previously unknown group, Sir Allah Resistance, addressed “to Israel Embassy ambassador” at the spot. No one was injured in the explosion. Police found a one-page letter in a white envelope outside the Central Hindi Training Institute located near the embassy. “They have mentioned about zionist and abused Israelis…It’s a one-page letter written in English and they have mentioned their outfit name as – ‘Sir Allah Resistance’. But even after checking our database, we have not found any such existing outfit,” an unnamed source stated.

A special court of the National Investigating Agency (NIA) in Bengaluru on December 27, convicted and sentenced two “highly radicalised” militants of Al-Qaeda in Indian Sub-continent (AQIS) to seven years of imprisonment, reports The India Today. The two operatives, Akthar Hussain Laskar from Assam and Abdul Aleem Mondal from West Bengal were also fined INR 41,000 and INR 51,000, respectively in a case registered on August 30, 2022. The duo was involved in a conspiracy to send young people to Afghanistan to undergo terrorist training. They were charged under sections dealing with criminal conspiracy and other offences under the Indian Penal Code (IPC) and the Unlawful Activities (Prevention) Act- UAPA. Further, the two men had allegedly planned to carry out jihad (holy war) against members of a particular community in India.

Hafiz Saaed has been in Pakistan jail since 2019 after being convicted for several years in multiple terror finance cases along with some other leaders of the banned Jamaat-ud-Dawa (JuD). The Ministry of External Affairs (MEA) has sent a formal extradition request of Saeed to Pakistan. Notably, India has repeatedly demanded Hafiz Saeed's extradition from Pakistan, to face trial for the 26/11 attacks, but the absence of an Extradition Treaty between India and Pakistan complicates the process.

The chargesheet mentioned the names of Tabish Nasser Siddiqui of Mumbai, Zulfikar Ali Barodawala alias Lalabhai, Sharjeel Shaikh and Aakif Ateeque Nachan of Borivali-Padgha, and Zubair Noor Mohammad Shaikh alias Abu Nusaiba and Adnanali Sarkar of Pune. NIA in its investigation has found links of a larger conspiracy with international connections and even the involvement of a complex network active in propagating IS ideology in India. The accused, charge-sheeted before the NIA Special Court in Mumbai under various sections of the Unlawful Activities (Prevention) Act (UAPA) and Indian Penal Code (IPC), were allegedly engaged in actively propagating the violent and extremist ideology of IS and carrying out acts preparatory to terrorist violence through the recruitment of individuals to the organisation and its cause, a spokesperson of the federal agency said.
